Between Freedom and Order: Evolution logic of urban-rural population mobility Policy from the perspective of historical institutionalism

Urban-rural population flow is the key element and important driving force for urban-rural integration development and rural revitalization. The pattern of urban-rural population flow in China is restricted and guided by policies. From the perspective of historical institutionalism, this paper analyzes the evolution context, structural logic and dynamic mechanism of the change of urban and rural population mobility policy. The urban and rural population mobility policy has gone through five historical stages: the order reconstruction period at the beginning of the founding of New China, the political call period after the Great Leap Forward Movement, the free flow period after the reform and opening up, the period of making the best use of the situation under the economic system reform and the accelerated integration period under the background of the new era. The institutional choice under different paths, the institutional evolution under the key nodes and the institutional continuation under the path dependence constitute the structural logic of the policy change of urban-rural population mobility. The situation coupling under the action of exogenous variables, the value coupling promoted by the change of ideas, and the subject coupling under the interaction of actors’ game constitute the dynamic mechanism of policy change, which promotes the historical change and realistic development of policy.

Are there interactions between the urban and rural construction land use transition? Evidence from Jiangsu province in China

The interactive feedback between the transition of urban construction land (UCL) and rural construction land (RCL) lies at the forefront of land use transition (LUT) research, and can shape the intrinsic driving forces for land system sustainable transition and urban-rural integrated development. This study innovatively investigated the interactive feedback between UCL and RCL transition. First, a theoretical analytical framework was proposed. Second, a spatial simultaneous equation model (SSEM) was employed to examine the interactive feedback between UCL and RCL transitions in Jiangsu Province, China, from 2000 to 2020. The main findings were as follows: The interactive feedback between UCL and RCL transitions followed two paths. The first interactive feedback path was driven by the interaction of urban and rural factors, whereas the second was driven by the integrated management of urban and rural land. UCL and RCL transition witnessed a positive interactive feedback relation. Specifically, a 1% increase in UCL transition led to a 0.535% increase in RCL transition, and a 1% increase in RCL transition resulted in a 0.579% increase in UCL transition. The two aspects exhibited complex spatial interaction effects. The UCL transition in the subject city had positive and negative effects on the UCL and RCL transitions of neighboring cities, respectively. The RCL transition had positive effect on the RCL transition in neighboring cities. The key to regulation is to make the mutual feedback pathways unobstructed through innovative policies in terms of both direct and indirect regulation. This study contributes to advance research on LUT and provides scientific evidence for urban–rural integrated development.

Research on the Influence Effect of Digital Economy on Urban-Rural Integration Development

As socialism with Chinese characteristics enters a new era, the problem of unbalanced and insufficient development in China remains prominent at this stage. In the Vision 2035, "strengthening digital development" and achieving "agricultural modernization" and "significantly narrowing the development gap between urban and rural areas and the gap between the living standards of the population" will coincide with each other. The digitalization of urban-rural integration is both an opportunity and a challenge. This project focuses on the impact of digital economy development on urban-rural integration. Based on the panel data of 31 provinces in China from 2010 to 2020, we conduct a systematic research on the impact of digital economy on urban-rural integration development, focusing on the three dimensions of theoretical analysis, empirical measurement and mechanism. Firstly, we reveal the spatial and temporal evolution of China's digital economy development; secondly, we conduct theoretical analysis through literature review and model construction; thirdly, we construct the index system of digital economy and urban-rural integration level and measure the level of urban-rural integration development; we adopt the random effect and fixed effect models to test the direct impact of digital economy development level on urban-rural integration development, and utilize the mediation effect model to validate the effect mechanism of digital economy on urban-rural integration; finally, we propose that digital economy contributes to the development of urban-rural integration. mechanism; and finally put forward the suggestions for digital economy to boost the high-quality development of urban-rural integration, with a view to realizing the development of rural digital economy and promoting urban-rural integrated development.

