ВОЗМОЖНО ЛИ УСПЕШНОЕ ПРОВЕДЕНИЕ СОЦИАЛЬНОЙ ГАЗИФИКА-ЦИИ/ДОГАЗИФИКАЦИИ В УСЛОВИЯХ ГЛОБАЛЬНОЙ ЭКОНОМИЧЕСКОЙ И ГЕОПОЛИТИЧЕСКОЙ НЕСТАБИЛЬНО-СТИ?

This article presents the results of the anal-ysis of the economic state of the domestic gas industry, including the activities of the flagship of the country's fuel and energy complex, the Public Joint Stock Company Gazprom Group of Companies. The prob-lems of reorientation of gas raw material exports to the East, issues of creating a liquefied natural gas complex, an icebreak-er fleet for transporting LNG to old and new areas and sales points are considered. An independent research issue is the difficul-ties of implementing the state target pro-gram of social gasification and pre-gasification of Russian territories. The pur-pose of this subject study is a comprehen-sive economic assessment of the imple-mentation of state programs for regional development based on the use of hydro-carbon raw materials, including the social gasification/pre-gasification program in the constituent entities of the Federation. The results of the research obtained by the au-thors of the article are reduced to the anal-ysis of departmental non-public information on the identified problems in the gas indus-try. As a research tool, the methods of ac-tivity comparative studies and economic statistics were used. The conceptual ap-proaches involved were discussed. The article ends with three conclusions.

Assessment of Safety Probability of Fastening Operations in Loading-unloading Work Process

One of the important strategic objectives in the target programs for economic and social development adopted by the Government of Georgia is to improve the coordination of all types of transport – sea, rail, road, air, and pipeline. The methods of organizing and managing the transport system at different levels greatly impact solving the problems faced by water transport. Therefore, research in the field of improving the organization and management of the transport hub (port), as an integral part of this system, plays an important role in increasing the traffic volume and service quality of all types of transport on the transport corridors of Georgia. Foreign and domestic experience shows that a large percentage of waiting times for cargo operations by ships and berths is mainly due to the lack of coordinated actions between the adjacent modes of transport and ports and the imperfection of the organization and management of loading and unloading processes in ports. In this regard, it is necessary to focus on identifying and eliminating "vegetables". First of all, this link of the transport system connects water and land transport routes. Transport communications have long been called the arteries of life. Without them, the economy's rise and the country's prosperity, even if it has huge natural resources, is impossible. Whoever controls the transportation system holds the levers of economic management, which means that he can decide the fate of the entire state. The development of transport communications of the global transport system puts new demands on the quality of functioning of the existing intermodal corridor through Georgia. In particular, the transport corridor created by the EU countries under the name ITC TRACECA creates new challenges for the existing transport system of Georgia to maintain the transit cargo flows between Europe and Asia in competition with the seaports of Georgia, Azerbaijan, and partly Ukraine and Russia. In this regard, all the main directions of improving the organization and management of the technological processes of seaports become relevant: (i) increasing the capacity of berths and transport complexes in the Black Sea ports of Georgia to the maximum limit by reducing costs; (ii) creating new methods for identifying capacity reserves, which will ensure the competitiveness of Georgian seaports in competition with these ports; (iii) speeding up the process of transit cargo transportation through seaports, as well as reducing the processing time of cargo going to export and import in Georgian ports. Fuzzing trusted execution environments with Rust

Fuzzing, a software testing technique, aims to uncover bugs by subjecting the target program to random inputs, thus discerning abnormal program behaviors such as crashes. In this paper, we present the design and implementation of a fuzzing framework designed to test TEEs (Trusted Execution Environment). Our framework leverages established software tools in a novel way: (1) We employ the Rust programming language in a two-way code generator: to translate fuzzer output to a sequence of system calls and in a “reverse translation” process, where sample code snippets are used to seed the fuzzer – a single API specification suffices for both endeavors; (2) Our fuzzer exhibits the ability to iteratively traverse the API's specification, scrutinize object dependencies, and judiciously reuse objects. These features significantly amplify its bug-finding prowess. (3) A versatile Rust proc macro mechanism is used to process the API specification. The fuzzer's code is built with the Rust compiler sans the necessity for additional specialized tools. (4) To enable the efficient stateful execution of TEEs, we have tailored the QEMU system emulator accordingly. To verify the usability and performance of our fuzzer, and to test various configuration options we conducted a series of tests with a popular open-source OP-TEE trusted operating system.

