Project Solutions for the Successful Implementation of the Strategy of Creating a Consolidated Resource of the National Academy of Sciences of Ukraine

Objective. The study focuses on the relevance of launching the ResearchUA digital platform based on the V. I. Vernadskyi National Library of Ukraine to form a consolidated scientific information space. Methods. The results of the research were obtained thanks to the application of a complex of general and special methods of scientific knowledge, among which systemic and synergistic approaches, structural-functional and descriptive methods, source analysis and synthesis were decisive. Results. There is an urgent need to establish a system of informing about academic resources that have been created for more than a hundred years of operation of the National Academy of Sciences of Ukraine. The V. I. Vernadskyi National Library of Ukraine has launched the ResearchUA digital platform, which is focused on the development of the electronic research infrastructure of not only the National Academy of Sciences of Ukraine, but also on the formation of the national digital scientific space, namely the accumulation, integration, effective use of scientific electronic library and information resources and their promotion to modern global digital platforms communications. Conclusions. A promising direction for further information and communication activities of academic libraries is to intensify information support for scientific research in Ukraine by promoting the involvement of new forms of digital scientific communication; developing modern models of communication with all subjects of copyright for scientific works; simplifying access to scientific library and information resources; integrating and consolidating scientific library and information resources; introducing digital resources of the national documentary cultural heritage into scientific circulation; monitoring the state and development of scientific research in Ukraine.

Problems of ensuring information security by subjects of educational activity in the digital educational and scientific environment of educational institutions

The article discusses the current problems of ensuring information security by educational entities in the digital educational and scientific environment of educational institutions. In times of war (emergencies, pandemics), the educational activities of subjects are moving to the digital educational and scientific environment of educational institutions, where they have proven themselves effectively. Since all educational processes of educational institutions are information-based, and their distortion can lead to negative consequences, there is a need to ensure information security. Based on this, the strategic goal of ensuring information security in the digital educational and scientific space of an educational institution is to form personal information and cybersecurity in cultural subjects. Therefore, it is necessary to form information competence and personal culture of information security in students during their studies, especially for students of the humanitarian profile. Thus, the purpose of the article is to review the problems of ensuring information security by educational entities in the digital educational and scientific environment of educational institutions. Based on the results of the study, the author distinguishes and considers the multidimensionality of information security in the education system, information protection of the subject of educational (training) activity, the problem of selection of educational information by a teacher, and the problem of protecting the digital educational and scientific space of an educational institution from internal and external threats. It is confirmed that the formation of information culture in the educational process is a multifaceted, phased process of continuous information training of students. It is the level of information culture that is an indicator of the subject's readiness for learning and self-education, development and self-development and characterizes the effectiveness of the use of information and information resources in educational and professional activities in the information space with the obligatory provision of information security requirements.

IMPROVING INTEGRATED TECHNOLOGIES IN THE MODERN EDUCATION SYSTEM THROUGH EDUCATION CLUSTERS

This article examines the issue of increasing the competitiveness of educational cluster subjects. Educational clusters occupy an important place as an innovative platform that combines education, scientific research and production. In Magola, mutual cooperation between cluster participants, use of modern educational technologies and ways to adapt to the needs of the labor market are analyzed. Also, the possibilities of effective use of financial, infrastructural and informational resources in increasing the competitiveness of educational cluster subjects are considered. Practical proposals are put forward to ensure economic interest and adaptation to international standards.

Complexity of reference consultations for undergraduate and graduate students in an academic library

Effective resource allocation is critical for academic libraries that offer reference consultations and information literacy instruction to support student success. The study aims to examine the time spent and the intensity and variation in information resource use across 671 reference consultations provided to undergraduate and graduate students at the Czech National Library of Technology, categorized by complexity levels. A case study methodology with quantitative analysis, including descriptive statistics and correlation tests, was applied. The results indicate that simple consultations require more extensive involvement of information resources with an emphasis on basic information literacy, while higher grades of consultations involve fewer resources but more frequent use of full-text databases. It is also shown that information resources are used consistently, with usage patterns reflecting the complexity of users’ assignments and questions. The analysis shows that there is a significant relationship between consultation complexity and both the time spent providing a consultation (correlation coefficient 0.276) and the time spent preparing for the consultation (correlation coefficient 0.262). The results suggest the need for strategic planning of human resources based on service complexity to increase the efficiency of consultations, as well as more conscious decision making regarding the use of information resources in consultation services. Public administration as a means of providing information policy of the state

