Abstract

Modern Russia is now at the transitional phase of its development. This transition is related to the major transformation of civilizational trends which has been outlined in the beginning of XXI century. Macro-shocks of last years, first pandemic and then sanctional, has forced this transformation giving it an irreversible character. This leads to the re-orientation of the civilizational path to the direction: modern socioeconomic system – new industrial society of the second generation – noonomy. The article considers features of the development with given direction, taking into account features of modern challenges, including the context of a necessity to ensure technological sovereignty of Russia. Emphasis is put on the contribution of regions into these processes, also a necessity of correction is mentioned in relation to the renewed conditions, systems of regional politics.
