Letting go of the humanitarian principles in complex emergencies? a case study of civil-military cooperation in the eastern democratic republic of Congo

Civil-military cooperation (CIMIC) has officially emerged as a coordinated strategy between the United Nations peacekeeping missions and humanitarian non-governmental organizations (NGOs) to enable access to people in need of assistance in complex emergencies. However, this integrated approach raises serious concerns regarding the respect of traditional principles of humanitarian action: humanity, impartiality, neutrality, and independence. While some humanitarian NGOs are opposed to any form of collaboration with the military, others believe this cooperation is very important to enable access and provide aid to civilians in needs. Using the case study of the Democratic Republic of Congo (DRC), this article analyses the impact of the CIMIC integrated approach between the United Nations Peacekeeping and Stabilization Mission in the DRC (MONUSCO) and humanitarian NGOs on the afore-mentioned principles of humanitarian action. It argues that most humanitarian NGOs that are operating in the Eastern DRC are opposed to the CIMIC’s integrated approach as it pushes them to violate the principles of neutrality, independence, and impartiality. Second, CIMIC increases the danger of humanitarian workers to be targeted by illegal armed groups. Third, despite their integrated approach, both MONUSCO and humanitarian actors have not been able to pacify the Eastern DRC, end the humanitarian needs of the population, or improve their effectiveness. Learning to Fight Together: UN Peacekeeping Coalitions and Civilian Protection

Abstract Since the end of the Cold War, the United Nations has increasingly used peacekeeping operations (PKOs) to manage crises between and within states. The mandates of contemporary PKOs are demanding, calling on peacekeeping personnel to separate belligerent parties, enforce ceasefire agreements, and protect the physical security of civilians. The pursuit of these distinct objectives presents a unique challenge for the UN because it relies on member states to volunteer personnel for these missions. Therefore, the achievement of mandated goals depends on the ability of diverse national contingents to overcome coordination problems and function as a cohesive force. Integrating research of PKOs and international military coalitions, we argue that as national contingents share operational experience within a UN mission, they develop common institutional practices, and become more effective at protecting the civilian population. Using monthly data on UN PKOs from 1990 to 2019, we find that increasing operational experience within a peacekeeping coalition reduces civilian fatalities significantly.

China’s Approach to Human Security within and outside UN Peacekeeping: Drawing Lessons from South Sudan

Abstract China’s relationship with human security has been ambiguous. It has acted as the most visible objector of the concept, while simultaneously contributing the most troops of all UN Security Council permanent members to UN protection of civilians (poc) peacekeeping missions. To analyse this ambiguity, we develop a typology of activities used by external actors to address human security concerns: mediation, physical protection including the use of force, and capacity building. The typology draws on the three constituent responsibilities in Responsibility to Protect (R2P) and closely aligns with the three tiers of the UN peacekeeping poc policy. We apply our typology on China’s engagement with the South Sudan civil war. We posit two interlinked arguments. First, we argue that China pursues a dual-track approach to human security, within and outside multilateral deployments, and these need to be read simultaneously to appreciate its understanding of the concept. Second, we argue for a refocus on all three types of activities. While most research has focused on the Chinese approach to the use of force, we show that the two other types of activities—mediation and capacity building —present highly productive sites of contestation. Given the current global fragmentation, where any authorisation of the use of force in the unsc and robust peacekeeping deployments are increasingly improbable, understanding Chinese understandings of human security within mediation and capacity building is of paramount importance.

Abstract The process of international organization has fundamentally, even though not exclusively, been to address the problem of interstate war. The institutionalization of multilateral security cooperation at the global level, under first the League of Nations (albeit a false dawn), and more recently and successfully, the UN system, has contributed significantly to the resolution of existing conflicts and the generation of a more peaceful international society. UN peacekeeping operations (unpko s), viewed traditionally as forces placed between parties to a conflict with the aim of preventing future breakdowns of peace and security, have played a major part. International organization can further, however, be seen as a transitional process from the international anarchic conditions which generate conflict, towards the aspiration of global governance, whereby states are actively brought together to solve common problems, reconcile conflicting interests, and generate collective good. At the intersection of the three pillars of the UN (Security, Development, and Human Rights), we find the concept of human security, which, despite being essentially contested, has become increasingly prominent not only at the organisation, but also in terms of policy prescription for other actors. This human-centring in global governance has impacted unpko s through a more complex role for peacekeepers, including, but not limited to, the expansion of conditions under which deadly force may be used, the protection of civilians and vulnerable groups in conflict affected societies, and peacebuilding, even state-building activities. These developments are not without their critics. This article, therefore, addresses first the evolution of the human security paradigm within the UN’s global governance mission. It then turns to the growing impact of human security upon unpko s. This is followed by areas of contestation and challenges to human-centred peace promotion. Finally, the article concludes with policy prescription for better operationalisation of human security at the UN and through its pko s.

