MODERN TOOLS FOR MANAGING LOCAL BUDGETS IN THE CONTEXT OF DECENTRALISATION

The crisis in Ukraine's economy requires the government to take significant transformation steps. The issue of decentralization of state powers in favor of local self-government as a basis for the transition to a new administrative-territorial system remains relevant. After all, the current assistance from partner countries to rebuild infrastructure and provide social guarantees does not cover the needs of local governments. Today, the budgets of hromadas, which are formed in accordance with the basic principles of the Concept of Reforming Local Self-Government and Territorial Organization of Power in Ukraine, demonstrate an increase in revenue sources, but these resources are not enough to restore the country's economy. The purpose of the article is to highlight the results of decentralisation in Ukraine; to identify the impact of structural changes in the national economy on the financial capacity of local self-government bodies. Methodology. To achieve this goal, the article uses the structural method, comparative analysis of empirical data, and abstract and logical generalisation. Results. The paper examines the current realities of filling the budgets of hromadas. It finds that, despite the hostilities and the consequences of the coronavirus crisis, some local budgets in 2022-2023 were executed with a surplus. However, one of the factors behind this situation is the increase in "military" income tax revenues, which has significantly strengthened local budgets, but at the same time led to the misuse of funds. At the same time, there was an increase in capital expenditure in local budgets. Subsidies for education and health care, basic, additional and other budgeted transfers were transferred from the state budget to the budgets of local governments. However, the study points out the imperfection of the current equalisation system, which requires the construction of an optimal calculation model. Practical implications. As a basis, it is proposed to use the practice of the leading countries of the world, which is to increase the interest of local authorities in independently searching for additional sources of budget revenues and to reduce the pressure from the government to withdraw funds. Value/originality. Increasing their own revenues, which do not depend on the government's policy on the distribution of national taxes and fees, will allow hromadas to plan expenditures on priority areas regardless of changes at the political level.

DECENTRALIZATION REFORM IN UKRAINE AS A FACTOR AND INSTITUTIONAL COMPONENT OF SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES

The purpose of the study is to assess the impact of the decentralization reform on the sustainable development of territorial communities (TGs) in Ukraine, in particular under martial law. The article uses research methods such as theoretical analysis and synthesis; strategic analysis, in particular SWOT analysis; individual expert assessments; spatial analysis; typology; and forecasting. As a result of the conducted research, it was shown that the decentralization reform in Ukraine did not fully solve the tasks set for it, especially regarding the territorial organization of power. Based on this, the article attempts to justify the necessary steps and measures to improve the effectiveness of the reform in the context of the sustainable development of TG. In particular, it is recommended: to coordinate the basic laws of reform with the Constitution of Ukraine; to form administrative-territorial units of different levels based on the theory of central places; develop strategies and plans for spatial development of communities at a high professional level; restore and strengthen the economic potential of the TG within the framework of the Recovery Programs and the State Strategy of Regional Development of Ukraine for 2021–2027; intensify the creation of such forms of spatial organization of the economy, which will contribute to the consolidation and innovation of TG; increase the financial capacity of TG—based on the development of the local economy; to carry out adequate social policy for the return of TG residents to places of permanent residence; guarantee a high standard of living for all citizens regardless of their place of residence; rational use of TG assimilation potential; develop a “green” economy in TG, with an emphasis on its core—a circular economy; dramatically improve the environment in most TGs, especially those most affected by hostilities; resume the activities of the Ministry of Community and Territory Development. Actually, the rationale for these recommendations is the novelty of the study.

