Innovative Government Transformation in The Equalization of Teachers and Education Personnel

This article aims to develop video learning media specifically crafted to assist educators in presenting learning materials more tangibly and understandably, particularly within early childhood education. Guided by the Research and Development (R&D) process, the study focuses on two primary objectives: (1) elucidating the intricacies of developing STEAM-based video learning media for Early Childhood Education, incorporating Religious and Moral Values, and (2) evaluating the appropriateness and effectiveness of such media in the educational context. Adopting the ADDIE development model, the research encompasses five pivotal stages: Analysis, Design, Development, Implementation, and Evaluation. The validation process for the developed product entails collaboration with media, material, and design experts, complemented by feedback from colleagues. One-to-one tests, Small Group Tests, and Field Test methods are employed to assess the effectiveness of the media. Validation results from these experts affirm that the developed media aligns seamlessly with the criteria for successful application in educational settings. During the product implementation phase involving 15 students, it became evident that this development was an effective learning tool. The post-test scores surpassing the pre-test scores indicate the product's efficacy in enhancing the understanding of morning phenomena, instilling religious and moral values, and fostering STEAM creativity in early childhood education.

‘Global Disordering’: Practices of Reflexivity in Global Economic Governance

Abstract In this article, I offer a reinterpretation of late 20th-century ‘neo-liberal’ transformations of global economic governance. My argumentative foil is a macro-institutional interpretation of the post-1980s period in which neo-liberalism appears as programmatic institutional form and disciplinary formation. I argue that a second, and complementary, dynamic also needs to be taken into account – namely, the emergence and operationalization of a set of critical technologies for embedding practices of reflexivity within the state. I suggest, moreover, that attention to this dimension of neo-liberalization provides a new perspective on the present. I offer an interpretation of the current moment of transition as one in which a similar repertoire of neo-liberal techniques of reflexivization is, in a second iteration, being trained on the architecture of global economic governance itself.

Information Infrastructure and Environmental, Social, and Governance Performance of the Enterprise: A Quasi-Experimental Analysis

ABSTRACT Information infrastructure development substantially impacts the transformation of enterprises’ decision-making. Based on the “Information Consumption Demonstration City Construction” policy issued by the Chinese Ministry of Industry and Information Technology in 2016, we conducted a quasi-experiment to examine the effects and mechanisms of information infrastructure construction on the enterprise’s environmental, social, and governance (ESG) performance. Overall, information infrastructure construction was shown to substantially improve the ESG performance of these companies and exhibit a strong promoting effect on labor-intensive and state-owned enterprises. Regarding internal mechanisms, the information infrastructure has accelerated the digital transformation of enterprises and improved information efficiency, which is beneficial for suppressing opportunistic behavior. Regarding external mechanisms, information infrastructure development and ESG investment have jointly reduced corporate financing constraints, improving their credit market performance. These findings provide substantial practical evidence for promoting the construction of an information infrastructure from the perspective of enterprise governance transformation.

Equity and unmet need of non-communicable diseases services in Saudi Arabia using a National Household Survey (2019).

Saudi Arabia is implementing a comprehensive health system transformation in health services provision, governance, and financing. Given the high burden of non-communicable diseases (NCD), a key objective of the transformation is to integrate NCD prevention and treatment into primary care. The study objectives were to assess primary care service use for treatment of NCDs, to quantify existing inequities in preventive services utilization, and to identify regional and sociodemographic factors associated with these inequities. Using the 2019 Kingdom of Saudi Arabia World Health Survey, multivariable logistic regression models were conducted to identify predictors of utilization of primary care services for NCD prevention and treatment, unmet need among those with a diagnosis of diabetes, hypertension, or dyslipidemia, and unmet need in breast and cervical cancer screening. Among those with an NCD diagnosis, living in a high-income household was associated with a lower probability of having an unmet need compared to those in low-income households. Furthermore, rural residents were less likely to have an unmet need compared to urban residents (OR 0.58, p=0.029). Individuals without a perceived need for healthcare within the last 12 months had three times the probability of unmet need in comparison to those with such a perceived need (p<0.001). Women in all regions had a lower probability of ever having a mammogram compared to women in the central regions around Riyadh. Women with an education above a secondary level had five times the odds of undergoing cervical cancer screening and three times the likelihood of ever having a mammogram (P=0.012, p=0.02) than other women. Compared to women in low-income households, those in middle (OR 1.99, P=0.026), upper middle (OR 3.47, p<0.001), or high-income households (OR 2.59, p<0.001) had a higher probability of having had cervical cancer screening. Inequities in NCD treatment and prevention services' utilization in Saudi Arabia are strongly associated with region of living, population density, wealth, income, education and perceived need for health care. More research is needed to better understand the extent of unmet primary care needs for NCD and how to address the underlying contributing factors to access inequities.

