Analisis Penerapan Good Government Governance pada Pengelolaan Anggaran Pendapatan dan Belanja Desa (Studi Kasus pada Desa Pematang Johar, Kabupaten Deli Serdang)

This study aims to analyze the application of good government governance principles in the management of APBDes in Pematang Johar Village, Deli Serdang Regency starting from the planning, implementation, administration, as well as reporting and accountability stages. Researchers take three principles of good government governance which are used as variable indicators, including transparency, participation and accountability. The subjects in this study include the Chairman / Member of BPD, Village Head, Village Secretary and Treasurer, and community leaders of Pematang Johar Village. Research design is a guideline or procedure and technique in research planning that is useful as a guide for building strategies that produce research models. The research design conducted in this study is a qualitative method. Data collection techniques in this study used observation, interview and documentation methods. The data analysis method used in this study is qualitative descriptive analysis. The result of this study is that the management of APBDes in Pematang Johar Village, Deli Serdang Regency is broadly in accordance with the principles of good government governance, namely transparency, participation and accountability.

Youth Leadership Development through the Patriot Desa Program of West Java

The national Youth Development Index (YDI) is still fluctuating. One of the provinces with a lower percentage change in YDI than expected is West Java, which is at the bottom of the list. This is ironic considering that 20% of Indonesia's total youth reside in West Java. In fact, during period 2018-2023, many programs were launched which focused on youth development, such as Patriot Desa. The presence of the Patriot Desa Program did not make the value of Youth Participation and Leadership increase. Therefore, this research aims to find out how the Patriot Desa Program impacts youth leadership development in West Java. The methodology used in this research is qualitative with a case study approach. The research was conducted in Sukaharja and Sukamakmur Village, Sukamakmur Sub-district, Bogor Regency. Data collection techniques through interviews the representatives of the West Java DPMD, Patriot Desa, village secretaries, youth organizations, and local champions. The program followed by young people who became Patriot Desas was able to have an impact on the development of individual and social leadership. In particular, the village patriots who served in the research locations were highly dedicated with a self-sacrificing attitude and always collaborated with various parties, so that they were able to bring about changes in the village in social, economic and environmental aspects. However, these things are also inseparable from the influence of pre-deployment orientation and the role of the regional coordinator who is very supportive as a mentor. Youth involvement in community empowerment programs can be a means of developing youth leadership. Therefore, the government needs to involve more youth in other programs so that there is an increase in the domain value of youth participation and leadership.

The Influence Of Understanding Village Fund Accounting And Community Participation In Fund Management Village With The Principle Of Tri Pantangan As A Variable Moderation

The purpose of this study was to determine the effect of accounting understanding and community participation on village fund management with the principle of tri pantang as a moderator variable in villages in Tumbangtiti District, Ketapang Regency. This research method uses primary data, and the data collection method uses a questionnaire technique. The population in this study includes all village officials in the Tumbangtiti District, Ketapang Regency, consisting of the Village Head, Village Secretary, Treasurer, and Finance Officer. The sampling technique used is non-probability obtained through questionnaire distribution, with a total of 64 respondents. The results of this study indicate that accounting understanding has a positive effect on village fund management, community participation has a positive effect on village fund management, tri pantang cannot moderate the effect of accounting understanding on village fund management, and tri pantang moderates the positive effect of community participation on village fund management.