Reformation Public Administration in Ukraine in the Context of European Integration: Current State, Problems and Priorities

"The research is focused on the problem of reforming public management in Ukraine. An analysis of the current state of reforming public management in Ukraine has been carried out. It has been substantiated that the reformation of public administration and local self-government should be carried out in accordance with European standards and democratic governance principles. The legal framework for reforming public administration and local self-government has been analyzed. It has been emphasized that the current state of development of Ukrainian legislation in this area requires a critical rethinking of the existing norms, overcoming contradictions and inconsistencies between them and indicates the need to adopt a number of new legislative acts. The analysis of the current state of reforming public management in Ukraine has shown that most public authorities have been formed in independent Ukraine; there were changes in organizing the work of the Cabinet of Ministers of Ukraine, central and local executive authorities, and the system of local self-government bodies; the processes of modernizing the public service are underway; a number of positive steps have been taken towards reforming public administration and local selfgovernment, and the decentralization reform was actively implemented in 2014-2021. The necessity of further optimization of the central executive authorities’ system, modernization of the public service and human resource management, and completion of decentralization processes was emphasized. The main provisions of the Strategy for Public Administration Reform of Ukraine for 2022-2025 and the Concept for Reforming Local Self-Government and Territorial Organization of Power in Ukraine were analyzed, as well as other strategic and conceptual documents adopted in Ukraine for the purpose of implementing public management reform. The theoretical construction of a new model of public management based on European principles and standards has been substantiated. Strategic priorities for reforming public management in Ukraine in the context of European integration have been identified."

The ability of financial support of the educational sphere in the process of financial decentralization of the region: economic and legal aspect

The article considers the possibility of optional implementation of financial and educational decentralization approaches in Ukraine. The strategic role of CMU Order No. 333-r dated April 1, 2014 on the approval of the Concept of Reforming Local Self-Government and Territorial Organization of Power in Ukraine as a conceptual measure of financial and educational transformations is outlined. The legal status and legal options of educational self-government at the level of OTG are defined in accordance with the national "normative basis of decentralization": the Law of Ukraine "On the Voluntary Association of Territorial Communities" No. 157-VIII, the Law of Ukraine "On the Principles of State Regional Policy" No. 156-VIII, etc., as well as relevant legislation (the Law of Ukraine "On Education" No. 2145- VIII of the Law of Ukraine "On Higher Education" No. 1556-VII, etc.).
 A terminological distinction between the concepts of "power decentralization" and "financial decentralization of the region" is proposed. The problem of budgetary and educational provision of scientific and educational facilities is conceptualized spheres in Ukraine through the prism of the Budget Code of Ukraine No. 2456-VI.
 Examples of foreign decentralization-educational (management and financial) support are presented and implementation methods of its application in Ukraine are proposed.
 The ideological problem is that the decentralization of power presupposes, among other things, the financial independence of the region (one of the principles of decentralization is the transfer of resources from the ODF to the OMS), and the issue of its provision is problematic for a country that is used to building financial and economic relations by the "vertical" principle, i.e. "from top to bottom".
 Taking into account the dependent connection of the educational sphere in Ukraine on the accompanying and sectoral legislation, such trends, without having a direct impact on the volume and expenditure mechanisms of scientific and educational support from the State Budget of Ukraine, create a precedent of institutional and jurisdictional inconsistency.
 The issue of financial support for higher education and directly – institutions of higher education (HEIs) has several problems, among which “financing of expenses for the maintenance of HEIs, not the actual cost of the educational process” stands out; calculation of budget transfers only in the amount of "educational needs" (without cultural and sports and social assistance initiatives of the development and education self-government); inadequate financial and logistical support of vocational education as a subcomponent and pregenerator of higher education in Ukraine.