Internal Mechanism and Empirical Test of Rural Industry Revitalization Driven by Digital Economy in Yangtze River Delta

Realizing the integrated development of urban and rural areas in the Yangtze River Delta is the inherent requirement of Chinese modernization and the inevitable result of the high development of productive forces. Developing digital economy has become an important means to promote the orderly and free flow of urban and rural elements and rationally allocate resources. In order to explore the influence of digital economy on urban-rural integration in the Yangtze River Delta region, this paper analyzes the direct role of digital economy on urban-rural integration and the intermediary role of factor flow on urban-rural integration in the Yangtze River Delta region by using the intermediary effect model. The research results show that the integration development level of digital economy in the Yangtze River Delta region has obviously improved, and the result effect is remarkable after the robustness test of the model. Digital economy is conducive to promoting the integration of urban and rural development; Digital economy promotes the integration of urban and rural development through the flow of rural labor force. Based on this, it is proposed to improve the sustainable mechanism of urban-rural integration development in the Yangtze River Delta region and promote the basic construction of digital economic facilities.

Urban rural integration focuses on the coordinated development of urban and rural areas, while sustainable development focuses on people-oriented and ecological construction. Urban rural integration and sustainable development are closely related and mutually reinforcing. Based on the practice of industrial development in Yunnan Province’s prefectures, an “industry technology environment” system for sustainable urban-rural integration is constructed, which elaborates on three aspects: high integration of urban-rural industries, continuous promotion of urban technology to rural areas, and improvement of the dual environment between urban and rural areas. On the practical path of sustainable development through urban-rural integration, the focus is on the flow of urban-rural factors, the development of digital technology, and the transformation of rural development. The sustainable development of urban-rural integration is of great significance to rural social changes, and rural development has created favorable conditions for the sustainable development of urban-rural integration.

Research on the Innovation of Institutional Mechanisms for Urban-Rural Integration Development in Henan Province in the Context of New Urbanization

Abstract Promoting the integrated development of both rural and urban locations in the context of new urbanization is a major strategic initiative for comprehensively building a socialist modernized country and achieving coordinated development across regions. The first section of this essay focuses on the significance of modern urbanization and urban-rural combined development, as well as their interactions and internal dynamics. Second, using the province of Henan as an example, it constructs an indicator evaluation system, calculates indicator weights using the entropy value method, and analyzes the development comprehensive evaluation index in order to assess the degree of new urbanization and urban-rural integration development. In the end, a coupling degree of coordination model is constructed to examine the coupling cooperation between new urbanization and urban-rural combined development. Specific suggestions are given to innovate institutional systems that promote urban-rural integrated growth in Henan Province. The overall urban-rural integrated Henan Province’s development index exhibits an upward trend between 2010 and 2020; the comprehensive index increased from 0.1548 to 0.8628, with an average annual growth rate of almost 23.84%.In Henan Province, the value of coupling among the two systems of new urbanization and urban-rural integrated development has grown from 0.932 to 0.985, which is at a high degree of coupling. Urban-rural interaction will be realized, and the efficiency of urban-rural coordinated growth will be increased if the urban-rural built development approach in Henan Province is implemented based on local conditions, scientific positioning, and accelerating the melding of production and urbanization.

Digital economy plays an important role in the transformation of traditional industries. It not only provides new impetus for economic growth, but also helps traditional industries to accelerate the pace of transformation and promote the optimization and upgrading of industrial structure. This paper discusses the connotation of digital economy, that is, the mechanism of digital economy affects the integrated development of urban and rural areas, and constructs a seven-index system, which uses the entropy weight method, linear regression model, coupled coordination model and intermediate effect analysis to measure the development of national digital economy from 2016 to 2022. The following conclusions are drawn: In recent years, China's digital economy has been sustainable developed, and the coordination between digital economy and urban-rural integrated development has gradually reached a good level. The digital economy contributes to the integration of urban and rural areas. Every 1% increase in the digital economy, the growth level of urban-rural integration will increase by about 0.4694%. Taking the innovation index of science and technology as the intermediate variable, a model is constructed to detect the development degree of digital economy and urban and rural integration. The results show that scientific and technological innovation passes the intermediate effect test, indicating that digital economy can be promoted through scientific and technological innovation and the process of urban and rural integration development. On this basis, this paper puts forward relevant suggestions, which provides reference for the comprehensive development of urban and rural areas.