Our State / Ourselves: Discourses on Sexual Exploitation and Abuse in Police Peacekeeping

ABSTRACT This paper presents findings from interview research with Canadian police officers deployed to the UN peacekeeping missions in Haiti between 2004 and 2017. Focusing on the problem of sexual exploitation and abuse (SEA), we present three discourses that emerge from this research and their reasoning about the problem of SEA. These discourses suggest that (1) other contributing countries are responsible for the problem of SEA; (2) the UN fails to sanction SEA in practice, while Canada does sanction SEA; and (3) Haitians and Haitian culture undermines efforts to reduce SEA. Using tools of critical discourse analysis, we show how discourses on SEA reinforce a mentality of self-exemption that treats sexual misconduct as a problem in which Canada and Canadians are largely innocent, while the UN, other contributing countries, and Haitians themselves, bear much more fault. We argue that these discourses reproduce a narrative of innocence and contribute to Canada’s national mythology as a do-gooder nation that is largely exempt from perpetrating SEA, despite evidence to the contrary.

Exploring the impact of United Nations peacekeeping operations on the external affairs of host states

Studies of United Nations (UN) peacekeeping operations (PKOs) typically give scant attention to an important aspect of host states’ development: their external affairs. This article identifies ways in which UN PKOs can shape the external affairs of host states, focusing on UN peacekeeping in the post-Cold War period. We present the findings of a quantitative content analysis of key UN peacekeeping documents to establish which aspects of host state external affairs have been of concern to the UN. We then provide a conceptual framework that maps three areas of external affairs in which PKOs are particularly influential: relationship-building; institution- and diplomatic capacity-building; and the shaping of policy in domains of external affairs. We identify three pathways through which PKOs shape the external affairs of host states: mandated roles, improvised actions, and unintended consequences. Drawing on documentary analysis and original interview data, we illustrate our conceptual framework through an exploration of the impact of peacekeeping on the external affairs of two countries that have hosted large-scale UN-led peacekeeping missions in recent decades: Timor-Leste (East Timor) and Liberia.

Assembling intelligence in United Nations peacekeeping: between transformation and path dependency

Abstract This article traces the evolution of intelligence in United Nations peacekeeping through a practice-based assemblage lens. We address a gap in the literature by transcending the focus on ‘peacekeeping intelligence’ as merely an evolving policy instrument. Instead, we employ an ‘analytic of assemblage’ that reveals the intrinsic ambiguity of both the concept of peacekeeping intelligence, and the related competing perspectives as well as forms of expertise among stakeholders. We select the United Nations Operation in the Congo (ONUC, 1960–1964), the United Nations Stabilization Mission in Haiti (MINUSTAH, 2004–2017), and the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA, 2013–2023) as cases to reconstruct the historical evolution of intelligence within peacekeeping. Our analysis reveals profound tensions between efforts to transform intelligence for broader goals like the protection of civilians, on the one hand, and the persistent dominance of military knowledge and tactical priorities in its implementation, on the other. We convey the enduring predominance of military priorities shaping intelligence practices across spatio-temporal contexts, grounded in historical legacies of doctrinal developments, training and regional collaborations. The analysis thereby highlights the interplay between contingency and the influence of enduring power structures in shaping the evolving peacekeeping assemblage. This offers a perspective that links assemblage approaches with the analysis of not only emergence but also path dependency influenced by historical and geopolitical contexts and suggests that strengthening such analytical link holds wider potential for advancing contributions of assemblage approaches to critical security studies.

How peacekeeping has reshaped Latin America

Abstract The United Nations Stabilization Mission in Haiti (MINUSTAH, 2004–2017) was an unprecedented effort of Latin American peacekeeping. Nine countries contributed the majority of troops to the mission in which regional governments sought to handle a security crisis in their neighbourhood rather than leaving the lead to western countries. However, when the mission came to an end after thirteen years, peacekeeping faded from the regional and national security agendas, with the exception of Uruguay. How and why did MINUSTAH impact the region's current hesitation to engage in peace operations? To answer this question, the article draws on assemblage theory and uses data from policy documents, academic literature and previous research on peacekeeping in Latin America. I argue that contrary to what Latin America's current, limited peacekeeping engagement suggests, MINUSTAH produced significant changes in the region's political landscape. While these could have paved the way to greater involvement in peace operations, however, parallel developments shaped Latin American security policies and military planning at the expense of the region's future participation in UN peacekeeping. The article adds to existing scholarship by probing the conditions that drive the temporality of assemblages and provides a new perspective on Latin American peacekeeping.

