Strategi Pengembangan Desa Wisata Berdasarkan Rencana Induk Pembangunan Kepariwisataan Daerah Tahun 2015 – 2025 Dinas Pariwisata Kabupaten Sleman, Provinsi Daerah Istimewa Yogyakarta

The Sleman Regency Government is one of the regions that enjoys the results of the tourism sector. According to data from the Sleman Regency Tourism Office (Dispar), in 2023 more than 60% of income in the tourism sector will come from cultural tourism, including village tourism and visits to temples and museums. Until semester 1 of 2023, the realization of PAD for Sleman Regency specifically in the tourism sector has reached IDR 164.8 billion or the equivalent of 54.72% of what was targeted. The issuance of Regional Regulation no. 11 of 2015 concerning the Tourism Development Master Plan (RIPK) shows the important role of Tourism Villages and the strategy of Sleman district in organizing tourist areas. The aim of this research is to analyze the Tourism Village development strategy based on (RIPK) Sleman Regency. The research method in this study uses qualitative research by collecting data through interviews, observation and literature study. The results of this research show firstly that the empowerment efforts carried out by the Sleman Regency Tourism Office have been carried out for years and have proven successful. Second, the tourism village program which is pro-poor can be said to be successful. Third, decentralization efforts can be said to be successful. This is realized through several programs that have been well implemented by the government. Fourth, participation efforts from tourist villages in Sleman Regency can be said to be successful. This is realized through community involvement in MUSREMBANG and supervision in terms of managing tourist villages. The five supports for women in developing tourist villages in Sleman Regency can be said to be successful because women have received great benefits. Sixth, self-sufficiency can be said to be successful through collaboration and innovation which is the key to the success of tourist villages. Seven, The integration of development programs has been realized through efforts, namely the construction of physical buildings, poverty training, and empowerment efforts through training have also been carried out

Planning Development of Sustainability Tourism of Jikomalamo Beach in Ternate City, North Maluku Province

The tourism sector is a mainstay of Indonesia to increase revenue, both from the national level to the regional level. the level of development and optimal management of tourism has significant potential to increase the economic growth of a region, therefore, it needs proper planning, especially in the context of decision-making and policy. One of the areas that are developing this tourism area is the city of Ternate, north Maluku province, which is developing jikomalamo beach tourism using the guidelines of the regional long-term development plan and the vision and mission of Ternate city. This research uses a quantitative approach that is analyzed using SWOT, \ intending to determine the order of priority for planning the development of the jikomalamo beach tourism area based on the Tourism Development Master Plan document. The results of this study indicate that all the strengths, weaknesses, opportunities, and threats that have been owned by the tourist destination are quite good if analyzed comprehensively. This can be seen from the results of the analysis which reveals that the strengths and opportunities possessed by Jikomalamo beach tourism have a higher average value than the weaknesses and threats. However, in the development of the beach tourism area, there is no cooperation between the government and the local community so the development process does not guarantee sustainability in the development of these tourist destinations

Enhancing Sustainable Tourism in Medan through Heritage-Based Development

This study aims to analyze the strategies for developing heritage tourism in Medan, focusing on the Kesawan area as a key destination. The research utilizes SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats), which helps identify the internal and external potential in the development of heritage tourism in the city. The results show that Kesawan’s strengths lie in its historical, cultural, and architectural value, as well as its strategic location, making it an attractive tourist destination. However, the weaknesses identified include inadequate infrastructure, limited human resources, and insufficient funding. Opportunities include the growing trend of cultural tourism and government support for heritage development. Nevertheless, threats such as uncontrolled urbanization, climate change, and economic pressures require particular attention in managing the area. The integration of heritage aspects in the city’s tourism master plan is progressing well, with the Medan City Tourism Development Master Plan (RIPPARKOT) outlining sustainable development strategies and policies. This study recommends improving infrastructure, enhancing human resources, and adopting effective marketing strategies to support sustainable heritage tourism development. Proper management could position Kesawan as a premier heritage tourism destination, contributing to the local economy.