BRICS as a Catalyst for Global Governance Transformation: Beyond Western Perceptions

Scholarship on global political economy and global peace and security governance often depicts BRICS members as emerging powers with relatively limited experience in international leadership. These depictions underscore their contested regional leadership and ambiguous institutional, political, ideological, and socio-economic capacities to influence and reshape the global governance system. However, this article challenges some of these characterizations of BRICS members as inaccurate and rooted in Western exceptionalism. Employing a qualitative secondary research approach, it aims to analyze the role of BRICS as a new model for global governance by examining key institutional and political initiatives undertaken by the bloc, as well as by each of its member states.The analysis reveals that institutional initiatives such as the New Development Bank (NDB) demonstrate the BRICS’ capacity to deploy a combination of hard and soft power tools, thereby contributing to the emergence of multipolarity in the global governance architecture. These initiatives have exposed the world's developing regions to new experiences, resources, and understandings of the priorities of emerging powers. Furthermore, political responses to crises, such as turmoil in Zimbabwe, Libya, and Mali, as well as nuclear issues in Iran, where BRICS members have assumed mediatory, supportive, or leading roles, have sparked renewed interest in understanding BRICS as an alternative to traditional conceptions of global peace and security governance. Significantly, BRICS’ soft power diplomacy plays a pivotal role in projecting the bloc as an advocate of alternative global governance architecture and in dispelling negative perceptions. This objective is achieved through the BRICS’ transformative agenda, which offers alternative pathways for attaining international public goods in developing regions with shared historical and ideological affinities.

Constitutionalizing in the Anthropocene

The Anthropocene thesis, in its rejection of both the modernist separation between ‘humans’ and ‘nonhumans’ as well as in its treatment of ‘humans’ as a singular global geophysical force, presents fundamental challenges to constitutional theory and practice. First, in terms of conceptual and foundational transformations, the Anthropocene provokes the reconceptualization of legal relations as never being limited to human concerns, but as always and already part of more-than-human collectives. These legal relations are organized by the co-agency of humans and nonhumans, in recognition of shared vulnerabilities and in relations premised on care. This reconceptualization demands a new understanding of representational practices that could constitutionalize more-than-human relations as political and legal collectives. Second, emergent technologies such as genetic and climate engineering introduce fundamental questions about regulatory modalities available in the Anthropocene, and the role that law plays in this regard. Such technologies have given rise to the possibility of ‘ruling by design’, by technologically mediating ‘natural’ forces or Earth system processes to achieve pre-established regulatory goals. This possibility raises critical concerns about the remaining role for law in legitimising and enabling such developments. Finally, the temporal dimensions of the Anthropocene thesis cast a critical light on law’s potential for driving radical transformations in (un)governance. In imagining future legal architectures capable of manifesting more-than-human constitutionalism, it is necessary to excavate the historical role that foundational legal principles and institutions – such as sovereignty and personhood – have had in facilitating exploitative relations between and beyond humans.

Understanding strategies for digital government transformation: A strategic action fields perspective

Digital technologies are transforming public service provision by affecting governments, technology vendors, and citizens, as well as their interactions. However, digital government transformation (DGT) is complex and challenging, with governments often lacking clear strategic adjustments during their digital journeys. This study discusses six strategic factors, including business environment, digital infrastructure, financial capability, innovation capability, information security, and public demand, and identifies the configurations that lead to a significant increase in digital government performance. Based on the theory of strategic action fields, we developed a theoretical framework to understand the DGT process and changes in configurations. Based on a novel Multiple Time Differencing Qualitative Comparative Analysis (MTD/QCA) method, the analysis of 31 provincial regions in Chinese mainland over four years derived 13 distinct solutions in the three basic stages of DGT: exploration, concentration, and complementation. These findings reveal the complexity of DGT from an evolutionary perspective and indicate that these factors do not work in isolation, but in combination with others to promote DGT. Understanding the configurational relationships of these factors can help governments adjust their strategies across the three stages of DGT.

