Digital Transformation in Management Decisions of the Administrative Licensing Procedure in the Russian Federation

One of the forms of realization of public power is managerial decisions that apply to all spheres of public administration. Licensing is the most important administrative procedure. It is aimed at preventing threats and possible damage to economic relations, environmental protection, public health, social relations, defense and security of the state, the potential for which is associated with the implementation of certain types of entrepreneurial activity. This article discusses such a type of management decision, which is aimed at optimizing the management process. Digitalization involves improving and changing the model of the administrative licensing procedure. Special attention is paid to such a digital solution as the implementation of the registry model of a management solution. This made it possible to significantly simplify the administrative licensing procedure, reduce its time, as well as to conduct most of the interaction with the licensing authority remotely. The author notes the positive impact of digital transformation on the management decision-making process in the field of licensing, and also proves that the use of technology has made it possible to increase efficiency and automate most of the management processes in the administrative procedure. In conclusion, the author notes the prospects for the modernization of Russian legislation in the field of licensing and argues for proposals for its improvement.

Обоснование необходимости стратегического предпринимательства в индустрии хоккея

Strategic entrepreneurship is a relatively new type of entrepreneurial activity that aims to improve various aspects of the country’s socio-economic development, increase national wealth, ensure the national security of the economy in conditions of uncertainty and international pressure. The sports industry belongs to the complex objects of general welfare, since some of its aspects face a number of serious problems and crisis phenomena. Hockey requires significant investments from those who are engaged in it due to low level of state funding. Strategic entrepreneurship can improve all aspects of the hockey industry development, but it requires complex theoretical and applied measures. The purpose of the study is to substantiate the need to introduce strategic entrepreneurship into the hockey industry. The main objective is to systematize approaches to the development of strategic entrepreneurship and to substantiate its significance for the hockey development. The study uses general scientific methods, such as collection, processing and generalization of information, analysis and synthesis, induction and deduction. The main results of the study are theoretical. The author proposes recommendations that justify the need to implement strategic entrepreneurship in the sports industry as a whole, as well as in the hockey industry in particular.

Direction with the discovery of legal control in the field of support for rare types of entrepreneurial activity

Within the framework of the article, an analysis of the current state of legal support in the field of support for certain types of entrepreneurial activity was carried out and ways for further development of legislation in this area were proposed. An assessment is made of the current preferential legal regimes for conducting certain types of entrepreneurial activity. In particular, the author focuses on special economic zones, industrial (industrial) parks, a special investment contract and territories of advanced socio-economic development. The problems of each of the considered legal regimes are indicated. Based on this, theoretical proposals are formulated aimed at optimizing and increasing the efficiency of the entire system of measures to support individual sectors of the economy. These theoretical proposals are based on a single conceptual model of legal regulation of preferential regimes for doing business. The basis of the new conceptual model should be a separate Law on preferential regimes for doing business. Within the framework of this normative act, the preferential legal regimes that are currently quite fragmented in relation to each other will unite into a coherent and orderly system of tools to support certain areas of entrepreneurial activity.

INTEGRATIVE APPROACHES AS A PREREQUISITE FOR THE DEVELOPMENT OF AGRO-TOURISM WITHIN RURAL AREAS

The article examines the peculiarities of the process of combining the interests of agricultural management and the development of the tourism sector. It has been emphasized that agrotourism, as a type of rural tourism, focuses on the territories of rural areas, has a recreational and leisure character, and can successfully function on the basis of a separate farm, agrocluster formation, country estate, guest house, etc. It has been noted that the field of agrotourism is a specific type of tourism, which combines both eco-, green and other types of tourism within the boundaries of rural areas. Research has confirmed that the actualization of the development of agritourism is connected with modern trends and the formation of consumer demand for agritourism services. The need to build an integration approach to ensuring the development and functioning of agro-tourism associations, as the formation of new types of entrepreneurial activity within rural areas, has been outlined. The expediency of the mentioned combination has been substantiated, since in the commonality and interdependence of interests it is possible to achieve synergy as a result, that is, a synergistic effect that is achieved only in the interaction of various aspects of each type of tourism. The development of the field of agritourism enables the process of expanded reproduction of rural areas, significantly contributes to the profitability of agrotourism farms in general, and other types of economic activity within the specified territories, in particular. In this context, the need for agricultural management based on new technologies for the production of organic food products has been determined, which may be in demand on the market of tourist services and will contribute to the further prospective development of the agro-tourism sector.