ТЕОРЕТИЧНА МОДЕЛЬ СОЦІАЛЬНО-ПСИХОЛОГІЧНОГО КЛІМАТУ В ОРГАНІЗАЦІЇ В ПРОЦЕСІ ВПРОВАДЖЕННЯ ДЕЦЕНТРАЛІЗАЦІЇ В УКРАЇНІ

The article examines the concept of the socio-psychological climate of the organization, its meaningful characteristics and factors that influence the phenomenon under study. Approaches to determining the components of the socio-psychological climate of the organization are summarized. The main factors of the socio-psychological climate of state authorities and local self-government bodies are summarized as phenomena that represent complex dynamic systems, the elements of which, in connection with a significant number of special specific tasks, are endowed with certain features and traits that reflect their specificity. The special features of state administration are presented, which lead to special approaches for analyzing the state of the social and psychological climate in the collectives of state authorities and local governments, with the aim of making it possible to further evaluate its components and form an integral indicator for calculating a favorable SPK to achieve the goals set for the participants of these institution. The substantive, characterological features of the organization as a phenomenon, state authorities, and local self-government bodies, which reflect the collective of organization members, including management, job relationships, rules, duties, decision-making methods, technologies, capital, strategies for achieving goals, are substantiated. The refined concept of "social-psychological climate of the state authority, local self-government body" is presented as a set of multifaceted elements that are based on the personal characteristics of the members of the institution's team, the peculiarities of their mutual relations, working conditions that determine the productivity of management activities in the affairs of the state and society. The first developed theoretical model of the socio-psychological climate of organizations, namely state authorities and local self-government bodies in the process of implementing the reform of local self-government and territorial organization of power in Ukraine, is presented.

Проаналізовано шляхи проведення реформ адміністративно-територіального устрою в країнах ЄС (Німеччині, Румунії, Данії, Австрії, Естонії, Грузії, Латвії) у площині застосування в Україні успішного досвіду. Досліджено аспекти співпраці з проектами міжнародної технічної допомоги і міжнародними організаціями. Проаналізовано кар’єрну службу в органах місцевого самоврядування у ФРН.

Organizational and legal forms of parliamentary support for the development of territorial governance

The article considers the constitutional and legal problems of using organizational and legal forms of parliamentary support for the development of territorial governance, taking into account the peculiarities of martial law and the prospects for further use of these forms in the postwar period. The specifics of ensuring the transformation of territorial governance in the legislative, budgetary spheres, in scientific-expert, advisory activities of the parliament are studied. Suggestions are made for further improvement of the implementation of organizational and legal forms of parliamentary support for the development of territorial governance. A number of conclusions are made, in particular, that it is expedient to determine further ways to complete the renewal of constitutional regulation of the entire system of governance and, in particular, territorial governance in the postwar period given the declarations of radical transformation and restoration of Ukraine. Such an update should concern not only the decentralization of public power, but also the main constitutional institutions. In the transition from military to post-war government, territorial organization of power, territorial governance using organizational and legal forms of parliamentary support for the development of territorial governance, it is advisable to balance the current rails of centralization and decentralization, gradually return to broad decentralization of public power. Legal and Conceptual Foundations of the Decentralization Process in Ukraine (2014-2020)

The goal of the article is to research on the legal and conceptual framework of decentralization processes in Ukraine. A set of reforms aimed at decentralizing the power in Ukraine began to be implemented since 2014. This is not the first attempt of changing the system of Public administration in favour of strengthening up local Self-governments, but the last one is the most successful. The effectiveness of the reforms depends primarily on the preparation of a solid legal and theoretical foundation on which the decentralization has been grounded. This article considers the legal and conceptual principles of decentralization processes in Ukraine in 2014-2020 and their meaning for Ukraine’s state prospect and resilience. The authors analysed in details the legal and conceptual framework, which identified the main features of a set of reforms launched to decentralize power and ensure their duly implementation. It is proved that this topic does not lose its relevance despite significant progress in the implementation of reforms under circumstances of Russian-Ukrainian war as far as the regulatory framework for decentralization still has to be finalized and adjusted. So over time there remains an urgent need for a more complete and systematic study of those reforms, and their further perspective. To deploy decentralization reforms, some laws were adopted and existing regulations were amended to enable decentralization in practice (amendments to the Budget and Customs Codes, adoption of a Law on voluntary amalgamation of local communities etc.). Also, the reforms were supported by a theoretical basis, first of all by the concept on reforming local self-government and territorial organization of power in Ukraine, elaborated methodology of making self-sustainable territorial communities, grounded on the principals of the European Charter of Local Self-Government.

