Transparency in the Management of Spanish Public University Libraries Through the Internet

Abstract Transparency in the management of 50 Spanish public university libraries was analysed using information available on their websites. The method consisted of checking the websites to identify a set of 18 evaluation indicators associated with the specific case of libraries and the Spanish Transparency Act, notably the chapter on active publishing. The indicators have been used in previous studies with the same objective. The results of the analysis revealed shortcomings, although there were also examples of good practises for each indicator, identified with libraries that have introduced quality systems for management. The indicators that were found most frequently in the sample were regulations, specific regulations for some services and service charters. However, the sample lacked some indicators that are vital to understand the reasons behind the development and management of information resources, such as the policy or programme of collection management. We found a need to review the quantity and quality of information that can be consulted on libraries’ websites, and the presentation and format of some types of information so that they can be reused.

This study aims to determine the strategy of procurement of non-book material in the central library of the state university of padang that can raise procurement and constraints in implementing strategies in the revolutionary era 4.0. this type of research is a qualitative approach with a method of interviewing the head of the padang state university library and staff management staff, library research by collecting data from reference materials, archives, and documents related to this research. The result of this study are the fact that in the central library of the state university of padang procurement of non-book material is no longer used because of the lack of a place for non-book material media such as tools, so people search for and obtain material or material on the internet that occurred in the revolutionary era 4.0.

Strategies for the use of open access institutional repositories at universities in Ghana

PurposeThis article suggests strategies for the usage of open access institutional repositories (OAIR) at university libraries in Ghana.Design/methodology/approachPragmatism paradigm, mixed methods research approach and convergent parallel mixed method design was adopted. Simple random sampling, stratified random sampling, purposive sampling techniques and the sample size converter were the sampling procedures and methods employed. The questionnaire and interview guide were used as research instruments to gather relevant data for the study. Descriptive statistics and inferential statistics were used as statistical tools to analyze quantitative and thematic analysis was used to analyze qualitative data.FindingsFactors such as software, staffing, advocacy, marketing and policies are crucial in the development of OAIR strategy at the University of Ghana.Research limitations/implicationsInformation from the National Accreditations Board (NAB) of Ghana (2018) indicates that Ghana has 92 Higher Educational Institutions (HEI). These are categorized into nine national public universities, eight technical universities, ten professional institutions and 65 private universities and university colleges. This article focuses only on five university libraries with the understanding that they were the only universities on the Directory of Open Access Repositories, authoritative international registries of repositories that provide data on the number of registered Institutional Repositories throughout the world.Practical implicationsIt is envisaged that the findings will benefit policymakers, academic staff, university library management and librarians. Academic staff will recognize the need to use OAIR. OAIR managers and administrators will be able to determine the factors affecting the usage of OAIR in university libraries and will be able to design strategies on how OAIR can be sustained and managed.Originality/valueThe article suggests strategies for the usage of OAIR that are instrumental for university libraries in Ghana. The strategies consist of an Institutional Guideline that requires adequate marketing, policies, software and staffing. The research also provided an understanding of OAIR through the lenses of technology acceptance model (TAM) an extension of the Theory of Reasoned Action (TRA) to explain the usage of OAIR in university libraries in Ghana.

Ownership, gender, and experience as correlates of policy implementation in the management of university libraries in the South-South, Nigeria

The study examined ownership, gender and experience as correlates of policy implementation in the management of Universities Libraries in South-South, Nigeria. The correlational survey design was adopted for the study. Three (3)research questions and three (3)hypotheses guided the study. The population of the study was 1,465 which comprised 12university librarians from the 12 State and Federal Universities in South-South, 263 other professional librarians and 1,200 year 3 students who are regular libraryusers in the universities. The sample for the study was 385 respondents which consisted of 12 university librarians from the twelve universities, 263 other professional librarians and 120 years 3 students. The convenience sampling technique was used to select 10 year 3 students each from the 12 universities. Three instruments were used for datathe collection namely:questionnaire,interview, and focus group discussion. The overall internal consistency reliability index of the questionnaire obtained through Cronbach’s alpha estimate was 0.95. The data collected were analyzed using mean and standard deviations for the research questions. The null hypotheses were tested using multiple regressionsand associated t-test. The findings showedthat in the management of university libraries in South-South Nigeria, library policies on main duties and responsibilities, user-oriented library concepts, schedule of duties, were highly implemented. On account of these findings, it was recommended among others that: The National Universities Commission (NUC) should monitor the implementation of the policy statements. This is to ensure that libraries irrespective of ownership, gender and experience of the librarians, are encouraged and supported to implement the policy statements to a very high extent.

