Abstract

The main problems in the field of higher education and science related to risks, which became especially relevant after the start of a special military operation and the sanctions pressure of a number of Western countries, are analyzed. Two groups of risks, such as “technological” and “ideological” are distinguished. Technological risks are associated with the use of foreign software products and educational platforms (Zoom, MS-Teams) in the educational process, which are characterized by unstable work and a lack of security that allows interfering with the course of an online lesson. Ideological risks are due to the fact that educational products integrated into the Russian education system are ideologically objectionable to Western moderators serving these platforms and can be removed overnight. The danger of absolutization of ratings, scientometric indicators (impact factor; h-index), the existing system of international rating of Russian universities and research teams is shown.