Spatial path to achieve urban-rural integration development − analytical framework for coupling the linkage and coordination of urban-rural system functions

This study presents a groundbreaking theoretical framework to examine the role of urban-rural system functions (URSFs) in the coordinated development of urban-rural integration (URI). The main emphasis is on the systematic, spatial, and procedural aspects of urban-rural relations (URRs), aiming to rectify the imbalances and deficiencies in URI development. Through multivariate measurement methods, the study evaluates the functional robustness of the urban-rural system (URS) from perspectives of living, production, and ecology, and distinguishes the degree of interaction and coordination. It introduces a spatial path for URI using module combinations and “point-axis” abstract logic. An empirical analysis of China's eastern provinces discloses a noticeable decrease in URS functionality from developed to underdeveloped regions. Although linkage and complementarity between urban and rural areas are significant, mutual promotion and equilibrium between urban and rural production and living functions remain suboptimal. In Shandong Province, the coordination attributes of the three primary URSFs are predominantly characterized by low coordination, an imbalance type of weaker R, and significant urban overshadowing of rural dynamics. Urban-rural synchronous promotion overwhelmingly defines URS functional relationship typologies. The integrated pattern of urban-rural development (URD) after the integration of system functions is a “point-area” feature, gradually expanding the scope from the URI model area, the URI pilot area, and the URI transition area to the URI key area, and shows the spatial structural layout of “two centers, three groups and six circles”. To achieve URI development, comprehensive planning and coordinated promotion of new urbanization and rural revitalization strategies are needed, focusing on micro-level rural regional system issues. The study emphasizes a new model and path for URI development, wherein urban areas support rural development, both develop synchronously, and rural development takes precedence over urban development.

Analysis of the Education Methods of Morality and Rule of Law Courses in Rural Middle Schools

With the implementation of the rural revitalization strategy and the continuous promotion of modernization of rural education, rural education is gradually shifting from "Two basic" education to urban-rural integration and balanced development, from focusing on changes in quantity to emphasizing the improvement of quality. Nevertheless, the focus of rural secondary school education still leans towards cultural courses, while moral and legal courses, which cultivate students' basic moral concepts and legal thinking, are often overlooked. Analyzing the reasons behind it, exploring new methods for moral and legal education in rural middle schools, and forming a new atmosphere of rural education revitalization guided by ideology are of great significance for promoting the development of rural education, cultivating successors in the new era, and promoting rural revitalization.

Contradiction or harmony? Spatial and temporal relationships between new urbanization and rural revitalization in the Yellow River Basin from a coupling perspective.

Integrating urban and rural areas is the only way to achieve sustainable regional development. To comprehensively build an evaluation index system for new urbanization and rural revitalization (NU-RR), taking the Yellow River Basin (YRB) as research object, and the coupled coordination degree (CCD) model, relative development degree (RDD) model and gravity model are used to quantitatively measure the spatial and temporal patterns, synchronous development status and spatial linkages of the coupled coordination of NU-RR from 2005 to 2020. The factors influencing the CCD are identified with the help of the geographic detector model. The findings indicate that: (1) From 2005 to 2020, the combined indexes of NU-RR in the YRB show an increasing trend, while rural revitalization is growing slower than new urbanization. (2) The CCD of NU-RR in the YRB shows spatial structure characterized by "high in the east and low in the west" and undergoes an evolutionary process of "low coupling-medium coupling-high coupling". (3) The spatial disparities in the state of coupled and coordinated development of different cities are significant, mainly showing the spatial distribution characteristics dominated by the lagging new urbanization. (4) The spatial connection of CCD is networked and polarized, and the interprovincial barrier effect is weakened. (5) Total retail sales of consumer goods per capita and local general public budget expenditure as a share of GDP are the primary influencing elements affecting the CCD of NU-RR in the YRB. The interaction is manifested as bivariate enhance and nonlinear enhancement. The study's findings can guide decisions to promote high-quality urban-rural integration development in the YRB.