Patterns of the state-legal support to the dynamic information development of the socio-economic environment

The object of research is the process of state-legal provision of dynamic informational development of the socio-economic environment. It was determined that under modern conditions, the state-legal provision of dynamic informational development of the socio-economic environment consists in creating favorable conditions for the institutions of civil society. This should be implemented by the state in the form of authorized state authorities using a set of methods and means, as well as indirect influence through other socially important institutions, taking into account the development of scientific and technical progress. It is necessary to emphasize the economic, social, and legal criteria of society, which together form an effective basis for the development of the state. These criteria include economic and social freedom, which is possible only in a society with a market economy, where there is the right to choose any form of ownership and types of entrepreneurial activity, within the limits of legislation. Social criteria include self-governance and initiative of members of society; openness, i.e., free access to all sources of information. The indicators of the dynamic range of the employed people in all types of economic activity in Ukraine, the number of the employed people aged 15–70 by professional groups, and the indicators of the dynamic range of innovation costs were analyzed. Using Mann-Whitney U-test calculations, as well as Spearman's rank correlation coefficient, established that the rank correlation coefficient is statistically not significant and the rank correlation between the scores of the two tests is insignificant. Based on the results of the research, a map of the state-legal provision of dynamic information development of the socio-economic environment is proposed

When entrepreneurship becomes a tool for political hegemony

Orientation: From a critical entrepreneurship perspective, this article examines the potential hegemonic nature of the mainstream entrepreneurship discourse.Research objectives: (1) To determine what mainstream entrepreneurship assumptions and resulting discourses are being reproduced in the South African media discourse. (2) To determine if and how this current discourse is naturalising knowledge claims about ‘entrepreneurship’. (3) To highlight the hegemonic possibilities of producing and reproducing this discourse in a South African context. (4) To provide recommendations that could mitigate the potential hegemonic entrepreneurship discourse in South Africa.Motivation for the study: Everything labelled ‘entrepreneurship’ is not contributing to job creation and economic development equally. From a critical standpoint it is becoming evident that the assumptions underlying mainstream entrepreneurship discourse – especially when entrepreneurship is used as a development tool – have to be challenged.Research design, approach and method: Random purposive sampling is employed by searching English print media articles containing relevant key words that were published in South African English newspapers between 01 January 2018 and 31 December 2018. The sampling frame was obtained from Sabinet through the University of Pretoria Library SA Media database. A critical discourse analysis is conducted on the final sample of 63 articles.Main findings: The South African media discourse replicates the mainstream entrepreneurship knowledge claims that any and all type of entrepreneurial activity is essentially the same and that anything labelled ‘entrepreneurship’ will lead to economic development and job creation. These knowledge claims have become normalised in the South African discourse. The dominance of this mainstream discourse on entrepreneurship is opening the way for political hegemony in a South African context.Practical/managerial implications: The South African scholarly community has to take up its responsibility as actors of social change and challenge the reigning public discourse in the field of entrepreneurship that is resulting in political hegemony.Contribution/value-add: This article shows that the failure to distinguish between different types of entrepreneurship is providing a fertile ground for political hegemony.

Formation and Development of Legislation on Administrative Responsibility for Violation of Licensing Rules as a Factor of Ensuring National Security in the Russian Federation

One of the factors of ensuring national security is licensing aimed at preventing threats and possible damage to economic, environmental relations, citizens’ health, socio-cultural relations, defense and security of the state, the potential possibility of which is associated with the implementation of certain types of entrepreneurial activity. In this article, the institute of administrative responsibility is considered as a means of identifying, suppressing, and preventing violations of individual entrepreneurs, individuals, and legal entities. For a more extensive and comprehensive analysis, the institute of administrative responsibility for violation of licensing rules is considered in retrospect. Special attention is paid to administrative offenses and administrative penalties in the field of licensing, fixed by the Administrative Code of the RSFSR and the Administrative Code of the Russian Federation. The main trends in the development of administrative responsibility in the field of licensing are identified. It is noted that the changes made to the Administrative Code of the Russian Federation are often not of a systematic managerial nature, which negatively affects the rule of law in general in the state and society. In conclusion, the author notes the prospects for the modernization of the legislation on administrative responsibility of the Russian Federation in the field of licensing and argues proposals for its improvement.

