DIGITALIZATION OF REGULATORY ACTIVITIES IN UKRAINE DURING THE POST-WAR PERIOD

The article reveals the essence of the concepts «regulatory process», «regulatory activity», «digitalization», while regulatory activity as an object of research is considered from the following aspects: economic, legal, informational and organizational. It has been proven that the very application of the term «digitalization» in the course of this study along with the existing definitions does not radically change the essence of the existing process of regulatory activity in Ukraine, which is based on the application of the positive experience of European countries and has certain advantages. The main results of digitalization of regulatory activity at the micro level (optimization, improvement of quality and efficiency of regulatory activity) and macro level (scale of information dissemination, information awareness of subjects in the regulatory process) are presented. It is substantiated that the digitalization of regulatory activity as a transformation process, which is expedient to start in the post-war period, is aimed at solving the primary goals in the field of regulatory activity: accessibility and convenience; improvement of communication links; zero tolerance for corruption; the expediency of the introduced regulations of entrepreneurship and it is recommended to apply the principles proposed by the author in such a process (accessibility, consolidation, ensuring reliability, preservation and protection, technological unity and harmonization of information disclosure in the field of regulatory activity). The areas of risk of digitalization of regulatory activity were investigated (technological: differences between digital and human decision-making logics and military: dependence on technical conditions) and prospects for further research in this area, aimed at changing the tactics and strategy of the development of the economy of Ukraine in the post-war period, were outlined.

Focus this research is to describe the process of public sector reform in a country, by finding the sectrets success in carrying out transformation and reform in Singapura. Descriptive qualitative analysis by study literature and examining secondary data as a data collection method use in this research. The results show that there are four secrets success of public sector reform in Singapore: (1) zero tolerance for corruption; (2) meritocracy in appointing and promoting someone in public sector or political office and making meritocracy the national identity and ideology. (3) Providing decent and competitive salaries to attract "the best and the brightest" citizens to join the government to become civil services. (4) the rule of law to solve social and political problems in the country's.

Borba protiv korupcije i socijalni kontekst

In this paper, the author tried to present the project of combating corruption in Serbia, starting from the theoretical definition and classification of this social phenomenon. Arguments are also provided proving that, in addition to good strategy and legal solutions, the effects in the fight against corruption also requires the establishment of a social climate in which zero tolerance for corruption will develop. The difficulty, on a global scale, is the fact that neoliberal capitalism encourages illegal activity, legitimizing it by the general rules of the free market. Bearing in mind that the provisions of the Law on the Anti-Corruption Agency also point to the prevention of corruption, the author has tried to answer the question to what extent the prevention designed here can prevent corruption, especially when it comes to those aspects that citizens in everyday life deal with most commonly encountered. The conclusion of this paper is that apart from suppressing corruption mechanisms, one should also take into account the general social situation that generates corruption - namely poverty and social insecurity, that is, suppression of corruption entails a much wider set of measures than anti-corruption laws.

THE ANALYSIS OF ANTI CORRUPTION BEHAVIOR ON BPS SERVICES AT BATAM CITY INDONESIA

Citizens are compelled to pay for services that should be free; state budgets are pillaged by corrupt politicians; public spending is distorted as decision-makers focus spending on activities likely to yield large bribes like major public works; foreign investment is stymied as businesses are reluctant to invest in uncertain environments economies suffer.The Anti-Corruption Behaviour Survey is a national programme that measures individual Indonesians' anti-corruption knowledge, attitudes and experiences. The Survey also assesses the nationwide implementation of the National Anti-Corruption Strategy for the Prevention and Eradication of Corruption establish a culture of zero tolerance for corruption in the country. A key activity in support of this assessment is to set the baselines for the STRANAS-PPK anti-corruption strategies. The study mainly determined the anti-corruption behavior on BPS services at Batam city Indonesia The data gathered were analyzed using descriptive statistics with 40 respondent. The result of this research shows that anti-corruption behavior on BPS services at Batam city is good. BPS services arrangements and quality guidelines play similar roles in helping institutions become more effective. BPS arrangements clarify institutional structures and procedures. Quality of BPS services guidelines focuses on planning processes and the nurturing of a quality culture of anti-corruption.

MDBss Sanctions Regime and Issues: A Perspective of AIIB

Within the sphere of multilateral development banks’ (MDB) dispute settlement, the sanctions regime is one stellar important development. It is essentially international legal efforts against business corruption involved in contracts in MDB-financed projects. The sanctions regime has contributed to both grand causes of poverty reduction and anti-corruption, which possess universal meaning. The Asian Infrastructure Investment Bank (AIIB), Benjamin of the MDB family, commits to build an ethical organization with zero tolerance for corruption. The AIIB policy on prohibited practices has been in place soon after the establishment of the institution late 2015. The AIIB sanctions regime generally meets international best practice, and in some respects, does a better job than peer institutions. Meanwhile, the AIIB sanctions regime is more of a general framework than a sophisticated legal corpus. It is subject to change, improvement and enrichment, as the AIIB unveils business, builds up experience, and collaborates closely with the World Bank and other MDBs. A multidirectional emulation during the process is advisable, and the value to be added by the AIIB to the business sanctions regime is very much expected and welcomed.

Political will in combating corruption in developing and transition economies

PurposeIn recognition of corruption as a major obstacle to the development processes of poor countries, the search for effective strategies in combating the phenomenon in developing countries has become a major preoccupation of the international donor community, particularly since the early 1990s. The purpose of this paper is to examine the role of “political will” in combating corruption in Hong Kong, Singapore and Ghana with the view to drawing significant lessons for all developing and transition countries in their anticorruption crusades.Design/methodology/approachThe findings in this paper are based on an extensive review of relevant literature and personal experiences in Ghana.FindingsThis paper concludes that controlling corruption in a sustained manner requires a consistent demonstration of genuine commitment on the part of the top political elite towards the eradication of the menace. Where the commitment of the top political leadership to the goal of eradicating corruption in a country is weak, as has been the case in Ghana, governments are only likely to engage in “zero tolerance for corruption” talk but continue to play a “tolerant corruption” game. Anticorruption reforms, in this regard, are bound to fail.Practical implicationsThe paper highlights a number of lessons from the successful anticorruption crusades of Singapore and Hong Kong that are significant for Ghana and other developing countries in their fight against corruption. These include the need for anticorruption reform initiatives to be participatory and inclusive of all stakeholders including public and private sectors as well as civil society; the need to provide adequate budgets and staff for specialized anticorruption agencies and grant them independence in the execution of their mandates; and the need to establish effective mechanisms for: providing positive incentives for those who comply with anticorruption laws; and exposing and sanctioning compromised individuals and institutions.Originality/valueWhilst studies on the role of political will in combating corruption in developing countries abound, most of these have either not provided in‐depth country experiences or relied on single country cases. One major departure of this paper from extant literature is its cross‐country comparative nature.
