The article explores technological and social prerequisites of functioning and developmen of mobile services, which become an integral part of modern society. It has been proved that the development of wireless data technologies and an increase in the speed of information transmission have led to the active use of mobile devices, which have been extensively distributed in recent years around the world.It has been found that improving of mobile communications and reducing the cost of using it is an important prerequisite for the expansion of mobile services. There is a trend towards increasing demand among users for high-speed Internet access. The level of penetration of the Internet in Ukraine and the number of active users of mobile Internet are highlighted.It is substantiated that the important prerequisite for the emergence of mobile services is the rapid and continuous improvement of mobile phones (smartphones) and their capabilities. The growing of smartphones popularity is actualizing and stimulating the development of mobile services, among which mobile applications are at the forefront. It is proved that the use of various applications extends forms of access to information resources, significantly affects the volume and speed of data transmission, what in turn, acts as one of the conditions for the functioning of mobile services.The essence and preconditions of digital competence formation in the context of development of global trend of digital transformation of society and activation of use of mobile services are revealed. The role of education in this process is identified. The necessity of constant development of digital competences, formation of digital culture and support of organization of training by state authorities as the main initiator and strategist of formation and realization of human capital are substantiated. The relevance of the inclusion of library institutions as possessing resource and image capital to the process of formation of digital culture is proved.