Effectiveness of Village Administration Coaching in Tompaso District Minahasa Regency

The main objective of this research is to analyze the effectiveness of village administration coaching in Tompaso District Minahasa Regency. This research uses a descriptive qualitative approach with primary data sources obtained through structured interview techniques to the sub-district head, sub-district secretary, village head, village secretary, government head in Tember, Kamanga, kamanga one, Sendangan, Liba, Tempok Selatan, Tempok, Talikuran, Tolok and Tolok one villages. Secondary data in the form of regulations, organizational structures and administrative activities of the sub-district head and Village General Administration book documents consisting of: 1) village regulation book, 2) Village head decision book, 3) Village inventory and wealth book, 4) Government apparatus book, 5) cash land book in the village, 6) land book in the village, 7) agenda book, 8) expedition book, and 9) village sheet book and village news. The results showed that the development of village government administration in Tompaso District Minahasa Regency has not been running effectively. This is because the administrative order has not been maximized, the village apparatus lacks discipline, and there is still a lack of socialization, limited technical guidance, weak supervision, and no incentives. For this reason, it is recommended: 1) that the village apparatus be given reinforcement in the form of socialization, technical guidance, and inherent supervision, 2) In order for the village apparatus to increase discipline in carrying out their duties and responsibilities, it is better to make a village head regulation to the village apparatus.

PERAN SISTEM KEUANGAN DESA ONLINE (SISKEUDES) DALAM MENINGKATKAN KUALITAS AKUNTABILITAS KEUANGAN DESA DI DESA BENTENG KECAMATAN PANGKALAN BARU KABUPATEN BANGKA TENGAH

This research aims to find out how big the role of the Online Financial System (SISKEUDES) is in improving the quality of village financial accountability in Benteng Village, Pangkalan Baru District, Central Bangka Regency. The research method used in this research is qualitative with data collection techniques obtained from interviews and documentation. There were 4 informants in this research, namely the Village Head, Village Secretary, Finance Head and Planning Head. From the results obtained during the research, it can be concluded that the presence of SISKEUDES in Benteng Village helps the village accountability process to the local government and community with the village financial reports produced by this application. Then regarding the accountability of village financial reports, judging from the vertical and horizontal accountability indicators, the reporting and accountability of the Benteng Village Government has been said to be good or accountable. Benteng Village has implemented SISKEUDES which is adapted to Permendagri No. 20 of 2018 concerning Village Financial Accounting so that the quality of reporting can be accounted for based on applicable village accounting. Although there are still problems with the application which often causes errors.

Performance Of Village-Owned Enterprises In Tanggetada Village, The Importance Of Tanggetada, Kolaka Regency

The aim of this research is to find out and describe the performance of village-owned enterprises (BUMD) in Tanggetada Village, Tanggetada District, Kolaka Regency. Type of qualitative descriptive research. The research location is Tanggetada Village. The informants in this research consisted of the Tanggetada Village Head, village secretary, village treasurer, Chair of the Village Consultative Body (BPD), hamlet head, as well as the director, secretary, and treasurer of the Tanggetada Village-Owned Enterprise (Bumdes), including the Tanggetada Village community. Types and sources of data are primary data and secondary data. Based on the results of research regarding the performance of Bumdes on efficiency indicators, in terms of providing information to the public, it has not been implemented well. Bumdes and the village government are not thorough in conducting outreach to the community, so the Bumdes program is not yet fully known to the community. In terms of effectiveness, there is still a lack of public interest in purchasing Bumdes program businesses, coupled with business production, which has decreased due to limited capital. In the aspect of justice, community involvement in implementing the Bumdes program is still limited, as can be seen from the decline in sales production, coupled with sales prices that are quite different compared to other places. Meanwhile, in terms of responsiveness, the management of income from the Bumdes program to the village government is generally unknown to the community, and also the development of Bumdes' businesses has not been able to run well.

Koordinasi Pemerintah Desa dalam Penyusunan Rencana Kerja Pemerintah Desa di Desa Tamiajeng Kecamatan Trawas Kabupaten Mojokerto