Unemployment and Enterprise Births in European Countries: A Sectoral Approach

Different types of entrepreneurial activities are more or less conducive to socio-economic development. Among others, opportunity entrepreneurs are found to have a greater impact on economic growth, innovation, and employment compared to necessity entrepreneurs (pushed by the risk of being unemployed). In this context, the main goal of the study is to find the answer to the following research question: Which business sectors in European countries are sensitive to the unemployment push effect and thus more prone to necessity entrepreneurship? The paper provides further insight into the unemployment push hypothesis by investigating this issue in the group of 20 European countries across 11 business sectors (NACE Rev. 2 classification): manufacturing, construction, and services of business economies (nine sectors). The issue is examined by analyzing Eurostat and World Bank data for 2004–2020 using the panel vector autoregression (p-VAR) approach. The results confirm the unemployment push effect only in wholesaling, retailing, and repair services. The effect, however, seems to be triggered by entry behaviors in the Central Eastern European countries, which are more active in creating new businesses and more prone to necessity entrepreneurship. In addition, the interplay between unemployment and new enterprise dynamics in wholesaling, retailing, and repair services seems to be relatively more robust to existing heterogeneity within entrepreneurs, countries, and estimation techniques. The implications of the results could assist policymakers responsible for active labor market instruments promoting entrepreneurial attitudes.

DEVELOPMENT OF ENTREPRENEURSHIP IN THE FIELD OF GREEN TOURISM

The problem of tourism development in Ukraine is becoming a problem along with raising the standard of living of the rural population. Rural green tourism involves the development of entrepreneurial activities in this field and provides an opportunity for local residents to improve their well-being. The study of prospects for the development of green tourism is relevant today. This article analyzes and substantiates the development of tourism business in Ukraine as a priority component of the state's economic development, highlights the state and prospects of entrepreneurial activity in the countryside, gives recommendations on the prospects for the development of entrepreneurship in the field of green tourism. In the post-war period, the state should resume support for the tourism industry in the development of green tourism. Unfortunately, now we can talk about the central and western parts of Ukraine. Country estates will play their mission to the full extent for a long time to come. And this type of entrepreneurial activity will have many functions, such as recreational, medical, or perhaps there will be a need in the market to provide new services that have not yet been in demand. So, having analyzed the state and prospects for the development of the hospitality industry in Ukraine, namely green tourism, it is worth noting that this direction of activity in the countryside has many positive aspects, starting from the solution of socio-economic problems in rural areas and ending with issues of the development of the state economy.

СУЧАСНІ ТЕНДЕНЦІЇ, РОЛЬ ТА ПЕРСПЕКТИВИ РОЗВИТКУ ПІДПРИЄМСТВ МАЛОГО БІЗНЕСУ

The article analyzes the tools for supporting the development of small business enterprises in wartime conditions. It has been determined that small entrepreneurship (small business) is a type of entrepreneurial activity, based on the adoption of innovative decisions regarding the rational use of available resource potential, characterized by freedom of choice of methods and forms of management and carried out with the aim of maximizing profit. It has been noted that along with the problems that were traditional and understandable, small business enterprises of Ukraine faced new threats caused by military aggression, the intensification of hostilities and the introduction of martial law – the loss and damage of the main property, the need to move it to calmer regions, the destruction of established logistic business connections, loss of traditional sales markets, reduction of financial resources due to hryvnia devaluation and human resources due to mobilization, blocking of bank accounts. The purpose of the research is to determine effective tools capable of ensuring support for the development of small business enterprises in wartime. It has been determined that it is necessary to promote the development of small business at the state level in Ukraine in order to build a high-tech business sector and increase its competitiveness on the global market. The main directions should be the stimulation of innovative activity of small business enterprises, the formation of a favorable innovation and investment climate and regulatory and legal environment. Today, unconventional measures, new legislative acts, special new organizational structures are needed in Ukraine, which should focus attention on the existing problems of the legal use of competition legislation in relation to the development of small business enterprises in wartime conditions. It has been concluded that the main factors contributing to the development of small business enterprises in the considered countries are: financial, credit and investment support; tax support; involvement of small business enterprises in the execution of government orders; support of export activities; personnel support. It has been substantiated that the most common instrument of state support for the development of small business enterprises in almost all countries is the provision of state guarantees for loans to small business enterprises.

