Modelling the effect of project cost management on project management performance: an application of SEM to Namibian MRCs

Government projects, particularly in developing economies, have continued to suffer setbacks leading to abysmal effectiveness and waste of resources. This study used a project management model to demonstrate how a project's time and quality performance can be improved by focusing on critical cost management elements. By developing and testing a structural equation model, the study analysed data collected in a survey involving 81 project management officers in selected Namibian Ministries and Regional Councils (MRCs). Results show that the cost analyses of previous projects and financial management implementations are critical components of project cost management that could significantly improve the time and quality performance of public sector projects in Namibia. Thus, the discipline to inculcate cost analysis and management skills and practices in public project management culture is essential for improving time and quality performance.

تأثير عوامل التحفيز على أداء المشروع في مشاريع البناء في اليمن

Human factors seem to be not highly respected in construction projects in Yemen. Construction project managers and contractors focus on the technical skills of project key individuals. However, less attention is paid to their capabilities of managing project people. This study is to identify motivation factors that most significantly influence construction project performance. The data were collected through a questionnaire from 91 construction project team members representing 18 project teams executed by 18 first-class construction companies in Yemen. The relative importance index (RII) was determined the most significant motivation factors. In addition, multiple regression analysis used to find the influence of motivation factors. The top motivational factors ranked by companies’ managements were; (1) relationship with colleagues, (2) advancement, (3) work itself, and (4) achievement. Among the 10 motivational factors investigated, only three motivational factors- achievement, appreciation and relationship with colleagues significantly influence the time performance of construction projects.The findings imply that the time performance of construction projects will be improved if motivation factors are properly applied in construction project environment. The study recommended proper handling of motivation factors which are a part of human factors for achieving improved project time performance.

External time-influencing risk factors in infrastructure soft soils projects

Malaysian government has putting a lot of budget and resources in developing and upgrading infrastructure of the country. The covered area of an infrastructure project especially in a transportation project is quite significant compared to residential and commercial projects. As such, construction on soft soils is unavoidable and it increases uncertainties and risks in an infrastructure project. The current literature review showed that existing knowledge on risk assessment of infrastructure projects on soft soils is scarce. Hence, this research was focused on determining the critical time-influencing external risk factors during the construction phase. Analytical Hierarchy Process (AHP) was used to determine the most critical external risks in infrastructure projects on soft soils. Research method was questionnaire survey. It is found that the five most critical risk factors were thick soft soil layer, high water content, high organic content, price changes (material & energy) and karstic cavity formation. While the five least critical risk factors were archaeological/habitant issue, lack of political support, protectionism, corruption and change in government/legislative/regulatory. In conclusion, soil condition and economic are critical determining the time performance in infrastructure projects on soft soils, while political risk contributes little impact on this aspect.

Identifying factors affecting schedule and cost performance on building project

The project cost and schedule are two major factors which contribute to the project performance. Therefore, it is important to identify factors that affect project cost and schedule performance, which will, in turn, affect the whole project performance. Previous studies have listed many factors have a large impact on time and cost performance, however the discussion related to the relationship between influencing factors and performance parameters is still limited. This research identified and refined 15 influencing factors through literature review. Those factors were grouped into 3 group factors: resource, environmental and management. Then, further literature review further was conducted to determine the relationships between influencing factors with project time and cost performance. The study focuses on factors influencing project cost and time performance based on the physical progress and actual cost. The result shows that resource group is the most variable influencing physical progress, direct cost and indirect cost. While environment and management group influencing physical progress and indirect cost.

4D BIM implementation to improve EPC project performance from contractor’s perspective. A case study

The most significant benefits of 4D BIM are better visualization of construction work, better communication between project teams and improving project time and cost performance. 4D BIM allows stakeholders to visualize construction activities during project duration and identify potential spatial conflicts and schedule conflicts. Although researches related to 4D BIM has proven the benefits of 4D modeling in construction projects, these benefits are still questionable for EPC projects, whether it can compensate the initial costs and efforts to create the model. The implementation strategies across EPC project lifecycle also become fundamental issue. Through literature studies and structured interviews, this research identifies resource requirements, implementation strategies and the benefits of 4D BIM in improving EPC project performance.

