The Ie Jeulanga Gampong-Owned Enterprise (BUMG) in this case as the party that manages the Bottled Drinking Water (AMDK) production business and the Jeulanga Mata Ie Gampong Government as the capital owner certainly requires in-depth research regarding the governance of the feasibility of the business or business being run so that the process AMDK business development can run effectively and can be useful for the development of the village economy. However, the implementation of BUMG is not without obstacles, there are still several problems in its implementation. Apart from that, the lack of capacity or ability of BUMG managers means that BUMG Ie Jeulanga’s institutional system is not running optimally and is dependent on government assistance so there is no spirit of independence. This research aims to describe and analyze the implementation of BUMG Ie Jeulanga governance policies based on Regent Regulation Number 30 of 2020 and to determine the factors that support and hinder the governance of BUMG Ie Jeulanga. The research method used was descriptive qualitative. Qualitative research was carried out to find information on the impact of empowerment strategies, obstacles, and solutions for BUMG Ie Jeulanga in improving the economy of the village community in Bandar Dua District, Pidie Jaya Regency. This model system regarding BUMG governance includes work plans, management aspects, business capital, human resources, and supporting and inhibiting factors for BUMG Jeulanga Mata Ie. In this research, BUMG policy implementation uses policy implementation formulated by Van Meter and Van Horn. Based on the results of data analysis, field findings, and propositions linked to theoretical studies, it can be concluded that BUMG Ie Jeulanga has significant potential for growth and development, but also faces challenges such as administrative management that has not been managed well, existing financial resources are still inadequate because the level of production capacity is still limited and marketing is still carried out in the sub-district area. Implementasi Kebijakan Larangan Parkir Liar di Kota Surabaya (Studi Kasus Parkir Pasar Kapasan)

The Kapasan Market area is one of the areas in the city of Surabaya where parking problems often occur. Some illegal parking attendants often park visitors' vehicles on the side of the road because of limited parking spaces and supervision, causing traffic jams around Kapasan Market which the public often complains about. The Surabaya City Transportation Department (Dishub) is guided by Surabaya City Regional Regulation Number 3 of 2018 concerning the Implementation of Parking in the City of Surabaya in implementing the parking ban policy in the City of Surabaya, including in the Kapasan Market area. This research aims to find out whether the parking ban policy has been implemented well and is appropriate, especially in the Kapasan Market area. This research uses a qualitative approach with descriptive methods. The research uses primary data obtained through direct observation of research objects, interviews, and documentation as well as secondary data from documents, books, the internet, and other written sources. Determining informants for interview activities using purposive sampling techniques to the Head of the Public Roadside Parking Division. The research results show that the implementation of the policy of prohibiting illegal parking in the city of Surabaya, especially at Kapasan Market, is quite good. four of the six policy implementation indicators according to Van Meter and Van Horn have been met so that the public can feel the response from the government regarding illegal parking that they complain about.

Realizing An Inclusive Policy For Persons with Disabilities in Indonesia Through The Art of Expressionism Gesture Photography

Inclusiveness of people with disabilities is a global issue related to equal rights and opportunities for active participation. The art of gesture photography is a medium to realize this. So, how to make it happen? Using descriptive qualitative research methods and an ethnographic approach, as well as the implementation model of Van Meter and Van Horn as the basis for data analysis. The results of the research show that there is quite a lot of potential for photography artists with disabilities in Indonesia, the absence of a specific policy has resulted in less than optimal implementation. The mistake of forming the KND, which was non-structural and independent, was to make it part of the Ministry of Social Affairs. The government needs to involve people with disabilities in making policies and not only focus disability issues on social issues, but more broadly on human rights issues.

Implementation of the Direct Cash Assistance Program for Village Funds

General Background: The COVID-19 pandemic has necessitated government interventions in Indonesia to support vulnerable populations. Specific Background: One such intervention is the Direct Cash Assistance Program from Village Funds (BLT-DD), aimed at alleviating economic burdens. Knowledge Gap: Despite its implementation, challenges in recipient targeting and data accuracy remain. Aims: This study analyzes the BLT-DD program's implementation in Sidodadi Village, focusing on success factors and barriers. Results: Qualitative methods reveal that while communication among stakeholders is strong, issues like multiple assistance to some beneficiaries lead to inequalities. Novelty: The study utilizes Van Meter and Van Horn’s implementation theory to provide insights into the program's challenges. Implications: Findings highlight the need for improved data management and stakeholder engagement to enhance equitable distribution of assistance and foster economic recovery in rural areas. Highlights: Targeting Issues: Some beneficiaries received multiple forms of assistance, leading to inequities. Communication Strength: Effective coordination among stakeholders facilitated the program's implementation. Implementasi Program Gotong Royong Cegah Stunting (Goceng) Di Kecamatan Cipondoh Kota Tangerang

