CEGA: a method for inferring natural selection by comparative population genomic analysis across species

We developed maximum likelihood method for detecting positive selection or balancing selection using multilocus or genomic polymorphism and divergence data from two species. The method is especially useful for investigating natural selection in noncoding regions. Simulations demonstrate that the method outperforms existing methods in detecting both positive and balancing selection. We apply the method to population genomic data from human and chimpanzee. The list of genes identified under selection in the noncoding regions is prominently enriched in pathways related to the brain and nervous system. Therefore, our method will serve as a useful tool for comparative population genomic analysis.

Virtual choir: between technical and aesthetical

The relevance of the article. The relevance of the research topic is determined by the extraordinary popularity of the remote form of joint choral performance in contemporary musical culture. The virtual choir is a fairly new, but already very widespread form of music-making, which is gradually acquiring new characteristics and functions compared to those that were inherent in its early days.
 The main factors of the development of the virtual choir phenomenon can be divided into “evolutionary” (the digitalization of art; the interest of performers in new forms of music making; active development of art therapy and inclusive art practices) and “revolutionary” (the COVID-19 pandemic and the Russian-Ukrainian war, which, although more localized than the pandemic, involves a very large number of choirs that have been unable to work as usual).
 The latter two factors have led to a quantitative explosion of virtual projects, as well as significant changes in their focus, structure, functions, and composition of performers, etc. that require appropriate scientific understanding.
 The purpose of the research is to analyze and systematize existing studies of the virtual choir and to make up a strategy for its comprehensive research.
 The methodology. The study of the available scientific literature on the phenomenon of the virtual choir was carried out using the tools of systematic, textual comparative and comprehensive analysis.
 The results. The main scientific works on the virtual choir are systematized in four main areas: socio-psychological, technical, didactic and historical. It was found that musicology, choral studies and interpretation aspects have been studied very briefly. Most of the works reveal certain inaccuracies in the presentation of the history of virtual choral performance (except for Сayari), as well as some contradictions in the results of previous studies. In addition, the article raises the question of the conformity of the studied phenomenon with the concept of “virtual choir”.
 The scientific novelty. For the first time, the research provides a systematic review of scientific papers about the virtual choir, revealing the current trend towards the study of non-musical aspects.
 The practical significance. The materials of the article can be used in practical activities of conductors and choristers, as well as in the educational process of training conductors, choirmasters and vocalists in conditions of remote work.
 Conclusions. Scientific comprehension of the phenomenon of the virtual choir is active, but rather limited. Most often, it acts as a certain aesthetic phenomenon that should replace (mostly temporarily) the work of “live” choirs during social cataclysms that limit the possibility of creative communication between people. That is why the most relevant areas of research are socio-psychological and technical. At the same time, many works raise the question of the legality of using the term “virtual choir” for this multimedia activity, which, according to experts, has little in common with both the choir and virtuality. As a matter of fact, the lack of musicological, choral, interpretological investigations, typical for traditional choral activity, revealed within the scope of this study indirectly confirms this idea. The first step on the way to further scientific development of this topic should be a multi-faceted analysis of the current activity of virtual choirs.

Leveraging a multivariate approach towards enhanced development of direct compression extended release tablets

Extended release formulations play a crucial role in the pharmaceutical industry by maintaining steady plasma levels, reducing side effects, and improving therapeutic efficiency and compliance. One commonly used method to develop extended release formulations is direct compression, which offers several advantages, such as simplicity, time savings, and cost-effectiveness. However, successful direct compression-based extended release formulations require careful assessment and an understanding of the excipients’ attributes. The scope of this work is the characterization of the compaction behavior of some matrix-forming agents and diluents for the development of extended release tablets. Fifteen excipients commonly used in extended release formulations were evaluated for physical, compaction and tablet properties. Powder properties (e.g., particle size, flow properties, bulk density) were evaluated and linked to the tablet’s mechanical properties in a fully integrated approach, and data were analyzed by constructing a principal component analysis (PCA). Significant variability was observed among the various excipients. The present work successfully demonstrates the applicability of PCA as an effective tool for comparative analysis, pattern and clustering recognition and correlations between excipients and their properties, facilitating the development and manufacturing of direct compressible extended release formulations.