The paper examines state management as a means of ensuring the information policy of the state. State information policy is the influence of the state on the development of the information sphere of society, telecommunications, information systems, mass media and activities related to registration, search, creation, processing, use, storage, expansion, display of transmission of all types of information. The main tasks of the state information policy are presented, such as the creation of a developed information environment, the modernization of information infrastructure, the development of information and telecommunication technologies, the effective formation and use of national information resources and ensuring free access to them, the development of independent mass media and the provision of socially important information to citizens, support of the international community in the information field and the establishment of Ukraine's information sovereignty. Public administration includes such functional groups as organization of the management system and process, definition and implementation of development policy and strategy, ensuring the development of scientific and technical potential, mobilization and use of resources, situational management of structures, management of infrastructure development, marketing, investment management, job development , staff training. The priority tasks of the state policy in the field of information and telecommunication infrastructure are to increase investment attractiveness, to create the foundations for the formation of a single information space within the framework of the state information policy. Trends in the development of mediation in Ukraine, as a form of implementation of state power as a whole, have been determined. It was concluded that the adoption of the Law "On Media" as changes in legislation with the introduction of procedures. It is recommended to implement the support of the main provisions in public opinion, to clarify its social orientation and justification. The development and legislative approval of unified general principles of information policy in the form of the Information Code of Ukraine is proposed.

The Planning and Design of Digital Smart Campus

Under the background of “Digital Liaoning, Smart Province,” as the application of a new generation of network information technology in colleges and universities, the digital smart campus is an important part of digital Liaoning education informationization. Combined with the overall actual situation of the university campus, in line with the principle of “People-oriented, Service-oriented, Information Interoperability and Data Sharing,” through the idea of “management + service,” the traditional application system with management as the core to the service as the core is realized. On the basis of digital information and networks, a new digital smart campus is built based on several information technologies. From the aspects of architecture design, platform and application integration, systematic overall design and scientific and reasonable deployment, to create an efficient one-stop digital intelligent information service platform to fully optimize the use of digital information resources, to provide timely, accurate and efficient campus information services for teachers, students and staff, and to provide cross-departmental business management and convenient information services for the whole school users through the virtual digital means for display and publicity. The overall planning of the campus is carried out step by step, and the campus network, digitalization, virtualization and intelligence are gradually realized. Expand the time and space dimension of the real campus, improve the overall operation efficiency, and then improve the quality of talent training, management level and management efficiency.

Influence of Preferences on the Use of Information Resources by the Library and Information Science Undergraduate Students in South-South, Nigeria

Background: The use of information resources by the Library and Information Science (LIS) undergraduate students in Delta State, Nigeria, was addressed based on diverse learning preferences, a critical factor potentially influencing academic success. Purpose: This research aimed to explore learning preferences among LIS undergraduate students and assess the influence on the use of information resources. Method: A correlational research design was applied, including 325 students selected through multi-stage sampling from seven state-owned universities in Delta, Edo, and Rivers states. Furthermore, data were collected through questionnaires, with 268 valid responses at an 82% retrieval rate. These were analyzed with descriptive statistics (frequency, percentage, and mean) as well as inferential statistics (Pearson’s product-moment coefficient, and ANOVA), with a criterion mean of 2.50 and an alpha level of 0.05. Result: The results showed that the students had varied learning preferences, including verbal presentations (68%), physical interaction with materials (66%), and watching educational videos (64%). Preferences significantly influenced the use of information resources (Agg. x̄ = 2.83), with a positive correlation between these two variables (r = .907, p < 0.05). Additionally, a significant difference was observed between the education level of students and learning preferences (F = 2,265 = 1189.172, p < 0.05). Conclusion: The students were found to benefit majorly from the combination of traditional and modern teaching methods. Mutual collaboration between university librarians and coordinators of information resources with the faculty was recommended to ensure the correspondence of educational materials to learning preferences.

