Until 2011, no types of compulsory insurance existed in the insurance market of the Republic of Armenia and only some types of voluntary insurance were sold on the market. However, 2011 became a turning point in the insurance market of the Republic of Armenia. On March 18, 2010, the law of the Republic of Armenia “On Compulsory Insurance of Liability Arising from the Use of Motor Vehicles” was adopted, and from January 1, 2011, CMTPL insurance was introduced in the Republic of Armenia as a mandatory type of insurance, according to which, starting from 2011, all motorcars in operation were supposed to have an CMTPLI agreement, i.e. car owners were obliged to insure their liability to third parties for personal and property damage. In addition to the adoption of the law, in order to ensure the stability and development of the system, the Central Bank of the Republic of Armenia created the Bureau of Motor Insurers of Armenia (hereinafter referred to as the Bureau), whose main goal was to protect the interests of the victims. From 2011 to the present day, certain changes have been made in the Bureau aimed at ensuring the efficiency of the system. The article, in particular, will consider the "injustice" of the system and the latest changes.