Implementation of the Empowerment Program for Culinary Tourism Business Actors in the Coastal Area of Manado Bay, North Sulawesi Province

The Manado City Government through the 2020-2025 regional tourism development master plan has determined a special tourism destination cluster for culinary tourism areas with urban-coastal tourism attractions. The determination of this cluster is in line with the culinary potential managed by the community such as bakat sea fish and local snacks around the coast of Manado Bay. By using a qualitative research design, data was collected directly at the research location through interviews and observations, and secondary data was also collected electronically through internet media such as Google Scholar, WoS databases, Scopus, Arxiv by Cornell, Ulrich's Web, Science Direct, Directory of Open Access, JSTOR, SciELO, ERIC, ResearchGate and others. Data analysis using an interactive analysis model with data reduction, data display and conclusion drawing/verification stages. In addition, for the validity of the data analysis discussion, a focus group discussion was also conducted. The research findings that the implementation of the empowerment program for culinary tourism entrepreneurs in the Manado Bay Coastal Area has been carried out by the Manado City Government. Training, mentoring, provision of capital and business facilities and supervision as a form of empowerment activities carried out. The empowerment program is carried out separately or in collaboration with other public organizations. The seriousness in managing and developing businesses from the Community is a measure of the success of the implementation of the empowerment program.

Regional Government Policy in Developing Tourism in Jeneponto District

Tourism has an important role in the development of a region, including Indonesia which has high tourism potential as an archipelagic country.Law of the Republic of Indonesia no. 9 of 1990 states that tourism has a strategic role in expanding business opportunities and employment, encouraging regional development, and enriching national culture.Analyze the efforts made by the local government in developing tourism in Jeneponto Regency.This research uses a phenomenological approach in the type of descriptive-qualitative research. Conducted in Jeneponto Regency, this research focuses on local government policies related to tourism development. The development efforts studied include promotion, accessibility and management of tourism areas. Primary data was obtained from the Jeneponto Regency Tourism Office and NGOs. Two data collection techniques were used, namely Library Research and Field Research through observation, interviews and documentation. Data analysis was carried out using the Miles and Huberman method, through the stages of data reduction, data presentation, and verification for drawing conclusions.The strategic policies that have been initiated include several important aspects, such as mapping tourism potential in the Jeneponto area, promoting existing tourist destinations, as well as efforts to improve the quality of tourism supporting services and infrastructure. One of the policies listed is Regional Regulation No. 3 of 2018 concerning Regency Tourism Development Master Plan (RIPERKAP), which was then made into a regent's regulation to become the basis for collaboration with various related parties, from academics, government, community, private sector, to the media. The tourism development strategy in Jeneponto Regency emphasizes three main elements: attractiveness, benefits and accessibility. In order to increase the number of visitors and local economic potential, this strategy includes increasing the value of tourism products through developing environmentally friendly tourist attractions, facilities and services. However, in the development process, there are several factors that become obstacles, including inadequate road infrastructure, lack of support and assistance from the local government, and minimal participation of local communities in the tourism development process.Achieving the goal of sustainable tourism development requires synergy between the local government, community and related stakeholders to overcome existing obstacles and maximize the tourism potential of Jeneponto Regency.

Consistency in the Management of Tourist Attractions in Central Bangka Based on Regional Regulation Number 4 of 2019 concerning the Master Plan for Tourism Development in Central Bangka Regency for 2019-2025

The study of this research discusses the implementation of Regional Regulation Number 4 of 2019 concering the Tourism Development Master Plan of Central Bangka Regency for 2019-2025 in managing tourism objects in Central Bangka. Management of Tourism Objects in Central Bangka currently faces challenges that make te management of Tourism Objects less than optimal. The purpose of this research is to find out and describe the consistency of tourism objects management in Central Bangka based on Regional Regulation Number 4 of 2019 concerning the Tourism Development Master Plan of Central Bangka Regency 2019-2025 and to find out the challenges in implementing Regional Regulation Number 4 of 2019 concerning the Tourism Development Master Plan of Central Bangka Regency 2019-2025. The theory used in this research is the theory of Public Policy Implementation by Grindle. This research used the descriptive qualitative methode that used qualitative data and is elaborated into descriptive data. The data obtained will then be analyzed and described, the results of this study are able to find out the implementation of Regional Regulation Number 4 of 2019 concerning the Tourism Development Master Plan of Central Bangka Regency 2019-2025 in carrying out the management of Tourism Object in Central Bangka. In this case, it can be seen that there are several challenges faced by the Regional Government of Central Bangka Regency of implementing and managing Tourism Objects based on Regional Regulation Number 4 of 2019 concering Development Master Plan of Central Bangka Regency 2019-2025, including Regional Financial/Funding Capability, Human Resources, Lack of Tourism Promotion and Marketing Activities, Land Status, and Regional-Connected with Belitung. This makes the management of Tourism Objects in Cental Bangka less optimal and becomes obstructed.

