Abstract

Introduction. The article reveals the process of creation and grounding of the structural- functional model of training of border guards in EU countries. The developed model is a generalization of the models of training of personnel of the border police and other border agencies, reflects the concept of training of European border guards and is based on the defined tendencies of training specialists of this profile.Purpose. Design a pedagogical model represented as an interconnected set of blocks (subsystems) with specific properties integrated as a unity of the organization of the process of training border guards of EU countries. Methods. In order to achieve the purpose of the study, the following set of methods was used: analysis of pedagogical and psychological literature, synthesis, comparison, comparative study of the concepts, trends, pedagogical observation, modelling of the border guards training.Results. The model performs the following functions: illustrative, translational, explanatory and predictive and reflects the training of European border guards based on defined trends. The generalized structural and functional model of training of border guards in the EU countries, consists of the following blocks: the target (purpose, tasks and professional requirements, especially the professional functions of the personnel of the border authorities in the EU countries); conceptual, which is divided into: theoretical, methodological and prognostic-practical concepts; content-procedural (content, structure, stages of training, methods, technology, teaching and methodological support, types of training, forms of training organization, institutional component); diagnostic and productive (evaluation, its types, scale of assessments, quality assurance, accreditation, certification, Interoperability assessment program, the result of unified training of border guards in EU countries). A separate block contains the tendencies of training of border guards in EU countries. Originality. For the first time was created and grounded a structural-functional model for training of border guards in the European Union countries.Conclusion. The author analyzed the possibility of creating a structural-functional model for training of border guards and using this experience for the purpose of its introduction into the system of professional training of personnel of the Ukrainian border authorities.