SHIFT@LHC: Searches for new physics with shifted interaction on a fixed target at the Large Hadron Collider

New low-mass particles with very small couplings to standard model particles that travel significant distances before decaying are interesting candidates to address some of the most intriguing questions of modern physics. In this paper, I propose to extend the LHC’s research program by installing a gaseous fixed target referred to as SHIFT at around 160 meters from the CMS interaction point. When the LHC proton beam collides with this target, interactions at a center of mass energy of ≈113 GeV would occur. The particles produced in such collisions, or their decay products, would travel through the rock and other material on their path, potentially reaching the CMS detector where they can be registered and studied. Such an approach would allow us to access otherwise uncovered regions of parameters phase space at a relatively low cost since it does not require constructing a new detector. Various aspects such as angular and lifetime coverage or material survival probability have been studied. The results are interpreted within two new physics models, namely, the Dark Photons and the Hidden Valley scenarios, and compared with the standard proton-proton physics program of CMS. A comparison is also made with the fixed target program at LHCb, as well as parasitic detectors such as FASER or MATHUSLA. The obtained results indicate that, despite assuming just 1% of the nominal CMS luminosity to be available to SHIFT, the physics reach could be extended by a factor of up to 150 (1000) for Dark Photon (Hidden Valley) scenarios, depending on the signal model parameters.

OPTIMIZATION PROBLEM FOR NUMBER OF LOGIC GATES NEEDED TO IMPLEMENT MULTIPLE BOOLEAN FUNCTIONS USING DECODER

Abstract. Background. Computer circuits enable almost every piece of electronics to function. An opportunity for their optimization was found in one of the ways to implement a circuit, which involves a decoder. Decoders are basic circuit components whose behavior makes it easy to implement multiple Boolean functions. Functions are just rules by which informational signals are being processed in the circuit. To implement a function Logic gatEs (LEs) are used. LEs group multiple input signals and process them using binary logic operators like AND or NOR. Purpose. Develop a computer program that, based on provided functions, will find a solution associated with approximately minimal number of logic gates. Relevance. Prevalence of circuits increases the value of small optimizations, since any improvement gets multiplied by millions of circuits produced. Optimization at the logic level is being explored, which will retain value regardless of the physical properties of the circuit. Additionally, the theory of optimizing LE usage for circuits built on decoders is examined, which will alleviate future research. Methods. Development of the theory arose from an understanding that input signals can be grouped using LEs consciously. This way, LE outputs can be used in more than one function, which results in reduction of total number of LEs. It becomes evident that the problem can be restated in terms of sets. Similarity to known NP-hard problems emerges, which prompts usage of existing solution approaches. Among them, the greedy algorithm is chosen for its simplicity in program implementation. The connection between the problem and digital circuitry is weakened by the introduction of special evaluation functions that work with sets. So, the problem is reduced to several mathematical rules, which then are used as the appropriate parts of the greedy algorithm. Development of knowledge necessary to create the target program is thus concluded. Results. The target program is successfully implemented and can be seen in full at https://github.com/Gleb-05/MakeFuncForDC. A test is conducted on 1000 sets of four pseudorandom eight-term functions. It is estimated that the implementations proposed by the program require on average 0.75 of the initial number of LEs. The average running time is estimated at 2 milliseconds. In contrast, brute-force search for the same problem is theorized to run for years. Conclusions. A working program that finds an almost optimal solution is successfully created and tested. Its performance makes it potentially useful in the industrial scale of circuit manufacturing. Since the program essentially offers workload management, its possible applications go beyond the domain of digital electronics. Additionally, the theory of optimizing the use of LEs is presented for the first time. It can be used as the basis for future research on the implementation of multiple Boolean functions using decoder.

TaPaFuzz: Hardware-accelerated RISC-V bare-metal firmware fuzzing using rapid job launches

Fuzz testing serves as a key technique in software security aimed at identifying unexpected program behaviors by repeatedly executing the target program with auto-generated random inputs. Testing is integral to IoT device security but is hampered by the minimal observability features of typical in-market IoT devices. Moreover, the slow nature of a RISC-V software emulation on x86 host CPUs and the inaccuracies introduced by compiling IoT applications to a different ISA for execution on host systems pose significant challenges. Our software-hardware co-design surmounts these hurdles. Fuzzing jobs are prepared and evaluated on a host computer, while the actual execution with high-throughput tracing is performed on an FPGA. Advances in the host-to-FPGA interface together with an accelerated reset procedure between Fuzzer jobs effectively hide the costly host-FPGA communication, increasing the single-thread fuzzing performance by up to factor 11.7x that of the leading QEMU-based fuzzer AFL++ running on a very fast x86 CPU. We demonstrate practical usability by evaluating our framework on a collection of applications in a bare-metal environment.

