Kindergarten „Margaritka“, Plovdiv, works and strives to implement activities and policies in the field of educational integration, ensuring equal access to quality education for all children and does not lag behind the emerging modern trends. It increasingly combines established forms of pedagogical interaction with children whose mother tongue is different from Bulgarian with those in which information and communication technologies are utilised. With this idea the pedagogical staff focused on developing a model for digital creation of educational content material to support the learning of the Bulgarian language by children, for a more successful adaptation and socialization in the transition from kindergarten to school.

The article provides an overview on the problem of the introduction of information and telecommunication technologies in the modern educational system, which demonstrates new opportunities for optimizing the learning process, particularly language learning, at all levels. The choice of the topic, its relevance, the theoretical significance and practical value of the investigated problem are substantiated. A special attention is paid to the Internet, web technologies, possibilities of mass media, active use of the didactic potential of the virtual network. The authors consider the possibilities of training new generation teachers who possess not only traditional, but also innovative learning technologies, who are able not only to process certain information, but also to produce it, creatively using the time to solve educational tasks. The proposed work is devoted to the problem of forming the information culture of future teachers, their readiness to use the latest information technologies in their professional activities; organization of the educational process using modern information and communication technologies. It was found that a modern lesson today is impossible without involving the powerful capabilities of Internet resources, the usage of which contributes to the formation of a truly modern student, armed with the latest technologies for searching, receiving and using cognitive information. It was determined that the formation of readiness to work with information technologies in professional activity is a long process, which is an important component of the professional pedagogical training of future specialists, therefore this process takes place through purposeful activity, the future teacher's own activity and special conditions. The following conditions are considered as the most important for the formation of future teachers’ information culture: student’s involvement in active information activities; professionalism of the teacher; technical equipment; active learning methods; arming students with rational methods of knowledge acquisition. Using of technical tools in education allows solving the following tasks: the usage of innovative information technologies and their compliance with the conditions of modern educational technology; increasing visibility of methodical materials in education; improving the organization of students’ independent cognitive activities; the usage of global and regional systems; application of interactive learning methods.

International Plans and Experiences in Strengthening the Role of Information and Communication Technologies on Rural Development with an Emphasis on Iran

One of most important issue of information and communication development all over the world is serving information and communication technologies to rural and out of the way areas. Therefore, any solution that could reduce information accessibility distance between city and rural areas is considered valuable and in consistent with information society development. Thus, communication and information technology ministry contemplate special plans for rural information technology development. In Iran, It had been planned to provide minimum necessitous access to communication and information technologies for 10000 villages till the mid of 2005. For this purpose, required funding had been assessed and its administrative and managerial structure has been designed. In addition, it was expected that till the end of forth Development Plan, 20000 villages should be benefit from communication and information technology services. Nowadays, the issue is not using or not using these technologies, but the issue is how to use them and their implementation in different social and economic areas so that maximum profit obtains from these technologies. Nowadays domination on digital gap is one of most important issues of developing countries including Iran. Rural areas are exposed to digital gap more than other areas. These areas deprived from most of the development indicators (such as education, welfare and communicational facilities and occupation) and this deprivation maybe get severe with the emergence of newer information technologies in comparison with urban areas. This maybe led to peasants' migration to urban areas for acquiring better social and economic positions and thereby survival of villages faces with more challenges than before. In addition to the mentioned threat, information and communication technologies provide a unique opportunity for bridging the existing gap between undeveloped and developed areas. If villagers could catch this opportunity and use the information and communication capabilities and potencies, not only their survival are not faced with mentioned threats but also villages become dynamic and productive areas that warrant food security of society. Interactional Strategies and Anaphoric Repairs of BS Information and Communications (BSIT) Technology Students

This study aimed to analyze the interactional strategies and anaphoric repairs used in the recorded pair conversations of the Bachelor of Science in Information and Communication Technology (ICT) students who were taking the course ICT 135 (Interactive English). The present research analyzed the ten recorded pair conversations. The results revealed the questions, minimal responses, and making statements predominated among the interactional strategies while the anaphoric repairs included other-initiated self-repair and self-initiated other-repair. This study provides implications to classroom interaction and use of language in interacting with other students. Future researchers can let their participants use their Mother Tongue or the Cebuano language as the language to be used in their research, regardless of the subject taken up by the participants. In using the Mother Tongue, the participants would be more comfortable in speaking providing a more natural and unrestricted flow of conversation.

