Geographical Names

THE vexed problem of geographical place names is raised again in an article in the Geographical Journal for October in which the Permanent Committee on Geographical Names of the Royal Geographical Society, Kensington Gore, S.W.7, enumerates certain principles which are offered for criticism. The whole memorandum is too long for extensive quotation but some of the main principles may be noted. Generally speaking, names should be those used by the responsible government or official survey of the country concerned, in the case of countries that use a Roman alphabet. In names of features or places in lands not using a Roman alphabet, transliteration, with certain qualifications, is recommended. But exceptions to these general rules are allowed. In popular, text and small-scale maps, English names of conventional usage are allowed ; in learned works and large-scale maps conventional English names are allowed for marine features outside territorial limits and features of international interest, with the recommendation that the foreign official name, if it differs markedly from the English, should be given in brackets. Other exceptions are in favour of English or international postal names of important places that differ markedly from official names, and, in historical context, the use, either of the name or narrow transliteration of the name that prevailed at the time under consideration, or the name conventionally known to English scholars. It is emphasized that these principles do not necessarily represent the considered views of the committee but are put forward as a basis for discussion.

CONTRARY to beliefs which prevail in some quarters, occidental sinology of good quality has been and continues to be the result of the recognition and the application of the fruits of centuries of Chinese native scholarship. This does not mean that the occidental is bound to accept as the gospel truth any and every statement made by any Chinese in regard to any problem. In using Chinese books, and in seeking Chinese advice, we must exercise the same discretion that is shown towards our fellow-citizens of the West. In addition to the problems presented by his subject itself, the occidental sinologist is troubled and annoyed by a multitude of nasty little snags which, on the large, if left unsolved, do not alter materially any fundamental truth which he may have succeeded in establishing, but which, if successfully solved, will add to the beauty and finesse of his demonstration.2 One that I would like to discuss is that of the transliteration of Chinese Buddhist names. Accord now seems to be established (entirely in harmony with and in natural imitation of the Chinese' own habits) that names like K'ung Ying-ta and Ssui-ma Ch'ien are to be written in the way here employed: i. e., K'ung and Ssui-ma, the surname or family name, form indivisible units, and, when composed of two syllables, are to be joined by a hyphen, the capital letter being used only for the first syllable. The same reasoning also applies to the personal name, as well as to the tzii or hao. It is only on the rarest occasions that these compound names, whether surname or personal name, are separated.3 The writer has, in fact,

The Irrawaddi River

THIS is a valuable Monograph on the Irrawaddi River by the Executive Engineer of the great Embankment Works of the Irrawaddi Delta, the well-known experimenter and writer on river hydraulics. The mode of publication does not do justice to the great labour and research shown in so large a work (573 pp. folio). It is apparently a Government Report, written in the period 1877–80, and printed at the Government Secretariat Press, Rangoon, in 1879–80. Great allowances must always be made for the difficulties in proper correction of the proofs of a work published at a small native press at a great distance from the author. Still the misprints in this work are quite unusually numerous, sometimes three in a single line of French or German, sometimes four in a single page of ordinary matter; this throws some doubt on the accuracy of the printed Tables (which cover about 130 pp. folio). The complete Report must have included about 29 plates (constant reference being made to them), but only three are published; the absence of these plates makes it often difficult, sometimes impossible to follow the author's argument. Again, the want of uniform transliteration of proper names causes difficulty in identifying unfamiliar places, the same place being often spelt in two or more ways (e.g. Shoaygheen, Shwaygheen, Shwégyeen, &c.). There is a too frequent use of local words (e.g. choung = river, eng = lake, &c.), and also of odd un-English words (e.g. divagation, prescinding, &c.). These are, however, trifling drawbacks compared with the fact that the work is one of great value, combining the results of unusual knowledge of the literature about the Irrawaddi with probably unique practical knowledge of the Irrawaddi Delta.