THE REFORM OF THE DISTRICT LEVEL OF LOCAL SELF-GOVERNMENT: STATUS AND POSSIBLE OPTIONS FOR ITS FURTHER IMPLEMENTATION

Topicality. The urgency of the article is substantiated by an excessive centralization of powers and financial and material resources of the executive branch, the inability of territorial communities at the district level to exercise their powers, limited access to public services due to lack of funding and deterioration of local government infrastructure as well as reduced professionalism of officials. There is a need for scientific substantiation of scenarios for further implementation of the decentralization reform in terms of determining the rational balance of powers and tasks to be allocated to the district level of government with an appropriate financial support. The experience of forming enlarged administrative-territorial entities at the district level in Ukraine is a modern interpretation and development of European approaches to the definition of functional areas and statistical units according to NUTS-3, which determines the relevance of this study not only at the national but also at the Pan-European level within the context of development of applied principles of the regional development theory.Aim and tasks. The objectives of this study are: to analyze the state of the reform of local self-government at the district level, to consider possible options and scenarios for further implementation of this process, to determine a list of powers that should be transferred to the district level, and to propose measures of material, financial and organizational support.Research results. The peculiarity of a new districts formation in Ukraine is that the districts, which include regional centers, have a number of population several times higher than in other districts of the region. This does not comply with the European standard NUTS-3, which specifies a number of population in districts from 150 thou people to 800 thou people. The concept of local self-government reforming and territorial organization of power provides for the transfer of powers at the district level from executive power bodies to executive bodies of district councils; however the executive bodies of district councils have not been created yet, given that the relevant adjustments to the legislation have not been made. On September 17, 2020, the Verkhovna Rada adopted the Law of Ukraine "On Amendments to the Budget Code of Ukraine to Align the Provisions of Budget Legislation in Connection with the Completion of Administrative and Territorial Reform." This legislative act abolishes personal income tax revenues directed to district budgets, which is the main source of their funding. The district level is also excluded from the system of horizontal equalization, hence district budgets will not receive a basic subsidy and will not be engaged in direct inter-budgetary relations with the state budget and they are excluded from the list of "recipients" of educational and medical subventions. The revenues structure of district budgets’ general fund, which is enshrined in the new Article 64 of the Budget Code of Ukraine, narrows their revenue base dramatically. The district level of local self-government is almost leveled, and it is deprived of most powers and financial resources, as a result, it cannot represent common interests of territorial communities at the basic level, which contradicts a principle of subsidiarity, and an issue of expediency of further existence of the district level of local self-government will be raised in the near future. The article considers possible options for further reform of the district level of local self-government, namely: (1) liquidation of the district level of local self-government, (2) preservation of existing state of the district level of local self-government, (3) preservation of the district level of local self-government, while giving it authority and financial resources to represent the common interests of territorial communities of the basic level. A draft of powers, which should be transferred to the district level of local self-government, has been proposed.Conclusions. The amendments to the legislation made in 2020 have led to a situation where the district level of local self-government was deprived of a larger share of its revenues and was significantly limited in its powers. As a result, the local self-government at the district level cannot fully represent common interests of territorial communities of the basic level in accordance with Article 140 of the Constitution of Ukraine and the principle of subsidiarity. This raised a question on expediency of the existence of the local self-government at the district level. Possible options for its further reform have been considered in the article. The most expedient option is to preserve the district level of local self-government and provide it with powers and financial resources so that it would be able to represent common interests of territorial communities of the basic level. The list of powers to be transferred to the district level has been determined.

Administrative and legal status of local self-government bodies in the context of decentralization reform

The article is devoted to the study of the administrative and legal status of local self-government bodies in the process of implementing the decentralization reform.
 Currently, Ukraine is undergoing a decentralization reform. Its beginning, in its current form, is considered to be the approval by the Cabinet of Ministers of Ukraine of the concept of reforming local self-government and territorial organization of power in Ukraine in 2014 and the approval of the action plan for its implementation, which launched the decentralization reform. In 2020-2021, a new stage of decentralization is taking place in Ukraine, which was characterized by a number of significant legislative changes.
 The article examines the administrative and legal status of local self-government bodies. It is argued that the term “local self-government body” is understood as an autonomous, non-sovereign legal entity of public law, which was created and received its power from a law adopted by Parliament. The degree of independence of local self-government in decision-making is determined by the nature and structure of administrative relations with state authorities.
 It is concluded that during the implementation of the reform, the legislation on local self-government and related legislation should be revised and improved in such a way as to expand the powers of local self-government bodies and contribute to the better performance of their functions, especially in the management of personnel issues, financial affairs and in determining their own priorities in the provision of public services. Despite the revision and amendment of the legislation on local self-government and other relevant legislation, the analysis of scientific sources gives grounds to assert that the exercise by local self-government bodies of their statutory powers and the performance of the functions assigned to them largely remained under the influence and control of the state authorities.