Diagnóstico de la gobernanza del agua para el desarrollo de la comunidad rural de Platanilla, Darién, Panamá

A rapid diagnosis was conducted in the Platanilla rural community, located in the province of Darién (Republic of Panama), focusing on water, sanitation, and hygiene, and considering water resources as a cross-cutting axis. Mixed methods were applied, including surveys, interviews, and documentary review, in order to build an understanding of water management and its limitations. Findings revealed low population participation and commitment, political instability, and lack of territorial planning, all of which limits water management and governance, regardless of its recognized importance to the community and its land-based accessibility. Social and institutional relearning is required to ensure sustainable territorial transformations in water management and governance, in addition to investments in water supply infrastructure and water treatment and distribution.

Strategy Formulation to Increase User Intention to Use Electric Ride Hailing Service in Indonesia

The emergence of electric ride-hailing services as a form of contribution from applicators in response to the government's transformation movement towards massive and equitable use of electric vehicles (EVs) by 2030 has captured the attention of the public in Indonesia. However, this new business model still needs to be reviewed to gain more awareness so that more users can use the service. Research on user perceptions of the technology is needed to develop electric ride-hailing services. Analysis of factors related to the user adoption process of electric online transportation services will be carried out using an integrated model of the Technology Acceptance Model (TAM) and Theory of Planned Behavior (TPB). Data processing and analysis will be carried out using the Structural Equation Modeling (SEM) method. The results showed that usefulness has a significant effect on Attitude Towards Use and Attitude Towards Use has a significant effect on Intention to Use so that applicators are expected to be able to implement strategies in increasing user perceptions of the value of usefulness in increasing the intention to use this service.

Does digital government transformation drive regional green innovation? Evidence from cities in China

With the escalating environmental challenges, regional green innovation, as the key to achieving the goal of environmental sustainability, has evolved into a focal point of societal apprehension. The external environment of regional green innovation has changed amid the digital government transformation (DGT). However, there hasn't been much discussion of how DGT affects regional green innovation. Therefore, to explore the impact of DGT on regional green innovation and its specific mechanism, we use the China Mobile Online Service Platform (MOSP) adoption as a quasi-natural experiment, based on panel data on 288 cities in China from 2006 to 2020, and apply a time-varying difference-in-differences model. Our study finds that DGT affects regional green innovation in a positive way. Green financial development and green-talent gathering mediate the DGT's influence on regional green innovation. The government's policy attention to green development and technology research plays a positive moderating role between DGT and regional green innovation. Our study advances the research on DGT's contribution to environmental sustainability by confirming the positive effects of DGT on regional green innovation.

Digital transformation and corporate labor investment efficiency

This study investigates whether and how digital transformation affects corporate labor investment efficiency. Based on a sample of Chinese listed firms from 2008 to 2020, this paper finds that digital transformation increases corporate labor investment efficiency. Our results still hold after using a series of robustness checks. Mechanism tests show that reducing agency problems and mitigating financing restrictions are potential channels through which digital transformation improves corporate labor investment efficiency. Further analyses reveal that digital transformation reduces both overinvestment and underinvestment in labor. Distinguishing different digital technologies, we find that artificial intelligence, big data, cloud computing technology, as well as digital technology applications improve corporate labor investment efficiency, while the impact of blockchain technology is insignificant. In addition, digital transformation's positive effect on corporate labor investment efficiency is more pronounced for firms in non-labor-intensive industries, private firms, and those with more highly skilled labor. Overall, this study deepens our understanding of digital transformation's governance role in improving corporate labor investment efficiency.