Public policy is the concepts and principles that form the lines and basis of plans in carrying out work, leadership, and ways of acting (regarding orders, organizations, and so on). This policy can be implemented in government, the private sector and organizations. Policy is one of the things that is considered to be used in realizing a result from an action. The term implementation is usually associated with an activity carried out to achieve certain goals. One effort to realize this in a system is implementation. According to the law of the Republic of Indonesia Republic of Indonesia no. 25 of 2004 explains that a program is a way to implement policies that contain one or more activities carried out by the government/institution to achieve targets and objectives. Cpondoh District, Tangerang City created a program as a public policy for the community. However, there is still a problem with this program, namely that the community still does not want to participate and is still embarrassed if their children are categorized as approaching stunting, even though in Cipondoh District itself there are still children who experience stunting prevention. This research aims to determine the implementation of the Mutual Cooperation Program to Prevent Stunting (GOCENG) policy and determine the inhibiting factors and efforts made. This type of research is qualitative with a descriptive method that uses the results of analysis from Donald S. Van Meter and Carl E. Van Horn (1975) using 6 indicators, namely: Policy standards and targets 2. Resources 3. Characteristics of the implementing organization 4. Communication between related organizations and implementation activities 5. Disposition 6. Social, economic and political environment. The results of this analysis show that the Mutual Cooperation Program to Prevent Stunting (GOCENG) in Cipondoh District has not been successful because there are still obstacles.

This study is about the Implementation of Regent Regulation Number 41 of 2016 Concerning Outlet Management and Empowerment of Small and Medium Industries in Tangerang Regency. The problems in this study include, the still minimal involvement of the small and medium industry business sector in supporting the implementation of policies, Socialization related to the existence and implementation of outlet management and empowerment of small and medium industries is still not optimal, promotion of small and medium industry products has not been carried out optimally, and cooperation has not been established with travel and travel agencies. The purpose of this study was to determine how the implementation of Regent Regulation Number 41 of 2016 on outlet management and empowerment of small and medium industries in Tangerang Regency. The research method is qualitative. The theory used is the implementation of public policy according to Van Metter and Van Horn. The results of this study are that the implementation of Regent Regulation Number 41 of 2016 concerning Outlet Management and Empowerment of Small and Medium Industries in Tangerang Regency is not optimal.

Implementation of the Policy for the Elimination of Movable State Property at Nusa Cendana University

No matter how great a policy plan or program is, if it is not realized properly and correctly then the program or policy will be in vain. Policy implementation requires policy implementers who are truly honest, have appropriate competence, are highly committed to producing their goals and really pay attention to applicable government regulations.The method used in this research is a descriptive method with a qualitative approach with a total number of 33 people who were determined purposively then the primary and secondary data collected were analyzed using data analysis techniques from Creswell (2016).In this research the author uses the policy implementation model from Donald Van Meter and Carl E. Van Horn (1975) which states that there are six variables that influence the implementation of the policy of eliminating movable state property at Nusa Cendana University, namely; (1) policy standards in the form of regulations regarding the elimination of movable state property at Nusa Cendana University are unable to influence policy targets; (2). the existence of sufficient resources; (3) communication between organizations and strengthening activities is still not effective; (4) the characteristics of implementing agents have a level of communication that is not yet open; (5) supportive socio-economic and political conditions; (6) the implementor's disposition where a situation is considered very complex or controversial, so that the implementor finds it very difficult to take a firm stance on the BMN elimination policy.

