Abstract

The article is devoted to the transfer of state powers to municipal authorities and the problems that arise during the implementation of this procedure. The author demonstrates the difficulties that arise when delegating such powers to local selfgovernment bodies on specific legal relations. According to the author, the significance of the above-mentioned issues lies not only in the inadequate financial implementation of the powers transferred by the state and in the mixing of subjects of competence, but also in the fact that this takes place in the conditions of new constitutional and legal realities, when municipal power, like state power, becomes part of a single public authority. In this regard, the author suggests ways to overcome the problems that have arisen during the transfer and implementation of state powers by municipalities.