The implementation of a village government work plan can run well because it is based on coordination and cooperation between the village government and the activity implementer. In this research, the researcher will use descriptive qualitative research, because the researcher wants to describe and describe in detail the phenomena or problems raised. The location of this research was conducted in Tamiajeng Village, Trawas District, Mojokerto Regency. The focus of this research is on vertical, horizontal and functional coordination in preparing the Village Government Work Plan in Tamiajeng Village. The sources of informants in this research were the Village Head, Head of the Village Development Planning Section, Village Secretary, and Village Staff/Apparatus involved in preparing village government work plans. Data collection techniques, such as Interviews, Questionnaires and Observations. Techniques for testing data validity in qualitative research, namely trustworthiness, transferability, dependability and conformability. Data analysis techniques use data reduction, data collection, data presentation and conclusions. The research results show that the coordination carried out by the Tamiajeng village government as a whole has gone quite well, both vertically, horizontally and functionally. Community participation is quite active in musrembangdes activities to voice aspirations. The key to success in coordinating the preparation of RKPDes for Tamiajeng village is communication, collaboration and cooperation between village institutions and village communities.

Pengaruh Sumber Daya Manusia dan Pemanfaatan Teknologi Informasi Pada Sistem Keuangan Desa

The rapid development in the development of accounting information systems, such as Siskeudes, was initially not integrated online with the local government. However, it was later adapted to be integrated online. The purpose of this study was to determine the influence of human resources and the use of information technology on the village financial system. The population in this study were village heads, village secretaries, village treasurers, IT operators, BPD, LPM, and community leaders in the city of Denpasar who made financial reports, namely 27 villages. The sample collection used was the purposive sampling method. The sample in this study was determined as many as 4 respondents in each of the 27 villages, so that 102 respondents were obtained. The data analysis technique used was Descriptive Statistics analysis, classical assumption tests and multiple regression analysis. The results of the analysis showed that Human resources have a significant positive effect on the village financial system in Denpasar City, having an impact on improving the village financial system in Denpasar City. The second result of the use of information technology has a significant positive effect on the village financial system in Denpasar City. The increasing use of information technology will have an impact on improving the village financial system in Denpasar City. The implications of this study are that the villages in Denpasar City in terms of human resources are expected to be able to improve their human resources by providing technical training to improve skills in preparing financial reports so that village officials can carry out their duties and can rely on appropriate technological knowledge and will improve the village financial system. In terms of the use of information technology, it is expected to maximize the use of existing information technology, and use software that is in accordance with applicable government regulations so that it can facilitate existing work and ultimately maximize the village financial system in Denpasar City.

Community Participation in Development Planning is Driven by Leadership, Communication, and Education

General Background: Community participation in infrastructure development planning is crucial for ensuring sustainable growth and addressing local needs. Specific Background: In Wedoroklurak Village, Candi District, Sidoarjo Regency, low levels of community engagement in planning processes have raised concerns among local authorities and scholars. Knowledge Gap: While existing literature emphasizes the importance of community involvement, there is limited research focusing on the specific factors influencing participation in rural Indonesian contexts, particularly in relation to leadership, communication, and education. Aims: This study aims to analyze the factors affecting community participation in infrastructure development planning in Wedoroklurak Village, employing a qualitative descriptive approach. Results: Data were collected through interviews, observations, and documentation from key informants, including the Village Head, village secretary, and community leaders. The findings reveal three primary factors influencing low participation: (1) effective leadership by the Village Head, characterized by openness and authenticity; (2) robust communication between the village government and the community, facilitating a platform for dialogue; and (3) the educational background of residents, which impacts their understanding of development processes. Novelty: This research highlights the interplay between these factors, contributing to the understanding of community dynamics in rural Indonesia. Implications: The results underscore the need for enhancing educational initiatives and fostering transparent communication strategies to boost community participation in development planning. By addressing these aspects, local governments can improve engagement, leading to more effective and sustainable infrastructure projects that meet the needs of the community. Optimizing Official Letter Management with E-Buddy in Village Government