Teaching While Black: Black Women Millennials’ Experiences of Teaching in South African Universities

The South African government continues to work tirelessly to reverse the effects of apartheid by addressing social inequalities and transforming the higher education sector by dismantling structural, cultural, institutional, and interpersonal discrimination. Black 1 1 The use of the lowercase “w” for white or whiteness in this article is the author’s stylistic act of decentering whiteness to amplify African women’s experiences. South African women have fought for the right to access education as well as to pursue higher education to the top levels of teaching in these institutions. Traditionally, the custodians of knowledge have been older white men. Millennial Black women’s presence in these spaces of higher institutions is disruptive and continues to be a site of conflict and negotiation for younger Black women academics. This article argues that race, intersecting with gender, age, and class, influences their teaching experiences in universities and how students perceive Millennial Black women in postapartheid South African universities. Intersectionality underpins this qualitative study, which explores nine Black Millennial women’s teaching experiences in universities in South Africa. The findings suggest that these women’s experiences are influenced by the kind of university in which they teach. The narratives showed how Millennial Black women lecturers at historically white institutions experience more hostility, mostly from students who share their same race and gender. This contrasts with the experiences of Millennial Black women who teach at historically Black institutions. The study has implications for university and government transformation agendas.

Modern Tools of the State Governance Transformation in the Digital Economy Settings

Introduction. Development of civilization at the modern stage depends on the processes of the information technologies development, which get into all spheres of human life. The "early signs" of the information society were first observed in the late 20s, in the technologically advanced countries. However, at that time, the Information Technology Society according to the scholars’ concept had a different structure and trend of development, but even then, the possible transformations of society and the state were not denied. Such processes were criticised due to the concern about the very existence of the human beings, and possibility for them to apply their abilities in a digital society settings. However, the processes, which are analysed here, have not stop, and digital transformation has much intensified in recent years, affecting all spheres of public life including the state governance. In this regard, studying the processes of digital transformation of the state governance seems forward-looking, because its efficiency is ensured by these processes. With regard to the above mentioned, the aim of the study is to evaluate the significance of implementing the state governance transformation within the modern digital economy settings.Materials and Methods. The documents, defining the strategy of the state development in the digital economy settings, were analysed in the article. The research was based on such conventional methods of scientific knowledge as the dialectical and legalistic methods, as well as the methods of analysis, synthesis, induction and deduction.Results. The state governance transformation tools in the digital economy settings have been identified. The importance of the state governance digitalization has been revealed, since, first and foremost, it fosters elimination of the problems referring to, e.g., corruption, statistical data tampering, etc., dealing with the distortion of information. The authors have identified the specifics of the digital state governance, there have been distinguished the main components of digital transformation, and three trends of the state governance development, enabling a quicker transit to the digital methods of governance, have been defined. The conclusion about digital technologies being a quite relevant tool for accelerating the analytical processes in the field of state governance has been made. Digital technologies allow making the more reliable forecasts, based on the bigger data set, they increase the quantity and improve the quality of the services provided.Discussion and Conclusion. The significance of implementing the state governance digital transformation cannot be overestimated, since such transformation influences significantly on the enhancement of the management processes, ensures the efficiency of rendering the state services to the population that contributes, among other things, to solving the socially vital problems. Networked media and information ocean literacy: a transformative approach for UN ocean decade

The United Nations’ Ocean Decade calls for co-designing transformative science, ocean networks, and learning strategies to address ocean health decline and deep-blue social divides in ocean governance. Yet the transformative capacity to advance ocean sustainability pathways shared by the UN Ocean Decade ecosystem of partners is still under-realized in the early stages of this global campaign. This paper explores the conceptual and institutional implications of the combined use of marine learning networks (MLNs) and media and information ocean literacy (MIOL) approaches to strengthen capacities for ocean governance systems’ transformation (leadership, strategies, skills, and actions). We build upon an empirical case study of the self-organized, youth-led Brazilian Future Ocean Panel, applying a regional alternative to such a combined approach (namely Social-Environmental Educommunication) during a four-year transdisciplinary program. We reveal the synergistic benefits of MLNs and MIOL in empowering early-career ocean professionals and fostering their transformative capacity in ocean policymaking. Our findings emphasize the practical implications of these approaches for advancing ocean governance systems transformations in other regions. Insights are shared on MLNs and MIOL applications in the pursuit of transdisciplinary solutions, ocean governance transformation, capacity development, and effective responses to foundational challenges facing the UN Ocean Decade’s global efforts toward sustainability.

