Abstract

The draft of the Federal Law on the Public (Munici-pal) Social Demand for Rendering Public (Municipal) Social Services was submitted to the lower chamber of the Russian Parliament. Its main task is to im-prove the quality and availability of public and mu-nicipal services by involving non-governmental or-ganizations in their provision. At the same time, every public legal entity is free to decide to use the mechanisms provided for by this bill. The research analyzes the domestic practice of assessing the need for public services at both federal and regional levels. The potential of public (municipal) institu-tions is defined. The authors apply the indicators of staff sufficiency and capacity of public (municipal) institutions and interpret the results of the analysis of these indicators. An approach is presented to assess the adequacy of public (municipal) institu-tions that provide public (municipal) social services.