Effective management of official letters is crucial for village governance, yet many villages face challenges in this area. Specific Background: Tambak Kalisogo Village in Jabon District, Sidoarjo Regency, implemented the E-Buddy application to address these challenges. Knowledge Gap: While digital solutions like E-Buddy promise efficiency, their practical implementation in village administration is not well-documented. Aims: This study aims to describe and assess the implementation of the E-Buddy application in managing official letters within the Tambak Kalisogo Village Government using a descriptive qualitative method. Results: The study utilized purposive sampling, involving key informants such as the village head, village secretary, and the head of the service section responsible for E-Buddy. Findings indicate that communication within the application was generally effective; however, the transmission was one-directional, focusing solely on communication from the village head to the E-Buddy operator instead of all users. Resource availability, including facilities and infrastructure, was deemed sufficient to support E-Buddy's optimal implementation. However, issues such as margin-setting difficulties and application errors posed challenges. The disposition indicator was aligned with the management of incoming letters, while the bureaucratic structure demonstrated adequate standard operating procedures. Novelty: This study highlights specific implementation challenges, such as margin-setting difficulties and delayed notifications, that need attention from service providers. Implications: The findings suggest the need for improved communication channels and technical support within E-Buddy to enhance official letter management at the village level, with the Sidoarjo Regency Government's support in addressing these obstacles. Highlights: Communication Gap: One-directional communication limits effective use of E-Buddy among village officials. Technical Challenges: Margin-setting and application errors hinder optimal letter management. Pengaruh Kompetensi Sumber Daya Manusia dan Pemanfaatan Teknologi Informasi Terhadap Akuntabilitas Pengelolaan Dana Desa: Studi Kasus Se Kecamatan Suwawa Timur Kabupaten Bone Bolango

This research aims to determine the influence of human resource competency and the use of information technology on the accountability of village fund management. The research method used in this research is a quantitative method with an associative quantitative approach. The data used is primary data obtained from distributing questionnaires to Village Heads, Village Secretaries, Heads of Finance and BPD who have served in the last 3 years in East Suwawa District, Bone Bolango Regency. This research involves 3 variables, namely 2 independent variables and 1 dependent variable. Where the independent variable (X1) is Human Resource Competency, the independent variable (X2) is Information Technology Utilization and the dependent variable (Y) is Village Fund Management Accountability. Data analysis in this study used multiple linear regression. The results of the research show 1) Human Resource Competence has a positive and significant effect on accountability in village fund management, 2) The use of information technology has a positive and significant effect on accountability in village fund management, and 3) simultaneously human resource competence and the use of information technology have a positive and significant effect. significant to the accountability of village fund management.

Penggunaan Dana Desa terhadap Pemberdayaan dalam Meningkatkan Kesejahteraan Masyarakat di Desa Wolowea Timur Kecamatan Boawae Kabupaten Nagekeo

This study aims to determine the use of village funds for empowerment in improving community welfare in East Wolowea Village, Boawae District, Nagekeo Regency by using a qualitative descriptive approach method. The type of research used in this study is field research. The informants used in this study consisted of the Village Head, Village Secretary, Village Treasurer, BPD and the Community. Data were collected using observation, interview, and documentation techniques. The data sources in this study are primary data sources and secondary data. Based on the results of the research, it shows that the empowerment program given to the community in East Wolowea Village, through assistance in the procurement of chickens, cocoa seedlings, and plant seeds has had a positive impact on the welfare of the community. These positive impacts can be seen in increasing income, fulfilling nutritional needs, and saving costs. However, the overall improvement in welfare is still not significant due to several obstacles faced, such as changes in the number of uncertain crops and damage to crops.

Efektivitas Penerapan Model Komunikasi Pembangunan dalam Program Kampung Keluarga Berkualitas (Kampung KB) Desa Sukaharja Kabupaten Tangerang

This study aims to describe (1) the effectiveness of development communication in the KB village program, (2) quality family villages can change community perspectives, (3) community empowerment through the KB village program. This study uses a descriptive research method with a qualitative approach. Data collection techniques used include observation, interviews and documentation. The research data sources consist of 4 people, namely one KB Village secretary. The results of this study indicate that the KB village, 1 KB village operator and 2 active KB village participants. The results of this study indicate that the KB village is not just a development program, but also a social movement that aims to change the community's view of its role in achieving development and progress. Through active community participation, the KB village has the potential to change the village environment and build a more advanced and prosperous Indonesia.

