Abstract

An article dedicated to the 90th anniversary of the birth of one of the luminaries of Soviet and Russian administrative law, Honored Scientist of the Russian Federation, Doctor of Law, Professor D.N. Bakhrakh, is devoted to the analysis of his views on the unity of the system of presidential power, federal, regional, and local executive bodies. The development of the positions of the scientist on these issues, as well as his judgments aimed at improving the teaching of relevant topics during administrative law, are considered. It is shown that the provisions formulated by him largely predetermined the formation of public authority in Russia.