Non-linear programming model proposal for mutual support distance of air defence systems

With the advancements in technology, the deployment of air defence systems required for the defence of a country after procurement is considered as an important problem in terms of defence effectiveness. It is seen that criteria such as coverage, strike effectiveness and logistics network are taken into account while deploying. In addition, principles such as remote countermeasures, defence in depth and all-round defence are also taken into account. In this study, two different deployment models are proposed for point and area air defence. In this model, the optimum deployment distance at which other systems can support each other in addition to a deployed air defence system is determined. In the nonlinear target programming model proposed for point air defence, the number of missiles is considered to be reasonably balanced for perimeter defence, while for area defence, the nonlinear optimization problem is addressed by calculating the equally important coverage and strike effectiveness criteria values. In this study, it is observed that the approach based on mutual support distance has been used for the first time in the defence literature. According to the results obtained, it is observed that this proposed model for determining the mutual support distance solves the deployment problem optimally.

Interventional Pharmacoepidemiology: Origins, Current Status, and Future Possibilities.

Interventional pharmacoepidemiology applies quantitative analysis of patterns of medication use and outcomes to help design, guide and then evaluate programs to improve prescription drug use and outcomes. Surveillance of prescribing and drug-taking in large populations is increasingly practical because of the proliferation of detailed data on medication use decisions, often based on paid claims billing data. At the same time, increasingly granular clinical information is available on patient characteristics and outcomes. This can offer important opportunities to identify problematic use, focus interventions to address them, and measure their impact. Alexander et al (Am J Epidemiol. 0000;000(00):0000-0000) review the need for such research and provide methodological guidance for its performance. While randomized controlled trials of such interventions are ideal, real-world considerations often require other evaluation strategies, including stepped-wedge designs and interrupted time-series analysis. As drug therapy becomes more powerful and more costly, and the risks of poor medication choices as well as under-use of effective treatments become even better understood, the health care system will increasingly rely on such approaches to assess current patterns of prescribing and patient adherence, target programs to address problem areas, and measure the effectiveness of such interventions.

Jmvx: Fast Multi-threaded Multi-version Execution and Record-Replay for Managed Languages

Multi-Version eXecution (MVX) is a technique that deploys many equivalent versions of the same program — variants — as a single program, with direct applications in important fields such as: security, reliability, analysis, and availability. MVX can be seen as “online Record/Replay (RR)”, as RR captures a program’s execution as a log stored on disk that can later be replayed to observe the same execution. Unfortunately, current MVX techniques target programs written in C/C++ and do not support programs written in managed languages, which are the vast majority of code written nowadays. This paper presents the design, implementation, and evaluation of Jmvx— a novel system for performing MVX and RR on programs written in managed languages. Jmvx supports programs written in Java by intercepting automatically identified non-deterministic methods, via a novel dynamic analysis technique, and ensuring that all variants execute the same methods and obtain the same data. Jmvx supports multi-threaded programs, by capturing synchronization operations in one variant, and ensuring all other variants follow the same ordering. We validated that Jmvx supports MVX and RR by applying it to a suite of benchmarks representative of programs written in Java. Internally, Jmvx uses a circular buffer located in shared memory between JVMs to enable fast communication between all variants, averaging 5% |47% performance overhead when performing MVX with multithreading support disabled|enabled, 8% |25% when recording, and 13% |73% when replaying.

Discovering API usage specifications for security detection using two-stage code mining

An application programming interface (API) usage specification, which includes the conditions, calling sequences, and semantic relationships of the API, is important for verifying its correct usage, which is in turn critical for ensuring the security and availability of the target program. However, existing techniques either mine the co-occurring relationships of multiple APIs without considering their semantic relationships, or they use data flow and control flow information to extract semantic beliefs on API pairs but difficult to incorporate when mining specifications for multiple APIs. Hence, we propose an API specification mining approach that efficiently extracts a relatively complete list of the API combinations and semantic relationships between APIs. This approach analyzes a target program in two stages. The first stage uses frequent API set mining based on frequent common API identification and filtration to extract the maximal set of frequent context-sensitive API sequences. In the second stage, the API relationship graph is constructed using three semantic relationships extracted from the symbolic path information, and the specifications containing semantic relationships for multiple APIs are mined. The experimental results on six popular open-source code bases of different scales show that the proposed two-stage approach not only yields better results than existing typical approaches, but also can effectively discover the specifications along with the semantic relationships for multiple APIs. Instance analysis shows that the analysis of security-related API call violations can assist in the cause analysis and patch of software vulnerabilities.