Library and Information Science contributions to university libraries management

A Biblioteconomia e a Ciência da Informação são dois campos que possuem intrínseca relação entre si, principalmente no Brasil. Contudo, apesar das convergências, essas áreas surgiram em períodos históricos diferentes e com objetivos de atender demandas bem específicas. Atualmente, percebe-se que a Biblioteconomia está mais centrada em questões relacionadas com responsabilidade social e democratização da educação, enquanto a Ciência da Informação foca seus esforços em pesquisas relacionadas à compreensão da informação enquanto fenômeno em diferentes contextos. Dentre estes, interessa a este artigo, a informação estratégica e profissional, dentro de organizações. Entre esses dois enfoques, está a biblioteca universitária, que ocupa um papel de destaque tanto na área da educação como na de planejamento estratégico de um país. Por isso, o propósito deste artigo é analisar as contribuições dos dois campos para a gestão de bibliotecas universitárias na atualidade. Por meio da revisão de literatura, conclui-se que as duas áreas fornecem insumos complementares que propiciam aos gestores dessas unidades criarem um ambiente e serviços que atendam de forma mais satisfatória seus usuários. A Biblioteconomia traz contribuições tanto na parte técnica quanto humanística para as bibliotecas universitárias, enquanto a Ciência da Informação contribui com questões relacionadas a instabilidade da sociedade atual, que demanda constantes redefinições dos serviços prestados.

Library Management and Information Systems of Non-Government University Libraries in Bangladesh

Private Universities are not new dimension in the Bangladeshi concept. The concepts are very much established and provided quality education. Libraries are the essential elements to provide quality education. This study took an initiative to study the management and information systems of private university libraries on the basis of experience, observation and group study of the library professional. The study found that maximum libraries of the private universities are provided quality services to its users and establish good management systems.

Managing Change in University Libraries in the 21st Century: An Australian Perspective

ABSTRACT Managing change is documented as a critical issue for all organisations. Due to its complexity, a clear understanding of how university libraries can meet this challenge is yet to emerge. As libraries experience significant disruption as a result of technological development driving change, this qualitative research study advances a conceptual framework, based on relevant existing literature, for performance improvement. The research identified resources, relevance, stakeholders, strategy, government policy, and university infrastructure as contributing elements to effectively manage change in Australian public sector university libraries. This paper builds on this analysis to identify a shift in Australian university library management style and construct frameworks that may address challenges of change for these organisations.

Perceived influence of work relationship, work load and physical work environment on job satisfaction of librarians in South-West, Nigeria

PurposeThe purpose of this study is to investigate the composite influence of perceived work relationship, work load and physical work environment on the job satisfaction of librarians in South-West, Nigeria.Design/methodology/approachThe study adopted a descriptive survey design. A multi-stage sampling technique was used for this study. The instrument used for data collection was a self-structured questionnaire, and a total of 102 academic librarians responded to the questionnaire. Descriptive and inferential statistics were used for data analysis.FindingsThe results indicate that there is a significant linear relationship among work relationship, workload, work environment and job satisfaction. Among the variables examined, workload is not a statistically significant predictor of the job satisfaction of librarians, but work relationship and work environment have a statistically significant relative effect on the job satisfaction of librarians.Research limitations/implicationsFurther studies should evaluate the causal link between work relationships, work load and work environment on job satisfaction using randomized control.Practical implicationsThe important result in this study is that there is a significant linear relationship among work relationship, workload, work environment and job satisfaction; therefore, if these factors are adequately taken care of, there will be increased employee motivation, reduced staff turnover and increased job satisfaction among librarians in Nigerian universities. The university library management could take advantage of workshops and seminars on how to build and maintain work relationship and work environment (hygiene factors) to improve employees’ job satisfaction. The seminars and workshop will increase the knowledge of university library management on how to develop coherent friendly co-workers policy practices and workload policy practices to enhance the job satisfaction of librarians in public universities in Nigeria. Librarians should be assigned tasks that are moderately demanding because both overload and under load could lead to job dissatisfaction. Regarding research, this study offered a basis for a continuing debate on work relationship, organizational relationships, work environment, work load and job satisfaction.Originality/valueDespite the growing global concern for workers well-being in organizations, not much attention has been given to the influence of workplace relationship, work load and work environment on the job satisfaction of librarians in Nigeria. Thus, the results of this research contribute to the body of knowledge regarding job satisfaction among librarians and provide significant evidence on the influence of work relationship, work load and work environment on the job satisfaction of librarians.