Розглянуто сучасні проблемні аспекти проведення децентралізації в Україні. Доведено необхідність вирішення зазначених проблем для подальшої оптимізації регіонального зростання. Визначено особливості впровадження публічних механізмів в умовах неврегульованого розвитку територіальних громад.

ПЕРЦЕПЦІЯ НАСЕЛЕННЯ ДЕЦЕНТРАЛІЗАЦІЙНИХ ПРОЦЕСІВ В УКРАЇНІ. КЕЙС КЕЛЬМЕНЕЦЬКОЇ ТА ЛІВИНЕЦЬКОЇ ГРОМАД

The ratification by Ukraine of the European Charter of Local Self-Government in 1997, and the subsequent creation of the Concept of Reforming Local Self-Government and Territorial Organization of Power in 2014 marked the beginning of a new stage in the development of our state, one of the most important tasks of which was the creation of capable, self-sufficient communities. Therefore, the importance of researching the attitudes of the community population, their perception of the changes that have taken place, ideas and expectations from the reform is unquestionable and necessary at all stages of decentralization and after its implementation. The paper presents the results of a study of the awareness and perception of residents of Kelmenetska and Livynetska territorial communities regarding certain aspects of decentralization processes. The survey involved 630 respondents, and their answers were analyzed according to their gender, age, level of education and the size of the settlements in which they live. The paper analyzes people’s feelings about the changes due to the reform of local self-government and territorial organization of power, and how exactly their lives changed after such changes. The level of awareness of the changes in the administrative-territorial structure of the region that occurred as a result of the consolidation of districts in Chernivtsi region and the formation of united territorial communities, including Kelmenetska and Livynetska within the former Kelmenetskyi district, whose residents are the respondents themselves, was determined, and their relationship was analyzed in relation to such division. The level of respondents’ willingness to take direct part in the development of their territorial community was determined. As a result of the conducted research, it was discovered, that the residents of Kelmenetska and Livynetsk communities have a high level of awareness of the administrative and territorial changes to which the reform has led. A significant number of the population did not feel the effect of bringing the authorities closer to the people and transferring budgets to the localities. On the other hand, residents of the studied communities show a significant level of social awareness and have a high level of readiness to participate in the development of their own community.

Теоретичні аспекти формування механізму інноваційного розвитку регіонів України

As result of Russia’s military aggression, Ukraine’s direct losses amount to more than $ 108 billion. Ensuring the economic growth of our State in the post-war period with the limitation of the main factors of production leads to the actualization of the issues of using the innovative potential of each region. Such a vector of development will strengthen the existing positions of each region by attracting investments to restore the economy and implement innovative projects, which in turn will ensure regional attractiveness. At this, the results of investment and innovation activities of both local economic entities and foreign companies, the effectiveness of reforming local self-government, and the territorial organization of power are of particular importance. The purpose of the article is to explore the theoretical aspects of the formation of the mechanism for innovative development of the regions of Ukraine. The publication defines the prerequisites and special features of the construction of such a mechanism, develops a scheme of interaction of its main elements: the State, regions, business, finance, educational and scientific sectors. The structure of the mechanism for innovative development of the regions of Ukraine is examined, the basic principles and methods of its formation are allocated. Characterizing such basic components of the mechanism as organizational-managerial, institutional, economic, financial, scientific, technical and technological, showed the importance and significance of each separate component, as well as the need for their harmonious joint manifestation for an effective innovative development. The main conditions for the development of innovations in the regions are defined and their relationship with the components of innovative development of the regions is established. The importance of forming a mechanism for innovative development of regions as an effective direction of ensuring competitiveness and economic growth of both the regions and the country as a whole is justified.

