Pariwisata Era Ekonomi Digital: Sebuah Implementasi Pilar Kebijakan Poros Maritim di Era Jokowi dalam Konteks Paradiplomacy

This paper discusses the role of paradiplomacy in implementing the World Maritime Axis policy in the field of tourism in the digital economy era. With the method of qualitative analysis the writer finds that paradiplomasi plays an active role in the effort to realize the implementation of the World Maritime Axis which is the domain of President Jokowi. Paradiplomasi conducts international cooperation in the form of sister city to promote national tourism which is certainly the leader of the Indonesian sector in the state budget revenues. This then becomes ediplomacy for local governments and becomes a benchmark in creating e-government and ends in good governance in regional economic development in line with national economy. That is why, hopefully this study is able to become a prescription and become a reference in building an integrated state with the 4.0 era 4.0.

INDONESIA - CHINA BILATERAL COOPERATION TO IMPROVE THE QUALITY OF HUMAN RESOURCES IN THE MARITIME SECTOR AS AN EFFORT TO ACHIEVE THE WORLD MARITIME AXIS VISION

This study aims to determine the bilateral cooperation efforts that the Indonesian government has carried out to improve the quality of human resources in the country to realize the vision of becoming the world's maritime axis. The Indonesian government recognizes that the country's waters have diverse maritime potential and are essential for world trade routes. If appropriately utilized, Indonesia's territorial waters can become a strategic point for many countries. President Joko Widodo's desire to make Indonesia the world's maritime axis is driven by the realization that Indonesia needs help to achieve this vision because it still has limitations in managing and developing its maritime sector. Therefore, the Indonesian government needs support from other countries, including China, to establish bilateral cooperation. This research is descriptive and uses a qualitative approach. The techniques used in data collection are interviews and data collection from various written sources, such as documents, journals, scientific articles, books, newspapers, reports, and others. The results of this study show that bilateral cooperation carried out by the Indonesian government is bearing fruit because China is also willing to support Indonesia to achieve this vision of the world's maritime axis.

Differences in Learning Outcomes Using Discovery Learning and Problem-Based Learning Models on Indonesia's Strategic Position as The World's Maritime Axis

Discovery Learning is a model that invites students to actively learn to discover their knowledge. Meanwhile, Problem-Based Learning is a learning model where students are required to be active in acquiring concepts by solving problems. This research aims to analyze geography learning outcomes using the discovery learning model; determine the results of learning geography using the problem-based learning model; determine differences in geography learning outcomes using discovery learning models and problem-based learning models. The research method used was a quasi-experiment with two classes, namely the experimental class and the control class. Based on the research results, the learning outcomes for class XI IPS 1 were obtained with an average score of 85.8, and the learning outcomes for class learning on geography learning outcomes in class.

The World's Maritime Axis, A Critical Analysis

The dynamics of threats and challenges facing Indonesia in the Southeast Asia and Pacific region continue to develop. Among them is the rivalry between two great powers competing for hegemony over the Asia Pacific accompanied by local and regional threats carried out by non-state actors. This research is an analysis aimed at explaining the basic concept of a strategy introduced by President Jokowi, namely the World Maritime Axis, then testing the extent to which this concept is able to overcome existing threats and challenges, so whether this strategy is worthy of being maintained or not. The research was carried out through literature studies until February 2024. The results show that the World Maritime Axis strategy is worth continuing, and even needs to be supported by the DPR to strengthen its legality in the form of a law.

New Trends of Indonesia’s Foreign Policy Under President Joko Widodo in The First Period

President Joko Widodo inherited many domestic and foreign political problems and opportunities inherited from the previous President. This article aims to analyze Indonesia's foreign policy during the first term of President Joko Widodo. This research is qualitative research that utilizes data to find solutions to problems based on existing social realities using scientific methods. The findings are that the Indonesian government under President Joko Widodo has carried out foreign cooperation, especially focusing on the pillars of security and peace, economic and maritime diplomacy, protection of Indonesian citizens and legal entities abroad as well as ASEAN cooperation to strengthen Indonesia as the world's maritime axis. Apart from that, cooperation with various countries in East Asia focuses on economic opportunities and infrastructure development, especially from China and South Korea. This tendency will give rise to rivalry in the East Asia region, making it difficult to build a strong regional organization that is needed for harmonious ASEAN-East Asia cooperation because these two regions are close together.

