Abstract

The article examines the institute of academic titles in Russia, which belongs to the category of rudimentary or relict. Such institutions are characterized by their nominal design (for example, regulated requirements for obtaining an academic title, legal confirmation in the form of a certificate and symbolic value) in the absence of economic content in the form of real privileges (benefits, allowances, job opportunities, etc.). It is shown that such a failure in the effectiveness of this institution arises against the background of an inflating bubble in the regarding the number of its owners. The undesirability of the existence of rudimentary institutions from the legal, institutional, behavioral, economic and systemic points of view is revealed. The danger of a rudimentary institution due to the formation of simulacra and simulation strategies in the scientific community is shown. Three scenarios for the adjustment of the institute of academic titles are proposed: the preservation of the federal system based on the introduction of direct bonuses; the preservation of the federal system based on the introduction of indirect bonuses; the liquidation of the federal system and the introduction of local academic titles. The advantages and disadvantages of each scenario are considered.