Chinese peace and its discontents: China's peacemaking and peacekeeping in South Sudan

Abstract China shows a growing commitment to peacemaking and peacekeeping overseas. Yet Chinese peace efforts have met considerable challenges across multiple conflict settings. This article seeks to understand the difficulties facing Chinese peacemaking and peacekeeping and asks how these experiences influence the future behaviour of Chinese actors towards peace and conflict issues. Previous scholarship has largely taken a state-centric perspective to explain China's engagement in peacemaking and peacekeeping. In contrast, this article harnesses an assemblage approach to reveal the diversity of Chinese actors and the significant role local actors and normative forms of power play in influencing China's broader peace efforts. In South Sudan, it finds that the political ideas advanced by warring factions and the legitimacy they placed on United Nations peacekeeping intervention, both undermined Chinese peacemaking and peacekeeping and held far-reaching effects for Chinese actors beyond the conflict. Consequently, these challenges in South Sudan pushed China's national oil company to adopt new risk management policies throughout its investments in conflict settings. The South Sudan experience also influenced China's foreign ministry by tempering its proactive approach to conflict resolution in other conflict-affected countries and to promote peacekeeper safety and support peacekeeping intelligence at the United Nations.

From imperial power to regional policeman: Ethiopian peacekeeping and the developmental state

Abstract Why and how do African states become peacekeepers? Through a single-case study, this article accounts for a transformation in peace and security: how Ethiopia became the world's prime source of blue helmets in the early twenty-first century, having largely shunned peacekeeping in preceding decades. We propose that peacekeeping came to serve as an unexpectedly useful technology to pursue state-building agendas. Historically, regional proxy wars undermined state-building efforts in Ethiopia and mismanagement of ethno-linguistic diversity rendered it vulnerable to externally supported rebellions. In the 2000s, an evolving approach to peacekeeping dovetailed with the ruling Ethiopian People's Revolutionary Democratic Front's (EPRDF) vision for recalibrating political order domestically and in the Horn of Africa. EPRDF became convinced that changing Ethiopia required changing its surrounding region. Regional intervention as peacekeeping was supported by global powers and helped bind neighbouring states to Ethiopia in new ways. This entailed the crafting of deep political ties in Somalia, South Sudan and Sudan that mitigated historical fears of Ethiopian hegemony and shielded EPRDF state-building from outside destabilization. Moreover, as Ethiopia's increasingly prominent role in United Nations and African Union missions improved the external environment for the EPRDF developmental state, it also expanded Ethiopian National Defence Force's role in the political economy, buttressing the party-state's hegemony.

‘Wolf Warriors’ in the UN Security Council? Investigating power shifts through blaming

AbstractWhat shifts in the extent and patterns of China's blaming are observable at the United Nations Security Council (UNSC)? This article employs automated content analysis to measure the frequency of blaming by China and other permanent UNSC member states based on a dataset of all speeches (19,623 overall) in the UNSC from January 1995 to May 2022. Furthermore, it uses qualitative text analysis and network analysis to examine the targets of blaming in three different case studies of UN security governance—UN peacekeeping in former Yugoslavia (1998–2008), the UN sanctions regime against North Korea (2007–2017) and the broader peace and security discourse at the UNSC (2008–2018). The study conceptualizes Chinese blaming as a previously unexamined discursive strategy of compulsory power with potential long‐term effects on shifts in productive power. However, the results indicate the absence of blaming‐related shifts in the discursive space of the UNSC: China's rhetoric in the UNSC, compared with other UNSC members, has remained restrained over time. Variance in blaming behaviour between actors and across bilateral and multilateral settings seems to depend on strategic considerations that assess how to exert power most effectively.

From ‘dirty word’ to ‘critical enabler’: the evolution of peacekeeping-intelligence

ABSTRACT The article provides a historical analysis of the evolution of ‘Peacekeeping-Intelligence’ (PKI) as a UN intelligence system and tool of conflict management. It examines the processes leading to the development of the PKI Policy by analyzing the analytical entities that cumulatively contextualized these developments. It also examines the institutional mechanisms at the UNHQ, the underlying logic, and the challenges surrounding these processes. The article first traces the various iterations of information and analysis structures within the UN since the early 1960s. It then focuses on intelligence developments in the 1990s and the new millennium, where the lack of intelligence capabilities, particularly at the mission level, was identified as an underlining factor for the operational problems faced by the UN. It concludes with an examination of the PKI policy as an evolutionary step in UN peacekeeping. The paper argues that PKI offers a new pathway to effective peacekeeping and provides a foundation for enhanced decision-making through situational awareness, the safety and security of peacekeepers, and the protection of civilians.