An assessment of risk impact on road projects in Osun State, Nigeria

PurposeRoad projects have been characterized by risk factors impacting project objectives. Thus, this paper focused on evaluating the effect of risk on cost and time performance of some selected road projects.Design/methodology/approachUsing the theory of two-dimensional nature of risk, a questionnaire was used to collect data from 146 stakeholders involved in road projects in Osun State, Nigeria. Secondary data regarding cost and time performance of 40 selected road projects were also collected. The data collected were used to determine significant risk factors and also to develop multi-linear regression models for evaluating risk impact on cost and time performance of road projects.FindingsResults showed that scope creep and design issues are major risk factors occurring on road projects and those political and economic factors provide higher order of impact. It further demonstrated the possibility of modelling risk impact on cost and time performance of road projects using significant risk factors.Practical implicationsThe knowledge of the identified significant risk factors provides invaluable information to stakeholders regarding what risk variables to focus attention on in road construction. The developed models are also potential practical tools for decision-making.Originality/valueThe study provides a veritable tool for risk assessment that potentially helps with predicting risk impact on cost and time performance of road projects.

Impact of project briefing clarity on construction project performance

Defining a clear project brief at an early stage is critical for the project success. A lack of project brief clarity can cause design and construction changes or errors throughout project delivery, which ultimately leads to project time and cost overruns. This research proposes a dynamic simulation model to evaluate the overall impact of briefing on cost and time performance of construction projects. The causal feedback loop model portraying the impact of briefing on project cost and time performance is developed. The interrelationships that exist among the influencing factors incorporated into the stock and flow model of the project briefing. Then, the proposed model is applied in a road project to assess its applicability and performance. The results indicate that a clear project brief aid in reducing brief changes, design changes, and construction changes throughout project delivery, which can ultimately improve project cost and time performance. Despite the fact that the clear brief increases required budget and duration for the project briefing, it still represents good value to the project cost and time performance overall.

Tech Talent Crisis? The Impact of IT Human Capital and Decision-Making Authority on IT Project Performance

The continuing problem of the poor performance of IT projects could be exacerbated by the tech talent crisis that organizations are facing. Most of the prior research on IT project management at the organizational level has focused on maturity in organization-wide processes, such as the Capability Maturity Model Integration. To the best of our knowledge, however, prior literature has largely overlooked the role of IT employees’ human capital or decision-making authority in project management. This research aims to investigate how human capital and decision-making authority affect the time and cost performance of IT projects. Drawing upon diverse literature on human and social capital, we hypothesize the effect of IT employees’ education attainment, context-specific work experience, external work experience, and decision-making authority on IT project performance. We test our hypotheses with the U.S. federal government data obtained from multiple sources. We find that context-specific work experience measured by tenure is associated with lower time and cost overruns. Further, external work experience outside the federal government improves project time performance. We also find that the decision-making authority level of IT professionals in the federal government enhances IT project performance. Finally, the educational attainment levels of IT employees are found to be significantly associated with improved project performance. We discuss the implications of the findings for theory and practice.

External Risk Effect in Infrastructure Design Build Projects with Lump Sum Contracts

The increase of fast completion and cost certainty demands of construction projects were encouraging the Provincial Government of DKI Jakarta to use the design-build as a project delivery system. However, the design-build project experienced several constraints. This research aimed to determine the effect of external risks (consist of land acquisition, utility disruption, and third-party risk) on project performance of infrastructure design-build projects with a lump-sum contract system. A mix-method of quantitative and qualitative approaches used in this research, with data collected by using a questionnaire, interview, and documentation study. The questionnaire sent to contractors involved in design-build contracts for the 2015-2018 period, as many as 78 respondents from 39 projects. Fifty responses received within the stipulated time. Quantitative data analysis carried out by using the Structural Equation Model (SEM) based on Partial Least Square (PLS) using SmartPLS and qualitative data used as supporting data. The research findings were as follows. First, land acquisition, utility disruption, and third-party risk had no significant effect on project time performance. Simultaneously, the external risk contributed 11.7% of the time performance variable. Second, the utility disruption and third-party risk requests had a significant negative effect on cost performance, while the land acquisition risk did not have a significant effect on cost performance. Simultaneously, the external risks contributed to 39.3% of the cost performance. Third, time performance has a positive and significant effect on cost performance. Fourth, there was inadequate and inaccurate information related to the existence of the external risk, as well as an inadequate allocation of risk handling costs. Risk identification was vital. Furthermore, working schedules had to synchronize to the risk management schedule in such a way that the effectiveness and efficiency of the work could be maximized by considering all aspects. The response to risk could differ from project to project even between the same types of construction projects. The risk response determined by considering their impact on the project's time and cost performance.

