Сучасні вимоги до професійної підготовки прикордонників в Республіці Індія (на основі аналізу нормативних документів 2004–2017 рр.)

Abstract

The article is devoted to the study of modern requirements to professional training of border guards in the Republic of India. The author proves that a wide range of threats at the Indian and Ukrainian borders are similar and it means that it is necessary to investigate the system of professional training of border guards of the Republic of India in details. Moreover, the author is the first to investigate the peculiarities of professional training of border guards in the Republic of India in order to implement some principles while training personnel of the State Border Guard Service of Ukraine. On the basis of analysis of normative documents of 2004 –2017 (Indian Army Doctrine- 2004, Join Doctrine of the Indian Armed Forces-2017, Concept of professional evolution of the Ministry of Defense, Annual Report 2016–17 of the Government of India, Annualreports of the Department of Border Management and all border agencies, analysis reports of military experts, etc.) we have come to the conclusion that the modern requirements to the professional training of border guards in the Republic of India are the following: apolitical orientation, function division, secular ethics, national consciousness, development and actualization of conceptual, moral and physical components, technological skills, leadership, and flexibility. Besides, the peculiarities of border management development have been analyzed and they should be considered while training border guards. These peculiarities are the following: usage of observation and surveillance means, high-precision weapons and operational management systems, electronic information equipment, digitalization of existing equipment, stronger influence of mass media, unchanged meaning of human factor, integration of arms and services.