Whether the digital economy will successfully encourage the integration of urban and rural development: A case study in China

The digital economy has become an important driver for stimulating economic growth. The digital economy has now widely penetrated the fields of economy and society, providing new opportunities for the development of urban-rural integration. Based on panel data for 30 provinces in China from 2011 to 2020, this study constructed an index system for the integration of the digital economy and the development of urban–rural areas and conducted a systematic measurement analysis. Additionally, we used a two-step system of GMM estimation to analyze the impact of the digital economy on the development of urban-rural integration. The findings demonstrate the significant imbalance paradox of China’s digital economy development, which is shown in a gradient where the eastern region is higher than the center and the central region is higher than the west. Urban-rural integration levels in China fluctuate and display geographical variance, typically displaying high levels in the east and low levels in the west. Urban-rural integration is significantly encouraged by the digital economy, yet it varies in variability between different areas and dimensions. Additionally, rural human capital moderates the favorable effects of the digital economy on urban-rural integration. As a result, in order to achieve the integrated development of urban and rural areas, it is imperative to fully exploit the active role of the digital economy, better support the development of rural revitalization, bridge the “digital divide” between urban and rural development, and build a strong foundation for the formation of a digital urban-rural integrated development pattern with urban and rural areas and common construction and sharing.

Rural Industrial Integration's Impact on Agriculture GTFP Growth: Influence Mechanism and Empirical Test Using China as an Example.

Agricultural carbon emission is an significant cause of global climate change and many environmental and health problems. Achieving low-carbon and green development in agriculture is not only an inevitable choice for countries around the world to cope with climate change and the accompanying environmental and health problems, but also a necessary path for the sustainable development of global agriculture. The promotion of rural industrial integration is a practical way to realize sustainable agricultural growth and urban-rural integration development. The analysis framework of agriculture GTFP is creatively extended in this study to include the integration and growth of rural industries, rural human capital investment and rural land transfer. According to the sample data of 30 provinces in China from 2011 to 2020 and the systematic GMM estimation method, and through the combination of theoretical analysis and empirical testing, this paper discusses the influence mechanism of rural industrial integration development on agriculture GTFP growth, as well as the regulating role of rural human capital investment and rural land transfer. The results show that rural industrial integration has significantly promoted the growth of agriculture GTFP. Additionally, after decomposing agriculture GTFP into the agricultural green technology progress index and agricultural green technology efficiency index, it is found that rural industrial integration has a more obvious role in promoting agricultural green technology progress. Furthermore, quantile regression found that with the increase in agricultural GTFP, the promoting effect of rural industrial integration showed an "inverted U-shaped" feature. Through heterogeneity testing, it is found that the agriculture GTFP growth effect of rural industrial integration is more obvious in areas with high level of rural industrial integration. Additionally, as the nation places more and more focus on rural industrial integration, the promotion role of rural industrial integration has become more and more obvious. The moderating effect test showed that health, education and training, migration of rural human capital investment and rural land transfer all strengthened the promoting effect of rural industrial integration on agricultural GTFP growth to varying degrees. This study provides rich policy insights for China and other developing countries around the world to address global climate change and many related environmental and monitoring issues by developing rural industrial integration, strengthening rural human capital investment and promoting agricultural land transfer to achieve sustainable agricultural growth and reduce undesirable output outputs such as agricultural carbon emissions.

The Efficiency of Urban–Rural Integration in the Yangtze River Economic Belt and Its Optimization

