Learning designs that are in accordance with the developmental characteristics of elementary-aged children are often not paid enough attention to by teachers. As a result, students are not actively involved in learning. If this continues to be ignored, it will have an impact on the achievement of ineffective learning objectives. This study aims to produce a Learning Implementation Plan using the outdoor study method in grade IV Elementary School (SD) which can be used as a teacher reference in carrying out learning outside the classroom. This research is a Research and Development research by modifying the 4-D model. However, this research was only carried out until the third stage, namely develop. Validation is carried out by curriculum experts. The developed lesson plans were rated and responded to by 8 public elementary school teachers in Bengkulu City. The data analysis technique used descriptive statistical analysis on the results of expert validation assessments and teacher responses and qualitative descriptive analysis on comments from expert validation and teacher responses. The results of this study show that in the Thematic Learning Implementation Plan using the outdoor study method with an assessment from curriculum experts of 89.25 with a very good category and teacher responses of 89.15 with a very good category as the final product of development.