Сonstitutional Regulation of Elections in the Countries of East and South-East Asia: Comparative Analysis of the Coefficient of the Legislator’s Interest

The territorial framework of the study includes the constitutions of the countries of East and South-East Asia. The comparative analysis of articles of constitutions of these countries devoted to elections is presented, the main directions of constitutional and legal regulation of elections are analyzed. The main attention in the article is paid to solving the question of which countries’ constitutions show the greatest and least interest in electoral norms. It is established that a simple comparison of the number of articles of the constitution that are devoted to elections does not accurately reflect the degree of interest of the legislator. The author’s method of calculation is proposed, designated as the «Coefficient of legislator’s interest» (CLI). CLI represents the share of articles on elections in the total number of articles of a specific Constitution. It has been established that the largest CLI in the region characterizes the Constitution of Mongolia. The conclusion is made that the CLI indicator can serve as one of the elements of the characteristics of the Constitution of any state, as well as a tool for comparative analysis of legislative acts of different countries, as well as acts adopted at different times.

SOD1-ALS-Browser: a web-utility for investigating the clinical phenotype in SOD1 amyotrophic lateral sclerosis

Objective Variants in the superoxide dismutase (SOD1) gene are among the most common genetic causes of amyotrophic lateral sclerosis. Reflecting the wide spectrum of putatively deleterious variants that have been reported to date, it has become clear that SOD1-linked ALS presents a highly variable age at symptom onset and disease duration. Methods Here we describe an open access web tool for comparative phenotype analysis in ALS: https://sod1-als-browser.rosalind.kcl.ac.uk/. The tool contains a built-in dataset of clinical information from 1383 people with ALS harboring a SOD1 variant resulting in one of 162 unique amino acid sequence alterations and from a non-SOD1 comparator ALS cohort of 13,469 individuals. We present two examples of analyses possible with this tool, testing how the ALS phenotype relates to SOD1 variants that alter amino acid residue hydrophobicity and to distinct variants at the 94th residue of SOD1, where six are sampled. Results and conclusions The tool provides immediate access to the datasets and enables bespoke analysis of phenotypic trends associated with different protein variants, including the option for users to upload their own datasets for integration with the server data. The tool can be used to study SOD1-ALS and provides an analytical framework to study the differences between other user-uploaded ALS groups and our large reference database of SOD1 and non-SOD1 ALS. The tool is designed to be useful for clinicians and researchers, including those without programming expertise, and is highly flexible in the analyses that can be conducted.

О целесообразности использования Индекса экологической эффективности для оценки уровня социально-экологического развития российских регионов

Introduction: Investment decisions by many private and institutional investors are made taking into account the information (current estimates, forecasts, trends) contained in various country ratings regularly published by leading international financial and regulatory organizations (IMF, IBRD, UN), which allows investors to assess the level of risk and return on investment in various projects in these countries. The article evaluates the Environmental Performance Index (EPI), the most common in international studies, from the point of view of its use as a comprehensive tool for comparative analysis and an indicator for assessing the success of achieving the goals of sustainable social and environmental development of Russian regions. Purpose: Analysis of the feasibility of using EPI and its individual elements as part of an integrated approach to assessing the effectiveness of social and environmental development of Russia and its regions. Results: The authors reviewed the transformation of the methodology for calculating EPI over the entire period of its compilation; analyzed the dynamics of indicators, directions and blocks that make up the Index; assessed their adequacy to the geographical and sectoral features of social and environmental development. Conclusions: An extremely high level of politicization of the Index and inconsistency of its calculation methodology with the real conditions of Russia’s economic development were revealed. The inexpediency of its use in the present conditions to assess the social and environmental development of Russian regions, to build a rating of their sustainable development, to develop criteria for evaluating the effectiveness of environmental programs and projects, including in the field of green and environmental investments, was proved.

Автоматизация сравнительного анализа компетенций специалистов в управлении персоналом

The article is devoted to the discussion of ways to create tools for comparative analysis of the professional competencies of specialists to automate the recruitment processes of a modern enterprise, which are supposed to be developed based on methods for analyzing the semantic proximity of generated texts based on natural language processing technologies. The paper describes the need to create solutions designed for a comparative assessment of the professional competencies of an employee when building a unified recruitment management system covering all inter-ested participants in the labor market and substantiates the possibility of using collections of texts created by a specialist for a comparative analysis of his capabilities. The scientific novelty of the work lies in the description of the aggregation procedures of consolidated collections of generated texts characterizing the competence of a specialist, which are based on the classification proposed by the author. The presented materials are of practical importance for the creation of automated decision support tools by HR departments of companies in terms of implementing procedures for objective assessments of the competencies of job seekers.