Implementation of Pancasila Values in Regional Head Leadership (Case Study: Hand of Love Assistance Program in the Leadership of Paulus Waterpauw 2020-2022 in West Papua Province)

The "Hand of Love (Bantuan Tangan Kasih) Assistance Program" under the leadership of Paulus Waterpauw from 2020-2022 in West Papua Province is investigated in this study. The data used here were firsthand information directly related to the implementation of the program and its implementation, along with documents, reports, and literature related to Pancasila values, regional leadership, and specific programs. The results of the research are discussed based on the policy implementation of Van Meter and Van Horn (1975), which emphasizes six dimensions, namely policy goals and objectives, policy resources, characteristics of implementing agents, implementing attitudes, communication between implementing organizations, and socio-economic and political environment. The findings show that the success of the implementation process of the Hand of Love Assistance Program is greatly influenced by the characteristics of the implementers. The hedonistic lifestyle after the enactment of the Special Autonomy has eroded the morality of almost some state administrators. The "hand of love" program is a program that has been implemented by a transmigration and labor office, Bank Penyalur, as the implementer.

Implementation Of Public Services Based On The Digides Application (Digital Village) In Pondok Kelapa District, Central Bengkulu District"

This research discusses the implementation of public services based on the Didiges application in the village government service and administration system. This research is based on Law no. 25 of 2009 concerning Public Services and Presidential Decree 95 of 2018 concerning Electronic-Based Government Systems. The aim of carrying out this research is to determine the extent of implementation of public services based on the Digides application, as well as the factors that influence its implementation in Tanete Rilau District. By using descriptive qualitative methods, this research produced several findings such as the quality of use of online administration features, online correspondence services, and the minimal use of mobile applications by residents. From the theory of Donald S. Van Meter and Carl E. Van Horn, it was found that the most influential factors in the implementation of Digides application-based public services in Pondok Kelapa District are policy standards and targets, resources, relationships between organizations, characteristics of implementing agents, social conditions, politics, and economics, as well as the disposition of implementers. Based on the results of the research analysis, the village government plays an important role as the front guard that serves the community more closely. Therefore, the village government should actively provide outreach regarding the use of the Digides application to the community so that digital transformation can run optimally.

IMPLEMENTASI KEBIJAKAN STANDAR PELAYANAN MINIMAL (SPM) PADA PELAYANAN KESEHATAN DIABETES MELLITUS (DM) DI PUSKESMAS BIROBULI

. This research aims to describe and explain the implementation of the SPM policy in Diabetes Mellitus (DM) health services at the Birobuli Community Health Center. This research method is a qualitative descriptive research method and data collection techniques are by means of observation, interviews and documentation. This research was conducted at the Birobuli Community Health Center using a purposive selection and selection technique for informants as many as 6 (six) people. This research uses aspects used by Donald Van Meter and Carl Van Horn, namely: 1. Policy Standards and Targets 2. Resources 3. Characteristics of Implementing Organizations 4. Communication between Implementing Organizations 5. Attitudes of Implementers 6. Social, Economic and Environmental Environments Political. Based on the results of research and discussion, standard variables and SPM policy targets for DM sufferers at the Bureaubuli Community Health Center still reached 80.13%, this figure has not yet reached the target set in Minister of Health Regulation No. 4 of 2019 because it is still hampered by the stages of data collection activities and early detection of DM sufferers. . Resource variables that do not fully support the implementation of the Diabetes Mellitus Health SPM at the Bureaubuli Community Health Center are also a factor in achieving the Health SPM target that has not reached 100%, such as human, financial and infrastructure resources that are still insufficient. The variable characteristics of implementing agents are related to the bureaucratic structure, norms and relationship patterns that are formed between policy implementers and have run well and in accordance with SOPs. Communication variables between implementers in implementing SPM policies for diabetes mellitus sufferers do not experience obstacles. The communication variable between implementers at the community health center is carried out directly because they are still in the same work area, while communication with implementers in the community is also carried out well and is supported by the use of online communication. The attitude/tendency variable of policy implementers such as the Health Service and the Bureaubuli Community Health Center gave a good response with the existence of a clear policy governing how to implement Diabetes Mellitus services in accordance with SPM Health standards. Economic, social and political environmental variables still have obstacles regarding all funding for SPM which must be accommodated with SPM. This means that in planning the Palu City regional budget, the SPM must be taken into account first in the budget planning. Apart from that, the economic capacity of the people of Palu City is also a supporting factor in the success of the Diabetes Mellitus Health SPM. Apart from that, political support is still lacking in perceived benefits in supporting DM health services that are in accordance with the SPM. The general conclusion is that the implementation of the Minimum Service Standards (SPM) policy in the Diabetes Mellitus (DM) Health Service at the Birobuli Health Center has not gone well.

