This study aims to seek measures to establish a “unified payroll system for practitioners of social welfare facilities” that may be applied in actual social welfare settings by identifying problems in the current pay structure of such practitioners and seeking points to consider when setting up a unified payroll system. In this respect, a focus group interview was conducted to examine the difficulties experienced by practitioners of social welfare facilities regarding the current pay structure, and to explore their perceptions of and needs toward the establishment of a unified payroll system. A total of 33 individuals, including both social welfare and non-social welfare practitioners, participated in the focus group interviews. The participants were divided into six groups, and 12 interview sessions were carried out. According to the analysis, eight categories and 20 sub-categories were drawn for the practitioners’ perceptions of pay structure. The eight categories include “problems with the way operating expenses are granted”, “proper wages and human resources”, “modifying labor cost system”, “wage payment”, “standard for the proportion of practitioners”, “setting comparative ranks”, “promotion/career system” and “concerns about unified payroll system”. Based on the aforementioned findings, this study offers practical policy implications for the establishment and implementation of a unified payroll system for practitioners of social welfare.
