ECOLOGICAL TOURISM AS A PRIORITY AREA OF SUSTAINABLE TOURISM DEVELOPMENT IN UKRAINE: CURRENT CHALLENGES

The article analyzes the problems of ecological tourism development in Ukraine and ways to solve them. The positive and negative consequences of the development of ecological tourism are studied and the prospects for the development of ecological tourism in Ukraine are outlined. In particular, it was emphasized that the aggravation of environmental problems of tourism requires the search for new vectors of development. One of them is the application in tourism of the basic principles of the concept of sustainable development, which meets the needs of today and does not endanger the needs of future generations. The sustainable development strategy focuses on realizing the two most important goals. First of all, efficient and rational use of resources and their potential, as well as the optimal solution to regional development issues. These two goals can be achieved through the development of ecological tourism, as it will be possible to preserve the unique beauty of natural areas, reduce anthropogenic pressure on the environment, improve the welfare of local people, and more. Ukraine has sufficient ecotourism resources, the use of which, along with the growing demand for tourism services, will naturally lead to the intensification of infrastructure development and territorial organization of ecotourism activities. The concept of ecotourism emphasizes the need to preserve natural and cultural heritage, and biodiversity and improve the ecological, social, and economic status of the regions visited by ecotourists. Ecological tourism should become a model for reorganization, and greening of the entire tourism industry. Sustainable ecologically balanced tourism should become not only a philosophy but also a leading management strategy for tourism development. In recent years, the sphere of tourism in Ukraine has been going through difficult times. The Covid-19 pandemic has become a challenge for the tourism industry, making domestic travel, including ecotourism, more prevalent in Ukraine. The next terrible event for Ukraine was the war. Several hundred crimes against the environment prohibited by the Geneva Convention as a result of Russian aggression have been recorded since the beginning of the full-scale invasion of Russian troops into the country. After our victory, in the conditions of growing needs of the population in recreation and tourism, extensive and intensive interaction of society and nature, there is a well-founded need for systematic use of natural resources through the use of appropriate mechanisms of sustainable nature, one of which is ecologically oriented tourism. aimed at implementing the conceptual foundations of sustainable development.

ДЕРЖАВНА ПОЛІТИКА В СФЕРІ ПАТРІОТИЧНОГО ВИХОВАННЯ

The article proves the need to cultivate patriotism through public policy, especially in modern wartime Ukraine. A successful path to victory is possible if public policy promotes the development of a system of national and patriotic education. We believe that in the conditions of modern development the idea of patriotism should be the core around which high ideological positions are formed, as well as the aspirations, readiness and ability of all people to actively work for the benefit of the homeland. It is proved that the target audience of the main document, which sets out the directions of state policy on patriotic education are young people, and such segments of the population as persons over 35 years of age, which make up 61.1 percent of the population are not involved. Based on a total population of 41.1 million at the beginning of 2022, measures aimed at promoting Ukrainian youth NGOs banned and persecuted by the occupation and Soviet regimes, including the Ukrainian Plast movement (Plast) and the Scout movement, Unions of Ukrainian youth that have survived abroad and resumed their activities in Ukraine with independence should be covered in 2022, only 0.7 percent of the population, which in our opinion is very small, given that the percentage of young people aged 15 to 35 is 24.7 percent. The planned level of youth coverage of measures aimed at increasing the number of young people ready to fulfill the duty to protect the independence and territorial integrity of Ukraine is quite low. Calculations show that out of the total number of young people (10.1 million people), only 239.6 thousand people will join the relevant activities. On average, 19.9 thousand people per month and 163 people per territorial community. It is determined that the influence of the state on the process of patriotic education is the use of appropriate mechanisms that contribute to achieving its goals. State mechanisms are closely linked and complementary, and their integrated use contributes to the main goal of public policy. The direction of patriotic educational state policy should be based on the fact that it is primarily national. We see future research on the essence of directions and mechanisms of state policy in the development of patriotic education of all segments of society and not only young people.