University library performance management: Applying zero-sum gains DEA models to resource allocation

The management of university libraries faces major challenges in evaluating its performance since in many cases this assessment is performed inappropriately. One of the challenges is the lack of fair approaches to reallocate resources in university library systems. In this context, data envelopment analysis (DEA), a flexible technique that allows the use of multiple inputs and outputs to assess the performance of productive units, may prove useful. In DEA, in addition to the so-called classic models, there are the zero-sum gains (ZSG) models that, when used together, assist in resource allocation. This work aims to develop a powerful approach to help the manager to assess the performance of libraries as well as allow the reallocation of resources within an integrated library system of a university in Brazil. This two-step approach is based on the classic CCR model in the first stage and the ZSG CCR DEA (zero-sum gains data envelopment analysis CCR) model on the next stage, both oriented to inputs. The results show increases in the efficiency of libraries through the redistribution of resources. This approach is invaluable to the management of library systems since it provides an instrument for improving resource utilization.

ENADE indicators for themanagement of university libraries

ABSTRACT The functions of university libraries (UL) are to provide the bibliographic, documentary and informational infrastructure to support scientific activities, as well as to disseminate the knowledge produced by their academic entity to society. To achieve their mission, ULs need to be evaluated and, in Brazil, this evaluation is done by the National Student Performance Exam (ENADE - ExameNacional de Desempenho de Estudantes) through the Student Questionnaire (SQ). The present study evaluated the quality of the indicators used in the SQ for the evaluation of ULs. This quality was evaluated by considering the presence of the following essential properties for good indicators: stability, validity and importance of parameters. For the stability analysis, the SQ questions were repeated in the period from 2004 to 2014. Regarding the validity, a correlation analysis was performed between the results obtained in the SQ with another theoretically related indicator. For the analysis of the importance, a group of specialists was formed, composed of librarians with experience in the management of ULs and, through the Delphi method, indicators were evaluated as to their relevance. This work verified that the indicators used by ENADE are considered important, but they do not have stability and validity.

Undergraduates’ awareness, use and satisfaction with online public access catalogue (OPAC) of Benue State University Library, Makurdi, Nigeria

The purpose of this paper was to determine the extent towhich undergraduates atBenue State University are aware of the OPAC, the extent of usage, the level of satisfaction derived from the usage and challengesencountered in the use of OPAC in the universitylibrary. The study was guided by four specific objectives and four research questions. Descriptive survey research design was adopted for the study. The populationconsisted of 9,864 undergraduate who registered with the library during 2017/2018 academic session. The sample sizewas 384 undergraduate students.Data was collected through a self-structured questionnaire.The data collected were analysed using frequency, percentages, mean and standard deviation. Thefindings revealedthat most of therespondents-232 (60.4%)-were not aware of OPAC services,only 152 (39.6%) respondents indicated theirawarenessof OPAC in retrievingneededlibrary materials. The study also showedthat the extent of OPAC use by undergraduateswas to a low extent and the students were dissatisfied with OPAC services; thattheundergraduates encountered several challenges which led to the low usage and dissatisfaction with the OPAC ofthe Benue State University Library. The study concludedthatthe creation of the OPACwas to facilitate retrieving information resources that had been acquired and organisedby the university library. However, poor awareness, improper orientation/training of studentsamong others have posedgreat challenge for its effective usage.The study therefore recommended that all the identified challenges be tackled by the university library management in order to enhance OPAC usage by thestudents.

Disaster preparedness and prevention strategies of university libraries in Nigeria

The objective of the study is to assess the disaster preparedness and prevention strategies of university libraries in Nigeria. The descriptive research design was adopted for this study. The study covers federal and state university libraries in South- South, Nigeria. Questionnaires were used to elicit data from the respondents. The population of the study comprises librarians in the federal and state university libraries covered in the study area. The exact population of the study is 185 librarians. The researchers employed the total enumeration sampling technique which involves studying the entire respondents. 185 copies of the questionnaires were distributed to the respondents; the researchers were able to retrieve only 167 copies of the questionnaire. Hence there was 90% response rate. The data collected from the respondents were analysed using simple percentage and frequency count. The study revealed that the types of disasters that occur in the university libraries understudy are mutilation of library materials, computer viruses, biological agents, hacking, theft of library materials and leaking roofs and other substandard library building materials. The study also revealed that majority of the respondents understudy indicated there is no disaster preparedness plan available in their university library. Fire extinguishers, air fresheners, anti-virus, thunder arrestors, sand buckets and emergency exit doors are the disaster preparedness facilities and equipment available for mitigation of disaster in the university libraries understudy. It was recommended from the study that university libraries should have a proper surveillance in place to reduce the mutilation of library print resource currently in the increase in Nigeria. University library management as a matter of urgency should draft out and approve disaster preparedness plan for their libraries to be able to efficiently tackle disasters that might occur at any time.

