Abstract
The study carried out a feasibility study of energy saving measures for a large number of facilities. For this, the technical data of the buildings were used without an energy audit. The data of the information system for managing energy resources of the Belgorod region were used. A methodology has been developed for calculating the technical and economic indicators of building insulation based on the general geometric characteristics of buildings and the characteristics of structural materials. For 127 educational institutions, an assessment was made of the most effective plan for a five-year investment in reconstruction, which ensures the maximum total effect. It has been determined that the correct investment plan allows to obtain significant savings in energy resources and financial resources. The best option corresponded to the initial modernization of institutions with the greatest savings achieved. Rational investment planning has increased the final savings by 16% and can reduce the required total costs by 5%.
