Abstract

The article proposes an understanding of the system of education as a factor of optimization of state youth policy in the Russian Federation. Youth education determines the necessity of forming permanent growth of knowledge of fundamental nature on every level of basic education. The introduction of federal state educational standards is understood as a new impetus to the development of state youth policy.
 The article discusses three levels of training for young people in the transition to the Bologna system: special, socio-professional and professional individual.