Maritime Diplomacy in Realizing the Vision of Golden Indonesia 2045 through the Concept of World Maritime Axis

Indonesia plays an important role in global maritime dynamics. The maritime sector is critical to international trade and regional security. The concept of the World Maritime Axis has been introduced as the basis for Indonesia's maritime development. The Golden Indonesia Vision 2045 is Indonesia's long-term roadmap to become a major economic power. It focuses on the optimal use of the maritime sector, with maritime diplomacy playing an important role in achieving this vision. This article examines the research objectives to answer the main question: "How do the projections and strategies of maritime diplomacy contribute to the achievement of Indonesia's Golden Vision 2045 through the World Maritime Axis Concept?". This study uses a qualitative approach to examine the projected achievement of the Golden Indonesia Vision 2045 through the concept of the World Maritime Axis. The data collection technique is a comprehensive literature review, including government policy documents, international reports, and relevant academic publications. Data analysis was conducted using content analysis techniques to identify, analyze and report patterns (themes) in the data. The research findings show that Indonesia must navigate shifts in global power competition. Indonesia's maritime diplomacy will play an important role in optimizing maritime resources for national and international interests. To strengthen these efforts, a strong defense and security posture is needed amidst regional dynamics.

Critical Role of Maritime Infrastructure in Indonesian Defense Logistics Management towards the World Maritime Axis

Indonesia has ambitious goals to become a global maritime axis by harnessing its potential maritime resources. Maritime infrastructure and defense logistics management are crucial factors in achieving this objective. Strong maritime infrastructure supports defense logistics, troop mobility, and readiness in facing threats. As the largest archipelagic nation, Indonesia must overcome funding challenges and the complexity of maritime infrastructure development. Defense logistics management requires modern ports and efficient supply chains. Security challenges must also be addressed to safeguard strategic facilities and respond to threats. Maritime infrastructure also impacts economic growth. This study analyzes the role of maritime infrastructure in defense logistics management, identifies challenges, and considers the use of floating concrete as a solution. A Systematic Literature Review method is employed to gather literature. Challenges encompass geographical, financial, technical, regulatory, and environmental aspects. Strategies involving increased investment, long-term planning, coordination, security, and human resource development are needed. Floating concrete technology is proposed to strengthen maritime infrastructure and support the vision of a Global Maritime Axis. The success of defense logistics management and the maritime axis requires strategic collaboration and the implementation of appropriate solutions.

Development of maritime tourism port valorization sustainable Matahari Terbit Sanur Bali

Tourism is the fastest growing and emerging sector after the Covid-19 pandemic ended. However, there has been no maritime tourism port specifically built in Indonesia, even though Indonesia is known as an archipelagic country and the world's maritime axis. The development of coastal areas (especially the Sunrise Maritime Tourism Port in Sanur, Bali) is very important as a tourist attraction and as a model for other areas that have coastal areas. The concept of integrating maritime education, business centers, tourism with cultural performances and the use of environmentally friendly technology but still in the corridor of maintaining environmental, social and economic sustainability so as to create a superior port. This research uses qualitative research methods, PRISMA and PICOS data analysis techniques. Develop and integrate two theories; sustainable development goals with Systematization of the development to produce the concept of Sustainable Valorization Novelty.

Short Studies: An Overview of Empowering Global Maritime Technology on Indonesia Seaweed Industries Innovations in 2045

<span lang="EN-ID">Republic of Indonesia as an archipelagic state actor within the international system plays its significant role to build, secure, and use its maritime domain in the most strategic sense to protect and advance its national interests within the cooperative, competitive, and conflictual setting at the world stage. In order to reach the 2045 vision, Indonesia as the world's maritime axis in Golden Indonesia 2045, the realization of this vision cannot be carried out without the help of technological advances. </span><span lang="EN-ID">Younger generation as human resources also plays an important role to support this mission. This research is using a qualitative study based on open sources data using the strategic policy as the unit of analysis. Furthermore, the study results show several strategic policies that were compiled based on the 9 main agendas from the Coordinating Ministry for Maritime Affairs and Investment of the Republic of Indonesia; linking to technology and innovation needed. The strategic policies using PEST analysis, empower Indonesian youth and seaweed cultivation towards 2045 were analysed in these studies. This research presents several recommendations that can be implemented in encouraging the interest of the younger generation as the main actors in realizing Indonesia's World Maritime Axis in 2045 through the latest technology </span>