Digitizing the green revolution: E-commerce as a catalyst for clean energy transition in rural China

Currently, numerous rural regions face the dual challenges of energy poverty and environmental pollution, which highlight the urgent need to improve the clean energy consumption structure in these areas. Against the backdrop of digital development, this study employs a series of exogenous treatment effect models to estimate the impact of e-commerce on the transition to clean energy in rural areas and explore its underlying mechanisms using agricultural census big data from China. The results indicate that the adoption of e-commerce can significantly facilitate the transition to clean energy, which remains robust even after addressing endogenous issues. Specifically, villages equipped with an e-commerce delivery station experience a 25% to 41.33% improvement in their natural gas connection rate compared to villages without such facilities. Heterogeneity analysis reveals that the impact of e-commerce on promoting clean energy transition is more pronounced in villages located in the underdeveloped western and highland regions, as well as those with public transportation systems and village secretaries who have education levels below high school. Furthermore, as the likelihood of a village participating in e-commerce decreases, the impact of e-commerce on the clean energy transition strengthens. Lastly, the underlying mechanisms suggest that e-commerce contributes to the transition towards clean energy by strengthening collective action, promoting rural commerce development, and increasing participation in pension insurance. These findings suggest that promoting e-commerce development in rural areas is a crucial strategy for effectively driving energy transition, especially in underdeveloped rural areas.

The Influence of Apparatus Competence, Individual Morality, Internal Control System, Whistleblowing System on Village Fund Fraud Prevention

The objective of this study is to explore the impact of apparatus competency, individual morality, internal control systems, and whistleblowing systems in preventing fraud related to village funds. The research population includes all village officials, members of the Village Consultative Body (BPD), village fund supervisors, and community leaders in Ruteng District, Manggarai Regency. The sample consists of Village Heads, Village Secretaries, Heads of Finance, Heads of BPD, village fund supervisors, and community leaders from each village in Ruteng District. Path analysis is the technique used for data analysis. The study finds that apparatus competency, individual morality, internal control systems, and whistleblowing systems positively influence the prevention of fraud in village fund management. In summary, competent officials perform their duties in managing village funds responsibly, high-morality officials are less likely to engage in misconduct, and effective supervision ensures village management activities are directed and monitored to prevent fraud.

The Role of the Nawasena Kemala as an Added Economic Value for the Daleman Kidul Village

This service is an output of activities from the Ministry of Education and Culture, Research and Technology's Belmawa grant funding to PPK Ormawa HMJM Tidar University. This service activity aims to improve the quality of organic and non-organic waste processing in Daleman Kidul Village, Pakis District, Magelang Regency. The method for implementing PPK Ormawa HMJM UNTIDAR service activities is in the form of training and counseling, as well as the establishment of institutions at the village level to create sustainability of the waste processing program. The objects of this activity are residents' agricultural waste, residents' kitchen waste, and plastic waste which can still be used as handicrafts, while residual waste is collected for collective processing at the Magelang Regency Environmental Service. Internal partners involved in this activity include the Village Head, Village Secretary, Kadus, Babinsa, Bhabinkamtibnas, Tomas, religious figures. PKK mothers and Karangtaruna. Meanwhile, external partners in this activity include academics across universities in Magelang Regency, Bappeda Litbangda Magelang Regency,MySmash app, and various Department elements within the Magelang Regency Government. The tools and materials used are a set of tools for cultivating maggots, a shelter for making compost fertilizer, and supporting tools for making handicrafts. The result of this service activity is the organized handling of both organic and non-organic waste banks, as well as increasing public awareness in managing waste into economically valuable products.

