Abstract

For this period of time, the EMERCOM of Russia system has developed and uses mainly «manual» and partially automated calculation methods when planning the location of elements of the emergency response grouping. The main disadvantages of the known methods are the high labor and time costs, the need for highly qualified performers, as well as the significant importance of the subjectivity factor in the results obtained. When implementing the planning process, these factors negatively affect the quality of calculations. Automation of calculations using a model for estimating the properties of terrain on a digital map in the proposed formats is considered. The approbation of the methodology proposed in the article for solving the problems of choosing the location of elements of the grouping of forces and means in the aftermath of an emergency situation shows that the use of a digital terrain map really allows you to improve the quality of decisions.