How UN peacekeeping missions enforce peace agreements

AbstractHow do UN peacekeeping missions enforce peace agreements, and what effect do higher rates of enforcement have on agreement implementation and conflict termination? Peace agreement enforcement forms a central component of peacekeeping effectiveness, yet missions are often mandated to enforce a minority of agreement provisions, and they vary across both time and space in the ways in which they do so. I identify the three dimensions along which enforcement operates—the proportion and type of provisions that missions are mandated to enforce, alongside their mandated level of involvement in their implementation—and theorize about their positive effects on agreement implementation and conflict termination. Analyzing the Peacekeeping Enforcement Dataset, an original data set of the enforcement patterns of all UN peacekeeping missions (1989–2015), I find that each dimension of enforcement has, at various time points, a distinct impact on agreement implementation and preventing conflict recidivism.

An Appraisal of the United Nations Peacekeeping Operations and Deployment

Peacekeeping operation consists of military, police and civilian personnel, who work to deliver security, political and early peacekeeping support. The deployment of a new United Nations Peacekeeping Operation is a decision taken by the Security Council. This article introduces the subject matter, gives brief history of the United Nations peacekeeping, analyses the peacekeeping operations of the United Nations and deployment, the basic principles of the United Nations peacekeeping and concludes that despite the role of the United Nations, the peacekeeping operations are still ongoing in some crisis ridden states of the World and peacekeepers are still being deployed. Potentially morally injurious experiences and associated factors among Dutch UN peacekeepers: a latent class analysis

ABSTRACT Background: During peacekeeping missions, military personnel may be involved in or exposed to potentially morally injurious experiences (PMIEs), such as an inability to intervene due to a limited mandate. While exposure to such morally transgressive events has been shown to lead to moral injury in combat veterans, research on moral injury in peacekeepers is limited. Objective: We aimed to determine patterns of exposure to PMIEs and associated outcome- and exposure-related factors among Dutch peacekeepers stationed in the former Yugoslavia during the Srebrenica genocide. Method: Self-report data were collected among Dutchbat III veterans (N = 431). We used Latent Class Analysis to identify subgroups of PMIE exposure as assessed by the Moral Injury Scale–Military version. We investigated whether deployment location, posttraumatic stress disorder (PTSD), posttraumatic growth, resilience, and quality of life differentiated between latent classes. Results: The analysis identified a three-class solution: a high exposure class (n = 79), a moderate exposure class (n = 261), and a betrayal and powerlessness-only class (n = 135). More PMIE exposure was associated with deployment location and higher odds of having probable PTSD. PMIE exposure was not associated with posttraumatic growth. Resilience and quality of life were excluded from analyses due to high correlations with PTSD. Conclusions: Peacekeepers may experience varying levels of PMIE exposure, with more exposure being associated with worse outcomes 25 years later. Although no causal relationship may be assumed, the results emphasize the importance of better understanding PMIEs within peacekeeping.

Institutionalising an Emergency Response: ‘Protection of Civilians’ Sites at UN Bases in South Sudan as a Way to Deal with Violence Against Communities

ABSTRACT South Sudan’s civil war has since 2013 threatened the protection of civilians, which UN peacekeepers are mandated to ensure. One aspect represented a new challenge, due to its scale and rapid onset: more than 200,000 civilians fled to UN bases across the country, seeking protection. This amounted to more than a tenth of all internally placed people at one stage. The response by the UN helped to save many lives, but created further dilemmas. Real problems were also experienced, with attacks on these ‘sites’ and on peacekeepers. This article analyses the significance of the phenomenon and how it unfolded.

The Declining Role of Nigeria As Africa’s Peacekeeper in the UN Security Council

ABSTRACT Africa is the epicenter of conflict in the world. Seven of the 12 current United Nations peacekeeping operations are in Africa, and 80% of its peacekeepers are deployed on the continent. Nigeria is one of the largest troops contributing countries to the UN. This article interrogates Nigeria’s peacekeeping role in Africa and its voting pattern at the Council. Founded on unstructured interviews, it offers deep insight into Nigeria’s leadership role in conflict resolution and peacekeeping during the 2010/2011 and 2014/2015 tenures. Nigeria has declined in influence and is unable to provide the robust conflict resolution that Africa needs.
