The article analyzes the features and problems of implementing the import substitution policy in the Republic of Belarus. It is shown that these problems are due to insufficient attention to the need to improve the technological level of the national economy. Author's proposals have been developed to link the import substitution policy with the problem of ensuring the technological security of the Belarusian state. New indicators and the author's methodology for determining the level of product localization are proposed for use, which, unlike the standard methodology, take into account the origin of not only raw materials, materials, components, but also the technological equipment used in the production process. The practical application of the conclusions and recommendations made in the article will, on the one hand, rationalize imports, and, on the other hand, will become a factor in the technical and technological modernization of the Belarusian economy.