In line with the progression of time, business licensing has also become a focus of the Central Government, especially with the opening of extensive investment opportunities through the enactment of Law Number 11 of 2020 concerning Job Creation, or the Omnibus Law. The Job Creation Law has led to adjustments in several laws, one of which is in the realm of licensing in Indonesia. One of the changes in licensing is the establishment of Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing, referred to as the Business Licensing Regulation. This study aims to analyze how the implementation of risk-based business licensing policies is carried out by examining Regional Regulation No. 10 of 2021 of the City of Bandung on the Implementation of Business Licensing. The results indicate that the implementation of the OSS RBA-based business licensing policy for MSMEs in Bandung City is maximized in accordance with the theories of Edward and Van Metter Van Horn. The implementation results also align with Regional Regulation No. 10 of 2021 of Bandung City. Each indicator shows results with each implementation of Regional Regulation No. 10 of 2021 carried out by the DPMPTSP of Bandung City. The implementation is in accordance with Regional Regulation No. 10 of 2021 of Bandung City and also aligns with the theories of Edward and Van Metter Van Horn.

Implementation of Disaster Mitigation Educational Policies in Pre-school: A Case Study of Effective Steps in Preparing Children for Disaster

Disaster mitigation for early childhood involves introducing preparedness before and after a disaster to reduce vulnerability risks. The objective of this study is to examine the implementation of disaster education policies in early childhood education. This descriptive qualitative research employs interviews, observation, and documentation as data collection techniques. The research subjects include two teachers and the principal at PAUD IT Insan Madani Meukek, South Aceh. The findings indicate that the implementation of disaster mitigation education policies in early childhood education has been effectively operationalized, such consistent integration of disaster preparedness into curriculum activities and adequate training and support provided to educators. furthermore, the teacher’s role is critical as a planner, organizer, implementer, communicator, director, and facilitator in disaster mitigation education for early childhood. Additionally, according to Van Meter and Van Horn's policy implementation theory, the effectiveness of implementing disaster mitigation education in preschools is influenced by the clarity of policy objectives, availability of resources, inter-organizational communication, as well as the attitudes of the implementers.

Analysis of Implementation of Doctor's Practice Licensing Policy in 2021: Qualitative Study

Background: Based on the Regulation of the Minister of Health of the Republic of Indonesia Number 2052/Menkes/Per/X/2011 concerning License to Practice and Implementation of Medical Practice states that doctors and dentists who already have a License to Practice (SIP) and provide medical services or provide expertise consultation in the event requested by a health service facility. However, there is a problem that some practices do not have a SIP. Objectives: This study aims to evaluate the license policy of doctors to practice in Bekasi using the van meter van horn approach Methods: This qualitative research is descriptive evaluative with a case study research design. The research location is in Bekasi Regency. Policy evaluation uses van meter van horn approach by identifying several aspects, namely performance indicators, human resources, clarity of purpose, accuracy and consistency of communication, bureaucratic structure, understanding of policies and responses to policies, social influences, political influences and economic influences on the implementation of medical practice licenses in Bekasi Regency. Results: Results obtained by 12 informants from different agencies. Performance indicators show that licensing carried out by the Investment and One-Stop Integrated Services Agency (DPMPTSP) takes a long time. In terms of human resources, almost all informants stated that there was a difference between HR needs between before and during Covid. Communication indicators show that there are obstacles in the form of double communication. Policy indicators obtained results that have been carried out well and there is no policy rejection given by the government. Meanwhile, it was found that there was no social, economic and political influence with the implementation of the current policy. Conclusion: The performance indicators of the Hospital doctor's license are clear, the performance achievement of the doctor's practice license policy is good, but in the implementation of the doctor's practice license, the obstacle faced is the lack of implementing human resources.