Preventing Stunting Through Effective Supplementary Feeding

General Background: Stunting is a significant public health issue that adversely affects child growth and development, particularly in developing countries like Indonesia, leading to increased morbidity and mortality rates. Specific Background: In Kedung Peluk Village, Sidoarjo Regency, the Supplementary Feeding Program (PMT) was implemented to combat stunting, but its effectiveness remains uncertain. Knowledge Gap: There is limited research evaluating the specific effectiveness of PMT in this context, necessitating a thorough examination. Aims: This study analyzes the effectiveness of PMT in preventing stunting in Kedung Peluk Village, focusing on indicators such as target accuracy and program understanding. Results: While PMT is well-targeted and timely, many community members lack understanding of stunting prevention. Although the number of stunted children decreased from 15 to 9, awareness of nutritional needs remains low. Novelty: This research offers new insights into PMT's effectiveness in a rural setting, highlighting community perceptions. Implications: The findings emphasize the need for improved educational initiatives to enhance community understanding and engagement, ultimately aiming to reduce stunting rates. State and prospects for the development of hemp cultivation in the Russian Federation

Abstract The article discusses the prerequisites for the revival of the hemp industry. The reasons for the reduction in hemp sown areas and the state of hemp production in different years are shown. The characteristics of this crop as a raw material for the processing industry are given. Numerous types of products obtained from hemp during processing are given. The prospects for the further development of hemp through the federal target program “Development of breeding and seed production of industrial crops in the Russian Federation” are considered. Data are presented on the sown areas on the territory of the Russian Federation from 2010 to 2023, on the territory of the Republic of Bashkortostan from 2021 to 2023.

THE INCIDENCE OF DIABETES MELLITUS IN THE ADULT POPULATION OF MOSCOW IN 2013-2022

Diseases of the endocrine system continue to be an acute social problem for the state. The negative trend in the prevalence of diabetes mellitus, as well as the increase in the number of cases among adolescents and people of working age, should be the main driver for building a sustainable health care system. to analyze the incidence of type 1 and type 2 diabetes mellitus in the adult population of Moscow and the Russian Federation in the period 2013-2022 according to official statistics. A statistical analysis of the official statistics of the Federal State Budgetary Institution «TSNIIOIZ» of the Ministry of Health of the Russian Federation and the Center for Medical Statistics (CMS) of Moscow was carried out. During the period of termination of the implementation of the Federal Target program «Diabetes Mellitus» in 2013-2022, the indicators of primary and general morbidity of DM1 and 2 in the adult population of Moscow throughout the analyzed period were statistically significantly lower than similar indicators for the Russian Federation as a whole. The results of the analysis of the incidence of diabetes mellitus among the adult population aged 18 years and older in Moscow are characterized by a more pronounced decrease in primary morbidity and an outstripping increase in the overall incidence of DM1 and DM2, which requires further improvement of measures aimed at preventing the development of diabetes and its complications, improving measures to account for identified diseases and subsequent routing of patients.

Informal Life Safety Education for Students in the Context of Globalisation: Insights From International Practices

Informal education is a process of self-organised acquisition of specific competencies. Although not necessarily goal-oriented and structured, it actively contributes to expanding professional knowledge and skills and is positioned as one of the critical competencies of an individual. Informal education has gained particular significance in the era of internationalisation. The article aims to analyse the specifics of organising informal education for students in the field of life safety against the backdrop of global internationalisation, based on the experience of foreign countries. The research identifies the primary forms of informal education, including single lectures, video lessons, online consultations, and communication tools. It has been established that informal education creates preconditions for self-realisation, acquisition of new knowledge, skills, and competencies, increased motivation, and professional competence. Mechanisms for crediting the results of informal learning to formal education have been provided. It has been found that the educational environment in the era of internationalisation involves academic mobility, active international relations, projects, research initiatives, and academic programs, as well as the integration of international, intercultural, and global dimensions into higher education goals. Policies and programs appropriate to implement in response to globalisation as a tool for maximising its opportunities have been identified. An analysis of the national internationalisation of informal education in life safety, consideration of its organisational strategies through the prism of target programs and personal motivation of higher education students has been conducted. It has been proven that informal education in life safety enhancement is flexible, not limited by time frames, and does not involve certain procedural formalities. It aims to improve students’ life activities, allowing them to actively socialise and enhance their socio-economic status.