METHODOLOGICAL FOUNDATION FOR PUBLIC ADMINISTRATION OF THE DEVELOPMENT OF HUNTING ECONOMY

Ukraine is globally famous primarily for its agriculture and rocketry, although there are many other industries that can soon become if not the «locomotive» of the national economy, then at least a «fairly powerful player» capable of positively influencing socio-economic situation in the country. One such «players» is likely to be the hunting economy. An important guarantee of sustainable development of this industry is the use of appropriate mechanisms of public administration. At the same time, scientists now offer various combinations of mechanisms (methods, tools) for managing both the national economy as a whole and its individual industries/spheres (including the hunting economy). However, the effectiveness of such influence significantly depends on the proper methodological support of this process, and therefore the importance of the classification of mechanisms of public management of the development of the hunting economy is growing. All the above-mentioned determines the relevance of the given research. Analysis of recent researches and publications. The problem of public administration of the development of the hunting economy’s counteraction to corporate raiding has become a cornerstone in a number of dissertation studies and scientific publications by representatives of various fields of knowledge: 05 «Social and behavioral sciences», 07 «Management and administration», 08 «Law», 28 «Public administration and management». In spite of this, there is still a lack of comprehensive research on the subject. Research objective. The article aims to supplement the existing methodology of the field of knowledge 28 «Public administration and management», which entails the improving the classification of public administration mechanisms for the development of the hunting economy and specifying the list of specific means (within the traditional methods) of public administration of the hunting economy. The starting point is dissertation research and professional publications of leading scientists who have investigated the specifics of mechanisms of public administration of the hunting economy. A comprehensive approach was used that involved the following empirical and theoretical methods: abstract-logical – for theoretical generalisations and the formation of conclusions; analysis and synthesis – to determine the factors affecting the nature and direction of public administration; comparative analysis – to study the developments of leading domestic scientists focused on the specifics of public administration mechanisms for the development of the hunting economy. Ensuring a sustainable pace of forestry development is possible under the use of appropriate mechanisms of public administration in this sector. The existing methodology of public administration of the hunting economy has been supplemented, which included improving the classification of such mechanisms based on: level, subject, object, method, and impact goals. In addition to scientifically sound methodological underpinnings (understanding: what, when, who, and how exactly to act), proper staffing, organisational, logistical, legal, and information support is also needed. Continued scientific research on this topic will foster the development of the domestic hunting economy, in particular by improving the methodological basis for public administration in this area.

Man in the territorial community: theoretical approaches to understanding the location and functi - oning

The article examines the theoretical approaches to understanding the location and functioning of man in the local community asa member.It is proved that the urgency of this issue is determined by the fact that for the first time, at the constitutional level, the Ukrainianstate has recognized the existence of a system of local interests, produced by the territorial community – territorial community, concerningthe existential issues of its existence and functioning. territorial units of the state, which were legalized as issues of local importance.Thus, such interests of the community, according to the current constitutional guidelines, are solved, first, through the use of aspecific historical and universal social and legal institution – local self-government, which really gives the community and its membersopportunities for self-organization in such a community, self-identification and self-expression. within such a community, as well asinitiatives to implement the latter, again within such a community. In addition, it is argued that local self-government is exercised eitherdirectly by such a community (through the use of appropriate mechanisms of direct democracy) or by local governments formed by thecommunity itself in the process of democratic elections and appointments and acting on the principles of representative democracy. Atthe same time, territorial communities act as the primary subjects of local self-government, and therefore local self-government bodiesmust act on behalf of and in the interests of the respective communities.It is argued that the phenomenology of self-presentation of man (personality) in the territorial community has a solid integralphilosophicalbasis, a significant doctrinal-normative basis, reflects axiological guidelines of local government and parametric-teleologicalvalues of formation, functioning, development and development and high motivation of a man (personality) – a member of thecommunity, because it demonstrates its ability to build harmonious relationships with other members of local society in local governmentand its bodies by either leveling their individual guidelines in favor of local society, or by adjusting, synergizing, adaptation tocollective needs. In addition, it demonstrates that the self-presentation of a man (personality) actively forms and demonstrates its selfworth,ability to self-identification, self-organization, self-activity, self-government, as well as the ability to build a balance of intereststhrough human size and application of individual and collective interests (intersubjectivity).