Assessing Governance Structures in State-owned Enterprises using Transaction Cost Economics’ Dimensionalisation

This paper illustrates how Transaction Cost Economics’ (TCE) dimensionalisation, a governance structure comparative analysis tool, may be used in assessing corporate governance structures. To illustrate, this paper assesses the governance structures of state-owned enterprises (SOEs) in South Africa and Singapore, two countries deploying different governance structures for organising SOEs. A proposition was developed in line with dimensionalisation to assess the organising models. The proposition is that SOEs organised using a bilateral governance structure are expected to perform better than those organised using a unified governance structure – since the attributes and characteristics of transactions/contracts are semi-strong in the bilateral structure, according to TCE. Findings appear to support the proposition, indicating that SOEs organised in a bilateral governance structure perform better relative to those that are organised under unified governance. Prediction of MYCN Gene Amplification in Pediatric Neuroblastomas: Development of a Deep Learning-Based Tool for Automatic Tumor Segmentation and Comparative Analysis of Computed Tomography-Based Radiomics Features Harmonization.

MYCN oncogene amplification is closely linked to high-grade neuroblastoma with poor prognosis. Accurate quantification is essential for risk assessment, which guides clinical decision making and disease management. This study proposes an end-to-end deep-learning framework for automatic tumor segmentation of pediatric neuroblastomas and radiomics features-based classification of MYCN gene amplification. Data from pretreatment contrast-enhanced computed tomography scans and MYCN status from 47 cases of pediatric neuroblastomas treated at a tertiary children's hospital from 2009 to 2020 were reviewed. Automated tumor segmentation and grading pipeline includes (1) a modified U-Net for tumor segmentation; (2) extraction of radiomic textural features; (3) feature-based ComBat harmonization for removal of variabilities across scanners; (4) feature selection using 2 approaches, namely, (a) an ensemble approach and (b) stepwise forward-and-backward selection method using logistic regression classifier; and (5) radiomics features-based classification of MYCN gene amplification using machine learning classifiers. Median train/test Dice score for modified U-Net was 0.728/0.680. The top 3 features from the ensemble approach were neighborhood gray-tone difference matrix (NGTDM) busyness, NGTDM strength, and gray-level run-length matrix (GLRLM) low gray-level run emphasis, whereas those from the stepwise approach were GLRLM low gray-level run emphasis, GLRLM high gray-level run emphasis, and NGTDM coarseness. The top-performing tumor classification algorithm achieved a weighted F1 score of 97%, an area under the receiver operating characteristic curve of 96.9%, an accuracy of 96.97%, and a negative predictive value of 100%. Harmonization-based tumor classification improved the accuracy by 2% to 3% for all classifiers. The proposed end-to-end framework achieved high accuracy for MYCN gene amplification status classification.

Setting the Tone for Sound Forensic Investigations on Android-Based Social Media Platforms

Abstract: Android Social Media Applications have become a yardstick in facilitating a platform for human socialization on cyber space. They are an inevitable alternative, which is fast replacing most traditional ways that lacks full multimedia interaction adored by many. These applications are of forensic value as they account for most activities helpful in either incriminating or exonerating suspects in cases of adverse events. By default, most social applications store activity data in specific directories they create at the background of the hosting Android devices. Through expertise, this data can be extracted and analyzed to come up with meaningful insights useful in an inquiry of digital evidence interest. This study focused on forensics of Twitter and Clubhouse android based social media applications. The approach taken was to install these applications on emerging Android devices using the Samsung Galaxy S20+ (SMGS20+) and Samsung Galaxy Tab A7 (SMGTA7), populate known test data, perform data acquisition, execute data analysis noting results and then do a comparative analysis of tools and techniques utilized towards provisioning alternative solutions.

Philosophical and Legal Understanding of the Concepts: Image, Icon, Image, Honesty, Reputation, Their Manifestations in Criminal Procedural Law

