MANAGEMENT OF VILLAGE PRIVATE ENTERPRISES AS AN ACCOMPLISHMENT OF THE INDEPENDENCE ECONOMIC VILLAGE

This research aims to describe the governance of Village-Owned Business Entities in Megaluh, Jombang. Data collection with questionnaires and documents. This research method using quantitative-descriptive. The results show that BUMDES in Megaluh was implemented with the purposes of BUMDES and increase the economics of the village. But there are several limitations in the governance of BUMDES, which is the educational background of the management of BUMDES governance was occupied by high school or vocational school graduates (56,1%), the majority of BUMDES characteristics are in the form of savings and loans (56,4%), trade (29,6%), rental (6,3%), and else (7,7%). BUMDES does afford to contribute to village cash or PADes of the still low (2,39%).

IMPLEMENTASI KEBIJAKAN BADAN USAHA MILIK DESA UNTUK PENDAPATAN DESA DI KABUPATEN TRENGGALEK

The establishment of Village-Owned Enterprises (Badan Usaha Milik Desa/BUMDes) in Trenggalek Regency was carried out simultaneously in the 2001 Budget Year throughout the village with 152 pieces still not in accordance with Law Number 22 of 1999 concerning Regional Government. This Village Decree was made by the Village Head and Village Deliberation Institution (Lembaga Masyarakat Desa/LMD) and for its approval by the Regent's decision. It was supposed that after the Village Representative Body was formed in 2002, then the legal product of the establishment of a Village Owned Business Entity in the form of a Village Decree was changed to a Village Regulation. Facts in the field of Village-Owned Enterprises in Trenggalek Regency have only changed the legal product of its establishment in 2011 and 2012 after 39th Minister of Home Affairs Regulation concerning Village-Owned Enterprises and Regional Regulations of Trenggalek Regency that regulate Village-Owned Enterprises in 2010. the implementation of the policy on the development of village income sources through Village-Owned Enterprises in Trenggalek Regency? This research approach uses qualitative. Using the Goerge C. Edward III Theory, there are 4 variables that influence the implementation of the policy, namely (1) communication, (2) resources, (3) disposition, and (4) bureaucratic structure, it is felt that there are 1 (one) variables namely the public support variable. The result is that the implementation of the Village income source development policy through Village Owned Enterprises in Trenggalek Regency can be declared successful, with categories namely 67 BUMDesa good, 24 BUMDes moderate and 61 BUMDes less and until the study was carried out no BUMDes was dissolved.

The Civil Law Review Of The Role Of Joint Village-Owned Business Entities (BUM Desa Bersama) As the Subject of Civil Law

Village development in Indonesia demands a growing system of regulations both in the field of village development and its economy so that since the enactment of Law Number 6 of 2014 concerning Villages, Village-Owned Enterprises (BUM Desa) have emerged to support economic development and development of a village in Indonesia . BUM Desa is a Legal Entity that can carry out legal actions to manage capital and assets owned, provide general public services in the form of drinking water management, village waste management, management of barns, making ponds, managing plantation products and livestock products, utilizing tourism potential into villages tourism and other business activities that involve the active role of independent village communities, establish partnerships and cooperation with other parties, both individuals and other legal entities such as Limited Liability Companies, CVs and so on. The purpose of this study is to find out the role of the role of the Joint Village Business Entity as the subject of Civil Law in carrying out various legal actions including cooperating in various fields with other business entities incorporated.Keywords: Civil Law, Joint Village Owned Enterprises (BUM Desa Bersama), Subjects of Civil Law

KINERJA IMPLEMENTASI PROGRAM BADAN USAHA MILIK DESA BERSAMA DI KABUPATEN BANYUMAS

This research was motivated by the existence of a policy regarding the establishment of village-owned enterprises regulated in the Banyumas District Regulation No. 6 of 2016 concerning the Establishment and Implementation of Village-Owned Enterprises. However, the policy cannot run optimally where many villages do not have village-owned enterprises. So that one of the efforts made by the government is to establish a joint village-owned business entity (BUMADes). The purpose of this study aims to analyze and learn how the program implementation of joint village-owned enterprises in Banyumas Regency. To achieve the research aims, the research method used in this study was a qualitative method. This study found that the performance of the implementation of joint village-owned enterprises in Banyumas Regency, in general, has not run optimally. This is indicated by two aspects. First, the community and the government have not fully understood the implementation of joint village-owned enterprises. Second, similarities in the vision and mission of the two parties are more directed towards empowerment efforts so that the BUMADes implementation of the joint village-owned business enterprises program has not yet become a profit-oriented business unit (commercial institution). In fact, it is more directed at social units that has the aim for community empowerment (social institutions).