The Internet as an object of study of criminalistics science

Relevance. The Internet acts as an object accumulating a large array of results of user actions in the form of electronic and digital traces, as well as a significant amount of other information that can be used in the investigation of crimes. Given the ongoing growth of attacks in which the global network has become a means of committing them, it is necessary to offer investigative authorities recommendations on using the Internet as a source of necessary information and as a means of solving the tasks of criminal proceedings.The purpose of the research is to determine from which sides and to what extent the Internet manifests itself in those patterns that are the subject of criminalistics science, in order to propose a systematic approach to the use of information resources of the network in solving the tasks of the investigation process. Objectives: to characterize the Internet as a source of electronic digital traces and other criminally significant information; to show that techniques, tools and methods of working with evidence implemented through the Internet are criminalistics; to highlight the features of the Internet as a manifestation of the mechanism of criminal activity and the source of the criminalistic characteristics.Methodology. The methodological basis of the research was the dialectical method of cognition, and a set of general scientific and private scientific research methods (system-structural, formal-logical, predictive, etc.) were also used. Results. Separate theoretical provisions of the methodology of using the Internet in the investigation of crimes have been developed.Conclusion. The Internet, reflecting virtual life, can be represented as one of the sides of the object of criminalistics, acting as a functional side of both criminal and crime detection and investigation activities, and the patterns of the mechanism of various types of crimes that manifest themselves on the network, the emergence and finding of information about the crime and its participants, the possibility of search and obtaining criminally significant information, securing, researching and using it as evidence, as well as the use of the Internet as a means of judicial research and crime prevention, the Internet is an element of the subject of criminalistics science.

Transforming University Library Building Conservation: A Descriptive Study of Preservation Practices in Nigeria

The study examined the conservation of library building for effective information preservation among university libraries in Enugu State, Nigeria. Descriptive survey with population of 325 library staff made up the study. The instruments for collecting data is questionnaire, analysed and presented in mean score, standard deviation as well as percentage and t-test. Results: conservation criteria for library building are clearing and cleaning of the library building, repair of roof, windows and doors, installation of fire and smoke alarm system, and the provision of enough security personnel around the building. Library buildings are being conserved to protect resources against natural disasters like flooding, and earthquake, against man-made disaster like fire, making library resources accessible, promote an end to wasteful use of non-renewable information resources, to encourages best practices in records management, and it provides an extremely attractive environment for the use of books. Findings on the adequacy level of policy and regulatory framework shows that disaster management, storage capacity for documentary resources, appropriateness of environmental conditions are to be consider in the library. The study recommended that the university library management should provide monitoring system for environmental condition, storage capacity for digital resources and disaster preventive measure in the library.

Multipurpose territorial cadastre and collaborative participation as tools for smart urban governance: An analysis considering the pandemic’s effect in the São Paulo Metropolitan Region, Brazil

The society lives in a dynamic, complex and contradictory urban system, seeking to reach a balance between urban development and environmental preservation. For this purpose, there is a need to perform an efficient urban management integrated with the information and communication technologies. From this integration, emerges the smart cities concept, which is composed of smart governance strategies and actions. In this sense, the present article aims to understand and discuss the contributions, potentials and public values of the multipurpose territorial cadastre and the collaborative participation as tools for smart governance. In order to validate the theoretical essay, a case study was performed to analyze urban governance in the São Paulo metropolitan region, Brazil, according to the use of information and geoinformation resources applied to cities’ management, pre- and post-pandemics. The results have shown that some practices of municipal governments have already been established aligned with the dimensions of smart governance. However, mainly, as for spatial activation in the use of geoinformation, as well as in the use of multipurpose territorial cadastre, it still has much to move forward and, therefore, to qualify with public value the strategies and actions of governance that a smart city requires.

It is substantiated that the effectiveness of the functioning of the mentioned mechanism is expected to obtain: an economic effect, which involves reducing costs and resource losses, increasing the level of profitability, and as a result, ensuring the appropriate level of economic security ofthe enterprise in particular and the agro-food sector as a whole; ecological effect, which is mainly manifested through the preservation, savings and rational use of natural, in particular, land resources, which leads to the improvement of the ecological situation in the region, and as a result contributes to the increase of the level of environmental safety; the social effect obtained through the introduction of a resource-saving model of behavior, which leads to an increase in the quality of products of the agro-food sector, an increase in the level of food security of the enterprise and the country, and as a result - an increase in the well-being of the population; as well as their combinatorial and synergistic combination, which ensures the sustainable development of economic entities, the agro-food sector and the country. Organizational and economic mechanisms for increasing the efficiency of the use of material resources, land resources, financial resources, labor resources, information resources and time resources of the enterprise remain important components of the main mechanism, which, depending on the specialization of the agricultural enterprise, the scale of production and economic activity, the specifics of the involvement and use of heterogeneous types of resources will have a separate set of elements similar to the general organizational and economic mechanism, which in a synergistic relationship will contribute to the development of the processes of the efficiency of the use of resource potential. Therefore, the proposed organizational and economic mechanism for increasing the efficiency of the use of resources of an agricultural enterprise, taking into account the adaptive characteristics of its constituent elements and their functional features, will allow to ensure the orderly interaction of all types of resources with the aim of increasing the efficiency of their use in the process of the activity of an agricultural enterprise, which will ensure the creation of the necessary conditions for comprehensive economic, ecological and social development of individual subjects of the agro-food sector and the industry as a whole.

