ICRC’s Intervention on AI Based Weapon under International Humanitarian Law: A Critical Analysis

The International Committee of the Red Cross (ICRC) has exerted pressure on nations to enact new international legislation that would limit the use of certain autonomous weapons, including those under third-party control, and forbid the deployment of others. The International Committee of the Red Cross (ICRC) is a neutral, independent organization that offers victims of armed conflict and other perilous situations humanitarian protection and support. In addition to responding to emergencies, it promotes compliance with international humanitarian law and its assimilation into national laws. In modern times, the military is making significant investments in artificial intelligence, and there are already instances of AI being used in conflict. A number of sectors that create serious humanitarian concerns include those that the ICRC has identified as areas in which artificial intelligence is being developed for use in combat by armed actors. The International Committee of the Red Cross (ICRC) has been pressuring governments to pass new international laws that would prohibit the deployment of some autonomous weapons and restrict the use of others, including those that are controlled by third parties.

Microgrids and the politics of sustainability transitions: A sociotechnical, multi-coalition perspective

This study advances theory in the politics of sustainability transitions by 1) developing a type of sociotechnical perspective that follows politics into the details of regulatory conflict over system design, 2) analyzing transition politics as a multi-coalition policy field beyond an intra-industry challenger-incumbent relationship, and 3) showing how political conflict includes broader societal change issues. The study also advances empirical research by examining microgrid policy in California and identifying issues that will likely emerge in other parts of the world with growing microgrid deployment. Central issues identified are local and third-party control over front-of-the-meter systems, equity concerns about cost shifting and access by marginalized communities, the tension between broad decarbonization goals and the use of fossil fuels, and the increased importance of local governments and distribution actors in electricity systems. The analytical framework is used to deepen understanding of the causal conditions that affect the outcomes of the conflicts.

Secure decentralized firmware update delivery service for Internet of Things

With the increasing number of Internet of Things devices, it is crucial to keep them up-to-date to prevent cyber attacks. Traditional centralized delivery is not suitable for scaling and also can be too expensive to run for small vendors. Thus, finding a fully secure, scalable, yet cost-efficient firmware update distribution strategy is always an open research problem. This paper tries to answer those problems by proposing Patchman, a secure decentralized firmware update delivery service for the Internet of Things ecosystem leveraging blockchain. When a new firmware patch is available, vendors make a bid in the smart contract for anyone to join as firmware distributors. For each successful delivery to targeted devices, distributors are rewarded with tokens. Meanwhile, devices gain a reputation score every time they successfully install an update. To ensure robustness and fairness, we develop secure fair exchange protocols using verifiable proof-of-delivery and proof-of-installation. Those proofs can be traded in the blockchain for rewards and reputation scores increase, proving that the proof-holders have successfully processed a firmware delivery and firmware installation task. This way, the firmware update delivery can be executed safely without centralized third-party control. Our evaluation results show that our implementation complies with the five security goals that we envision. We also have successfully punished malicious actions by confiscating their deposits and requiring them to pay up to four times of base deposit value when they join the next update task, ensuring the fairness of our protocol. Furthermore, we generate low processing delay overhead compared to existing works that rely on Zero-Knowledge Proofs. The gas usage consumption from our approach also produced a competitive result despite our works supporting more features than existing works, ensuring the efficiency of our proposal.

Nanoparticles loaded with IL-2 and TGF-β promote transplantation tolerance to alloantigen.