Reading in the developments of arbitration systems in Saudi Arabia and Malaysia: A comparative study: تطورات أنظمة التحكيم في السعودية وماليزيا: دراسة مقارنة

This research aims at a quick and effective solution to economic, commercial and other disputes. The Saudi legislator and the Malaysian legislature have taken measures that resulted in a series of regulations related to strengthening the arbitration system and law in both countries. Accordingly, the follower of the legislative systems and arbitration laws in Saudi Arabia and Malaysia will stand on the apparent progress and developments in the field of trade and economic development that (countries are witnessing) in all private and public sectors, with the use of appropriate mechanisms to resolve disputes, bearing in mind that the new Saudi system and the Malaysian law are based on the issue Arbitration to the UNCITRAL Model Law (which made it incumbent upon them to keep abreast of developments in line with the rules of Islamic law). The research used scientific methods, including: the analytical approach: to highlight and analyze the features of arbitration in the Saudi arbitration system and the Malaysian Arbitration Law. The inductive approach: in the extrapolation of the Saudi arbitration system and the Malaysian arbitration law. The comparative approach: In comparing the two systems, the Saudi arbitration system and the Malaysian arbitration law. The most important findings of the researchers, including: 1. Keeping pace with the new Saudi arbitration system and the Malaysian Arbitration Law for the concrete developments in the field of arbitration. 2. The Saudi system and the Malaysian law for arbitration recognize international control decisions and give them the executive formula that was not clearly contrary to the general international system. The researchers recommended wills, including: Developing data for everything related to the procedures and references required by the arbitration process, so that it relies on clear and accurate data so that it is within the reach of litigants who want to conduct the way of arbitration to resolve their disputes instead of the regular judiciary. Create a list of arbitrators specialized in various types of disputes and attract competencies in the field of Sharia and law without age or nationality as a barrier for them. Develop strategic plans for the establishment of a specialized body, whose task is to settle disputes in peace, and provide the necessary assistance to litigants to implement the award after its issuance.

The use of crowd and riot control squads in modern police operations

Within the structure of the Polish Police, as a formation statutorily responsible for the protection of health, life and property of citizens, there are crowd and riot control squads (Pol. pododdziały zwarte). These are police organisational units , also referred to as riot police units (Pol. OPP - Oddziały Prewencji Policji) and independent riot police subunits (Pol. SPPP - Samodzielne Pododdziały Prewencji Policji). Their main advantage is the possibility of deploying several thousand police officers to respond to various events in a relatively short period of time and, if necessary, to broadly understood threats to the security of citizens. This is achieved by the use of appropriate mechanisms for maintaining readiness to act and achieving higher levels of readiness, as well as due to an organisational structure based on the military model, mobility based on available means of transport, a system of specialist trainings and modularity and compatibility with other police squads. Quite a wide range of opportunities to act in situations of existing threats to people and the environment raises the question of the quality and possibilities for the development of this structure, its strengths, as well as difficulties that emerge, both in terms of a direct involvement in various forms of police action, as well as those relating to the real condition of the structure, in the context of forces and measures available to the squads in question. At this point, it is necessary to mention other police structures referred to as police squads which include officers who daily perform different prevention activities (e.g. they occupy the posts of patrol and responding officers at county and municipal police headquarters). These are so-called irregular riot police units (Pol. NOP - Nieetatowe Oddziały Prewencji) and irregular riot police subunits (Pol. NPP - Nieetatowe Pododdziały Prewencji); however, their role and operational rules are not the subject matter, and the main issue under consideration is so-called regular units, whose officers remain in the structures of riot police units and independent riot police subunits.

Comparative Analysis for Small-Sized Controllable Wind Systems

Abstract A wind system is designed to operate with a maximum efficiency at a given wind speed. With the use of appropriate mechanisms one can improve the efficiency at different speeds as well as widen the operational range of the system; the controllable pitch angle rotor is, in general, used for this. In order to maximize the produced energy, an alternative is the use of a controllable load, which can be achieved by changing the generator field current. This seems to be an attractive system for small units and for regions with low wind speed. In this paper a comparative analysis for a basic system, a pitch-controllable, and a field-controllable system is made, using a numerical simulation.