Optimization challenges of resources in it outsourcing companies in uncertain market conditions

The introduction of computer networks can significantly speed up the execution of information processes, as well as increase the efficiency of distribution and use of hardware, software and information resources. In a network, different computers perform different functions. Computers that give other computers access to their resources and manage the distribution of network resources are called servers. Those computers that use the servers' resources are known as clients. The article is devoted to the study of the important issue of the selection and use of tools for the order of server administration, which manage and maintain the server infrastructure in the environment of the network of computer clubs in order to determine the classification of system server administration tools, which are necessary for effective management of servers in computer networks. Carrying out various tasks requires making decisions about choosing server administration tools from the many available or developing new ones for managing and maintaining the server infrastructure, which leads the company to achieve business goals. Difficulties with the choice of effective tools for solving tasks lie in the competence of network administrators. This issue is especially important when it comes to training system administrators. That is, it is necessary to achieve certain educational goals, after achieving which the network administrator will be able to: describe the functions of the administration center, describe the rules for the effective use of package tools for system administration, determine the procedure for dispatching servers; use a variety of remote server administration tools to manage servers; apply cross-platform administration tools, apply tools for automating the performance of individual administration tasks, etc. To solve the problem, a list of typical groups has been defined: 1) administration of user groups; 2) administration of security measures; 3) administration of local and global networks; 4) monitoring of events and resources; 5) data archiving and recovery. Classes of tools for automating system administration tasks are offered: tool packages for system administration; cross-platform administration tools; tools for individual administration tasks. Considerable attention in the course is given to the analysis of the classes of system administration tools, since knowledge of system administration tools is necessary to troubleshoot, test, communicate, and fix the systems needed to continue operation. With the right tools, the job becomes less tedious as many tasks can be accomplished with these system administration tools. Overall, the article provides valuable information for system administrators looking for ways to improve their system administration skills and knowledge and may be useful for companies looking for ways to optimize their server infrastructure.

Digital competence of students in higher education: an assessment framework in Vietnam

PurposeThis study investigates the digital competence (DC) of undergraduate students, considering three key dimensions: use of Information and Communication Technologies (ICT) resources, knowledge about ICT resources, and attitude towards ICT. We also examined the relationship between these aspects in order to build a DC assessment framework.Design/methodology/approachA structured questionnaire was administered to students from several universities in Vietnam in order to assess their DC. A PLS analysis was conducted based on data from 551 valid responses.FindingsStatistical analyses showed that the DC of students was quite low. The findings certify that knowledge of ICT resources is a total intermediate variable in the impact of attitude towards ICT on the use of ICT resources by students.Practical implicationsOur findings provide important implications for policymakers and teachers' insights for authorities, universities, and scholars to develop strategies for DC of students in higher education.Originality/valueThis study is the first to explore the DC assessment framework for students in higher education in an emerging market, Vietnam.

Optimizing patient (pt) care through pt-focused resources to prevent and manage hand-foot skin reaction (HFSR).

e24144 Background: Research has shown that pts and caregivers (non-HCPs) seek medical and disease-related information more than once a month, and this has accelerated due to the COVID-19 pandemic. However, they find it difficult to understand the information they receive and thus, can be misinformed. By understanding the use of fair-balanced medical information (MI) resources by non-HCPs, pharmaceutical companies can develop scientifically accurate yet pt-friendly resources to meet their needs (Goettner, 2022; Rai, 2022). Upon reviewing the unsolicited oncology inquiries received by our MI department, approximately 25% of inquiries were from non-HCPs seeking information. Over the past 3 years, non-HCPs have submitted almost 10,000 inquiries regarding our oncology products, in which 191 inquiries were specifically regarding HFSR and regorafenib and sorafenib. Historically, our MI department responded to non-HCP inquiries by sharing the product label information. However, we identified an unmet need for trustworthy, comprehensive, and accurate pt resources in plain language. Methods: A full literature review was performed, and the relevant data were summarized in plain language for pts. Both HCPs and pts participated in developing the global pt resource on the prevention and management of HFSR for regorafenib and sorafenib. The seven-page interactive brochure was written in 4th to 6th grade reading level which included images and graphics to enhance the understanding of data, easy navigation to the content of interest, and glossary to define key terms. Furthermore, these materials were translated for pts who participated in the regorafenib and sorafenib Patient Support Program in Brazil to further educate and support pts who have started therapy. Results: As of June 2023, the global pt medical resource has been deployed 28 times in Brazil, delivering key information to non-HCPs on their disease and treatment while emphasizing its practical utility and addressing health literacy challenges. We collected feedback from pts who utilized the translated material, and they described it to be “informative” and “helpful” since it empowered them to effectively navigate and address HFSR-associated discomforts during their treatment journey. The feedback has also been utilized to further enhance the resource’s feasibility. Conclusions: The pt feedback on the brochures showcases the value of pt-focused approach in oncology and the positive impact of collective efforts across all stakeholders including pts, pharmaceutical MI departments and pt programs. Furthermore, it demonstrates how MI can bridge the gap between pt insights and clinical knowledge by addressing their needs and providing practical and trustworthy tools. Not only does this initiative enhance pt understanding but also empowers pts to take a more active role in their treatment and fosters shared-decision making.