The article analyzes the existing international standards in the field of language teaching and proficiency assessment. Based on the Common European Framework of Reference (CEFR), which is promoted by the Council of Europe and used in language teaching and assessment in Europe and other countries, language proficiency levels, assessment, goals, CEFR Global Scale, global English language assessment programs similar to CEFR descriptors are studied. Information is provided on the works carried out on the application of CEFR international standard in Azerbaijan. The application of information and communication technologies, including automated speech recognition systems, in language learning, teaching and assessment are analyzed. The advantages of effective use of Information and Communications Technology (ICT) in the process of improving the knowledge and skills of language learners, checking and evaluating the development of language skills are indicated. In order to contribute to the implementation of the tasks ahead for the protection and development of our mother tongue with the application of ICT, suggestions are given for adapting the teaching and evaluation of the Azerbaijani language to the CEFR standard, taking into account different approaches to language teaching in the world experience.

Scaffolding Singaporean Students to Write Vividly in the Chinese ‘Mother Tongue’, Mandarin

This paper details results from a three-year study investigating how to help students in Singapore write vivid compositions in Mandarin, the Chinese 'mother tongue'. Mastery of the mother tongue by Singaporean students has become an important government priority in recent years. The strategies employed by this study included the use of information and communications technology (ICT) mediated scaffolds such as collaborative mind maps and online peer editing to help students learn micro-writing strategies. This paper outlines the process of using various scaffolds to support students to learn and apply the action chain micro-writing strategy. A class of 31 Primary 4 from a neighbourhood school participated in this study. Findings indicated that students were very enthusiastic about writing in the ICT-mediated environment. Contrary to the teacher's initial belief, students could be scaffolded to write action chains quickly. Findings highlighted the potential of scaffolding students in learning small chunks of writing strategy in an ICT-mediated environment that enabled them to practice these strategies in their composition writing until they could master and apply them. These micro-writing strategies gradually built up to a complex set of skills, including expressive writing. Moreover, students enjoyed working in groups and editing their peers' work online. This showed that peers could be engaged as scaffolders in the classroom to free up the teacher' time, allowing the teacher more time to spend with students who were not performing well.

Information and communication technology challenges to democracy in Asia

The unprecedented technological revolution seen in the field of communication and space technology stretches over a very small span of Asian history and the collective memory of ancient civilizations of India and China. The techno-political events in the modem political paradigms, of parliamentary democracy in India and communism in China, are just about half century old. In such a situation, any expectation that information and communication technology would alter or influence recently adopted political systems and worldview needs an in-depth analysis of the social structure and capabilities of information and communication technology. The author had earlier proposed three forms of challenges that information and communication technology can bring to bear on the political paradigms. These were ‘technopositivism’, ‘techno-neutralism’and ‘techno-negativism’. The ‘techno-positivism’… view refers to the opinion of those who believe that satellite-based broadcasting helps political and emotional integration, thereby strengthening democracy. The ‘techno-negativism’ endorses the views of those who think that satellite-based broadcasting in plural civilizations having multiple languages and a ‘world view’, imposes the views of a politically dominant minority over the majority. The third form represents views of those who believe that technology by itself does not create any condition for weakening the democracy; rather the aims and goals of the communicators are directly responsible for strengthening or weakening the democracy. (Agrawal 1993:222, also see Hamelink, 1986). The situation has not substantially changed in the last decade. A large number of scholars have cast futuristic views on the basis of experiential knowledge about the repercussions on individual freedom of speech and expression, and human insights as a result of the all pervasive technological penetration in human society. The fundamental assumption being that information and communication technology willy-nilly will influence the existing political paradigms since information and communication is an essential ingredient in maintenance and perpetuation of clearly held values like democracy. The author has attempted in this paper is to have a synoptic view as to how professionals of communication and information technology have postulated its influence on democracy and the likely challenges it can pose to human freedom, freedom of expression and human rights. This will be followed by a likely scenario and the challenges that it can pose to the world’s largest democracy of a billion people.