Sectoral composition of the business economy: patterns of formation and structural changes

The article discusses the issue of the formation of the composition of the economy based on the study of its industry structure. The definition of the concept of "structure of the economy" is given from the point of view of narrow and broad interpretation. The essence of the concept of "industry" and the specifics of forming the industry composition by the Classifier of Types of Economic Activities are highlighted. The most generalized groupings of types of economic activity at the level of sections of this classifier make it possible to distinguish the main branches of the economy. The main characteristics and types of entrepreneurial activity that form tangible and intangible production spheres are defined. A classification of types of industries in the sphere of material and non-material production was formed based on the study of existing approaches to the selection of groups of industries, namely, according to the purpose of products, the action of raw materials and consumer factors, according to dynamism, according to development trends, according to technological level, according to the degree of manageability. General economic, inter-branch, and intra-branch factors that affect the branch structure of the business economy are considered. The role of structural changes in determining further economic development priorities is noted. Particular attention is paid to the definition and characteristics of the priority sectors of Ukraine's economy from the standpoint of the government of Ukraine and experts. The main (leading) industries are selected based on the industry structure analysis. In recent years, the most dynamic and promising industries have included information technologies, the military-industrial complex, energy, the agricultural sector, trade, transport infrastructure, and tourism. With the beginning of hostilities in Ukraine, four industries can be singled out, on which the primary efforts for their maintenance should be directed first: military-tech (high-tech weapons); metallurgy, mining industry, and mechanical engineering; agriculture and food industry; IT industry. The impact of entrepreneurial activities and college students' entrepreneurial abilities in higher education-A meta-analytic path.

The purpose of this study is to quantitatively analyze 34 independent papers collated from both domestic and international literature on the correlation between university entrepreneurial activities and college students’ entrepreneurial abilities by means of meta-regression analysis and to examine in detail the significant factors affecting the entrepreneurial competencies of university students. The study revealed a significant positive relationship between entrepreneurial activities in universities and university students’ entrepreneurial ability, and further explored the extent to which each of the three types of entrepreneurial activities had an impact on college students’ entrepreneurial abilities. Then, the effects of different moderating variables on the relationship are further analyzed. The results show that the type of university, economic development, gender ratio, age structure, and time to publication all significantly moderate the degree of correlation between university entrepreneurial activities and college students’ entrepreneurial abilities.

Older Entrepreneurs and Different Types of Entrepreneurship

We test whether an individual's age influences their perception of time, which affects the decision to undertake different types of entrepreneurial activity, and whether access to resources such as knowledge, skills, and finances moderates this effect. Using a sample of 194,937 entrepreneurs, we find that formal education and entrepreneurial education play an important but different role for entrepreneurs in various age groups. For example, middle-aged (45-64) and older individuals in the upper-income household are more likely to undertake both social and market-driven entrepreneurship, while younger entrepreneurs (25-44) belonging to the upper-income household are more likely to engage in market-driven entrepreneurship. While entrepreneurial experience is vital for both types of entrepreneurship, age negates the positive influence on entrepreneurship.

A Meta-Analysis of Entrepreneurial Ecosystems and their Effects on Entrepreneurial Activity

This meta-analysis examines which ecosystem elements influence entrepreneurial activity on which spatial level. An extensive literature research was applied to identify quantitative studies covering entrepreneurial activity (544 studies; 2,589,134 observations), as well as information on the spatial level of analysis, type of entrepreneurship measured, variable sources, and publication metrics. To synthesize the findings, the variables are grouped according to Stam’s (2015) framework of entrepreneurial ecosystems. The results show that there are large differences between individual ecosystem elements in terms of their empirical relevance and that this varies greatly depending on the spatial level of investigation. On the micro-level (e.g., cities) leadership has the highest effect size, on the meso-level (e.g., federal states) it is formal institutions, and on the macro-level (countries) it is support services/ intermediaries. Differentiated by type of entrepreneurial activity, formal institutions influence high-growth and innovative entrepreneurship most, followed by culture, and demand. Our results remain robust after using different methods for variable grouping, applying meta-analysis regression analysis, and controlling for country and publication specifics as well as for grouping errors. Based on the findings, theoretical implications for entrepreneurial ecosystem theory and future research opportunities are discussed.

