Abstract

The purpose of the article is to characterize the process of restructuring the mechanism for staff-ing the administrative bodies and institutions of public education of the RSFSR at the regional (provincial) level in the early 1920s. in the context of the realities of the «cultural revolution» that has begun (on the example of the Oryol province). The author substantiates the factors in the formation of new requirements for educa-tors, put forward by the Decree of the Council of People's Commissars of the RSFSR «On the Establishment of Institutes for the Training of Red Professors» and the decisions of the X Congress of Soviets, and also characterizes the mechanism for implementing these requirements at the all-Russian and regional levels.