The Impact of Local Government Reform and Territorial Organization of Power on Regional Development

The article considers the reform of the administrative-territorial system in Ukraine as a factor in strengthening territorial development, the state of transition to the second stage of reform. An assessment of the state of resource capacity of communities at this stage is given, and the problems that hinder the formation of wealthy communities and the negative consequences for the formation of the financial and economic potential of communities and regions are described. Conclusions are formulated.

Аналіз проблематики управління фінансовим забезпеченням розвитку територіальних громад у розрізі оцінки їх інвестиційного потенціалу

The article analyzes the effectiveness of financial management of the development of territorial communities in terms of assessing their investment potential. The problems and directions of solving the tasks are given, which is indicated in the "Concept of reforming local self-government and territorial organization of power". The state of the revenue side of local budgets in Ukraine as a whole and, in particular, in the Odesa region is analyzed. Sources of income and trends in the structure of funding for the period 2018-2021 are considered.

Estimation of the influence of globalization processes during the strategic decision-making in regional development

It has been emphasized in the article that under the influence of globalization processes, which are taking place in the world economy, new patterns appear and the levels of responsibility for regional and local development change. The role of regional authorities in ensuring the socio-economic development of territories is growing significantly. The development of regions and the state today depends on the interest and ability of local authorities to implement effective tools of regional governance. With the reform of local self-government and territorial organization of power in Ukraine, regional and local authorities are becoming key players in the sphere of community development. Obtaining new powers contributes to the transformation of regions and communities from the objects of government to the subjects of government, which significantly increases the responsibility for public administration decisions.The aim of the article is to analyze approaches to defining the nature, stages of formation and development of globalization, to study the quantitative dimensions of assessing the levels of globalization and to provide suggestions for the estimation of globalization impacts on public administration decisions in regional development.Two main approaches to determining the stages of formation and development of globalization have been identified in the article. The first approach is "historical", according to which the origins of globalization should be sought in the past. The second approach - "integrated" one, considers globalization as an exclusively modern socio-economic phenomenon.Economic, sociological, political science and universal approaches to defining the essence of globalization have been given.The approaches to estimating the level of globalization on the basis of globalization indices have been studied: the globalization index A.T. Kearney; KOF-index of globalization; CSGR globalization index; sociological index of globalization (Global Index); the new globalization index (NGI); Maastricht Globalization Index (MGI) and Integrated Globalization Index.The most powerful for modern Ukraine trends of economic development of regions in conditions of globalization and interstate integration have been generalized.It has been concluded that taking into account the trends of the impact of globalization factors on regional development will contribute to the adoption of prudent public administration decisions in the sphere of modernization of regional policy. Today, the regional government should initiate the activation of the regions' own economic potential and the use of their competitive advantages. In these conditions there is a process of increasing regional coordination of the subjects of formation and implementation of economic policy of regional development. Also, the development of strategic decisions on regional development should be based on the analysis of economic, social, cultural, and institutional features of each region, measuring the impact of globalization processes on them.

RISK MANAGEMENT OF THE SAFETY OF UNITED TERRITORIAL COMMUNITIES

Ukraine is in the process of reforming local self-government and territorial organization of power, in which state policy is based on the interests of residents of territorial communities and priority issues of security and well-being of the region. 2020 has become a key year in the formation of the basic level of local self-government: most of the existing small local councils will unite, and the formed associations will have the authority to use the resource potential and responsibility for the living standards and security of their communities. The project approach to the processes of ensuring the security of the population of the united territorial communities will help to organize effective management in this direction. Risk management of security projects is an extremely important and socially responsible part of the work of every project manager of the functioning and development of united territorial communities. To reduce losses from the risks of dangerous events and emergencies, as well as untapped opportunities in security projects, there is a need to develop convenient tools.
 The article presents the developed method of anti-risk security management of the united territorial communities and describes the stages of management of opportunities and threats in their security projects. A model of anti-risk security management of united territorial communities has been formed. The mathematical model of risk management of stakeholders of wind energy projects has been improved and the mathematical model of risk management of safety of united territorial communities has been obtained. It is recommended to use the method of risk management of the security of the united territorial communities in the planning phase of these projects, as a convenient tool to ensure timely and adequate response not only to the risks but also to the opportunities of the project.