Bangkalan Regency, located in the province of East Java, Indonesia, is known for its vibrant street vendor culture, which plays an important role in the local economy. However, despite their cultural and economic significance, street vendors in Bangkalan face various challenges that hinder their competitiveness and sustainability. This research was designed to describe the six variables of Donald Van Metter and Carl Van Horn's model in the implementation of the Street Vendor Arrangement policy as an effort to increase business competitiveness in Bangkalan district. This type of research is a qualitative descriptive study. There is Donald Van Metter and Carl Van Horn's variable model, standard; objective; and policy objectives, resources, characteristics of the implementing organization, implementing attitudes, communication between organizations, socio-economic and political environment. This policy is seen from the six variables in the Donald Van Metter and Carl Van Horn Model in the implementation of the Street Vendor Arrangement policy as an effort to increase business competitiveness in Bangkalan district which has been implemented. However, there are obstacles faced by local governments in implementing street vendor control policies, including the government's low motivation in implementing policy outreach, the lack of strategic relocation solutions, and the existence of pressure groups, namely street vendors in Bangkalan district, who violate government regulations.

Analysis of Implementation of City Policy for Children Basic Health and Child Welfare Cluster in Makssar City

Background: Implementation of the child-friendly city policy in the basic health and child welfare cluster is a step towards realizing a child-friendly city, through fulfilling children's rights to basic health and child welfare carried out by the Makassar City Government together with the business world and the community. Objective: The aim of this research is to analyze the implementation of child-friendly city policies in Makassar City in the basic health and child welfare cluster. Method: The research method used was a qualitative-exploratory approach using observation, in-depth interviews and literature study of all research informants selected using purposive sampling. The theory used is the implementation theory of Van Metter and Van Horn. Results: The results of this research indicate that the implementation of the child-friendly city policy in the basic health and child welfare cluster in Makassar City has been successful but has not run optimally. Human resources are sufficient but not of high quality, the budget is still limited and there is no clear time target. Characteristics of implementing agents who are less firm in implementing policies. The attitude/tendency of the implementing agent has shown acceptance. Communication and coordination between organizations has not been established well. The economic, social and political environment is not yet conducive. Conclusion: Although human and financial resources are sufficient, the lack of certification training and coordination between implementing agencies as well as the low economic level of the community hinder the effective implementation of this policy.

Implementasi kebijakan pengawasan kearsipan internal pada Badan Meteorologi, Klimatologi, dan Geofisika(BMKG)

Archives are records of activities and events made and received by an agency that are useful as a monitoring tool and source of information. To protect the archives, archival supervision activities are carried out in accordance with PerANRI No. 6/2019 concerning Archival Supervision. BMKG is one of the LPNKs that has carried out internal archival supervision activities since 2019. The implementation of internal archival supervision at BMKG needs to be carried out to keep Meteorology, Climatology and Geophysics data and administrative data well managed and maintained. Using the policy implementation theory model from Van Horn, Van Meter, and Grindle which includes policy standards and objectives, resources, inter-organizational relationships, attitudes, characteristics of implementing agents, social and political conditions, and types of benefits. Using qualitative research with a descriptive approach. The results showed that the implementation of the internal archival supervision policy still has limited archival human resources and financial resources, and not all work units have carried out archival supervision so that MKG observation data has not been saved. Some of the inhibiting factors are inadequate human resources, limited funds, and a work culture that is less concerned about archives.

The type of research used by researchers is descriptive research with a qualitative research approach, the focus of the research is (1) Implementation of public policy (2) Direct Cash Assistance Program in Sidomulyo Village (3) Analysis of Van Meter and Van Horn so that the informants in this research are (1 )Head of Sidomulyo Village, as general person in charge of the area. (2) Village Secretary as person in charge of administration (3) Head of the People's Welfare Section as person in charge of the Direct Cash Assistance Program in Sidomulyo Village.

ANALISIS IMPLEMENTASI KEBIJAKAN PEMUNGUTAN PAJAK HIBURAN UNTUK MENINGKATKAN PENERIMAAN PAJAK DAERAH PADA SUKU BADAN PAJAK DAN RETRIBUSI DAERAH KOTA ADMINISTRASI JAKARTA SELATAN TAHUN 2016-2018

The objective of this study is to find out the implementation of Entertainment Tax Collection at the Local Tax and Retribution Agency of South Jakarta. This study used Van Meter and Van Horn theories. Entertainment Tax is any of potential sources of local income for high funds from the Indonesian Citizen bearing tax obligations. Besides, it also any of efforts in optimizing local tax revenue. This study used a descriptive qualitative research method. Result of the study identified that between year 2016-2018 the Entertainment Tax Revenue in South Jakarta experienced decrease every year. There are some obstacles in Entertainment Tax Collection and Control. So, it requires a number of steps should be taken to cope with such obstacles.
