Value Engineering Adoption’s Barriers and Solutions: The Case of Saudi Arabia’s Construction Industry

Several developing countries around the globe have launched their future visions, which include concrete strategic plans that involve many kinds of mega-construction projects. One common goal across these visions is to increase the efficiency of construction projects’ huge expenditures using recent sustainable, practical engineering tools, such as the value engineering (VE) approach. Although the VE approach has been around for a few years now, some barriers prevent the popularity of its application in different construction projects. This research investigates the barriers to adopting VE through a systematic literature review. This study has categorized the application barriers using thematic analysis under three main categories: barriers related to practitioners’ knowledge and background, barriers associated with the behavior of practitioners towards VE, and barriers related to the implementation of VE. Moreover, this research has investigated solutions to overcome these barriers and improve the application of VE in construction projects. Saudi Arabia’s construction industry is used as a case study. A survey was distributed to Saudi construction industry practitioners using the snowballing technique to evaluate the criticality of the found barriers to adopting VE and the best strategic solutions to overcome these barriers using the importance–performance analysis (IPA) approach. Based on the results of this study we have specifically recommended including a VE course in college engineering programs and an incentive clause in construction contracts to encourage VE application on construction projects at the top of the list of proposed solutions. Finally, defining the criticality of barriers and the effectiveness of solutions will help enhance the application of VE and sustainability practices in the Saudi Arabian construction industry and around the globe.

Application of Green Retrofitting Ready Mix Concrete Plant in Indonesia to Increase Financial Benefits and Reduce Environmental Issues: A Case Study

Currently, the Indonesian government continues to encourage the realization of sustainable development. The green concept is a sustainable development trend in the construction material industry. The concrete industry plays a vital role as a supplier of concrete materials in construction, so its availability is essential. The role of concrete industry itself has a negative impact on the environment. Stakeholders increase the cost of green retrofitting so that the industry or building becomes eco-friendly. The research method was carried out using a process case study, namely, how to implement green retrofitting cost performance in the concrete industry using Value Engineering and Life Cycle Cost Analysis. Theoretically, the research results provide additional knowledge for academics; practitioners can provide problem-solving to get an overview of the implementation of the green concept in the industry regarding the flow of implementation and the benefits of savings in an environmentally friendly production process. The application of value engineering in the green retrofitting of the concrete industry has increased the cost performance of green retrofitting by 8.66% with a return of 3 years and 8 months and increased the functions and benefits of an eco-friendly and sustainable concrete industry

Value engineering and its application in the Tehran-Shomal freeway project

The Tehran-Shomal freeway is a significant road project in the Middle East, connecting Tehran to northern Iran. Spanning 121 kilometers, the project includes four sections, 195 tunnels, and 83 bridges. The unique topography of the Alborz Mountains necessitates various structures. Value Engineering is crucial in minimizing construction time and costs while maintaining quality. This paper focuses on the application of Value Engineering in the Tehran-Shomal freeway project, specifically on the 27-30 east lane variant. Alternative variants were considered to address potential challenges. The Analytical Hierarchy Process was used to compare three alternatives, leading to the replacement of the initial plan with an integrated long tunnel. This offered numerous advantages, including cost and time reduction, improved route geometry, environmental preservation, reduced geotechnical issues, and increased safety. A significant milestone was the successful implementation of the alternative variant, passing under the west lane in specific sections. This required extensive instrumentation, controlled blasting, and a customized support system. This article presents illustrations of the plans and tunnel construction under special circumstances, along with a detailed technical-financial comparison between the integrated long tunnel and the combined option of bridges, tunnels, and false tunnels in variant 27-30.

Value engineering: Case study of Libyan educational buildings

The Libyan Government decided to build 1,500 schools in the reconstruction plan. Libyan Construction Industry (LCI) suffers from projects’ poor value. So, effective management of resources is crucial. LCI should adopt cost-optimizing tools. This study applied value engineering (VE) to School Model 15 at Al-Khums City to maximize the utilization of the available budget. The saving of the significant items ranged between 20% and 30% leading to cost reduction in the overall project. The study concluded that Educational Facilities Authority (EFA) could save about 30% of the assigned funds. This result encourages the EFA to create a VE department in its organization.

Plumbing Work in Green Market Based on Value Engineering

The green traditional market concept begins with the structure of the market section. This concept consists of various ideas that make markets environmentally friendly, these ideas include composting buildings, open gardens, bathrooms/toilets, parking areas and planting in the market. Understanding Value Engineering in general is a management technique that uses a systematic approach, creative and organized effort that is directed to analyze the function of a system with the aim of achieving the required function at the lowest possible cost. However, this remains within the established technical functions and limits. The method used is value engineering with the aim of understanding and identifying obstacles in the application of value engineering and lean six sigma methods in dirty water installation work in market buildings with the concept of green building. The research instruments were arranged in the form of variables which were formulated in the form of questions (questionnaires). Cost efficiency was obtained in clean and dirty water installation work of a savings of 9.8%.