From immigrants to local entrepreneurs: understanding the effects of migration on entrepreneurship in a highly informal country

PurposeMotivated by a lack of evidence regarding the effect of migration on entrepreneurship in a highly informal country, such as Colombia, this paper has a twofold purpose. First, it explores how Venezuelan immigration affects entrepreneurial activity in Colombian regions. Second, it intends to shed light on this relationship, by distinguishing between formal and informal sectors.Design/methodology/approachWith a sample of 1,776,063 individuals, from the Labor Survey Gran Encuesta Integrada de Hogares (GEIH) from the Departamento Administrativo Nacional de Estadística (DANE), the authors employ an instrumental variable approach to account for the selection of immigrants into locations with more or less desirable conditions.FindingsThe results suggest Venezuelan immigration positively influences self-employment and own-account workers, but negatively affects employers. However, once these immigrants proliferate in the informal sector, the effects increase.Originality/valueThis paper brings new insights into the intersection between immigration, unofficial economies, and entrepreneurship. First, while the prior literature focuses on migration from developing to developed countries, migratory flows between developing economies and its effects on local entrepreneurial activity remain unexplored. Second, although informality is mostly common in developing countries, little (albeit growing) evidence of its role in the relationship between migration and entrepreneurship research exists. Finally, the authors bring together these two phenomena to enhance our understanding of different types of entrepreneurial activities when immigration and informality take place. Policy implications are derived from these insights.

SOCIO-ECONOMIC ASPECTS OF INCREASE IN EMPLOYMENT OF POPULATION IN RURAL TERRITORY OF THE REGION

The article highlights the current problems of employment in the rural areas of the region, reveals the need to increase it, and outlines aspects of a socio-economic nature. It was established that the current socio-economic state of rural areas, as well as the agrarian sector of the economy, is in a critical phase, which entails the destabilization of the entire economy. At the same time, the main problem is clearly outlined - there is a large labor potential in the Ukrainian countryside, which is not engaged in productive work. The agrarian sector, which is dominant in rural areas today, is the largest area for the population to realize its labor potential. Agricultural enterprises and households (personal peasant farms) are the main organizational forms of employment of the population of rural areas in the agricultural sector. The directions for the development of employment in rural areas are justified, where the introduction of green tourism is proposed as an important component of increasing the employment of the rural population in the region. Strategic directions for increasing the employment of the population of rural areas have been identified, in particular: the use of material support and the initiative of unemployed citizens to organize their own business activities; improvement of educational and professional training of the population in accordance with the needs of the economy and the rural labor market; promoting the development of small and medium-sized businesses through the introduction of green tourism; increasing the volume of agricultural products, which will create prerequisites for the reproduction of jobs; eliminating the imbalance of the labor market by taking the necessary measures at both macro and micro levels. It is suggested that the most promising way to provide employment in the countryside is to use such a type of entrepreneurial activity as green tourism, which is recognized in Europe as a priority in the field of recreation, because the perspective of rural areas, their infrastructure, the filling of the local budget, and the growth of the well-being of territorial residents largely depend on its effective communities development. In addition, green tourism expands the sphere of employment of the rural population, creates new jobs, especially for women. INTRODUCTION OF SOCIAL ENTREPRENEURSHIP IN AGRIBUSINESS IN THE REPUBLICS OF ARMENIA AND ARTSAKH

Social entrepreneurship is a type of entrepreneurial activity, the main purpose of which is not only to make a profit, but also to solve certain social problems, more than 50% of the profits from the social enterprise is used in world practice to solve social problems. Social entrepreneurship ensures the reproduction of capital, which allows directing funds allocated for charitable purposes from one-time consumption to investments, and the solution of social problems is carried out through self-financing. The user of the product or service of the social enterprise gets the opportunity not only to satisfy his personal needs, but also to participate in the solution of certain social problems. The effecttiveness of social enterprises depends not only on the amount of profit, but also on the degree of social impact. In agribusiness, social entrepreneurship is targeted to make large investments, as this way it is possible to achieve significant results, but with this approach it is possible to create an opportunity for SMEs with certain services to serve large Social Enterprises. This will create new markets for SMEs in agriculture.