We have previously reported that nanoparticles (NPs) loaded with IL-2 and TGF-β and targeted to T cells induced polyclonal T regulatory cells (Tregs) that protected mice from graft-versus-host disease (GvHD). Here, we evaluated whether administration of these NPs during alloantigen immunization could prevent allograft rejection by converting immunogenic responses to tolerogenic ones. Using C57BL/6 mice and BALB/c mice as either donors or recipients of allogeneic splenocytes, we found that treatment with the tolerogenic NPs in both strains of mice resulted in a marked inhibition of mixed lymphocyte reaction (MLR) to donor cell alloantigen but not to third-party control mouse cells after transfer of the allogeneic cells. The decreased alloreactivity associated with a four- to fivefold increase in the number of CD4+ and CD8+ T regulatory cells (Tregs) and the acquisition of a tolerogenic phenotype by recipient dendritic cells (DCs) in NP-treated mice. As allogeneic cells persisted in NP-treated mice, these findings suggest that tolerogenic NPs can induce alloantigen-specific Tregs and tolerogenic DCs promoting tolerogenic responses to alloantigen. By inhibiting reactivity to allotransplant, this approach could help reduce the need for immune suppression for the maintenance of allografts.

UAV-Assisted Wireless Charging Incentive Mechanism Design Based on Contract Theory

In wireless sensor networks, terminal devices with restricted cost and size have limited battery life. Meanwhile, these energy-constrained devices are not easy to access, especially when the terminal devices are located in severe environments. To recharge the energy-constrained devices and extend their network service time, unmanned aerial vehicles (UAVs) equipped with wireless power chargers are leased by the third-party control center. To incent the participation of UAVs with different charging capabilities and ensure the strategy-proofness of the incentive mechanism, a hidden information based contract theory model, specifically adverse selection, is introduced. By leveraging individual rationality and incentive compatibility, a contract theory based optimization problem is then formulated. After reducing redundant constraints, the optimal contract items are derived by Lagrangian multiplier. Finally, numerical simulation results are implemented to compare the prepared algorithm with three other baselines, which validates the effectiveness of our proposed incentive mechanism.

Fortified-Chain 2.0: Intelligent Blockchain for Decentralized Smart Healthcare System

The Internet of Medical Things (IoMT) technology’s fast advancements aided smart healthcare systems to a larger extent. IoMT devices, on the other hand, rely on centralized processing and storage systems because of their limited computational and storage capacity. The reliance is susceptible to a single point of failure (SPoF) and erodes the user control over their medical data. In addition, Cloud models result in communication delays, which slow down the system’s overall reaction time. To overcome these issues a decentralized distributed smart healthcare system is proposed that eliminates the SPoF and third-party control over healthcare data. Additionally, the proposed Fortified-Chain 2.0 uses a blockchain-based selective sharing mechanism with a mutual authentication technique to solve the issues such as data privacy, security and trust management in decentralized peer-to-peer healthcare systems. Also, we suggested a hybrid computing paradigm to deal with latency, computational and storage constraints. A novel distributed Machine Learning (ML) module named Random Forest Support Vector Machine (RFSVM) also embedded into the Fortified-Chain 2.0 system to automate patient health monitoring. In the RFSVM module, Random Forest (RF) is used to select an optimal set of features from patients data in real time environment and also Support Vector Machine (SVM) is used to perform the decision making tasks. The proposed Fortified-Chain 2.0 works on a private blockchain-based Distributed Data Storage System (DDSS) that improves the system-level transparency, integrity, and traceability. Fortified-Chain 2.0 outperformed the existing Fortified-Chain in terms of low latency, high throughput, and availability with the help of a mutual authentication method.

Combining Blockchain and IoT for Decentralized Healthcare Data Management

The emergence of the Internet of Things (IoT) has resulted in a significant increase in research on e-health. As the amount of patient data grows, it has become increasingly challenging to protect patients' privacy. Patient data is commonly stored in the cloud, making it difficult for users to control and protect their information. Moreover, the recent rise in security and surveillance breaches in the healthcare industry has highlighted the need for a better approach to data storage and protection. Traditional models that rely on third-party control over patients' healthcare data are no longer reliable, as they have proven vulnerable to security breaches. To address these issues, blockchain technology has emerged as a promising solution. Blockchain-based protocols have the potential to provide a secure and efficient system for e-health applications that does not require trust in third-party intermediaries. The proposed protocol outlined in this paper uses a blockchain-based approach to manage patient data securely and efficiently. Unlike Bitcoin, which is primarily used for financial transactions, the protocol described here is designed specifically for e-health applications. It employs a consensus mechanism that is more suitable for resource constrained IoT devices, thereby reducing network costs and increasing efficiency. The proposed protocol also provides a privacy-preserving access control mechanism that enables patients to have more control over their healthcare data. By leveraging blockchain technology, the protocol ensures that only authorized individuals can access the patient's data, which helps prevent data breaches and other security issues. Finally, the security and privacy of the proposed protocol are analysed to ensure that it meets the necessary standards for data protection. The protocol's effectiveness and efficiency are tested under different scenarios to ensure that it can perform reliably and consistently. Finally, the protocol proposed in this paper shows that how blockchain can be used to provide a secure and efficient system that empowers patients to take control of their healthcare data.

