Evidence of the Existence of an Internal Labour Market in the Great Eastern Railway Company, 1875–1905

Evidence from promotion ladders and the wage payment system of the GER is evaluated to see if it supports existing claims, primarily based on welfare and pension provision, that by 1900 the railway companies had become the first important adherents in the country to a system of internal labour markets. It is suggested that promotion was internalised and that it was based on merit and seniority, that some form of seniority wage payments system did evolve, and that wage increases were sharpest in the first ten years of employment and were associated with spatial mobility

The remuneration package and pareto inefficiency in the labour market

This paper argues that a simple wage payment system relating wages to hours of work supplied cannot bring about Pareto efficiency in the labour market and that in its search for efficiency, the labour market has evolved an alternative pricing system that differs from those generally found in other markets. Specifically, it is demonstrated that whereas Pareto efficiency will in general be absent in the labour market when a single price system prevails, a labour reward package consisting both of a fixed payment element unrelated to hours of work supplied and a work-input related wage element is likely to bring about Pareto efficiency.

The Decline of the Piece-Rate System in California Canning: Technological Innovation, Labor Management, and Union Pressure, 1890–1947

In the following article, Professors Brown and Philips examine two questions concerning wage payment systems. First, has the prevalence of incentive systems been affected by the rise of the modern corporate enterprise? Second, what has been the effect of institutionalized unionism on the prevalence of incentive systems? Brown and Philips explore these issues through a historical case study of the decline of the piece-rate system in the California canning industry, from which they conclude that in the context of Chandlerian industrial development piece-rate systems tend to give way to more complex incentive and hourly wage-rate systems. They explore this hypothesis further through an examination of historical data on wage payment systems for American manufacturing as a whole.

Some Macroeconomic Implications of Alternative Compensation Systems

A basic theme of this paper is the idea that some structural reform of employee compensation arrangements is necessary to make reasonable price stability compatible with reasonably full employment. In this view even the best designed macroeconomic policies are much too aggregative to get at the heart of the stagflation problem. The ultimate solution involves going inside the workings of a modern capitalist economy and correcting the underlying structural flaw directly on the level of the individual firm. Stagflation represents an especially intractable policy dilemma for macroeconomics. Without a decisive tendency of the economic system to remain near full employment, there is a strong prima facie case for fighting recessions by exogenously stimulating aggregate demand. But the usual Keynesian expansionary policies tend to impart an inflationary inertia that is difficult to choke off. And of course the basic strategy for fighting inflation is to cool down the economy by restrictive monetary and fiscal policy thereby increasing unemployment and closing the viscous circle. Because the practical macroeconomic policies for dealing with unemployment and inflation are so diametrically opposed, stagflation is a pervasive structural problem when, for whatever reason, there is basically an unfavourable short run tradeoff between unemployment and inflation. Economic policy tends to vacillate between expansion of demand to fight unemployment and restriction of demand to fight inflation, polarising the electorate and distracting society from dealing effectively with its underlying 'real' economic problems. Even the difficulty of attaining 'external balance' in foreign accounts is largely a spillover into the international payments arena of an inability to achieve an acceptable 'internal balance' between full employment and price stability.' This paper takes what might be called a comparative systems approach to the problem of stagflation. At the heart of modern industrial capitalism is an incredibly complicated system of overlapping monopolistic competitors.2 A starting point for the paper is the realisation that the coordination difficulty which can cause some systems to suffer involuntary unemployment is not inherent in laissez faire private enterprise per se. The Labour Relations Practices of Foreign‐owned and Indigenous Firms

There are a number of important differences in the labour relations practices of American‐owned and indigenous firms operating in the UK. Such differences are due mainly to the introduction of home‐country practices by a considerable number of American‐owned firms. This was particularly evident in the areas of union recognition, employer association membership, management organisation for industrial relations purposes, wage payment systems and the level of wages and employee benefits.

Introducing productivity incentives in the British coal‐mining industry

Some of the more important industrial relations problems facing the British coal‐mining industry arise from the wage payment system. The industry has had three major shifts in its wage structure since nationalisation. In this article Paul Clark traces these developments and assesses the 1977–78 Area Incentive Scheme.

The Effects of Recently Introduced Incentive Payments Systems in Britain

This paper reports on the results of a two‐year study of the effects of newly introduced incentive payment systems (funded by the Department of Employment and the Social Science Research Council). At the time the study began many organisations in Britain were considering introducing self financing productivity schemes which involved changes to their wage payment systems. This provided the project team with a unique opportunity for a large‐scale comparative study of the effects of introducing new reward schemes designed to encourage better performance at work, supplemented by in‐depth studies of a smaller number of organisations.

Maintenance in theory and practice

The author attempts to highlight the impact that the maintenance function may have on production effectiveness. It is his contention that it may be wise to view the production function as embracing the maintenance function. This integration should lead to a more effective operating entity. Whilst such an integration may yet be some way ahead, considerable advantages may be gained from intelligent appreciation of the impact of such factors as: maintenance organisation and status; maintenance contribution to equipment design; maintenance planning; installation and commissioning; operating and site service maintenance; and, wage payment systems.

‘Test‐bed’ for Lupton‐Gowler Pay Selection Procedure

It is now over two years since the Engineering Employers' Federation published a research paper by Tom Lupton and Dan Gowler entitled Selecting a Wage Payment System. When first published, many managers considered it too difficult and complex to read, which in part might have been due to the authors' attempts to digest their procedure to its ‘bare bones’ (and consequently scant explanation is given). However, a major difficulty might well have been the radically different approach to selecting and evaluating payment systems and for many the ‘new’ dimensions presented for consideration, compared with the approach and factors traditionally considered by many firms.

AN ANALYSIS OF THE DISTRIBUTION OF WAGES IN COPENHAGEN IN THE SECOND QUARTER OF 1951*

This article presents the results of a study of distributions of wage rates in approximately 250 trades, comprising 225,000 workers, in Copenhagen in the second quarter of 1951. It examines particularly the effects of heterogeneity within trades and aggregation upon the resulting distributions, both for individual trades and for all trades combined. Separate distributions are studied for men and women, for skilled and unskilled, and for three types of institutional wage payment systems.
