Abstract

Introduction. The management of the economy of the Russian Federation is carried out within the framework of state programs, in accordance with Government Decree No. 588 of 02.08.2010. At the same time, it is necessary to ensure the interrelation of the developed activities with each other in terms of tasks, deadlines for implementation and necessary resources. State programs allow, within the framework of the program-target method, to concentrate efforts for a comprehensive and systematic solution of the problems of the socio-economic policy of the country. The proposed program-target planning method consists in the selection of priority goals of economic, social, scientific and technological development, in the development of interrelated measures to achieve them in a given time with maximum efficiency with the required provision of resources. Modern decision theory offers a set of techniques that allow to bring a system of heterogeneous goals and characteristics of research into a single structure. When developing this structure, known as the goal tree, program-target planning uses the knowledge and experience of experts in this subject area, their ability to give predictive assessments of the development of the situation. But unlike conventional methods based on the developer's intuition, expert opinions are subjected to certain mathematical processing. The proposed article describes the process of formation and decomposition of the goal tree in relation to the problem of fire extinguishing organization. The tasks of the research. The aim of the study is to increase the efficiency of fire extinguishing. The objective of the study is to identify the general structure of the objectives of activities aimed at improving the effectiveness of fire extinguishing. Methods. The methods of graph theory and mathematical statistics are used in the research. Results and discussion. According to the results of the expert survey, the preferred goals for the development of the fire and rescue garrison in the field of improving the efficiency of firefighting have been formed. Conclusions. With respect to the duration of the period of daily activity of the PSP, the time intervals when the direct execution of fire extinguishing and emergency rescue operations takes place have a much shorter duration, however, they are the ones that have the greatest impact on the overall effectiveness of firefighting. An analysis of historical experience allows us to draw similar conclusions. Keywords: operational activity, time of employment, graph theory, expert survey, goal tree.
