Politics in New Zealand

This excellent textbook, an introduction to the study of New Zealand politics by a well-known and respected political scientist, has been reprinted and revised repeatedly since 1994. This updated edition is designed to incorporate the major changes that have occurred to the New Zealand political system between 1997 and 2003, including the continuing adjustment to MMP and the return of Labour to power in 1999. The updating has been carefully orchestrated to retain the book's original virtues - there is still one voice throughout, hence the book remains lucid and very accessible to the target audience of undergraduates; it puts our politics into a single, coherent, theoretical context; each chapter's subject matter is put into historical perspective, enabling readers to get a sense of the evolutionary nature of politics, and the contexts that drive the changes. The 'Further Reading' sections at the end of each chapter have been revised. This is the only textbook on the market that will include the abolition of appeals to the Privy Council, the new S Supreme Court, the change of National leadership and Donna Awatere-Huata's dismissal from ACT. Richard Mulgan is a former professor at Otago and Auckland universities and now divides his time between the Waitangi Tribunal and Newcastle, Australia. He is the author of a number of important books on New Zealand politics. He was a member of the Royal Commission on the Electoral System which recommended MMP. Peter Aimer, Political Studies, University of Auckland, is a leading member of the team which has been publishing groundbreaking studies of New Zealand elections since 1990 and is also the author of a history of NAC.

Environmental policy in New Zealand: the politics of clean and green?

Since the mid 1980s, environmental policy has had an especially high profile in New Zealand politics. New Zealand has taken the initiative in promoting strong measures that deal with global warming, nuclear issues, ozone depletion, driftnet fishing, and the protection of Antarctica. This book provides the first systematic and critical analysis of environmental policy in New Zealand based on concepts and theories from the fields of environmental politics research and public policy studies. It assesses the strengths and weaknesses of New Zealand's environmental policies with respect to four recurring themes: the need for anticipatory policy making; the need to change our ways; the need for institutional reform to enhance policy performance; and the need for more integrated and comprehensive policy. Given that New Zealand is a widely perceived and self-promoted clean and green country, its environmental policies are of special international significance and interest.

Contesting new terrain: Red‐green politics in New Zealand∗

The Alliance is a new progressive force in New Zealand politics. Uniting the Greens, Mana Motuhake (the movement for Maori self‐determination), the Democrats (which emerged from the former Social Credit Party), the Liberals, and the New Labour Party (itself formed in 1989 by activists who broke with the old Labour Party), the Alliance began as a collective initiative in late 1991. A public opinion poll in late 1992 recorded that Alliance had the support of 38 percent of New Zealand's voters. It would need over 40 percent of the vote to form a government at the October, 1993 national elections.

Nuclear free New Zealand and rogernomics: The survival of a labour government

Abstract New Zealand's fourth Labour government, elected to power in 1984, has become known most generally for two of its policies: a refusal to accept nuclear warships in New Zealand waters, and the vigour and consistency with which it has pursued market orientated economic policies. A post‐election near‐national survey of 1013 respondents is employed to measure the extent to which the two policies may have aided Labour's re‐election in 1987. Contrary to most interpretation hitherto, we find that defence and economic policy opinion were at least of equal importance. But there is further evidence to indicate that defence policy opinion was the more important It is concluded that the expression of “post‐materialist” values through anti‐nuclear politics may have perversely allowed a new materialism to conquer New Zealand politics.

Political Tolerance in New Zealand

Samuel Stouffer's seminal study of political tolerance in the United States made a crucial mistake when it concentrated on the civil liberties citizens would accord left-wing groups (viz., communists, socialists, and atheists) and then came to the almost tautological conclusion that left-wing people were likely to be more tolerant than people of other political persuasions. In assessing political tolerance it is essential to measure the tolerance (or lack thereof) that people have for target groups of their own choice. Consequently, a series of survey-research studies has been undertaken in America, Israel and New Zealand that centre on the groups in politics that the individuals interviewed liked the least. This paper reports on the results of the New Zealand study. The unpopular groups in New Zealand politics are outlined, and the ideological consistency of the survey's respondents with respect to their selection of least-liked groups assessed. The wider implications of the findings are considered in the concluding section of the paper.

From confusion to confusion: The 1981 general election in New Zealand

Abstract The 1981 New Zealand general election was fought against a background of electoral upheaval and uncertainty that had characterized New Zealand politics during the 1970s. The preceding three years had also witnessed the rise in popularity of the country's leading minor party, the Social Credit Political League. It was difficult to predict how the League would fare in terms of capturing seats in the election. The election was held in the wake of the socially divisive rugby tour by the South African Springboks and in the midst of debate over the National government's new growth strategy. It was not entirely surprising, then, when the election produced a very close and curious result. The National Party won the election narrowly, but both major parties made substantial gains in some areas and substantial losses in others. Social Credit made major gains of votes from both National and Labour but failed to win further seats. The electorate was seemingly still in deep confusion.