Libraries as Contestation Arena of the Stakeholders to Achieve Their Goals

The management of university libraries in Indonesia has been intervened from foreign institutions through a donation of library materials which seem for the benefit of the academic community, but it is for the benefit of the donors. Academicians, especially the young generation, are a target of donation whether as the readers of books donated to the University or as the audience of programs or activities funded by donor agencies. Based on the background, it is found how the library becomes an arena for the contestation of various interests through some “corners” build inside the University Libraries. Using the concepts introduced by Pierre Bourdieu such as arena and capitals. Supported by Vincent Mosco’s theory of political economy of communication as the tools of analysis, this research reveals how the agents involved in the management of the “Corner” use the library as an "arena" to achieve their benefits. The data obtained were grouped based on the sub-theme of types capital, commodification, specialization and structuration Using phenomenological approach, it is found that Corners in the university Libraries are used as an arena of contestation of agents involved in governance to foster capital. Contestation in this study illustrates the phenomenon of actors involved in the management of Corner into the dominant-subordinate relationship.

Training and retraining: a catalyst for retooling 21<sup>st</sup> century librarians for effective information service delivery in academic libraries in south south, Nigeria

This study examines training and retraining: a catalyst for retooling 21 st Century librarians for effective information service deliver in academic libraries in South-south, Nigeria. The total population for this study comprises of 235 (Two hundred and thirty five) librarians working in State, Federal and Private university libraries in South-south, Nigeria. The entire population of the study was sampled using total enumeration sampling technique because of the small and manageable size of the population. Findings from this study revealed that the service rendered in full capacity to users by librarians in university libraries in South-south, Nigeria in this 21 st Century are e-library service, e-mail service, e-reference service, selective dissemination of information service via social media networks, printing and photocopying service, online referral service and Internet service among others; that the librarians working in academic libraries in the South-south, region of Nigeria needs training in librarianship in the area of e-library service, e-mail Service, e-reference service, OPAC service, selective dissemination of Information on social media networks, digitization services, that training and retraining of librarian working in university libraries in the South-south region of Nigeria will lead to effective service delivery in the library, timely service delivery in the library, error free information services for library users, user satisfaction with library services and resources, easy access to library resources for library users, development of positive attitude to work among librarians. Recommendations were made based on the findings of the study which include: University library management should support the training and retraining of their librarians through TETFUND and other sources to ensure that their libraries are equipped with capable librarians who can function effectively in the face of the 21 st Century information demands of the library users among others. Status of Management College Libraries in Bhubaneswar Odisha, India a Comparative Study


 
 
 The aim of the present study is to explore the current status of management college libraries in Bhubaneswar region of Odisha, India. A questionnaire based survey has been conducted in the selected management college libraries in Bhubaneswar region of Odisha and tried to evaluate the current status of staff, collection, services, Information and Communication Technology (ICT) infrastructure, budgetary provision, and other related aspects. The copies of well structured questionnaire have been distributed among the seven management college libraries in Bhubaneswar in the month of January 2019, out of which, five college libraries have been responded positively. It was found that all the responded management college libraries were providing Internet and Wi-Fi services and have adopted open access system to its collection. The library of XIMB has the highest number of books (50,000) in its collection, whereas, the library of RCM has 44,500, ASBM has 26,562, KIITSOM has 20,868 and MIMTS has 5000. It is also found that all the libraries under study were automated their activities and services with the implementation of professional library management software, as well as offering open access to its collection. Based on the findings, the researchers were also suggested that more and more electronic resources must be procured by all the libraries under study as well as IT infrastructure should be regularly enhanced so that users’ satisfaction could be achieved at utmost level.
 
 

Effect of Library Automation on Performance of Librarians in Private Universities in South-West Nigeria

This study focuses on effect of library automation on the performance of librarians in South-West, Nigeria. The survey research design was used. The population of the study was 349 librarians from 22 private university libraries in South-West Nigeria. 272 copies of the questionnaire were returned giving a return rate of 80.1%. Data collected were analyzed using descriptive statistics and Pearson’s Product Moment Correlation Coefficient. Findings revealed that out of the six library services identified in this study, five were fully automated and 90% of the private university libraries have automated their services. From the findings, librarians’ performance had been increased by 70% as a result of automated library in private universities in South West Nigeria. The study showed that there was significant and positive relationship between library automation and librarians’ performance in private university libraries (r =.372, p<.01). This study concluded that most private university libraries in South-West Nigeria were fully automated which allowed librarians to increase the quality of services rendered. Library service automation contribute greatly to librarians performance in private universities in South-West Nigeria. This study recommended that university library managers need to further enlighten both the library staff and library users on the importance of library automation by organizing workshops, seminars and conferences in order to meet the current information needs of users.
