Abstract

A priority direction in the development of high-tech zones is the creation of territorial production clusters that unite the entire production chain, from the manufacturer to the seller of products, including a developed infrastructure and organizations engaged in scientific research. The most important advantage of cluster-type associations over other forms of production organization is the focus not on the development of individual industries, but on the links between industries, enterprises and organizations. Such links contribute to the development of production and competition; to the facilitating access to the latest technologies; to distribution of risks in various types of joint activities; joint access to foreign markets and the organization of research and the process of professional development of personnel; reducing production costs. The instability of the geopolitical situation, the current dynamics of integration processes in the post-Soviet space require optimal options for organizing the spatial development of Russian agriculture. In the developed Strategy, the state and development trends of economic growth centers, geostrategic territories, mineral resource centers, and so on are considered as reference points for spatial development, on which attention is supposed to be focused. In the document, the territory of the country is represented by fourteen regions and their constituent entities. Such a concept as a macro-region is introduced - the united territories of two or more subjects of the federation, the socio-economic conditions of which are singled out as separate directions of priority development with the allocation of goals and objectives of socio-economic development in strategic planning. The structure of macro-regions is represented by an association of neighboring subjects of the federation, which have: close territorial location, similar natural resource factors; effective economic specializations; potential opportunities for internal and external cooperation. To improve inter-regional interaction, it is planned to have: the largest (large) promising centers of economic growth (urban agglomerations), mineral resource and agro-industrial centers; prospects for the development of interstate relations with the possibility of building infrastructure facilities; sectoral federal objects of social orientation, contributing to the increase of transport accessibility for the provision of various services.