Introduction. The article presents an attempt for the first time, on the basis of philosophical and legal understanding, to use the concept of “reputation”, which is new for legal scientific circulation. Legal terms, including criminal procedural ones, arise as generic terms. That is, concepts are brought under a common genus, and then specific differences are distinguished. Philosophical categories, due to their universality, cannot be summed up under the genus, and, as a rule, act as a dialectical pair of opposites the thesis and antithesis. Such, for example, are the concepts of essence and phenomenon, necessity and chance, content and form. The complexity of introducing a new concept of reputation into scientific circulation lies in the fact that it does not have its own dialectical antithesis. A bad reputation is also a reputation. At a stretch, reputation can be opposed to discredit, but discredit is an action aimed at undermining reputation, and this is a transition to another kind. Concepts of this kind can be meaningful by analogy. As such, the authors chose the dialectical pair icon image, like foreign-language tracing papers from the Russian word image, which in the legal sense are reduced to reputation. Both that and another (both an icon and an image) are an image, but how different and even opposite are the meanings of these words. Moreover, initially the intentions of the authors were precisely linguistic (and not religious or marketing), and only then the words themselves designated the cultural area of their application.Materials and methods. The theoretical and methodological basis of the study was the hermeneutical approach to the analysis of the concept of "reputation". Methods of systematic, comparative legal analysis, special philosophical and legal research tools were used. The authors used examples from various areas of law criminal procedure, criminal, civil.Research results. Based on the results of the analysis, the question of trust is raised in relation to the procedural status of participants in criminal proceedings. The introduction of the concept of "reputation" as a legal category into legal circulation is proposed.Discussion and conclusion. In the form of a legislative novel, the presumption of good faith of a participant in criminal proceedings is formulated.Presumption of good faith:Everyone is considered conscientious and reasonable, until otherwise is proved in the manner prescribed by this Code and established by a judicial act that has entered into legal force.Everyone is not obliged to prove their conscientiousness and reasonableness. The burden of proving dishonesty, unreasonableness, abuse of right lies with the person who claims the opposite.All doubts about the good faith and reasonableness of a person that cannot be eliminated in the manner prescribed by this Code shall be interpreted in favor of the person whose reputation is questioned.Any procedural actions and (or) decisions of a state body or an official in the field of criminal proceedings, even based on assumptions, cannot be based solely on the fact that a person has a certain procedural status in a case under consideration or another.

Accounting of agricultural using individual electronic cadastral maps

Introduction. Digitization of land relations led to the development and implementation of state electronic geocadastral maps. However, the development of GIS technologies enabled the economic use of electronic cadastral maps by agricultural enterprises for the purposes of optimizing agricultural management. Effective management is based on accounting information, so an accounting of agricultural activities in the conditions of using individual cadastral maps needs to improve first of all.Purpose. The purpose of the article is to improve the accounting of agricultural activities for the informational support of agricultural management, which involves the management of land resources of agricultural enterprises, in the conditions of the use of individual electronic cadastral maps.Methods. In the process of scientific research, a systematic methodical approach in combination with innovative, functional methods and methodical tools of generalization, bibliographic and comparative analysis was used to realize the purpose of article.Results. The expediency of personalizing the use of information from the State Geocadastre for the formation of individual electronic cadastral maps, which is valuable for accounting and management of agricultural activities, is substantiated. The procedure for the division and consolidation of land plots within the spatial and territorial boundaries regulated by the State Geocadastre, with the assignment of individual identification numbers, which is the basic principle of the formation of individual electronic cadastral maps, has been developed. The information content of individual electronic cadastral maps has been supplemented with detailed and versatile data to optimize the methodology and organization of accounting for agricultural activities in connection with the management of agricultural enterprises. Difficulties in the inventory of land are revealed and ways of solving them are proposed through the establishment of reliable and timely accounting in the conditions of the use of individual cadastral maps. The accounting of agricultural activity in the section of land plots using geocadastral electronic maps has been improved in next ways: identification of production and general production costs for the cultivation of agricultural products; separation of responsibility centers and cost centers to establish the accountability of employees for the results of agricultural activities; secondary land inventory with the help of satellite, aerial visual monitoring by drones and documentary appeals to state electronic registers; control over the condition of the soil and accounting for the damage caused on the basis of agrochemical certification of land allotments, etc.Perspectives. The use of individual electronic cadastral maps in accounting forms a unique base of versatile and detailed micro-level data necessary for optimization of agricultural management. The use of satellite positioning and aerial visual monitoring systems in accounting for agricultural activity requires avoiding significant methodological and organizational limitations, which is the subject of further scientific and practical research.