Legal scientific and research infrastructure in ukraine and the world, its impact on the development of innovations

Problem setting. The absence of a systematic state policy regarding the development of research infrastructures and insufficient funding of scientific institutions and institutions of higher education significantly affects the decrease in the competitiveness of scientific research in Ukraine and negatively affects the development of the national economy. Therefore, one of the priorities of state policy should be the development of scientific and research infrastructure, including the legal one. Analysis of recent research and publications. Ukrainian scientists who studied this issue are: Hlibko S.V., Lyubchych A.M., Kokhan V.P., Rozgon O.V., Golovashchenko O.S. etc. Foreign researchers are Adrian Dusha, Dietrich Nelle, Günter Stock, and Gert G. Wagner and others. Purpose of research is to analyze the state of development of the legal research infrastructure in Ukraine and the world to determine the prospects for its improvement in Ukraine. Article’s main body. The Concept of the State target program for the development of research infrastructures in Ukraine for the period until 2026 states that a significant decrease in the competitiveness of scientific research has a negative impact on the development of the national economy and, accordingly, on the quality of life of its citizens. The reasons for this are lack of a systematic state policy regarding the development of research infrastructures; multi-year underfunding for support and renewal of the material and technical base of scientific institutions and institutions of higher education; low remuneration of scientists; inability of scientists and young lawyers to fully realize their scientific and professional potential in Ukraine; migration of scientists abroad. All the factors listed above make it impossible to build a society based on knowledge and make it impossible to develop the spheres of scientific and innovative activity. Lawyers note the problems of inconsistency of legal education in Ukraine with the modern requirements of the legal market. Thus, in 2021, the Committee of the Verkhovna Rada of Ukraine on Education, Science and Innovation approved the Concept of the Development of Legal Education, which provides for a comprehensive reform of legal education. Ways to solve the outlined problems are improvement of the regulatory framework for the regulation of this sphere of relations, attraction of various forms of funding for scientific research, modernization of the material and technical base of research infrastructures. Conclusions and prospects for the development. Legal research infrastructures play a significant role in the development of modern legal science and the training of experts in the field of law, on whom the legal order and welfare of society depend. In our opinion, it is necessary to create and develop such elements of the legal research infrastructure that will allow future lawyers to acquire, first, real practical and empirical knowledge. In our opinion, the question of sufficient funding of research infrastructures and decent remuneration of scientists and lawyers is extremely important to create a comfortable and safe environment for conducting research at the highest level.

Development of a model for solving the functional task «Formation of surgical operations schedule» in a medical institution

The object of the research is the process of forming the schedule of surgical operations of the Sytenko Institute of Spine and Joint Pathology National Academy of Medical Sciences of Ukraine. Modern research in the field of modeling work on the formation of the work schedule of medical institutions and surgical departments is focused on the development of models for the formation of schedules for the requirements of specific institutions. The use of these models to automate the formation of the schedule in other medical institutions is impossible without theoretical and applied modification of existing solutions taking into account the requirements and features of a particular institution. Therefore, conducting research to solve this problem is relevant from a theoretical and applied point of view. It was proposed to use a complex of mathematical models of target programming as the basis of the schedule formation model, which made it possible to form a schedule under conditions of limited resources. The main features of the Sytenko Institute of Spine and Joint Pathology National Academy of Medical Sciences of Ukraine as an object of automation. Based on these features, a modification of the proposed models was developed, which allows automating the process of forming a schedule that would have minimal deviations from the submitted applications for operations. Based on the results of the modification of the schedule formation model, the choice of the method of solving the problem was justified and it was proposed to adapt the modification of the method of branches and boundaries to solve the problem of forming the schedule of surgical operations, it is proposed to adapt this modification to the specifics of the specified problem. The peculiarities of implementation of algorithmic, informational and software tools of the developed functional task are considered. Experimental verification of the obtained scientific results was carried out. For such verification, real data of applications for operations at the Sytenko Institute of Spine and Joint Pathology National Academy of Medical Sciences of Ukraine The obtained results of the experimental test allow to make a decision about the possibility of applying the results of solving the functional problem in the industrial operation of the medical institution.

