Abstract

The goal of this study is the qualitative evaluation of the structural shifts’ dynamics, while it is proposed to carry out this assessment based on an analysis of changes occurring within the industry structure of the economy taking gross value added into account as well as identifying the relationship between economic development and the use of digital technologies in the Russian economy both at the country and regional levels. The K. Gatev coefficient is the most effective method for calculating the magnitude of structural shifts, which allows us to evaluate changes in the structure in dynamics, as well as determine the result of these changes. The empirical base of this study is the official statistical publications of the Federal State Statistics Service of the Russian Federation: statistics on gross value added by industry, use of various types of digital technologies, costs of digital technologies for the period from 2005 to 2022. In the course of the study, the typology of the regions of the Russian Federation was carried out according to the indicators of digital transformation, for each type the features of structural changes were determined. An analysis was carried on the comparability of structural shifts in the economy both in terms of use and costs of digital technologies. The obtained results of the quantitative assessment served as the basis for substantiating the dynamics of structural changes and the use of digital technologies in the country’s economy, as well as determining their empirical relationship.