Analysis of Sharia-Based Hotels on Sustainable Tourism in West Sumatera Indonesia

Tourism is a potential sector in the world, especially halal tourism which is a potential market for Muslim tourists, especially Indonesia, and more specifically West Sumatera. Because this province has the potential for halal tourism because it is included in the halal destinations listed in the 2015/2025 National Tourism Development Master Plan (Rencana Induk Pembangunan Kepariwisataan Nasional/Ripparnas). Furthermore, one of the sub-subs of halal tourism is sharia-based hotels which support tourists to stay overnight. Then, in tourism theory there is the term sustainable tourism, tourism that has an effect on economic, environmental and social aspects. The aim of this research is to scientifically determine the influence of Sharia-based hotels on sustainable tourism development in West Sumatera. This research is combination research that used mixed method. Quantitative method using questionnaires and also qualitative using analytical descriptive. The research results show that Sharia-Based Hotels have a positive influence on Sustainable Tourism in West Sumatera, including economic, environmental and social aspects. The increase in Sharia-Based Hotels is directly proportional to the increase in Sustainable Tourism.

Traditional (Culinary) Markets as A Tourist Village during The COVID-19 Pandemic and Post-COVID-19 Period: A Socio-Legal Study

Village tourism is one of the flagship projects and tourism development priorities of the Yogyakarta Regional Government (DIY Regional Regulation No. 1 of 2019) to optimize the potential of village resources to improve the welfare and economic independence of village communities (Law No. 6 of 2014). To optimize the policy, the DIY Government has developed a management system in the 2015–2025 Regional Tourism Development Master Plan with the facilitation of a Tourism Village Pioneer towards an Independent Tourism Village. The management includes the planning, implementation, and control of tourism village activities. This study will examine the implementation and dynamics of regulations during the COVID-19 pandemic and post-COVID-19. To explain and measure the policy, an empirical (socio-legal) study was conducted on one of the tourist villages, "Pasar Kuliner Belik Sonto" Sleman, as a sample, which had received a grant from the Ministry of Tourism in 2021 for a pilot tourism village management model. The study results concluded that the governance of tourist villages such as the Belik Sonto Gamplong I Traditional Culinary Market during the COVID-19 period did not appear optimal. It is due to the lack of conceptual standardization of institutional governance and in terms of regulations. Meanwhile, post-COVID-19, tourism village governance entering the recovery and normalization phase needs to reformulate tourism village development plans and resources towards resilient and superior tourism villages through product innovation, synergy between various parties, the government, and related regional apparatuses, collaborative variations of tourism village events, and the development of marketing systems. This governance fully adapts to various post-COVID-19 mitigation regulations by developing tourism village safety and health infrastructure.

Digital-Based Maritime Tourism Development Policy in the Anambas Islands in Maintaining Maritime Sovereignty