Digital Ethnic Enclaves: Mate Preferences and Platform Choices Among Chinese Immigrant Online Daters in Vancouver

In light of the growing racialized immigrant population in Canada and advances in dating technologies, this study examines Chinese immigrants' partner preferences and mate selection processes through the lens of online dating. We draw on in-depth interviews with 31 Chinese immigrants who have used online dating services in Metro Vancouver to search for different-sex partners. Chinese immigrant online daters show strong preferences for dating Chinese. They emphasize permanent residency status and similarity in age at arrival when evaluating potential partners. Given their preferences, Chinese immigrants strategically choose the dating platforms they primarily use. Men exhibit higher selectivity in their preferences and choices of platforms. Notably, platforms catering to Chinese users create "digital ethnic enclaves" where Chinese immigrant daters congregate. The findings illuminate the intersection of race, gender, immigrant status, and age at arrival in shaping divergent experiences of mate selection and immigrant assimilation in the digital era.

Towards Improving Privacy and Security of Identity Management Systems Using Blockchain Technology: A Systematic Review

An identity management system (IDMS) manages and organizes identities and credentials information exchanged between users, identity providers (IDPs), and service providers (SPs) to ensure confidentiality and enhance privacy of users’ personal data. Traditional or centralized IDMS rely on a third party to store a user’s personal information, authenticate the user, and organize the entire process. This clearly constitutes threats to the privacy of the user, in addition to other issues, such as single point of failure (SPOF), user tracking, and data availability issues. Blockchain technology has many useful features that can contribute to solving traditional IDMS issues, such as decentralization, immutability, and anonymity. Blockchain represents an attractive solution for many issues related to traditional IDMS, including privacy, third-party control, data leakage, and SPOF, supported by Distributed Ledger Technology (DLT) security features and powerful smart contracts technology. The current study presents a systematic literature review and analysis for recently proposed solutions that adopt the traditional centralized approach, as well as solutions based on blockchain technology. The study also aims to provide a deep understanding of proposed IDMS solutions and best practices, and highlight the research gaps and open issues related to IDMSs and users’ privacy. In particular, the current research focuses on analyzing the blockchain-based solutions and illustrating their strengths and weaknesses, as well as highlighting the promising blockchain technology framework that can be utilized to enhance privacy and solve security issues in a centralized IDMS. Such a study is an important step towards developing efficient solutions that address the pressing needs in the field.

Crime in the AEC-industry: Opportunity space for the quality assurer

The literature recognizes criminal behavior in the architecture, engineering and construction (AEC) industry as a growing problem that needs to be addressed. The purpose of this study is to identify the opportunity space a quality assurer (QA) has to commit work-related crime within Norwegian construction projects. The analysis focuses on the role in general and not individuals. Despite this, the methodological basis is based on a specific case. The project chosen can be representative of other Norwegian building and construction projects, and the insight are relevant to other contexts. The primary data is obtained through nine semi-structured in-depth interviews with key figures within the industry. Furthermore, a literature search has been carried out to identify knowledge gaps. The results identifies an opportunity space in a number of processes in which the QA is responsible. The QA has significant influence within projects and has the opportunity to manipulate the QA-systems to his advantage. Furthermore, there is little experience amongst the interviewees with this opportunity being exploited. The results from this study and published data support that a third-party control, distancing of bonuses and stricter sanctions will be the most effective measures. However, there are few comprehensive reviews of this research field to date. It seems that little research has been published on the topic of what opportunity space there is for a QA within AEC-industry. The article will help to identify discrepancies, knowledge gaps, deficiencies in routines, systems, controls and etc. Furthermore, the article can be used to improve the overall quality assurance.