РОЛЬ СОЦІАЛЬНОГО ПІДПРИЄМНИЦТВА В УМОВАХ СЬОГОДЕННЯ УКРАЇНИ

Attention is focused on the effectiveness of social entrepreneurship in solving economic and so-cial problems based on the differences between social entrepreneurship and traditional business -the social effect is a direct result of the activity of a social enterprise as opposed to a by-product of activi-ty that can be included during the implementation of other types of entrepreneurial activity. It was de-termined that social entrepreneurship is an active entrepreneurial activity, a full-fledged business that solves social problems and creates stable social value, and the conditions for classifying business enti-ties as social enterprises were analyzed.The criteria on the basis of which entrepreneurship is defined as social are outlined -pro-nounced entrepreneurial activity, clear definition of goals, directing profit to achieve defined goals, social impact, innovations and systemic changes -and factors influencing the distribution of the profit of such an enterprise.The state of development of social entrepreneurship in Poland is analyzed and examples of the successful functioning of various types of social enterprises are given in order to solve the urgent problems currently facing Ukraine -the need to adapt internally displaced persons; employment of people with special needs; an increase in the number of people who need social services; employment of the population with the use and further development of available resources; disruption of the coun-try's energy system.The composition of social enterprises of Ukraine was analyzed according to the following criteria: type of social enterprise, region of activity, organizational form of activity, distribution of enterprise profit.The main obstacles to the development of social entrepreneurship are identified -confusion re-garding the definition of the concept of "social entrepreneurship", ambiguity in the understanding of the role of social enterprises, reluctance to start and carry out economic activities among non-profit organizations, poor economic condition of social enterprises, etc. –and positive aspects of activity in the field of social entrepreneurship -the presence of support from European funds for the activity of social enterprises; growing attention to the activities of social enterprises as an effective tool for solving urgent social and economic problems.

Оценка состояния правового регулирования искусственного интеллекта в целях выявления административно-правовых барьеров, снижающих эффективность предпринимательской деятельности

The subject of the study is the tax regulation of small business through the use of patent taxation. The purpose of the work is to analyze the practice of applying the patent taxation system as an instrument of state support for small business. The tendency to decrease the role of small business in the socio-economic development of the Russian Federation and the formation of budget system revenues for the period 2018-2021 has been revealed. The dynamics of the change in the number of taxpayers of the patent taxation system and the amounts of taxes paid by them in the context of certain types of entrepreneurial activity are considered. It is determined on the basis of statistical tax reporting data of the Federal Tax Service of Russia that the establishment of tax holidays in the form of a tax rate of 0% is not in demand by taxpayers of the patent taxation system. The presence of several special tax regimes with similar characteristics that hinder the development of small businesses and cause the occurrence of risks of reducing tax revenues has been revealed. Conclusions are drawn about the expediency of eliminating such shortcomings of the patent taxation mechanism as low income thresholds and the need to sum them up under several special tax regimes; the unsettled attribution of activities to those falling under the patent taxation regime; the need to acquire a patent in several subjects of the Russian Federation with a traveling nature of activity; excessively long periods of consideration of applications for the transition to the patent system taxation; the impossibility of filing an application for the transition to the patent taxation system during the state registration of an entrepreneur.

Conclusions are drawn about the need to eliminate such shortcomings of the patent taxation mechanism as low income thresholds and the need to sum them up under several special tax regimes; unsettled attribution of activities to those falling under the patent taxation regime; the need to acquire a patent in several subjects of the Russian Federation with a traveling nature of activity; excessively long periods of consideration of applications for the transition to the patent system taxation; impossibility of filing an application for the transition to the patent taxation system during the state registration of an entrepreneur.