The Anambas Archipelago, one of the potential areas for marine tourism in Indonesia, is located in the Riau Archipelago. Supported by a strategic location, being on the path of New Regional development, becoming an international shipping lane and directly adjacent to the State of Singapore. This study aims to look at the policy of developing digital-based marine tourism in the Anambas Islands. This study uses a qualitative method. Source of data obtained from primary data, secondary data. Observation data collection techniques, interviews, documentation, FGD. Triangulation data analysis technique assisted by N-Vivo12Pluss Tools. Maritimetourism development policy is seen from three aspects, namely the policy of compiling E-Tourism prototypes, developing tourist attractions, developing promotion/marketing of marine tourism. The results of the Anambas Islands Regency government have not been optimal in developing digital-based marine tourism. Even though the government already has a National Tourism Development Master Plan (RIPPARNAS) for 2010-2025, which is directed at the development of maritime tourism, there are no specific steps or tourism development policies that carry a digital approach. Based on the theory used, it is known that tourists' needs for accessibility where information access facilities must be easily achieved and technology supporting facilities such as telecommunications and internet access which are added so as to satisfy tourists using technology and smartphones when traveling in Anambas have not been fully realized. So that the role of digital in the marine tourism of the Anambas Islands has not fully provided a positive influence while digitalization should add excellence to the tourist experience.

PENGEMBANGAN WISATA BAHARI DENGAN PENDEKATAN EKONOMI KREATIF DI KAWASAN PESISIR PANTAI KABUPATEN BONE BOLANGO

This reserch aims to find out and describe the factors that determine tourism development, including in terms of infrastructure, accessibility, community participation and tourist attractions. The data analysis used is an interactive model analysis which consists of three components of analysis namely: 1) Data reduction; 2) Data Presentation; 3) Verify Data and Draw Conclusions. The research results show that: 1) the development of basic tourism infrastructure in the coastal area of Bone Bolango is not sufficient. Basic infrastructure facilities including infrastructure, public facilities and tourism facilities do not meet the standards of the tourism development master plan; 2) tourism accessibility in the Bone Bolango coastal area can improve the quality of life of local residents by creating new jobs. Tourism accessibility is also encouraged to pay attention to environmental impacts such as potential damage to coral reefs and underwater waste so that the role of tourism actors is expected to be sensitive and wise in paying attention to the negative impacts of tourism development; 3) community participation in developing tourism destinations in the Bone Bolango coastal area must be carried out using a variety of approaches including information technology to assist marketing, involving community groups who are vulnerable to having no income, and building partnerships with tourism organizations. This is important because the declining community participation is caused by access to information, the style of community consumerism. For this reason, the regional government of Bone Bolango Regency and the village government need to provide regular assistance to the community to encourage sustainable development through the tourism sector; 4) tourist attractions have a significant impact on economic growth and cultural preservation. Encouraging tourist attractions requires careful planning, collaboration between stakeholders, and long-term commitment. With the right efforts, destinations can increase their attractiveness and attract many tourists, thereby contributing to the development of the local creative economy and the sustainability of tourism. By increasing tourist attractions, especially in rural areas, it can increase the income and welfare of rural residents and help prevent excessive urbanization.

The Impact of Leadership, Stakeholder Roles, and Tourist Actor Competence on Tourism Destination in Indonesia

The purpose of this study is to determine the impact of leadership, stakeholders' roles, tourist actors' competence, and the implementation of the Tourism Development Master Plan (RIPPARDA) on the governance of tourist destinations in Mojokerto City. The quantitative research method was used, along with convenience sampling. The outer and inner models are evaluated using Smart Partial Least Square 3.0, and the validity test is performed by examining the convergent and discriminant validity. The study's findings indicate that leadership, stakeholder roles, tourist actor competence, and RIPPARDA - Mojokerto City implementation all have a direct impact on tourist destination governance. Meanwhile, leadership, the role of stakeholders, and the competence of tourism actors all have an indirect impact on tourist destination governance. As a result, the synergy between leaders, stakeholders, and tourism actors is the implication of this research for Mojokerto city policymakers. Leadership can be achieved by increasing the mayor's active role, while stakeholders can help by providing information through travel services or selling souvenirs at tourist attractions. The competence of tourism actors must also be improved through extensive training.

Kebijakan Pemerintah Daerah Kabupaten Malang dalam Pengembangan Industri Pariwisata

Malang Regency is one of the largest regencies in East Java that has unique and diverse tourism potential. Although the tourism potential is large, tourist visits are still not optimal. This is due to the lack of knowledge and understanding of tourists about Malang's tourism potential. The purpose of the research is to find out the strategies and policies of the Malang Regency Government in developing the tourism industry. The research method used is normative legal research with a statutory approach and conceptual approach. The results show that the Malang Regency Government has implemented a number of policies to develop the tourism industry. These policies include the establishment of the Tourism and Culture Office, branding "Malang Regency: The Heart of East Java," promotion through several events, the formation of Sub-district Tourism Partners, and the preparation of the regency tourism development master plan.

