Abstract

Providing stable development of Autonomous Republic of Crimea as a self-sufficient region of the Russian Federation requires search and introduction of promising economic activities that aim reaching high rates of regional economic development. Cluster is a structure that will encourage activating economic development, interindustrial cooperative relations, growing competence of regional economics. The article presents the model of tourism cluster of the Crimea, which is developed by the author on the principle of functional and territorial zoning. It provides for creation of six health and recreation centers, each of which is distinguished by its specialization and located in south coast, southwest, southeast, west, east, central regions of the Crimea. The south coast region operates as the center of the tourism cluster and a leading health and recreation service center. These health and recreation centers make a core of the regional tourist cluster and provide services in accordance with their specialization. The model is divided into territorial areas characterized by specific economic activities: territorial areas of the regional economy directly, indirectly and remotely related to the tourism sector. The detailed characteristics of all of them with indicating a type of activity and assignment has been submitted. The functional directions of the medical and health improving centers, which are the components of a tourist cluster, with allocation of priority types have been substantiated. The analysis of the existing approaches to creating a tourist cluster with allocation of disputable aspects has been carried out. The author's definition of a concept of a tourist cluster with representation of its features is given: construction basis, belonging to a service sector, geographical localization, inter-industrial cooperation, high concentration of the enterprises and their characteristics.