China has entered a new stage of integrated development of urban and rural areas under the constraints of scarce land resources and the need for high-quality economic and social development. While there is concern about the state and speed of urban–rural integrated development (URID), increasing attention is being paid to efficiency improvement. This paper comprehensively measures the efficiency of URID from the input–output perspective, taking into account the impact of carbon emissions; it also studies the efficiency of URID and its developmental spatiotemporal characteristics in 73 cities within three major city clusters in the Yangtze River Economic Belt (YREB) from 2010 to 2019, and analyzes the input–output optimization strategies for URID within each of these major urban systems. The results show that (1) the comprehensive efficiency evaluation system constructed by the study can more objectively reflect the state and trends of URID. From 2010 to 2019, the efficiency of URID in the three major city clusters in the YREB showed a downward trend; in cities with better economic development, the efficiency of URID was lower than in cities with average economic development, where carbon emission indicators showed a significant impact. (2) The spatial distribution of URID efficiency in the three major city clusters in the YREB follows an inverted “U” shape; URID efficiency in the urban agglomeration in the middle reaches of the Yangtze River (MRYRUA) is higher than in the Chengyu urban agglomeration (CYUA), where it is higher than in the Yangtze River Delta urban agglomeration (YRDUA). (3) The input redundancy rates are high in the indicators for culture, sports and media, energy conservation and environmental protection, urban and rural communities, and housing security expenditures. Carbon emission redundancy has a negative impact on efficiency in URID. Based on the high redundancy rates of each input–output indicator, this paper proposes methods to optimize the efficiency of URID in each of the three major city clusters and provides directional guidance for promoting the high-quality development of regional urban–rural integration.

Multi-scales urban-rural integrated development and land-use transition: The story of China

Urban–rural integrated (URI) development strategy is designed to solve the accumulated urban–rural gap of China in the rapid urbanization stage. As the significant link in the interaction of human society and nature, the way of land use has an important impact on URI development. Most existing research evaluates the development level of URI in China from the spatiotemporal evolution path. However, due to the caliber of statistical data and differences in development stage, existing studies mostly focus on a single scale. And few studies have conducted the evaluation of URI level from multi-scales. We unified the evaluation index system of URI and land-use transition at different scales, and introduced panel quantile regression model to calculate the response of URI to land-use transition at different scales. The results of our study show that the impact of land-use transition on URI development exhibits regional and multi-scale characteristics. At the macro scale, rational growth of urban construction land will more effectively promote URI development in underdeveloped areas. At the meso and micro scales, cities (counties) with different URI development levels coexist, and for highly urbanized cities (counties), there is little benefit from promoting the expansion of construction land, and it is urgent to optimize land-use efficiency and land spatial morphology. Lagging development areas need orderly urban–rural land development and construction, optimize land-use functions, and accelerate URI development. Our results indicate that in urban–rural land management and spatial governance, it is necessary to coordinate the overall benefits and local benefits at different scales and develop a land-use transition model that conforms to the regional reality to effectively promote comprehensive URI development.

Impact of Chinese-Style Fiscal Decentralization on Urban–Rural Integration: Based on Factor Allocation

The urban–rural relationship has been a critical issue in studies on urban and rural geography. Urban–rural integration development (URI), as an integral part of the urban–rural relationship, needs to be understood under an integrated theoretical framework. Based on the conceptual analysis from productivism to post-productivism, this study constructs a multidimensional framework to understand urban–rural integration, restructuring from five layers that integrate population, space, economic, social, and environmental concerns, and the revised dynamic coordination coupling degree (CCD) model is used to measure the level of URI. Many studies have focused on the connection between URI and factor allocation. However, it is yet to be determined how both fiscal decentralization and factor allocation are linked with URI. This study focuses on this unexplored topic, and the impact mechanism among URI, factor allocation, and Chinese-style fiscal decentralization is investigated by adopting spatial econometric models, for achieving the high-quality development of China’s urban–rural relations. Empirical analysis of China’s three major urban agglomerations reveals that there are promising signs in China’s urban–rural integration development, with an orderly and coordinated structure shaping over the period 2003–2017. The rationality of factor allocation depends heavily on the power comparison between the helping hand and the grabbing hand of local governments under Chinese-style fiscal decentralization. Moderate fiscal decentralization, with a perfect market and social security system, leads to the free flow of factors and promotes urban–rural integration. By contrast, excessive fiscal decentralization causes resource misallocation and hinders urban–rural integration development. In light of our empirical evidence, the coordinated development of small- and medium-sized cities and subcities in urban agglomerations is suggested, it is highly necessary to establish a perfect social and employment security system. In addition, a reasonable space planning system for land use needs to be constructed by China’s governments at all levels. Chinese local governments should pay more attention to rural development in their jurisdiction by stimulating their information advantages under Chinese-style fiscal decentralization.