Reform and Analysis of the Division of Legal Responsibility between Enterprises and Third-Party Governance under Environmental Pollution.

This paper aims to deeply analyze the relevant concepts of the third-party responsibility for environmental pollution control of enterprises and further clarify the legal responsibility and responsibility distribution of the third-party environmental pollution control. Through the analysis of enterprise environmental pollution sample data, this paper finds that the judicial application of enterprise environmental pollution crime in China mainly includes the number of cases increases year by year and the subjects of enterprise environmental pollution crime are relatively concentrated. The results show that the joint crime accounts for about 40%, and unit crime cases account for about 10%, while the amount of fines for natural persons in the existing laws is mostly less than 50,000 yuan, which is relatively low. Finally, it is concluded that the criminal punishment of enterprise environmental pollution is relatively light, especially in the accountability of the criminal subject. Therefore, this paper focuses on the division of legal liability from three aspects: civil liability, administrative liability, and criminal liability.

Smart-Contracts in the digital economy: Contractual regulation and dispute resolution

This article has been prepared for the research purpose of identifying, disclosing, and justifying certain trends in the development of civil law and procedures in the context of the spread of smart contract practices and the expansion of their spheres of application. At the moment, there is no uniform approach to choosing an optimal form for the legal regulation of smart contracts within the system of contract law in modern legal systems or international law; meanwhile, globalization and the digitalization of the economy imply the growth of cross-border transactions. The emergence of smart contracts is due to the development of e-commerce, in which the parties’ interactions are carried out electronically instead of in physical exchanges or direct physical contact. Smart contracts gaining popularity in circulation are based on two interrelated elements: firstly, they eliminate a person’s direct participation in some or all cases of executing the agreement using an automated code designed for execution without reference to the intentions of the contracting parties after publication; secondly, they make use of decentralized blockchain technology, and also provide automatic code execution without any party’s potential intervention, so as to eliminate or reduce the self-control and third-party control of the commitment.This study examines the content, conclusion, validity, protection of rights and legitimate interests of the parties, interpretation, and legal nature of smart contracts. The research materials used foreign experience in resolving disputes from smart contracts on digital platforms (Kleros, JUR, Aragon Network Justice, OpenCourt, OpenBazaar), as well as domestic and foreign literature on smart contracts. This research has been prepared based on general (deduction, dialectical analysis, intersectoral relations of objects) and specialized (comparative-legal, economic-legal) methods of scientific experimentation.The authors conclude that there are no grounds for considering a smart contract as a new classification element of the system of contractual regulation (type or kind of contract). In addition, the analysis shows that the resolution of smart contract disputes through digital platforms remains radically uncertain, and currently is not creating obvious advantages in comparison with traditional judicial proceedings.

Game Theory-Based Analysis of Local Governments’ Behavioral Dissimilation in the Third-Party Soil Pollution Control under Chinese-Style Fiscal Decentralization