Risk Management in Global CRM IT Projects

Global information technology projects are risky with failure rates for customer relationship management information technology (CRM IT) projects estimated to 70 percent. These failures are often due to multiplicity of factors including poor risk management. The project management literature points out four broad types of risks: technical, external, organizational, and other risk factors. Project manager’s basic job, therefore, becomes to manage the risks and ensure that an IT project is steered to completion while meeting the objectives. Unmanaged risks run into chances of failure and ultimately impacting the CRM project and the reputation of the consultant. Payne and Frow’s (2005) advocates the need for a structured study on the information technology implementations of these projects. The objectives of the study are to investigate: how project risks in CRM- IT implementations impact the final outcome and how the risk management process adopted by the IT project manager impacts the final outcome of the project. The research was conducted administering questionnaire to 135 project managers. It was found that project risk impact cost, time, and technical performance and risk management process impacts planning, support of customers as well as top management.

Determinants of Project Time Performance: Evidence from Water Transmission Projects

This study aimed to examine the factors that influence time performance in water transmission projects consisting of internal and external factors of time planning, application of crashing methods and PERT methods. The study uses a quantitative approach that takes the object of research on a water transmission project with a sample of 52 peoples and data analyzed with regression. The research findings show that the factors that significantly influence the time performance of the water transmission project are the external factors of time planning and PERT methods, while the internal factors for time planning and crashing methods don’t have a significant effect on time performance. Based on these findings, in the implementation of water transmission projects, the external factors and PERT methods must be a priority for improving project time performance.

Imprecise earned duration model for time evaluation of construction projects with risk considerations

Monitoring and estimating the time performance of projects are two crucial factors which lead the companies to be prosperous. To address the issue, the most recent time-based method is earned duration management (EDM) which is used as an efficient technique. This research presents a new triangular intuitionistic fuzzy-EDM model to improve the applicability of time performance indices and to forecast under uncertain conditions. Since traditional fuzzy sets using membership degrees cannot deal with imprecise quantities in real cases, triangular intuitionistic fuzzy numbers (TIFNs) solve this issue by non-membership and hesitation degrees. In this sake, a TIFN as a special type of intuitionistic fuzzy sets (IFSs), defined on the set of real numbers, shows high capability of modeling ill-known and imprecise information in continuous domains. Besides, the importance of risks in time estimation of EDM is less considered in the literature. In this research, a new time-based risk performance indicator (TBRPI) is developed based on novel risk performance metrics (RPMs) to improve the project time performance estimating of EDM. In this respect, the significance of each RPM could increase the accuracy of the proposed approach, in which a new triangular intuitionistic fuzzy group decision method is presented for obtaining the RPMs and constituent factors (CFs)’ weights. Finally, a real case study about seawater intake basin construction project is provided to represent the applicability and feasibility of the proposed triangular intuitionistic fuzzy risk-based EDM model.

Analysis of Critical Delay Factors in Construction Projects with a Focus on Qatar

The growth of the construction industry, a major driving force for the Qatar National Vision (QNV) 2030, is assessed in terms of its ability to maintain timely delivery, premium quality, and rigorous cost control. The purpose of this study was to assess the critical delay factors in Qatari building construction projects according to complexity level and determine methods to mitigate them. This study focused on three building categories, four- and five-star hotels, core and shell office/commercial buildings, and worship buildings, constituting four complexity levels. The objectives were to determine the relationship between the delay factors and project characteristics to mitigate the associated risks. A critical motivation for the study was the assumption that some projects in Qatar exhibit very high costs per square meter owing to variations in their execution phases. The methodology comprised case studies and interviews with project experts and was articulated around the development of a complexity categorization framework to achieve the study objectives. The findings indicated that projects with similar complexity levels and characteristics have common factors affecting their time performance. The impacts of certain factors such as changes in scope were found to be significant for any building category at either a high or low complexity level, while delay was shown to be smaller for lower complexity projects. The results support the assumption that the very high costs per square meter of some projects in Qatar arise from variations. This paper demonstrates how a carefully designed research methodology using an appropriate framework can enable identification of the most critical delay factors in construction projects according to building category and complexity level. The focus on Qatar enabled the formulation of a series of recommendations for construction industry decision-makers and operators as well as a policy proposals to government entities and major stakeholders to streamline the construction process and mitigate critical delays. The findings of this study provide insights into project time performance in terms of the selected project categories with various complexity levels.