Analysis of changes in the administrative-territorial status of monoprofile cities of Donbas (late 1940s – 1980s)

Transformations of the administrative-territorial status of monoprofile cities of Donbas in the context of development of structural-settlement structure of the region in the late 1940s and 1980s are considered. The urgency of the study is due to the reform of decentralization in Ukraine – changes in the order of local self-government and territorial organization of power. Its goal is to create communities that are self‑sufficient and effective in the economic, administrative and socio‑cultural dimensions. In the course of reform, monoprofile cities often acquire the status of centers of united territorial communities. In assessing the relevance of such decisions to the purpose of the reform, it is advisable to examine the relationship of structural-settlement, socio-economic and administrative-territorial status of these cities in historical retrospect. It turns out that the monoprofile cities of the region are an industrial-urban phenomenon, the genesis of which influenced the formation of the specifics of the settlement structure of Donbas. During the study period, the number of such cities more than doubled, reaching more than sixty cities in the late 1980s. Their share among the settlements of the region with the administrative status of a city was at that time two thirds. The emergence of monoprofile cities in the region in large numbers in the 1940s – 1980s is associated with government-industrial policy. At the same time, the structural and settlement importance of these settlements was reflected in their acquisition of the administrative-territorial status of region or district cities. From the beginning of the study period, the vast majority of cities with a narrow industrial base in the region belonged to the cities of district subordination, as they did not meet high enough urban criteria. In the urbanized region, in the presence of other, more powerful urban centers, the corresponding role in the administrative-territorial organization programmed the secondary nature of their structural settlement development. In particular, it did not contribute to the formation of micro-regions around these cities, which must be taken into account in the current conditions of reforming local self-government and territorial organization in the country.

STRATEGIC PRIORITIES AND INVESTMENT DOMINANTS OF BUDGET POLICY DEVELOPMENT OF THE COUNTRY

The research consists in substantiation and development of conceptual bases and recommendations on strategy of budgetary policy activization of Ukraine on the basis of investment. Investment analysis is a method of systematic analytical and research work to optimize investment decisions. Its indicators and methods of evaluation and interpretation are used in determining the effectiveness of alternative investment projects when it is necessary to make a choice. The main information and analytical tools for project evaluation: financial indicators of the project; indicators of economic efficiency; sensitivity analysis; break-even analysis; probability estimation. Their use is effective when using the discount method. Revision of the former regulatory system in accordance with the new priorities of economic policy provides assistance to the state in forming the infrastructure of the resource market, developing a network of non-bank financial institutions capable of mobilizing long-term financial resources, restructuring the banking system to implement investment functions of banks in the economy, insurance and investment incentives. The search for a new domestic model of investment development and the current mechanism of the state presence should be carried out taking into account the experience of state regulation of investment processes gained by foreign countries, using its positive aspects in Ukraine. state and administrative-territorial units. The purpose of the work is to study the systematization of the tool base for modelling the mechanism of budget management in the financial and economic system of the state and the development of conceptual approaches to the development of local budgets in the context of financial decentralization in Ukraine. Applied aspects are based on determining the main directions and effectiveness of budget policy in Ukraine for the period 2018-2020 pp. The authors study the structure of the budget mechanism and components of the budget management system as an instrumental basis for the conceptualization of local budgets in the economic system of the state. The practical part of the work is the monitoring of the investment sector of the Odessa region, the study of the dynamics of the main macroeconomic indicators of the region. In general, the implementation of administrative-territorial reform and the introduction of changes in the territorial organization of power in Ukraine have provided an update of the system of revenue generation of local budgets. The analysis of the selected research issues provides a conceptual basis for the formation of an effective mechanism of fiscal policy in Ukraine; forms a platform for developing macroeconomic stabilization policy. Prospects for further research are to improve the mechanism of effective functioning of the budget sphere and the implementation of integrated management analysis.