Environmental sustainability criteria in the multi-oriented shipbuilding industry in Indonesia

ABSTRACT Preliminary studies have highlighted the potential of Indonesia's geographical, suprastructural, and infrastructural conditions to develop a strong shipbuilding industry, which is crucial for the success of the world maritime axis program and sea toll. However, despite high expectations, the industry faces challenges that threaten business sustainability, leading to bankruptcies. To assess business sustainability, it is essential to establish criteria and sub-criteria, which previous studies have overlooked, focusing only on technical and economic factors. Therefore, this research generally aims to develop and analyze environmentally friendly sustainable criteria in the multi-oriented shipyard industry so that it develops in accordance with the vision, mission, goals and strategies. The criteria development process involves identifying and reviewing relevant articles, classifying and refining the criteria, conducting expert validity testing, Pearson Product Moment validity testing, and reliability testing using the Alpha (Cronbach) method. The expert validity testing indicates that ‘people' received the highest average score of 4.67 among the criteria, and ‘infrastructure' scored the highest in the sub-criteria, with a score of 4.75. The validity testing with the Pearson Product Moment method demonstrates that the criteria and sub-criteria are valid and the reliability of 32 sub-criteria indicating their influence on promoting multi-oriented and environmentally sustainable shipbuilding industries.

Peluang dan Tantangan Indonesia Menuju Poros Maritim Dunia: Perspektif Politik Internasional

Indonesia has various benefits as a world maritime axis such as a large economic potential because Indonesia is the largest archipelagic country in the world, Indonesia has great economic potential in the maritime sector, including in the fields of fisheries, shipping and marine tourism. As the world's maritime axis, Indonesia must strengthen national security and defense as an archipelagic country, Indonesia has vast territorial waters, which need to be guarded against various threats, such as illegal fishing, ship theft, and terrorist activities at sea. The purpose of this research is to explain the world's maritime axis in an international political perspective. The research method used is qualitative research. The results of this study are that Indonesia has a very big opportunity to make itself the world's maritime axis. However, on the other hand, there are also several challenges that need to be overcome in developing Indonesia's maritime sector. Opportunities that exist include enormous maritime potential, strategic geographical position, the existence of international shipping lanes, and attractive maritime tourism potential. While the challenges faced are the lack of adequate infrastructure and technology, limited competent human resources, maritime security issues, and the lack of appropriate policies in regulating the maritime sector.

Lesson Learn The Leadership Period of Admiral Keumalahayati for the Development of Maritime Defense Strategy

Aceh is one of the provinces in Indonesia which is located at the tip of Sumatra Island. History records that Aceh has a strategic position which is the starting point for trade from the sea. Both national and international traders use Aceh as a transportation route. The maritime history of the Kingdom of Aceh can be preserved and published, such as the story of Admiral Keumalahayati. The purpose of this research is to take lessons from the story of Admiral Keumalahayati's leadership for the development of a maritime defense strategy. This study uses qualitative methods and uses a socio-political approach to determine the character of leadership and historical methods to determine the journey of Admiral Keumalahayati's leadership. The results showed that Admiral Keumalahayati had been the leader of the Inong Bale Troop (widow woman), conducting diplomacy with countries that wanted to cooperate with the Kingdom of Aceh. Admiral Keumalahayati was the first female warlord to become the navy leader of the Kingdom of Aceh. This maritime history ultimately has a significant role in overcoming several problems related to Indonesia's position as the world's maritime axis country.