The participation of a third party of the environmental service enterprise theoretically increases the level and efficiency of soil pollution control in China. However, Chinese-style fiscal decentralization may have a negative impact on the behaviors of participants, especially the local government. First, this paper conducts a positioning analysis on participants of the third-party soil pollution control in China and discusses the behavioral dissimilation of the local government under fiscal decentralization. Second, taking the government’s third-party soil pollution control as a case, a two-party game model of the central government and the local government is established around the principal-agent relationship, and a tripartite game model of the central government, the local government, and the third-party enterprise is designed around the collusion between the local government and the third-party enterprise. The results show that Chinese-style fiscal decentralization may lead to the behavioral dissimilation of local governments, that is, they may choose not to implement or passively implement the third-party control, and choose to conspire with third-party enterprises. Improving the benefits from implementing the third-party control of local governments and third-party enterprises, enhancing the central government’s supervision probability and capacity, and strengthening the central government’s punishment for behavioral dissimilation are conducive to the implementation of the third-party soil pollution control. Finally, this study puts forward policy suggestions on dividing the administrative powers between the central and local government in third-party control, building appraisal systems for the local government’s environmental protection performance, constructing environmental regulation mechanisms involving the government, market and society, and formulating the incentive and restraint policies for the participants in the third-party soil pollution control.

Supervising third-party control bodies for certification: the case of organic farming in Italy

The organic food certification system in Italy, based on the EU legislation, relies on private control bodies (CBs) that are supervised by national authorities. The aim of this paper is to investigate whether it is possible to test for differences in controls outcome based on CBs’ behavior. To this extent, we use a multinomial logit model estimated on data corresponding to the results of the inspections in the year 2015 in Italy. The model controls for two fixed effects represented by the type of operator and a contextual variable, i.e., the region where a firm is located. Significant variability in CBs behavior could induce adverse selection in the choice of the CB by organic operators. In this vein, we discuss some implications in terms of policies and consequences for supervision in the conclusions.

Quality Control of Thermally Modified Timber Using Dynamic Vapor Sorption (DVS) Analysis

The importance of thermal modification is increasing worldwide. Increased use of thermally modified timber (TMT) has resulted in a need for reliable quality control, comprising control of variation of the production within defined limits, allowing third-party control in the case of certification and the regulation of customer complaints and claims. Techniques are thus needed to characterise the modification of quality in terms of improved target properties of TMT during industrial production, and of TMT products that have been in service for an arbitrary time. In this study, we aimed to utilise dynamic vapor sorption (DVS) for this purpose. Norway spruce (Picea abies) and European beech (Fagus sylvatica) samples were thermally modified at different temperatures according to different heat treatment techniques: (1) the Silvapro process based on an initial vacuum; (2) an air heat treatment, whereby samples were wrapped in aluminium foil; (3) thermal modification of wood samples in the ambient atmosphere in a laboratory oven. Wood samples from closed processes were analysed for validation. TMT was characterised with respect to mass loss, colour and density. Mass loss of wood due to modification (MLTM) was correlated with factors derived from DVS analysis. The present DVS measurements suggest that the equilibrium wood moisture content (EMC95% RH), the time to reach 10% wood moisture content (t10% MC), and the elongation factor, c, derived from a logarithmic function, can serve as alternative parameters to characterise the quality of several thermal modification processes. Further studies are recommended using other wood species, different modification processes and further parameters gained from DVS measurements to understand the robustness and the predictive power of the applied technique.

Fraud prevention and detection in a blockchain technology environment: challenges posed to forensic accountants

This paper set out to explore the challenges posed by blockchain to forensic accountants in the prevention and detection of fraud. Blockchain will create a decentralised environment where transactions and data have no third-party control. This technology is capable of disrupting accounting and audit because it is capable of automating financial records and audit processes. The fraud analysis in a digital environment is complex and the evolution of new technologies or innovations such as blockchain, artificial intelligence, and robotics have added to these challenges. The framework for analysis adopted is a qualitative study using the library research methodology. The findings portray that blockchain technology is not 100% flawless, impenetrable to malicious attacks and hacking. The results of the study found that technology will affect the core functions of accountants, but the overall effects on the roles of forensic accountants and auditors are still unknown.