     The paper presents an analysis of the concepts of "information technology", "Information Technologies in Education", "Information technology education", "computer technology", "New Information Technologies", "New Information Technologies in Education". Found that the most common concept in this list is the concept of "information technology" as a set of methods and technical means for collecting, processing, storing, processing, transmission and presentation of data. Slightly narrower in this context, the concept of "new information technologies," which mandates the involvement of computer and other technical means to work with data. The emphasis on the learning process of information technology requires detailed terms "Information Technologies in Education" and "New Information Technologies in Education", which are defined as involvement of information technology and accordingly, including the technical means to create new perceptions and knowledge transfer, evaluation studies and all-round development of the individual in the educational process. Along with these terms also used such as "information technology training," which denotes a set of training and educational materials, and technical tools for educational purposes, as well as the system of scientific knowledge about their role and place in the educational process. Meanwhile, the term "information technology" encompasses all these concepts, so in a broad sense can be used to denote any signified concepts.     As an extension of the term "information technology", the term information and communication technologies (ICT), and "information technology education", understood as educational technology using special methods, software and hardware to work with information and "ICT training "- as IT training focused on the use of computer communications networks for solving instructional problems or their fragments. Taking into account tasks, such as creating methodical maintenance of discipline "Methods of teaching educational sector" Mathematics "" using computers, the authors use the term "information technology", follow the definition of information technologies M. Zhaldak, IT training Zakharova I. and see their possible implementation in class presentations through the use of lectures; at workshops – by presentations prepared by the teacher and presentations prepared by the students, and through the use of computer control tests; during independent work possible use of teaching aids in electronic media and educational computer tests.

Android interactive word game in mother tongue for early childhood learners

As ownership of mobile devices increases, the trend in the use of information and communications technology (ICT) in education also advances. In line with the mandate of the department of education to develop interactive strategies, this study aimed to design, develop, and evaluate an android interactive word game in Mother Tongue on the level of acceptability of the system based on content, instructional quality, technical quality, presentation and organization, and accuracy and up-to-dateness to address the gap for interactive mobile learning. This study used developmental and quasi-experimental research. The first phase of the study used developmental research to design, develop, and evaluate the acceptability of the android word game. The second phase of the study used quasi-experimental to evaluate the effectiveness of the developed android word game on the pupils' academic performance in mother tongue. The evaluation of the information technology (IT) experts resulted to a very acceptable rating for the android interactive word game, which was observed to be effective based on the higher post-test mean score or higher mean score of the pupils in the spelling skills after their exposure to the android interactive word game.

