Abstract
The article puts forward a hypothesis that the Russian Federation recognizes the health of citizens as the highest constitutional value. The Government of the Russian Federation is formulating a policy aimed at creating conditions for protecting health and ensuring guarantees for protecting the health of citizens. Consistently proving this statement, the author divides the article into several sections: from a theoretical presentation of the conceptual apparatus, it passes to the powers of the executive authorities implementing the policy in the field of health protection, then to the regulatory legal acts regulating legal relations in the field of health protection and ensuring guarantees for protection health and completes the study by bringing the system of administrative and legal measures and activities that are used by the executive authorities authorized in the field of health protection. In conclusion, conclusions are drawn corresponding to the study.
