The government's latest program in the agricultural sector is to create a policy of issuing farm cards. The problem with applying this farm card is that there are still blank spots or some places that don't have an internet network and if there's a blackout, the signal will be lost. Farm cards that have not been validated so that if the card is problematic it will be difficult for farmers. As well as lack of counseling that makes farmers slow to understand the use of farm cards. The purpose of this study can then be concluded that subsidized fertilizers are surveillance commodities whose distribution and purchase are subsidized by the government for the needs of farming groups. The method used is qualitatively descriptive. The data collection uses observations, interviews and documentation. The result of this study is that the presence of a farm card will facilitate the distribution of fertilizer to farmers. The significant factor affecting the effectiveness of this card implementation is the capable facilities and infrastructure to support the parties who will carry out the farm card program.
