Abstract

In the context of sanctions pressure and reduced access to advanced information technologies, the task of digitalizing the economy of the Russian Federation is becoming much more complicated. The task of creating a digital economy based on the transformation of sectors of the traditional economy with a high level of penetration of fundamental information technologies in order to form the processes of creating and consuming digital products is considered as the final one. The digitalization of the economy in the context of sanctions pressure should be carried out on the basis of a systematic analysis of the level of accessibility of information technologies, the degree of readiness of the socio-economic environment, and be essentially a highly accurate process. The task of building an effective digital economy in the face of sanctions pressure and limited access to key IT technologies can be formulated as a search for optimal directions for the development of traditional industries and existing macroeconomic processes based on available fundamental technologies that allow reaching the top level of the digital economy transformation hierarchy. In this regard, it is advisable to talk about the formation of a roadmap for building a digital economy, which makes it possible, under the conditions of sanctions pressure, to implement the most promising of the available segments of the digital economy. A key element of such a mechanism should be end-to-end systemic monitoring of the level of development of the digital economy and digitalization processes. Particular attention should be paid to assessing the economic consequences of digital transformation.