Benefits and Risks of Using Blockchain in Smart Energy: A Literature Review

Being a decentralized system makes Blockchain a suitable technology solution in many cases. The Smart Energy domain has the potential to benefit from the use of Blockchain, by improving data and transaction management, through applications such as peer-to-peer energy trading, grid enhancement, and electric vehicle support. Many researchers have proposed models and prototypes of blockchain-based applications, which are expected to improve the performance of smart energy systems. In this report, a qualitative literature review was performed to look into a sample of these application proposals and to try to identify the impacts of blockchain technology in Smart Energy. This resulted in the discovery of both positive and negative factors. The beneficial factors include increased security, improved data privacy, data transparency and immutability, removal of third-party control and trust, ubiquitous solution, and greater data accessibility. The list of challenges includes limited scalability and speed, off-chain support requirement, high establishment and maintenance cost, and requiring further practical tests. One of the interesting findings is that the impact of Blockchain technology as to whether it may increase or decrease transaction costs is still unclear. Finally, the paper recommends that a future study may focus on economic feasibility and transaction costs, and ascertain which Smart Energy cases and application designs are more appropriate for Blockchain technology.

Blockchain’s Unsuitability for Real Property Transactions

This paper attempts to bypass the hyperbole that invariably attends any discussion of the blockchain concept, and focus on its suitability for transfer of high-net-worth items which have a unique identity, or a long shelf life. Real property falls within this classification. As recognised by the World Bank, a stable land tenure system is a necessary ingredient for economic development. Clearly, such a system should not be introduced for such a significant transactional area as land without a proper understanding of the ‘real life’ implications of how it will work. This article concludes that the blockchain concept is, at heart, no more than a medium for transfer of value without third-party intervention. It undoubtedly has its uses, but it is unsuited for transactions of many high-value or unique assets that do not have a limited shelf life. The blockchain construct (at least in terms of what is called its ‘coloured coin’ application) fails to address issues such as the need for independent third-party verification and control of transactions. For ease of reference, the following discussion is separated into sections. Section 1 introduces the blockchain construct, and discusses what makes a system a ‘blockchain’ system. Section 2 applies the blockchain construct to transfer of tangible and intangible property rights at common law, enabling us to understand issues that emerge in terms of introduction of a credible system. Section 3 develops this discussion in terms of a registry for transfer of real property rights under a common law system. This enables us in Section 4 to better understand the verification and control problems that emerge. Finally, in Section 5, the issues of risk and liability through implementation of a blockchain system are raised for discussion.

Integrating Bottom-of-the-Pyramid Producers with High-Income Markets: Designing Institutional Arrangements for West African Shea Nut Butter Producers

To reduce poverty, policy makers in developing and emerging markets have tried to connect producers at the bottom of the pyramid (BoP) to high-income markets. With supermarkets and exporters stretching their influence in these markets, policy makers can build their policies on the arrangements that companies offer to BoP producers. Although studies show that this approach is generally effective, no studies address the design of arrangements to increase their acceptance among BoP producers. This study tests the effects of three components of such arrangements (payment on delivery, third-party control, and marketing competence) on female processors of shea nuts in Benin. The results show that all three components have significant effects on the intended sales to the high-income channel, that the effects of some components are contingent on the remoteness of the BoP producers, and that the components interact. Two variables pertaining to institutional support (microcredits and information provision) show counterintuitive effects, suggesting that policy makers should be careful when combining institutional arrangements with other interventions.

The hidden benefits of abstaining from control

This paper studies the role of negative reciprocity, positive reciprocity and preferences for autonomy in explaining agents’ reactions to control in experimental principal-agent games. While most of the social psychology literature emphasizes the role of autonomy, recent economic research has provided an alternative explanation based on reciprocity. To understand the behavioral mechanisms underlying such reactions, we conduct an experiment in which we compare two treatments: one in which control is exerted directly by the principal; and the other in which it is exerted by a third party enjoying no residual claimancy rights (third-party control). The results indicate that when either the principal or a third party decides to control the average level of effort that is selected by the agents is similar. What changes remarkably are the agents’ reactions to the decision of the other participants not to control. When the principal decides not to control, then the agent exerts greater effort relative to the case when the third party decides not to control. Agents seem to reward principals who abstain from control for their trust, rather than punish controlling ones for their distrust.