City Managers as Digital Transformation Leaders: Exploratory and Explanatory Notes

This article examines the internal sources for digital transformation at the local level. It attempts to comprehend a public manager’s individual role in the introduction of digital tools to lower levels of governance, traces the institutional and personal motivators that encourage city managers in framing digital transformation efforts, and identifies barriers that temper their efforts in practice. The empirical study based on forty-seven interviews with Russian city managers explores the peculiarities of digital transformation comprehension, the key barriers hampering digital transformation, and the detours that city managers use to implement digital tools. The study explores why and how, in a situation of limited resources, unclear political attitudes, and restricted opportunities, city managers act in the direction of implementing digital tools and digital government transformation. The flexible thematic analysis shows that digital transformation at the local management level has the potential for leadership, as city managers recognize and articulate the importance of digital tools in transforming the urban environment. Digital transformation is integral to the image of the city managers’ profession and their mission to serve the local community. However, the leadership potential of digital transformation is significantly hindered by institutional factors, predominantly regulatory deficiencies, lack of resources, and social mistrust.

Autonomy Governance Transformation in the Higher Education Institutions Towards the Typical Models in Vietnam

Based on existing studies on university autonomy, particularly university autonomy in Vietnam, along with the examination of legal documents about the higher education system in Vietnam, and the findings from field surveys and surveys conducted on various higher education institution websites, this article aims to elucidate the autonomy model of higher education institutions. In doing so, it highlights the current state of autonomy in Vietnamese higher education. It identifies the dimensions missing from previous studies concerning university owners, both at the institutional and practical levels. The article outlines five major autonomy models for higher education institutions, which are formed by a system of mechanisms and policies in higher education. For each of these models, the research considers, analyzes, and evaluates the level of autonomy in terms of decision-making rights and self-responsibility across three fundamental areas of the university: organizational and personnel autonomy, academic autonomy, and autonomy in finance and facilities.

G factor of the ESG agenda in the context of sustainable development of Russian electric power companies

Reducing associated investment risks in the context of the modern ESG agenda requires a certain transformation of corporate governance in Russian power generation companies. In order to achieve this objective, a correlation analysis was carried out between the generalized G components of the ESG agenda and the principles outlined in the Russian Corporate Governance Code (Code). The priority G components of authoritative international rating agencies and the largest foreign companies, leading national rating agencies, and the Bank of Russia were examined. The study involved the analysis of Russian power generation companies that are voluntarily enhancing their corporate governance practices. The results of a general assessment of their corporate governance and additional analysis of the fulfilment of the criteria for each section of the Code are presented. The data obtained are summarized and proposals for further transformations of corporate governance in these companies are formulated. These proposals are highly relevant in the context of sustainable development of these companies. They concern the reformatting of the ownership structure and business ethics into separate G components with an appropriate set of evaluation criteria, and the introduction of modern compliance control.

Food security status in Cirebon Regency and how it could lead To sustainability

Cirebon Regency is in West Java Province and it’s one of the largest rice producer in Indonesia so that Cirebon Regency has a rice surplus. West Java is included as a region with access rice availability and the source of rice comes from within the West Java region itself, so there is minimal intervention from other regions in terms of meeting rice needs. In an effort to maintain rice resilience, strategies that can be implemented by West Java Province include maximizing the availability of rice in the region to meet local needs, distributing part of its production to surrounding deficit areas, and maintaining the productivity of rice fields. The results of the review literature, food security were not realized in Cirebon Regency because exports and imports of rice production were not properly recorded, distribution of rice production was not monitored, supply stability and price affordability were not controlled, access and information to markets are limited.. The regional government is implementing an agricultural intensification policy, especially in cultivating rice considering that the amount of agricultural land is decreasing, but behind the success there is the potential for climate change which could cause a decrease in productivity. In order to support sustainable food security in Cirebon Regency, it is necessary to analyzed the availability and distribution patterns of rice from upstream to downstream. This pattern is expected to answer the uncertainty of rice availability in Cirebon Regency and its relationship in supporting food sustainability in the future. The method that will be used to answer this problem is to carry out primary data analysis at the rice mill level in Cirebon Regency. Apart from that, the rate of land conversion as a factor influencing rice production is used as analysis material for recommendations for the sustainability of food availability in Cirebon Regency. Food security and sustainability efforts can be achieved with policy changes and transformation of food system governance.