Assessment of Cost and Extent of Delays in Public Sector Construction Projects in Aseer Region, KSA

The time performance of projects i.e. delay of construction projects is considered as one of the alarming problems around the world that has passive effect on the society development as well as on the country economy. The time performance of construction projects varies with country, region, project type and the perspectives of various stakeholders. The purpose of the paper is to know the extent of delay in the government sector projects in Aseer region, KSA and identifying whether the delay extent is natural or large compared to other areas. A total number of 228 public sector construction projects awarded in one decade have considered for the study purpose. The methodology for the project delays studies is as follows, collection of projects information from the main sources, classifying them according to the project size limits, analyzing the available data, knowing the delay size in every sector and comparing the delays of the different projects to identify the most delayed projects as well as those completed on time. Analysis of delays shows that the majority of construction projects in the Aseer region have exceeded their time and the most significant delay among government sectors was the Directorate-General for Health Affairs. The extent of delay in construction project decreases with the progress of country.

EVALUASI BIAYA DAN WAKTU PADA PROYEK PENGGANTIAN JEMBATAN DENGAN MENGGUNAKAN METODE KONSEP NILAI HASIL

On the implementation of project, there could have been problem in performance of time and cost that caused project that had been completed not to go according to plan. Therefore, performance evaluation is needed so that project can be carried out as planned and can also evaluate of project performance. In this research, time and cost performance will be evaluate using the earned value concept method in the Project for Replacement of the Nanga Tepuai-Nanga Semangut Section Bridge. Earned Value Concept can provide information about progress position of project time and cost performance in a certain period of time. The stages of this research begin with data collection of S-Curves, RAB, Weekly Progress Report and Financial Report. Next, determine three indicators, that is BCWS, BCWP and ACWP, which is then used to analyze the Schedule Variance, Schedule Performance Index, Cost Variance, Cost Performance Index, Estimation at Schedule, and Estimation at Completion. The result of this research showed, from time performance, in month-1 until month-6, value of SV is postitive and the value of SPI is more than 1, which means that the project is implemented faster than plan, and in month-7 the value of SV is 0 and the value of SPI is 1, which means that the project is implemented according to the plan. About cost performance, in month-1 the value of CV is negative and the value of CPI is less than 1, which means the costs incurred for implementating more than the plan, and in month-2 until month-7 the value CV is positive and the value of CPI is more than 1, which means the costs incurred for implementating less than the plan. The best EAS value is obtained in reporting month-2, it’s 3,63 months. The best EAC value is obtained in reporting month-4, it’s Rp. 7.239.951.844,01.

Risk factors influencing the building projects in Pakistan: from perspective of contractors, clients and consultants

Risk management in construction projects is an important process to achieve the project objectives in terms of cost, quality and time. Construction projects faces delays, cost overrun and quality defects due to avoidance of risk factors by contractors, clients and consultants. So the present study aims to investigate the risk factors that influence project objectives namely cost, quality and time of building construction projects in Pakistan from perspective of contractors, clients, and consultants. Risk factors were selected from literature survey and were finalized after consultation with construction experts. A questionnaire survey was prepared and various construction professionals were approached for feedback. Based on feedback of 164 experts, collected data was analysed statistically and were ranked based on relative importance index. As per the survey results, inadequate project management is the most critical factor effecting time performance of construction projects, rework due to error effect cost performance, and poor supervision effect quality of construction projects. Additionally, the study will help in planning and monitoring stages of the projects and shall improve the performance of construction industry of Pakistan.

Key Factors Affecting Time Planning on the Long Segment Road Project Implementation

One of the delay cause in the project construction implementation is the time planning that is not done properly by the contractor. Also included project delays which occur in segment of the road projects implementation in the range of 50 km to 100 km and can have more than one segment. In this research, a statistical analysis will be carried out to obtain all factors that affecting the time planning process in the implementation of the long segment road and how it affects the project time performance. The strategy for Research data collection is by using survey methods to distributing questionnaires to respondents who have competence in the implementation of long segment road work. While the processing and analysis of data using SPSS software. Based on the results of statistical data analysis shows key factors that affecting time planning for the implementation of the long segment are conformity of the existing conditions with the results of time planning, the length of the road handling section, ineffective work methods, software used, and the time needed in the planning process. Dominant factors that influence time planning have a significant effect of 76.70% on project time performance, while 23.30% is influenced by other factors.