Overview Terhadap Faktor Yang Mempengaruhi Implementasi Pengembangan Pariwisata Di Kepulauan Anambas

This research aims to analyze the factors that influence the implementation of tourism development in the Anambas Islands to increase the number of tourist visits. The research method is descriptive qualitative, primary data sources are interviews and observations. Secondary resources are reviews of relevant literature and documentation from the Anambas Cultural Tourism Office. The data analysis technique is Triangulation. Factors influencing implementation can be seen from the theory developed by Van Metter and Van Horn, namely policy standards and targets, resources, communication, characteristics of implementing agents, and social, political, and economic conditions. The regulations governing Anambas Islands tourism are included in the National Tourism Destination (DPN) development plan through the 2010-2025 National Tourism Development Master Plan (RIPPARNAS), which is directed at tourism development which is difficult to achieve policy program targets, this is because in the regulations There are no Standard Operating Procedures available in tourism development itself, so that SOPs in regulations become one of the influential obstacles. Then, synergy between the government and the community is needed in implementing the tourism development of the Anambas Islands.

Opportunities and Challenges in Development Community-Based Marine Ecotourism on Samalona Island, Makassar City

This study aims to assess the potential of developing community-based marine ecotourism on Samalona Island. The research seeks to analyze the policies concerning marine ecotourism development, the level of community engagement in this process, and the social consequences of implementing community-based marine ecotourism on Samalona Island, Makassar City. The study employs a verification approach within qualitative research, where the researchers act as instruments in data collection through various methods such as observation, interviews, documentation, and literature review. The findings of this study reveal several significant points. Firstly, the inadequacy of the community-based ecotourism development policy targeting Samalona Island is evident, partly attributed to the lack of a comprehensive Makassar City tourism development master plan. Additionally, the level of community participation in the planning and development of the tourism sector is limited, primarily confined to endorsing policies without actively contributing to decision-making processes. Despite its ability to boost the local economy, the positive environmental impact of community-based marine ecotourism on Samalona Island remains minimal. However, the study recognizes that this article contributes to a better understanding of the potential for marine ecotourism development on Samalona Island.

Identification of Puputan Badung Field as a Family Tourism Attraction in Denpasar City Bali

The people of Denpasar City and its surroundings need green open space to release fatigue after busy activities. One of these open spaces is obtained at Puputan Badung I Gusti Ngurah Made Agung Field which has tourism potential both natural, historical, cultural and man-made tourism to continue to be developed into a family tourist attraction in Denpasar City, Bali. The existence of this field is supported by various parties, both local communities, tourists to the Denpasar City Government with the existence of Denpasar City Regional Regulation Number 3 of 2019 concerning the Regional Tourism Development Master Plan for 2018-2029. The tangible manifestation of the role of the Denpasar City government to realize Puputan Badung Field as a Family Tourism Attraction is reflected in the existence of 4A elements (attraction, Atraction, Amenity, Accessibility, and Ancillary) that are adequate to date. In this study, data collection was carried out by means of literature studies, documentation and observation. The data analysis technique is carried out using the qualitative descriptive method. The results of this research, it can be concluded that Puputan Badung I Gusti Ngurah Made Agung Field meets the needs of the community for family tourism attraction. Redesign Hotel Resort with Regionalism Architecture Approach In Lumban Pea Integrated Tourism Area Development Masterplan

