Abstract

Compliance of the national regulatory framework for the functioning of institutions and entities of the civil service with European and international legal counterparts, as well as the use of foreign experience in order to improve national institutions is a key aspect of finding other ways to ensure the effectiveness of the civil service in Ukraine and focusing the community's attention on the study and analysis the potential of these structures. One of these topical areas is the evaluation of the performance of civil serv-ants. It should be noted that at present a significant impact on the efficiency and transparency of public administration, the conditions for the professional activity of civil servants and the use of criteria for determining the level of attitude towards employees is exerted by the process of assessing civil servants as a tool for managing human resources. In this regard, the formulation of a system of approaches to improve the process of assessing civil serv-ants as a tool for managing human resources determines the relevance of this issue, since the issue of formulating such a methodology for determining the qualitative need for civil servants and persons in-volved in determining and ensuring a balance between the bodies is of particular importance at all levels of functioning and training of specialists in the specialty "Public Administration".
