The aim of this research is to develop HOTS Literacy based cognitive assessment tools, determine the feasibility of HOTS Literacy based cognitive assessment tools based on the BSNP, material expert validators, learning experts, and to get students response to HOTS Literacy based cognitive assessment tools on acid base material. This RD uses the 4D model (Define, Design, Develop and Disseminate). Field trials were conducted on a small scale from a single class. The validators consist of four material expert and one chemistry teacher. Pretest and posttest results also students response were used to collect data. According to validation by the experts', the level of feasibility according to BSNP resulted in an average percentage of 83% with the acquisition of criteria, namely high and valid/feasible. And the responses given by students in trials, the criteria were very good or high with an average percentage of 97%. It shows that the instrument considered very good, so it can be used to improve students' higher-order thinking skills.