Evaluation of the Adult Migrant English Program for the Australian Government Department of Home Affairs

Objective and ApproachThe Adult Migrant English Program (AMEP) is a free service to help eligible migrants and humanitarian entrants with low English proficiency to improve their English skills and elevate their participation in Australian society. In partnership with AMEP funder, the Australian Government Department of Home Affairs, we have completed a longitudinal research study analysing the effectiveness of AMEP by linking participant information for over 400,000 AMEP clients with administrative data from social services, taxation, and the national census, from 2003 – 2019. This is the first time AMEP participant data has been linked with other data assets and represents the most comprehensive evaluation of AMEP since program inception in 1948. ResultsAMEP participation was associated with improved English proficiency of clients, especially when clients studied for longer periods. Migrants with higher levels of English on-entry had better labour market outcomes, higher income levels (male and female), lower rates of public housing tenancy, and were less likely to receive income support in the years following program exit. ConclusionsWhile the design does not support true causal inference, this evaluation provides good evidence that AMEP is effective at improving English proficiency and suggests AMEP participation can improve a range of economic and social outcomes for eligible migrants with low English proficiency. ImplicationsThe launch of these results coincided with new investment in AMEP and a broadening of eligibility criteria to make AMEP available to a wider range of migrants with low English proficiency.

Investigation of Markovian Process in Server Break-down

In day to day life goods produced at a number of places are consumed at different locations and then the problem faced by producer or dealer is to transfer goods from numerous places of origin to various places of consumption such that cost of transportation, time required, damages to the product etc. are optimum. This is called classical transportation problem. In this study we have studied transportation problem solve by Markov Decision Process. Introduction to the operations research is made along with over view of optimization techniques of single objective transportation problem. For literature review in the subject of multi objective fractional as well as linear multi objective transportation problems. In basic concepts of Markov Decision Process are given for further usage in the thesis work. We have stated algorithms for solving different types of multi objective programming problems. In entire work we have used basically linear membership functions, hyperbolic membership function and exponential membership function. These membership functions are Markov Decision Process. In case of linear membership function weighted arithmetic mean, weighted quadratic mean, geometric mean is used to find compromise solution. Almost everywhere we have found that the compromise solutions are fairly close to optimal solution when the problem is solved as single objective function. We have solution procedure for multi objective linear transportation is given using Markov Decision Process. Introduction to fractional programming is made and solutions of multi objective linear fractional programming problems are discussed. We have solutions of multi objective linear fractional transportation problem. In this topic fractional objective functions are approximated as linear functions using Taylor’s theorem and then applied method to solve the multi objective linear transportation problem discussed earlier. We focus on solution to fractional transportation problem with Markov Process coefficients. To multi objective fractional transportation problem with goal programming approach. We deal with general integer programming problem along with fractional transportation problems. The main result of this thesis is a characterization of increasing Marko processes satisfying certain conditions. At the end bibliography and research papers published by authors are given. The article substantiates the need to develop and implement a flexible employment policy for employees of enterprises in connection with the course of transformational processes in the external environment and the related need to adapt to their internal environment. The article aims to study the features of the flexible employment policy of enterprises and develop proposals for the formation and implementation of their target programs using a program-target approach. Based on the generalization of literary sources, the features of flexible employment and its policy are analyzed, including the change of social status, organization of working hours, systems and forms of remuneration, and territorial location of employees’ workplaces. The differences between non-standard and flexible employment, their definitions, and the characteristics of crisis and transformational models are clarified. The expediency and advantages of using a program-targeted approach for the formation and implementation of a flexible employee employment policy at the enterprise have been proven. The principles of implementing the program-target approach were formed: planning, purposefulness, systematicity and complexity, compliance with timing and deadlines, limited resources, reflexivity, and success. The content and sequence of the main stages and regularities of applying the program-target approach to forming and implementing the flexible employment policy of the company’s employees are proposed. The typical objectives of the program were formed with their decomposition into supporting and providing ones. A typical form of monitoring the results of the implementation of the target program of flexible employment of the company’s employees for a certain period has been developed, considering the achievement of the values of the control critical indicators of the program by goals, measures, funding volumes and responsible positions of the executors. Creation of problem-oriented data bases

Program objective method is currently employed for planning the directions of overall industrial intensification and introduction of scientific and technical achievements into practice. Objective complex programs demand respective reorganization of information activities. The fundamentally new approach to data organization lies in the creation of data banks (DB) representing problem-oriented systems for collective use. The accomplished analysis of practice in creation of oriented DB shows that at present there are possibilities to create DB resting upon information resources either provided or generated on the spot, as well as on information and technological, linguistic, program, and technical supply arranged by the Republican automatic system and technical information.