The subject of the study is the peculiarities of teaching information and communication technologies in educational institutions of higher education.The object of the study is the implementation of professionally oriented disciplines related to countering crimes committed using information and communication technologies in educational institutions of higher education of the Ministry of Internal Affairs of Russia. The authors consider in detail the introduction of information and communication technologies into the educational process, their effectiveness in solving applied tasks to improve the educational process, increase the activity of students through their involvement in various activities and stimulating educational activity. The authors pay special attention to the use of information and communication technologies in the pedagogical process of educational organizations of the Ministry of Internal Affairs of Russia. The authors reveal the problems of implementing professionally oriented disciplines related to countering crimes committed using information and communication technologies. In the course of the research, the dialectical method of scientific cognition was used, as well as a set of general scientific and special methods for studying the theoretical foundations of pedagogy, creative understanding of the problems of using information and communication technologies in the educational process. The introduction of scientific conclusions and recommendations into the practice of teaching professionally oriented disciplines are made. The main conclusions of the conducted research are the ways proposed by the authors to solve the problems of implementing professionally oriented disciplines. The main didactic questions "Who should be trained?", "What should be taught?", "How should training be conducted?" are considered and "Who will provide training?" professionally-oriented training related to countering crimes committed using information and communication technologies. A special contribution of the authors to the study of the topic is their proposed methodology for teaching students and cadets of universities of the Ministry of Internal Affairs of Russia to counter crimes committed using information and communication technologies. The authors note that the training should be carried out using an interdisciplinary approach, including elements of jurisprudence, information technology, psychology, sociology and other relevant fields of knowledge. The novelty of the research lies in the disclosure of the basic didactic principles of the implementation of professionally oriented training related to countering crimes committed using information and communication technologies.

Marketing has evolved since the beginning of the 20th century, thanks largely to information and communication technology (ICT). The transformation can be seen in changes to the economy and to technology and in the shifting preferences and needs of clients. With ICT, companies can deal directly with their clients, simulating real-life situations. This allows them to understand the necessities of the market in adopting their products and services thereby achieving a closer relationship and a competitive advantage by offering better value to their clients. At the same time, mathematics and fuzzy logic have facilitated the creation of the business models that are optimally adapted to the everyday situations that confront businesses in making their decisions in the present climate of uncertainty. This article presents the evolution of relationship marketing supported by ICT and the use of fuzzy models to simulate real situations in marketing. This work has two purposes: 1) to encourage scholars to continue researching on mathematical models applicable to relationship marketing; and 2) to invite marketing managers and ICT professionals, to develop systems to improve every day relationships with customers. Development and Use of Information and Digital Technologies at Ukrainian Enterprises

The paper considers the problems consider the problems of enterprises digitalization. Based on the research of the scientific literature, it is established that enterprises in the modern world need the active introduction of information and digital technologies to ensure the competitiveness of production and active development in the future. The analysis and assessment of the use and development of communication and information technologies by domestic enterprises is carried out. According to its results, it is established that the main areas of information and communication technologies implementation in domestic enterprises are cloud computing services, sources of "big data" for the analysis of "big data", 3D printing, external links to the Internet, own websites and electronic trade via the Internet, etc. It is determined that due to the rather intensive growth of the number of enterprises in the information and communication industry, the use of their developments in production is rather insignificant. Only 5% of enterprises during the study period used all the above information technologies in their activities. Based on the analysis, the problem areas of the process of implementation and development of communication and information technologies at domestic enterprises are identified and recommendations for improving the efficiency of information and communication technologies are provided. The MatLab Statistic Toolbox built into MatLab is used to determine the trends of the impact of digital innovations and the number of information and communication enterprises on GDP.

Information and Communication Technology and Knowledge Management in Higher Education System

Given the importance of knowledge management at university, most scholars believe that the key to the success of knowledge management is the capacities information and communication technology provides in this field. Thus, the present article aims to identify effective factors of information and communication technology on knowledge management in higher education. Research methodology: this is a qualitative study conducted by content analysis and semi-structured interviews with academics from state universities in Tehran as well as objective sampling in the year 2016. Using an analysis of data resulting from semi-structured interviews and a review of research, background effective factors of optimal use of communication and information technology were identified. Then, they were classified into main and additional categories. Results from encoding and categorical content analysis suggest that hardware and software infrastructures, access to academic databases and electronic networks, access to new knowledge research, retrieval, storage, exchange and processing technologies, and mastery over related software are regarded as effective factors of information and communication technology on knowledge management in the higher education system. Each category covers several subsets. Conclusion: in order to apply the findings of the present research in practice, it is suggested that the establishment of knowledge management system approach be valued in academic environments.