Indonesia's Marine Economic Potential As A Maritime Country

This nation has economic potential that is no less flashy and dazzling in terms of natural resources and the environment. The main purpose of this article is to emphasise the importance of Indonesia's marine economic potential as a maritime country in achieving Indonesia's prosperity and glory as a maritime country. Fisheries, marine tourism, marine transportation, offshore energy and mineral resources, marine industry, marine buildings, and marine services are all goals for the marine economic spectrum. This marine resource's potential economic value is estimated to be at least $8.22 trillion per year. This article was written using qualitative and descriptive literature studies. A literature review was used as the research method to analyse the journal. Reviewing related libraries is what a literature review entails. (Review of related literature/review of literature) The findings indicate that the Indonesian government already has a policy in place for Indonesia's marine strategy, which refers to Indonesia's Development Vision, which is contained in Law Number 17 of 2007 concerning the National Long-Term Development Plan 2005-2025 and Law Number 32 of 2014 concerning Marine. This policy is reflected in a number of concepts, including Blue Economy, Maritime Domain Awareness, World Maritime Axis, and Nusantara Insight. To realise Indonesia as an independent, advanced, and strong archipelagic country based on national interests, this great potential must be managed and utilised holistically, integrated thematically, and distributed spatially proportionally through an integrated development planning process supported by harmonious spatial planning and the implementation of sustainable development that can run in harmony.

Indonesian Maritime Diplomacy

This article discusses why the Indian Ocean Rim Association (IORA) is significant for Indonesia and how Indonesia plays a strategic role in IORA to realize national interests and advance its vision as the World Maritime Axis? In answering these questions, we build arguments based on Christian Le Miere's theory of maritime diplomacy and Helen Milner's theory of international cooperation. The argument in this article consists of two things. First, IORA is very significant for Indonesia because the organization has a common vision with Indonesia's national interest. Second, in order to achieve this goal, the Indonesian government utilizes cooperative and persuasive maritime diplomacy as a means of enhancing international cooperation. This is demonstrated by Indonesia's involvement in encouraging negotiations and facilitating cooperation in the IORA forum. This is also reinforced by Indonesia's election as chair of IORA for the period 2015 to 2017 as a manifestation of Indonesia's existence as a maritime country in the international arena.

INDONESIA DALAM MENGHADAPI PERBATASAN LAUT (PERSPEKTIF ILMU SOSIAL)

Indonesian is located in the equatorial region,between the continents of Asia and Australia which exclusively connects the economies of developed countries. In addition, Indonesia is also located between 2 oceans, namely the Pacific and the Indian Ocean, which makes a connecting area between countries in East Asia and Southeast Asia and South Asia. The purpose of this study is to find out: (1) problems and problems solving regarding the emergence of maritime terrorism issues from a social science perspective. (2) problems and solutions to Indonesia’s problems in realizing the vision of the world’s maritime axis from a social science perspective.This study uses defense theory from Brigadier General (Purn) Makmur Supriyanto in his book “About Defense Science” and sea power theory from Alfred Thayer Mahan using secondary data, data collection techniques through library research and qualitative data analysis to reach conclusions. Based on the result of the research, it shows that since the collapse of the WTC building in September 2011 and the Bali bombing, Indonesia has provided information on terrorism and activelty participated in the war on terror policy proclaimed by the United States. From a social science perspective, Indonesia can minimize the emergence of maritime terrorism issues using defense theory. The main idea of the vision of the world maritime axis is to develop maritime characteristics and emphasize the “archipelagic book” namely the insight that Indonesian waters are an economic potential and national strength. From a social science perspective, Indonesia can realize the vision of the world’s maritime axis by using the sea power theory. From the two problems described above, we can solve both using the concept of maritime security.

However, at least the PMD program triggers the community and other elements of the nation to develop a sense of love and ownership of the sea. The sea is an important part and is a natural resource that drives economic growth. Apart from that, the sea is also an asset for Indonesia. However, it should be realized that maritime development issues are not as easy as one might think. Various complicated problems that arise from the internal and external environment which are obstacles and must be resolved first. To solve this problem the government needs to build a maritime management system, so that the sea is no longer just a name or symbol for Indonesia as a maritime country but also as one of the economic sectors that presents products or services where the results can encourage people's welfare.

Analysis of Indonesia's Maritime Security Strategy and Policy as the World Maritime Axis

As the largest archipelago, Indonesia should be able to utilize its potential to create prosperity for its people. In fact, the maritime sector has not been fully utilized by Indonesia. Until now, the World Maritime Axis has not taken the form of a document equipped with a strategy in it. The strategy becomes an 'extension' of the policy, which currently there is no World Maritime Axis Strategy because the policy is still overlapping. Currently, the World Maritime Axis is categorized as a development policy discourse whose orientation is to realize Indonesia's vision as a maritime country, so it requires a lot of attention to fix and complete this idea so that it can be categorized as a policy and implemented through a strategy.