Lumban Pea Integrated Tourism Development Masterplan is one of the tourism development in the Toba Lake Area located in Toba Samosir Regency. In this masterplan, there are several tourism facilities, one of which is the hotel. The hotel design still does not show and apply the cultural values/identity of the surrounding environment in its design. The building is designed in a contemporary form that does not contain cultural attractions in the form of mass, facades, or cosmological values so that it is contrary to the development of tourism in the Lake Toba area which is still full of strong traditions. This study aims to improve the hotel design in the Master Plan by redesigning the hotel. The redesign of the hotel has created a resort hotel that is capable of blending contemporary design but also capturing its cultural side well. The redesign stage begins with conducting a survey, collecting data. In addition, the application of the Regionalism Architecture approach is one of the methodologies used to obtain design criteria which include cultural values, ornaments, forms, and other cultural resonances which are then analyzed and applied to the design. The hotel serves as a temporary residence and recreation facility for tourists. The redesign of this hotel by applying regional values to be a means of education and cultural attractions so that the culture is better known to the wider community and not eroded by the times. Besides, the redesign of this hotel can create a new economic center.

Keabsahan Pengelolaan Destinasi Pariwisata Kota Tual Ditinjau Dari Undang-Undang Nomor 10 Tahun 2009 Tentang Kepariwisataan

Introduction: Tual City as an autonomous region that has regional tourism potential currently cannot be managed optimally by the regional government and regional apparatus in this case the tourism office.Purposes of the Research: The purpose of this study is to find out and analyze tourism destination managers who are carried out without being based on the Master Design for Tourism Development and to find out and analyze the legal consequences of managing tourism destinations without being based on the Master Design for Tourism Development. Methods of the Research: This research is a normative research that refers to the legislation and legal materials related to the substance of the research, then linked to the main problems in this research. The approach taken in this research is a statutory approach and a conceptual approach.Results of the Research: The results of the research are that the first management of tourism destinations cannot be carried out without being based on the Master Design for Tourism Development because it is not based on the Regional Tourism Development Master Plan (RIPPARDA) as a special regulation governing tourism and the second result is that the main legal consequence is that no budget is disbursed. to the local government and related devices because the requirement for a regional budget is the existence of the Regional Tourism Development Master Plan (RIPPARDA) so that tourism management in Tual City automatically becomes hampered and cannot run optimally.

The Effectiveness of the “Top-Down, Bottom-Up” Approach for Understanding the Implementation of Regional Autonomy in Batu City Tourism Development

Abstract Community involvement in determining the direction of autonomous region development is still rare. Regional autonomy, conceptualized as the local government’s freedom to take care of domestic affairs, is the best way to implement a decentralized governmental approach. This research aims to determine the effectiveness of implementing regional autonomy in the development of Batu City tourism using a qualitative approach with a descriptive type of research. The research locations are Batu City and Batu City’s local government office. Batu City was chosen because it has a history of tourism development in a relatively short period of time. The study found that the state still manages Batu City’s tourism development policy and development, so the tourism has not referred to the local tourism development master plan. The study aims to know the effectiveness of participatory policy approaches in developing Batu City tourism as an autonomous region.

Gap Implementation of Thematic Tourism Development Policy in Kampung Sayur Banjarbaru City

Banjarbaru city government's efforts to improve the development of tourist destinations by enacting Banjarbaru City Regional Regulation Number 3 of 2019 concerning the 2019-2034 Regional Tourism Development Master Plan. However, the implementation of the tourist destination development plan has not been fully achieved. The existence of gaps or gaps in the implementation of the development of tourist destinations, especially Kampung Sayur tourism in Banjarbaru City, is influenced by resource factors which include human resources and facility resources, so the needs of tourist destinations have not been fulfilled. Namely attractions, accessibility, facilities and additional services. This study aims to determine the gaps in policy implementation in the development of Kampung Sayur thematic tourism in Banjarbaru City. This research method uses a qualitative approach. The collection technique was carried out through observation in Kampung Sayur and interviews with several informants, including: (1) employees of the Department of Youth, Sports, Culture and Tourism of Banjarbaru City; (2) the Head of Agriculture and Plantation Service of Central Ulin Village. The results of the study stated that the development of Kampung Sayur tourism in the North Ulin District had not been carried out. This is influenced by several inhibiting factors, including the absence of Kampung Sayur tourism center, the absence of vacant land owned by the government village for infrastructure development as a means of supporting tourists, the absence of public transportation access, and the absence of Tourism Awareness Group (POKDARWIS).