Abstract 6647: Dostarlimab shows dose-dependent immune activation of the tumor microenvironment in a patient-derived NSCLC explant model similar to pembrolizumab

Abstract The ability to more faithfully mimic the tumor microenvironment (TME) of cancer patients offers a wide range of possibilities for non-clinical evaluation of anti-cancer therapeutics, including guidance for patient selection, dose, and combinations. We have established a patient-derived tumor explant (PDE) model to monitor immune activation within a structurally preserved TME, following ex vivo incubation with immune check point inhibitors (ICI). When testing anti-PD-1 agents, such as dostarlimab and pembrolizumab, in a cohort of NSCLC explants from stage I-III treatment-naïve patients, we observed that approximately half demonstrate release of inflammatory cytokines after two days incubation. Interestingly, responsive tumors presented with a high level of PD-L1 expression (high TPS), had elevated TMB, and were highly infiltrated by CD8+ T cells at baseline, in line with tumor baseline characteristics predictive of clinical response to anti-PD-1. When testing a dose-range of dostarlimab and pembrolizumab comparable potencies were observed when measuring cytokine release after treatment of the NSCLC explants. In conclusion, we describe here an in vitro patient-derived NSCLC model that mirrors the heterogeneity of patients’ response for anti-PD-1 agents observed in clinical settings, representing a valuable tool for comparative analysis of novel ICI assets and combinations, such as the CD226 axis members. Importantly, this system is also amenable to extensive multi-omics and genetics-based analyses, providing the opportunity to better identify predictive or pharmacodynamic characteristics within patient tumors. FORECASTING SALES OF AN INNOVATIVE PRODUCT BASED ON SIMULATION MODELING

The use of simulation modeling for forecasting sales of an innovative product is considered as one of the methods of regulating sales in the conditions of digitalization of the economy.
 Purpose: construction of a simulation model for forecasting the sale of an innovative product in order to maintain an appropriate level of life activity of the able-bodied population in the conditions of digitalization of the economy.
 Methodology: the dialectical method is used as a general scientific method of cognition; techniques and tools of system, comparative analysis and generalization; methods and tools of simulation modeling.
 Results: an approach to the study of sales forecasts of an innovative product based on discrete-event simulation modeling as the basis of analytical processing of the obtained data is described.
 Scope of results: the heads of companies in solving the issues of determining the optimal volume of sales of an innovative product as one of the components of the element of market infrastructure in the conditions of digitalization of the economy.

PlantTribes2: Tools for comparative gene family analysis in plant genomics.

Plant genome-scale resources are being generated at an increasing rate as sequencing technologies continue to improve and raw data costs continue to fall; however, the cost of downstream analyses remains large. This has resulted in a considerable range of genome assembly and annotation qualities across plant genomes due to their varying sizes, complexity, and the technology used for the assembly and annotation. To effectively work across genomes, researchers increasingly rely on comparative genomic approaches that integrate across plant community resources and data types. Such efforts have aided the genome annotation process and yielded novel insights into the evolutionary history of genomes and gene families, including complex non-model organisms. The essential tools to achieve these insights rely on gene family analysis at a genome-scale, but they are not well integrated for rapid analysis of new data, and the learning curve can be steep. Here we present PlantTribes2, a scalable, easily accessible, highly customizable, and broadly applicable gene family analysis framework with multiple entry points including user provided data. It uses objective classifications of annotated protein sequences from existing, high-quality plant genomes for comparative and evolutionary studies. PlantTribes2 can improve transcript models and then sort them, either genome-scale annotations or individual gene coding sequences, into pre-computed orthologous gene family clusters with rich functional annotation information. Then, for gene families of interest, PlantTribes2 performs downstream analyses and customizable visualizations including, (1) multiple sequence alignment, (2) gene family phylogeny, (3) estimation of synonymous and non-synonymous substitution rates among homologous sequences, and (4) inference of large-scale duplication events. We give examples of PlantTribes2 applications in functional genomic studies of economically important plant families, namely transcriptomics in the weedy Orobanchaceae and a core orthogroup analysis (CROG) in Rosaceae. PlantTribes2 is freely available for use within the main public Galaxy instance and can be downloaded from GitHub or Bioconda. Importantly, PlantTribes2 can be readily adapted for use with genomic and transcriptomic data from any kind of organism.