Purpose. The digital ecosystem consists of interactions between customers and partners through various channels, both online and offline, as well as the relationships that exist between digital customers and partners. The ideal interaction between humans, technology, values and activities will be created by ideal ecological information. Thus, system places consumers in an important position connecting customer contacts and contact moments with each other. Including the use of products and virtual visits, such as transactions, emails, educational media, etc. In-depth discussion of individual involvement as information organs (inforgs). Employing the activity-based mapping method, which is intended to determine each person's level of engagement with the digital environment.Methodology. The method used in this research was a pre-post test on respondents who were at Gadjah Mada University Postgraduate School postgraduate students. Questionnaires were distributed concurrently over the WhatsApp group to conduct the survey. The responses provided by respondents are entered into a Google form.Results and discussion. This study examines the use of technology and information resources by graduate students at the Graduate School of Gadjah Mada University, also known as "Emergent" education members. There are signs that the way pupils look for knowledge has changed as information and technology have advanced.Conclusions. The conclusion of this research is that there is a shift in information patterns. Previously, respondents' information patterns were mostly carried out directly by teachers or professors, now they have shifted through scientific websites and become residents through applications on social media.

Bridging the Divide: Indigenous Language Integration in Open Educational Resource Accessibility

The use of information resources is dependent on their accessibility by users. The accessibility of information has attracted the attention of researchers from different parts of the world. However, Open Educational Resources (OERs) accessibility issues have not been adequately addressed in South Africa. This article explores the use of indigenous languages in the development and adaptation of OERs for accessibility at the University of South Africa. A total of 108 OERs were available for selection on UnisaIR. Ten of the 108 OERs were purposefully selected. Exploring and analysing OER development at Unisa took a qualitative and exploratory approach. This article presents the findings of a thematic analysis that was used to identify dominant themes in OER. The findings highlight two main concerns that underpin OER operations at Unisa: 1) translation as a method of OER creation and/or adaptation; and 2) deficiency of OER creation in indigenous languages. Though using indigenous languages in the construction of OERs can help to address the accessibility gap in the supply of teaching and learning resources, this aspect of accessibility as a discourse in the OER space has yet to be explored extensively. It is a matter of concern that many OERs at Unisa are written only in English. To address the gap in accessibility of OERs in the South African context, the following three language-related factors should support the creation of OERs: development in local languages, linguistic pluralism, and translation into indigenous languages.

Connection Between Knowing and Doing? A Mixed Methods Exploration of Librarian Wellness Behaviors

ABSTRACT The authors examined the relationship between access to or use of health information resources by health sciences librarians (HSLs) and non-HSLs. We wanted to know if, compared to non-HSLs, increased access to and use of health information by HSLs was associated with more frequent performance of wellness behaviors. : A survey containing questions about access to health information resources, the use of health information resources, the frequency of the performance of wellness behaviors and barriers and facilitators to performing these behaviors was sent via e-mail to members of over 60 library organizations. A total of 1913 librarians responded to the survey. We found no difference between the HSLs and the non-HSLs by age or sex but HSLs were more likely to have master’s degrees or higher, work more hours, and to work in institutions that provide access to vaccines and/or wellness programs. HSLs have greater access to and use quality health information resources more often than do non-HSLs. Compared to non-HSLs, HSLs exercise more and eat more fruits and vegetables. Non-HSLs, however, are more likely to engage in regular spiritual activities. Barriers to performing wellness behaviors included lack of time, lack of motivation, fatigue, and chronic pain whereas facilitators included positive social support for wellness behaviors. Our data show that access to health information and frequency of use is correlated with the performance of wellness behaviors. While access to health information can work to nudge people to engage in healthy habits, information by itself is not enough.