The need for housing continues to increase as the number of inhabitants increases. Housing development as one of the efforts to meet the needs of the community for residential houses. The Andalusian Griya Giri housing estate in Gresik Regency was built with a type. However, with the vast area in Gresik Regency and the fierce competition of housing developers who offer housing in a higher segment and at prices that do not differ much, it can be concluded that this housing is a waste of costs in development. Therefore, a way is needed to overcome this problem, namely by applying Value Engineering. This study aims to analyze the optimization of the calculation of the cost budget plan without reducing the quality and function of the building with the Value Engineering method. The analysis technique in Value Engineering of this study uses a comparative method with cost analysis. This method compares the profit price of the landcape design before it is redesigned with the design that has been redesigned, namely changing the house plan, appearance and number of house compositions / site plans so that maximum profit is obtained. This analysis uses the stages of the Value Engineering plan, namely the information stage, stage, creative, analysis stage, recommendation stage and presentation stage. Based on the results of the Value Engineering analysis at the Griya Giri Andalusian Housing Project in Gresik district, the most profitable design alternative was to use Design C with the change of type 38/72 housing units to 36 units. The profit price after redesigning from the original design, the production price of the type 38 house is Rp. 122.2 40. 00,000 becomes Rp. 9 0.728.514. The amount of profit increased generated after the redesign of the original design and the change in the number of house compositions / site plans was carried out amounting to Rp 7,864.960. 000 becomes Rp. 9,981,773,496.

Key success factors analysis for improving cost performance of green retrofit infrastructure on the jetty project

Several rating definitions must be met following the envision's system. The envisioned system aims to develop the green building concept in the existing jetty building. These definitions are quality of life, leadership, resource allocation, nature, climate, and resilience. This sustainability is needed to initiate changes in the planning, design, and provision of sustainable infrastructure together with the company. This also applies to implementing long-term infrastructure investments that are more cost-effective, resource-efficient, and adaptable. The study uses a qualitative and quantitative method, where data is obtained by distributing questionnaires and simulating using Statistical Products and Solution Services (SPSS). The application of Value Engineering (VE) and Life Cycle Cost Analysis (LCCA) has been chosen by researchers on existing jetty buildings with the green jetty concept, with investment costs in economic green jetty buildings and a return on investment costs of less than four years. In achieving the ten most influential factors in improving cost performance in sustainable dock construction, the results of the SPSS simulation processing obtained the ten most influential factors, namely: Planning, Energy, Siting, Materials, Ecology, Community, Economy, Operation, and Maintenance Cost, Follow-up Inspection, and Labor Experience.

Application of value engineering to the regional SPAM of Agam Regency – Bukittinggi City, West Sumatra Province

Access to clean drinking water is critical for human well-being and socio-economic development. In Indonesia, the water supply system, known as Sistem Penyediaan Air Minum (SPAM), is crucial for providing access to clean drinking water, an essential resource for the country's growing population and economic development. The objective of this study is to apply Value Engineering, using a six-stage process, to optimize the network distribution system within the Regional SPAM of Agam Regency - Bukittinggi City, West Sumatra Province, thereby enhancing water accessibility and infrastructure efficiency. The stages include information gathering, function analysis, creativity, evaluation, recommendation, and implementation. By utilizing the multi-Criteria Analysis method during the evaluation stage, this research systematically assesses available alternatives, ultimately identifying the most effective and economically viable solution, the use of HDPE pipes in the distribution system. The findings have significant implications for improving drinking water accessibility and advancing sustainable infrastructure development in Indonesia.

Application of Value Engineering to Identify and Solve Irrigation Water Allocation Problems

Periodic assessment and monitoring of the functionality of irrigation scheme components is the popularly known approach for identifying and fixing existing or looming problems. For example the widely used quantitative metrics for irrigation water allocation performance assessment include equity, adequacy, and reliability of water supply. However, a qualitative metric that is seldom applied particularly in Nigeria is the value engineering method. A value engineering method is problem identification and solving approach commonly used to analyze the level of functionality of a given system or its components. The approach comprised the following phases; problem identification, system functionality analysis, creation, evaluation and development of value alternatives. A value engineering approach was applied to identify and solve the water allocation problem at Watari Irrigation Project (WIP), Kano Nigeria. Eleven (11) major problems related to water allocation were identified, and 27 solutions (ideas) were suggested, screened and reduced to 13 by the irrigating management experts. Five (5) value alternatives (VA) from the finally screened ideas were formed by putting 2 or 3 ideas as an integrated solution for a given problem. The 5 value alternatives include repairing water conveyance infrastructures, dredging water conveyance infrastructures, improving on-farm water management, conducting policy dialogue and alteration and creating awareness and sensitization campaigns. After scoring these value alternatives using a scale of 0 to 10 by another set of irrigation experts, dredging water conveyance infrastructures is having the highest score of 8.19 and hence, it requires urgent attention from the relevant authority.