DOCUMENT FLOW IN ELECTRONIC MONEY TRANSACTIONS IN THE CONTEXT OF ACCOUNTING INFORMATION SUPPORT FOR FINANCIAL SECURITY

Introduction. The formation basis of the digital economy is the transition of business entities to electronic transactions. It is necessary to revise the order of document circulation at the enterprise, since electronic transactions involve the operation of electronic means of payment and cryptocurrencies, information about which is transferred between participants of settlement operations. First of all, the method of forming and processing primary documents in cash flow accounting will undergo changes. Accounting forms information arrays for cash management, which is an element of ensuring the financial security of enterprises. The purpose of the article is to research the transformational trends in the electronic document flow of electronic money transaction systems from the accounting point of view to ensure the financial security of enterprises. Methods. In the process of carrying out scientific research, a systematic methodical approach in combination with innovative, functional methods and methodical tools of generalization, bibliographic and comparative analysis was used to realize its aim. Results. The accounting positioning of the bank statement as a primary document improved, which replaced in the conditions of electronic communication with financial institutions by information orders on the transfer of funds to the recipient and confirmation of the receipt of a payment from the electronic transaction system. The method of generating electronic invoices for payment, receipts and other supporting documents has been optimized through the recombination of data from the electronic transaction system in traditional regulated forms for informational participation in the formation and execution of electronic contractual relations and smart contracts. It is proposed to use blockchain technology in the organization of electronic document flow in electronic money transactions to ensure the financial security of enterprises regarding: fragmentation of information with the possibility of storing each of the elements with different stakeholders; optimization of document flow management, which involves automatic identification of the type and content of documents with sending to responsible persons; elimination of information barriers (oversaturation, redundancy, insufficiency, distortion of data); storing the history of data changes, which prevents financial fraud and accidental errors. The procedure for using the electronic signature system for authenticating the official responsible for monetary transactions in the electronic transaction system and obtaining stakeholder access to confidential reporting has been clarified. An information scheme and principles of a separate software module have been developed, which is a communication platform for information synchronization between electronic money transaction services and an automated system of accounting and management of transactions, and can be implemented at various enterprises to ensure their financial security. Conclusions. The need to optimize electronic document flow in the system of electronic money transactions based on author’s proposals and developments to ensure financial security in combination with cyber protection of the enterprise. Cyber protection of electronic document management against internal and external cyber threats requires further research.

National business cultures of Poland, Lithuania and Ukraine as a factor of the synthesis of Western and Eastern management styles

In this study, based on the identification of similarity factors of the national business cultures of Poland, Lithuania and Ukraine, the hypothesis was formulated and verified concerning the formation of premises for a new management style – Eastern European management as a synthesis of Western and Eastern management. Using the measurement tools of modern economic comparative analysis, an analysis of the business cultures of these countries was conducted. The feature system was built by comparing western and eastern conceptual management approaches and practices. It has been proven that the great proximity (similarity) of the national business cultures of Poland, Lithuania and Ukraine creates conditions for optimal combination of the advantages of Western and Eastern management.

Legal support for the implementation and use of unmanned vehicles: experience, problems and directions for their solution

The article presents the results of a study of current problems of legal support for the admission and safe use of unmanned vehicles both in experimental and general operation modes, obtained during the implementation of a scientific project supported by the Russian Science Foundation, and voiced as part of a plenary report at the V International Scientific and Practical Conference “Problems of development and prospects of Business Law in modern economic conditions” (“Laptev Readings-2023”) (April 27, 2023, IGP of the RAS). The purpose of preparing the article was to bring to the attention of the scientific community the results of understanding a new problem for Russian Transport Law associated with an essential change in paradigmatic approaches to building a system for ensuring transport safety and organizing traffic on roads, as well as some proposals formulated by the authors for improving the system of legal regulation in this area. Legalization of proposals in Russian law, according to the authors, will minimize the risks of operating highly automated vehicles on public roads, which is essential for the development of domestic entrepreneurship and solving the problems of ensuring the sovereignty of the Russian Federation. In accordance with the goal set by the authors, a number of specific research problems have been solved. In particular, based on the application of methods of historical and legal analysis, the conclusion is substantiated that the emergence of innovative modes of transport is perceived, as a rule, with a significant delay, as a result of which the lack of a legal basis traditionally acts as a limiting factor for its implementation, and the legalization of norms regulating relations with his participation is unsystematic. The use of comparative legal analysis tools allowed us to conclude that the previously mentioned trend is characteristic of all developed countries without exception. However, in the China, the USA and the EU, understanding of the urgent need to resolve, using both public and private law, issues related to the transition to a general mode of operation of highly automated vehicles that do not require a driver, occurred earlier than in the Russian Federation, where legal regulation is still experimental in nature. A formal and dogmatic analysis of the current Russian legislation and draft normative legal acts gave the authors grounds to conclude that the legal regulation of the relations under study is unsystematic and not based on the results of the achievements of legal science. The foregoing allowed us to draw a reasonable conclusion about the need to take urgent measures to eliminate the identified gaps in the legislation, since further preservation of the current state of affairs may entail an irreparable lag of the Russian Federation from highly developed countries in the field of implementation and safe use of highly automated vehicles.
