Image Surveillance System in the Unattended Substation Based on Harris Corner Detection

The applications of the remote image surveillance in the unattended substation were limited by the narrow bandwidth of wireless communication network. A novel method is proposed to adapt the wireless environment. The technique, implemented to obtain the digital instrument’s reading which is set as the ROI(region of interest) automatically, utilizes Harris corner detection. Then the ROI encoding in JPEG2000 technology is used in the image of the region of interest compressed at a higher quality than the rest of the image. The instrument’s reading information of unattended substation can be transmitted to dispatching center using wireless network effectively. Results show that the proposed method is feasible in terms of image quality and compression, adapting the narrow bandwidth, and improving the image of the real-time transmission.

Discussion about the Information Management and the Intellectualization of Unattended Substation

The substation television system is a product of the combination of security protecting technology with the automation of electric power dispatch, the purpose of which is to enable a substation attended by a few people and capable of performing the functions of telemetry, telesignaling, telecontrol, and teleregulation to genuinely become an unattended one. In the construction of an unattended substation, what a power company is most worried about is whether the reliability of the primary and secondary equipment can satisfy the requirement for unattended operation. However, from the point of view of technological development, it is only natural for the first generation of the television system to come into being, which is capable of monitoring all aspects of the safe operation of an unattended substation while working in coordination with the existing energy management system (EMS). This article is concerned with the structure and function of a new generation of television system and two crucial techniques in its implementation, that is, the integrated transmission of multiple media information and the remote control over the unattended substation as well the prospects for the trend of the merger of the television system with the EMS.

Development of restoration guidance system for control centres

This paper presents a newly developed intelligent restoration guidance system for control centres. This system distinguishes the fault section with model-based reasoning and plans the restoration operation by fuzzy inference. We have developed the expert system to prevent human errors, improve restoration time, standardize restoration procedures, and accumulate and inherit the expertise of operators. This guidance system will be installed as additional functions to the supervisory control and data acquisition system for a control centre that handles approximately 16 unattended substations.

The purpose of the paper is to prove the feasibility of a complete hydroelectric system consisting of unattended automatic plants and substations under the control of a System Control Center as regards service, property, and economics. It is hoped its context will be of value to engineers and utility executives contemplating similar projects.

Combustible Material in Electric Power Stations

EABLY in this century, after a fire at Bristol, rubber-covered cables for switchboard work were rarely used. The recent inquiry on the fire at the Kingston Power Station should accelerate the demand for the use of non-combustible materials alone in main power stations. It was stated in evidence that about 850 gallons of inflammable oil and about 14,000 Ib. of solid compound fed the flames. Fires due to oil have been perhaps more numerous in America and Germany than in Great Britain; but recent events show the necessity of getting control of a fire in a power station at the earliest possible moment. The modern oil circuit-breaker (switch) has proved very trustworthy in practice. At its rated capacity it will clear any electric faults with certainty; but in very exceptional circumstances it may fail. The chiefs of supply stations are now paying great attention to the problem of oil-less circuit breakers. Several foreign makers have for the last few years been successfully producing oil-less breakers, particularly the A.E.G. Co. in Berlin, the Brown-Boveri Co. and the Oerlikon Co. in Switzerland. The A.E.G. Co. manufactures a special breaker called a chemical resin breaker for service in unattended substations where the air-blast type could not receive adequate supervision and maintenance. A very profitable and urgent line of inquiry for the industrial research worker would be to try to discover non-combustible liquids and solids of high insulating value for transformers, switches and electric wires. Some fairly satisfactory liquids and compounds have been found, but their cost at present is far too high for use in bulk. It is all a matter of finance. Textile glass has recently been invented. It seems probable that as a wrapping for electric wires it will have a great future.

Mercury rectifiers vs. rotary converters

This article discusses 4 years' experience in the operation of unattended automatic mercury arc rectifier and rotary converter substations supplying 600-volt d-c energy to overhead trolleys in interurban territory. The seriousness of minor failures in control equipment ordinarily employed in automatic stations is emphasized, and the replacement of some integral parts of automatic station control systems with more reliable equipment is recommended.