In this research, a value engineering analysis will be carried out on the Ampelsari Reservoir construction plan to determine the most effective and cost-efficient alternative construction design. The application of value engineering to determine the amount of construction cost savings with a work plan includes: Information Stage, Creative Stage, Analysis Stage, and Recommendation Stage. The results of the value engineering analysis in this study obtained construction cost savings of Rp. 1,624,162,703.65 or 6.16% of the total initial design cost, with alternative designs selected in 3 (three) types of work, on Spillway Work with K-225 Reinforced Concrete and Cyclop Concrete work items (A3), on Gate Valve House Work with Concrete Rebate and U-Ditch 30 x 30 work items (B3), on Reservoir Work with HDPE Pipe work items dia. 2.5" (C2). 2.5" (C2)

Then to get the most effective and efficient time needed for the construction of the rehabilitation of the Jati Weir is done by analyzing the needs of time, labor and tools and the results of the analysis are included in the preparation of a work schedule with the help of Microsoft Project Manager 2021 software. The results of the Value Engineering analysis are the work items that can be done are the still pond items; The existing construction is a random pile of concrete blocks in the form of 1x1x0.5 m blocks with alternatives given to replace the existing construction are 1000 kg tetrapod concrete blocks and 1000 kg dolos concrete blocks; the selected alternative is 1000 kg dolos concrete blocks with a manufacturing and installation cost of Rp. 16,239,115,273.27. 16,239,115,273.27; The cost value of making and installing 1000 kg of dolos concrete blocks is reduced by Rp. 6,252,816,421.53 from the existing construction value; The overall total cost changes from Rp. 62,420,557,268.77 (excluding VAT/VAT) to Rp. 56,167,740,847.24 (excluding VAT/VAT) after Value Engineering. An Ultrasensitive Microsensor Based on Impedance Analysis for Oil Condition Monitoring

Oil condition monitoring is an important way to achieve mechanical equipment health assessment, condition early warning, fault diagnosis, and intelligent maintenance. A microsensor integrated with inductance-resistance and capacitance sensing units is presented, which can comprehensively detect metal debris, air bubbles, and moisture in oil based on impedance analysis. The inductance-resistance sensing unit not only detects traditional inductance parameter, but also proposes a resistance detection method based on coil to further improve the detection sensitivity for nonferromagnetic metal debris. The capacitance sensing unit can detect air bubbles, and a new moisture measurement method is also proposed. Based on the signal characteristics of inductance, resistance and capacitance detection results, the microsensor can effectively distinguish 16–500 <italic xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">μ</i> m iron debris, 60–500 <italic xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">μ</i> m copper debris, >170 <italic xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">μ</i> m air bubbles and moisture in oil. The ultrasensitive microsensor can obtain more oil status information, which has important value and wide engineering application prospect for modern fault diagnosis and prediction theory based on information fusion.

Construction Operations Practices and Operations Research Tool Application in a Hypothetical Construction Project

This study aimed to assess the construction operations practices of three contractors; apply the construction operations practices for each company to a hypothetical construction project; and use an operation research tool in the hypothetical construction project. The results showed that the majority of contractors have similar organizational delivery systems with functional departments such as business development, finance, human resources, and construction operations, and they fall into the PCAB group. According to respondents, efficiency in resource use, avoidance of non-conformance works, elimination of wastes or non-value-added activities, value engineering, bulk order discounts, listing of different suppliers, double shifting of work scheme, prioritizing activities suitable for weather conditions, delegating work packages to subcontractors, resequencing the project schedule, application of value engineering are all important factors in optimizing project costs. The study concludes that operations research methods are important in project management, particularly in terms of reducing construction costs and increasing project profit. The findings indicated how the operations research tool, in conjunction with the QM for Windows application, made determining project schedule priorities to manage large and complicated project operations appear simple.

A Decade of Value Engineering in Construction Projects

Over the past half-century, value engineering (VE) has emerged as an effective tool to manage time, costs, and quality with an aim to maximize value. It has been shown to be a highly effective approach for evaluating current construction projects. However, this tool’s application in the construction domain is quite variable. This research aims to provide an in-depth quantitative and qualitative content analysis of the application of VE in construction projects. It is found that new research over the past decade has continuously improved the efficiency and productiveness of VE practices. Current work focuses on integrating VE with other disciplines, applying VE in diverse project domains, assessing VE performance, and developing new VE technologies. This broad review highlights some of the key areas of interest that required future investigation to ensure the continued delivery of value in the ever-changing and evolving construction industry.

Applying Value Engineering Technique to Health Clinics During The Design Stage (Salah Al Din Governorate A Case Study)

Because of rising the need for health clinics in recent years, as well as the current economic climate, the researcher used value engineering to reduce costs while retaining the necessity of these initiatives. The aim of this study is to increase the value of health clinics through applying value engineering approach to the main building (two and a half floors). Collected data, function analysis, brainstorming and alternatives, evaluating and selection, and generating the value report are the steps followed. According to the study, using the value engineering process resulted in a cost savings of 32.15 percent, or (258.305.000) million Iraqi dinars without jeopardizing the desired outcome.