Penghijauan Lingkungan melalui Program Penanaman Pohon: Gerakan Bersama Masyarakat Desa Cirumpak

Environmental problems do not only occur in urban areas, but in rural areas environmental problems also often occur. Greening is an alternative effort to prevent environmental problems. The aim of reforestation activities in service is a form of land restoration to improve damaged environmental conditions and support the local ecosystem of Cirumpak Village. The methods used in this activity include (1) socializing the importance of reforestation, (2) Handing over tree seedlings to the people of Cirumpak Village who are assisted by the Village Secretary and chairman of KKM group 75 at Bina Bangsa University. The handover of tree seedlings was carried out at 03.00 WIB, (3) technical assistance for planting. Planting tree seedlings is divided into several places, namely, the area around the Village office, the river bank area and the area of ​​residents' homes. Based on observations, when greening was carried out, this activity received positive appreciation from the sub-district, RT, RW, and the Cirumpak Village community because this greening was an effort to prevent environmental problems in Cirumpak Village.

Strategi Peningkatan Pendapatan Asli Desa (PADes) (Studi Pada Desa Sukarami Kecamatan Taba Penanjung Kabupaten Bengkulu Tengah)

This Study aims to determine the Strategy for Increating Village Revenue (PADes) (Study at Sukarami Village of Taba Penanjung Sub-District of Central Bengkulu Regency). In this study, using a qualitative sedcriptive method. Data collection using observation tecniques, interviews and documentation. There were 6 informant in this study, namely: village Head, village Secretary, Head of Administrative and General Affairs. Head of Village Owned Enterprises, and Local Communities. The results of this study indicate that the Strategy to Increase Village Revenue (PADes) for Sukarami Village in Taba Penanjung Sub-Distric of Central Bengkulu Regency has been going well based on the theory of Fajar Supanto (2019: 111). Even though in term of human resources and limited fund/capital, Sukarami Village Government of Taba Penanjung Sub-District of Central Bengkulu Regency always carries aut their duties properly, coordinates with each other, and has a high commitment to Increasing Village Revenue (PADes).

Decision Support System By Applying Exponential Comparison Method (ECM) In Selecting The Best Village Secretary In Pondok Kelapa Sub-District

The selection of the best village secretary in Pondok Kelapa Sub-District is carried out directly by the sub-district. In determining the best village secretary, Pondok Kelapa Sub-District is considered ineffective, as it is challenging to decide who is suitable to become the best village secretary. The decision support system application determines the best village secretary candidate in Pondok Kelapa Sub-District using the Exponential Comparison Method (ECM). The first step is to assign weights to each criterion, followed by ranking to determine the highest alternative from all available alternatives. This highest alternative is the result worthy of being accepted as a tested village secretary based on the predetermined criteria. This study concludes that the system built can assist the sub-district in selecting a village secretary who meets the standards, thus enabling them to carry out the tasks and responsibilities assigned to the village secretary.

Do college graduates serving as village officials help mitigate income inequality within village?

China has made the remarkable achievements in poverty alleviation, but there remains a great challenge to effectively support disadvantaged farmers and mitigate income inequality. The policy of College Graduates Serving as Village Officials (CGVOs), through which reallocates the high-quality talents mostly from large and medium cities to villages, has not received the deserved attention. In this study, we construct the theoretical framework about how CGVOs mitigate Income Inequality within Village (IIV). With a nationally representative panel data, we use Difference in Difference estimator and identify the impact of CGVOs. Main findings are as follows: (1) CGVOs can help mitigate IIV, mainly reflected in increasing farmers' operating income, property income, and transfer income and targeting the disadvantaged farmers. (2) CGVOs play an important role in optimizing production factor allocation, obtaining external resource support, improving the governance transparency, and increasing farmers' access to public service. (3) CGVOs' functions tend to vary in regional endowments and village secretary's characteristics. Finally, we put forward policy suggestions about how to fully utilize CGVOs' roles, which would shed light on village development in other developing countries.
